So much that J-Fed has been holding "secret" meetings EVERY week since first week in July. I have recently seen "Big bird" and "inspector Brown" attend a few of these "secret meetings"
J-Fed is FUMING that police officer's have stopped producing...I have heard him screaming these word for word excerpts in the past few weeks from his office:

SCC- it is time to revisit your series "Problems Facing the Department" Those were well written, and right on the money in my opinion. Im thinking #9 could be something like "How to make the Department work again" or the "Emasculation of the CPD by society" but upon review of the main page I find that this would actually be a rehashing of problem #'s 1-8.
Want me to start working again? Make ME feel safe, not just physically and financially- now, and in the future. When I retire I would like to know that a pension check, and medical/dental/optical coverage will be there for me and my wife.

WHAT WE DO CARE ABOUT IS WHEN WE ARE GOING TO A CALL OF SHOTS FIRED, GANG DISTRUBANCE WITH TEN PEOPLE FIGHTING, ETC. AND WE KNOW THERE IS NO OTHER UNIT OTHER THAN OURS RESPONDING BECAUSE EVERYONE IS DOWN ON A JOB ALREADY! RAP FOR THE LAST SIX HOURS. WE SEE THE NUMBER OF PEOPLE WE WORK WITH. UNLESS WE ARE ENVIOUS, WE ALSO DO NOT KNOW OR CARE HOW MANY PEOPLE ARE ASSIGNED ELSEWHERE...WE DO KNOW THERE ARE NOT ENOUGH WHERE WE WORK.
RESOLUTION: Get us more officers or take your statistics and REALIZE that you are responsible for them.

BUT, JAMMING A PO FOR A SINGLE NON-CRIMINAL, POOR DECISION IS UNACCEPTABLE. WE SEE THIS AND CONTINUE TO SEE THIS. WE SEE SUPERVISORS DEMANDING AGGRESSIVENESS WITH THEIR MOUTHS AND SUSPENDING US WITH THEIR HANDS IN SPARS AND CRS.
RESOLUTION: BE THERE FOR YOUR TROOPS WHEN THEY ARE CHALLENGED BY CITIZENS AND HAVE MADE THE RIGHT CALL, BUT ALSO WHEN THEY MADE A MISTAKE AND IT CAN BE EASILY AND INFORMALLY CORRECTED. COUNSEL THEM INFORMALLY ON WHAT THEY DID WRONG AND WHAT THEY CAN/SHOULD DO BETTER....NOT IMMEDIATELY JAM THEM WITH DISCIPLINARY PROCEEDINGS. QUIT SETTLING LAWSUITS WHICH CAN BE FOUGHT AND LIKELY WON IN COURT.ENFORCE THE SWORN AFFIDAVIT BILL.

THE REALITY: All we want is a good faith, efficient negotiation. Tell us that negotiations are ACTUALLY happening and we will likely be more understanding. Still, it is about that time to take it to arbitration.
RESOLUTION: The City must negotiate...in a reasonable time frame. The lack of meetings is the most disturbing. What do the negotiators do the rest of the time they are not meeting with the FOP to work on the contract? MEET AND MOVE FORWARD, or continue to recognize that any criticism being taken by the City is ABSOLUTELY JUSTIFIED.

RESOLUTION: PROMOTIONS ARE FOR LEADERS. TESTS ARE NECESSARY AND ARGUABLY THE FAIREST METHOD TO SELECT LEADERS...BUT DO THEY DEFINE A "MERITORIOUS" LEADER? IN MOST CASES...NO, THEY DO NOT. ANYONE WHO TAKES THE DETECTIVE, SERGEANT, OR LIEUTENANT EXAMS STUDIES FROM DOCUMENTS THAT THEY WILL HAVE AT THEIR FINGERTIPS WHEN THEY EVENTUALLY NEED TO CHECK SOMETHING OUT IT THE FIELD. MEMORIZING WHO TO NOTIFY FOR AN AGG BATT DOES NOT MAKE YOU A LEADER. BEING ABLE TO DIRECT THIRTY PEOPLE TO DO WHAT THEY NEED TO DO AT A MULTIPLE AGG BATT SEEN DOES. MERIT SHOULD BE DRAWN FROM EXAMPLES OF LEADERSHIP AND REAL LEADERS ARE OFTEN THE WORST TEST TAKERS ON THE PLANET...CHECK YOUR HISTORY BOOKS. ESTABLISH A PROTOCOL TO DEFINE LEADERSHIP AND STICK TO IT IN ASSESSING MERIT PROMOTIONS. IF YOU PROMOTE LEADERS, EVEN THOSE WHO DID WELL ON EXAMS WILL BE MORE ACCEPTING OF MERIT SELECTIONS BECAUSE THEY WILL SEE THE LEADERSHIP POTENTIAL OF THE INDIVIDUAL.

This would definately be a step in the right direction for J-Fed if true!
People are already thinking it and some are actually seeing it...
The "subversive committee" is fully operational. Various factions are aligning people in their camps and negotiating with other factions while they carve up the carcass of CPD.
Although the planning has been in progress, plotting who is going to run things after J-Fed is gone, it appears they are really stepping up their game plan. Perhaps the schedule has been accelerated?
J-Fed has lost the confidence of not only the working minions of this Department, but also of the (competent) gold stars. Morale is so destroyed, on so many levels, that it will be impossible to restore under a J-Fed superintendency. He probably knows it too.
Knives are being sharpened and a mutiny from the top will follow in short order. Nothing overt mind you - that is not the style of the subversive committee. ;-)
The competent bosses, God willing, who care enough to rebuild the CPD are already establishing alignments (or will soon be forced to). Look around and see... The more savy bosses are already padding the bunkers and setting up their people on point.
Spies, scouts and agent provocators surround us in all areas and at all levels. Dysfunction and disinformation are the order of the day, while chaos envelopes the city.

There is no trust in the leadership and hasn't been for a long time. It has just reached a boiling point now and the scary part is it will get even worse. How about J-Fed look at the REAL numbers. Look at the calls for service, the daily back-logs, the denied lunches,sex offender checks, weather-related-well-being checks, dogs barking, the school officers, The Beat team meetings, the CAPS meetings, school dismissals, basketball tournaments, etc.???
They disbanded the school patrol, but still assign officers to the schools why CPS has security. They have the summer basketball tournaments and assign officers why the Park Dist has security. Why isn't TRU when assigned to a district, handled as personnel for that assigned dist, and given calls for service?? Why aren't data entry personnel entering case reports or the citations in the system???
Keep piling it on, but somehow become enraged when the same results are not achieved.
It's the shell game, regardless to what name you give the mission today, tomorrow or the next; and it always beats you in the end!!!!
It's totally amazing they've been double counting for so long they actually believe those numbers.
Until the backlogs are seriously reviewed and written up on the watch commanders log, and documented more than by the dispatchers, perhaps then someone will take a genuine look at the shortages.
"The days of riding around are over...." those days haven't existed since the 80's.
Perhaps every single officer who was denied a lunch because of the backlogs started putting in slips, perhaps then they'll take a look.
Or perhaps, do away with mandatory appearance at traffic court. Heck the majority of the cases are dismissed. My all time favorite was the guy who was involved in an accident, and issued a citation for having NO drivers license stood before the court, other party not present so the judge said "your case is dismissed, please drive safely and have a good day".
H-E-L-L-O, what are we writing the tickets for anyhow with that as the penalty. Count how many officers actually testified at traffic court minor rooms. We're not needed, and it's a total waste of manpower, time and city funds. However, major room cases should be mandatory appearance, but they don't really need us there any other time.
Perhaps take an accounting tickets issued -vs- cases dismissed -vs- tickets where fine imposed . Ah, those would be some lovely numbers. If my misdemeanor key is court sergeant to handle why can't traffic tickets be as well????

A car in our district used to come in every single day with 20 parkers, that was their thing, for years. Since all this bullshit with J-fed and the city trying to control our lives on AND off duty, they've had enough. Zero's every day now. Now that's just one car, but think about it. 20 parkers times, say $75 a ticket = $1,500 a day. So the city is losing $547,500 a year from just this one car alone. That's a lot of dough. As for TRU, their "one head" a night isn't the activity that is having the desired affect on crime. Not one red penny is generated by these arrest. If anything they are costing money and maybe down the road some serious cash in lawsuit settlements. So I seriously doubt that there is anyone delusional enough to believe he is "elite" because he locks up a 55 year old drinker. They are required to show that kind of activity to justify their remaining in the unit. What do you do to keep yourself in the spot you have?

Now that's just one car, but think about it. 20 parkers times, say $75 a ticket = $1,500 a day. So the city is losing $547,500 a year from just this one car alone. That's a lot of dough. And this is going on all over the city. All this revenue the midget was counting on is not going to be there. We've been pushed around for way too long now. It doesn't matter! Their numbers are being replaced by red light cameras and meter maids. The meter maids get dropped offed in vans in areas where people actually pay their tickets. So even if we stop writing the tickets the money is being made and written by machines and meter maids.

The inspector confronted him near the station for something, then told him he was writing him up. Took his name and star. The inspector then got into his vehicle, made a U turn and left. The inspector finally decided not to write the infraction.

yep, my partner and i use to come in with 5 each a day. we stopped june 30, 2007. i wrote one parker in 2008 and that was because the a-hole pissed me off while an ambulance was trying to get through.
Just bought four tires for my car, filled up the gas tank, got 8 cases of bottled water and stocked the liquor cabinet all purchased in Dupage County. Saved big bucks and felt great! Fuck you Stroger and Daley!
Some suggestions to get "the Men and Women working again:
- Indemnify all legit police ACTIONS and RESPONSES contrary to the news media and public/Reverends reactions. In other words "Back us and not Strip us" because THEY say we are BAD!
- Go Easy on Cozzi and Bring him back....Was what he did that bad that ruled a FEDERAL INDICTMENT! He was punished already...PERIOD!
- You want AGRESSIVE POLICE then BACK AGRESSIVE POLICEMEN! The punitive reaction outweighs the rewards now! Officers out here feel that everything is a SET UP because the Department does not TRUST US!
- PAY US appropriately.....COST OF LIVING is killing ALL of the officers especially those with FAMILIES! (This may be a reason some officers do side jobs and ignore police work because they can't afford to sustain the kids tuitions, normal living in a good neighborhood, taxes, mortgage payments etc. etc. (This may also be the reason some officers GO BAD!)
- 6 day work weeks!
(WE ARE BURNT OUT) The AGRESSIVE offiers for years SAT IN COURT on their DAYS OFF as well as the whole work week...Further burning us out! Then there are those "DOGS" that may get cynical of those that sit in court (either jealous of the overtime $ they make or the type of quality arrests others were making etc. and then they think those that DO are corrupt. Basically, they feel, How are they getting all those GOOD arrests? What are they ACTUALLY doing out there? I don't want to wok with them and then the RUMORS start!

Some can argue it should be based on tenure or time on and background and maybe interviews as well as resumes rather than some GOOFY TEST!
-The "DOGS" seem to have always lasted longer with less trouble and less attention and less stress. Those that carried the City with AGGRESSIVE numbers were always on BIS or PERSONNEL CONCERN or on the IAD or OPS radars or even at the minimum their Commanders radar as a concern. BUT THEY PRODUCED!
-The ANIMALS on the streets that are real THREATS to society NEED to be treated as ANIMALS! Meaning that EVERYONE nowadays NEEDS to be on board if they are to be hammered, including all our personnel, the JUDGES the STATES ATTORNEYS! GOOD LUCK WITH THAT AFTER ALL THIS NEGATIVE PRESS!

Not to toe the company line here, but you ARE in a unit, presumably because you chose to go there. You have no calls, no jobs, and 8 hours to eat and get a pinch. Maybe things have changed a whole lot over the last few years, but it used to be that guys in units tried to get a pinch EVERY DAY--- THAT'S WHY THEY WERE IN UNITS!!!!! To make arrests! Stop crying, bid to a district, and take your 2 year wonder ass to mids..... What's next, the traffic unit up in arms becuase they have to write movers? the caps office revolts because they have to go to caps meetings? Waaaaa Waaaa Waaaaa you are there by choice..... leave.

The answer is rather obvious...
When YOU issue someone a traffic citation, YOU are the complainant (unless there is someone else listed as a witness). Even if there is a witness, YOU are the individual signing the complaint (citation). Consequently, YOU are required to appear in court.
What the judge chooses to do in court has no bearing on YOUR responsibility to appear as the complainant.
Having said that...
I completely agree, that sitting in traffic court and watching case after case dismissed is an exercise in infuriating futility.
The solution is also obvious...

Having us be aggressive gives them the best of both worlds. First they get their numbers and second they get to nail you to a cross for the media and talk about how they're cleaning up the department of dirty coppers. Try and fire me based on numbers. I worked for an ex-FED a long, long time ago. It seems that these guys are made from the same mold. Guess what happened to the company... Bankrupt and gone. Thankfully there is a term limit with this assistant manager. 2&1/2 yrs to go. Maybe he'll get (j) fed up with mayor mumbles antics and leave. Our friends at Channel 7 news announcing a suit against the department for gunning down some poor unfortunate piece of garbage. The headline reads man was GUNNED DOWN BY THE POLICE. As u read further it is an article written by the Ass. Press.(AP) a branch of the democratic party.
I have no problem with you older coppers laying down because you're unhappy with the current situation. I only have 4 years on this job. I wasnt around when all of you were rockin-and-rollin back in the day. It just seems that the coppers in my district that are promoters of this big work slowdown are the same ones who have been dog asses their entire careers. If the young police dont learn to be aggressive in our early career then we will be dog asses our entire career. I am going to run around and lock scumbags up because thats why I took this job.
Now you can actually justify why you hide all night long. 10 years ago it was called being a pussy. And then you tell PPO's "dont be aggressive, its just gonna get you CR's and lawsuits." Fuck that! You can do this job aggressively and not end up in jail. Sure you will get CR's and lawsuits but who cares. As long as you dont act maliciously its all overtime $$$$.
And at least back us up. This work slowdown should not be about affecting safety of fellow coppers. I watch some of you just drive by us when we have 5,6,7 people on the hood.
You dont have to make traffic or street stops but at least ride past other coppers jobs and make sure everything is ok.
SCC and fellow officer, I have to address one thing. I keep reading about J-Fed and his friends playing dress up and how they're not one of us but I have a very personal story to share with you..
A month ago my 18 year old daughter was taken from me in a fatal car accident. I'm a single dad and raised her alone since the age of nine. We were best friends and she was known and loved by all my friends in 006.
The day of the crash the police family rallied around me and my family, including my ex-wife, in such amazing fashion. The 006th district and 022 were so wonderful and there are just no words to express the gratitude I have for Peer Support. But ladies and gentlemen one of the first officers to rush to the hospital was Deputy Superintendent Pete Brust, a retired agent brought here by the Superintendent. Deputy Brust showed my family as much or more concern then I had ever seen given by an exempt who'd come up through our ranks. He arranged transportation for family flying in from across the country and he offered any other help he could. And yes, he cried with me..So you say what you want, I can tell you, after 22 years on and being a CPD kid (Dad did 35 years), Brust is part of this family! His sincerity, his compassion told me volumes about the man. To everyone who has been here for me, Thank You will never be enough. I simply singled out Brust to offer an opposing view for those who read this blog with an open mind..And to all you parents, make the most of every moment, talk to your children, hug them always and never miss a chance to say I love you. I'm quite lucky I had my baby girl for 18 years and now she's my Angel...

Great story! But, I don't believe it. J-Fed may have screwed up with his COZZI decision, but he's not the type of manager to order the inspectors to go after the coppers and fire all of them. An effective manager realizes he needs his people more than they need him. J-Fed knew the morale of the department was less than zero before he got here. I believe there was a meeting with the inspectors. During this meeting J-Fed probably told the inspectors to hammer the dog asses that stay down on their jobs. I have to be honest. I don't think J-Fed is the problem; this department was on a downward slope to the bottom a long time ago. I think we're starting to find the bottom.
Come on...let's question the merit of this alleged "source" from HQ. As we all know, whether they admit it or not, bosses read SCC every single day. Who is losing?
The lawyers. If you listen, you can hear them crying poor in the hallways.
What does this mean for us? It means watch your ass. More now than ever before because everyone one of these struggling lawyers with no dope clients is going to head on down to federal court to file any case they can to make ends meat.
This discussion has nothing to do with crime, or policework, or arrests, or violence. It has to do with money. Less cases mean less ASAs, less judges, less PDs, and poor lawyers.
This "crisis" has most of the county connected fat cats scared out of their skins.

The City has had a budget black hole three times in recent memory. They occurred in 2000, 2002 and now in 2008. All three times we were in contract talks with the City. All three times, after our contracts were resolved, the black holes just fell off the face of the earth never to be heard of until the next contract.
The City claims they have a $400,000,000 budget deficit. The City blames this on the housing market, yet this is a time when businesses are moving into Chicago instead of fleeing as they had in the past. This can be seen with Miller Brewing and United Airlines moving their corporate offices to Chicago.
The City has 1.8 billion dollars reserved from the lease of the skyway. The City is currently in negotiations to lease Midway airport for billions of dollars.
Dennis Gannon and the Chicago Federation of Labor (CFL) are willing to take unpaid furlough days. That is the smart thing to do since his membership can be laid off and having just signed a ten year prevailing wage package for the tradesmen. On the other side of the coin, police officers cannot be laid off until all the civilians employees are laid off first.
If the City is serious about closing the black hole then look at serious proposals. Start by eliminating the take home vehicles which the supervisors in all departments the City have at their disposal. These are the highest paid employees with the added perk of a take home vehicle and free gas, free maintenance, and free insurance. This is not an occurrence exclusive to the Police Department. It is in every City department.
We are the only City department who has officers serving unpaid suspensions everyday. We are the only City department where the City is seeking to fire officers every month. We are the one department in the City that generates the most revenue.
Stop letting millions of dollars escape over the border to Indiana casinos. The Mayor wants a casino in Chicago and the Governor wants to give the City a casino license for $500,000,000. The Mayor does not want to pay a licensing fee. To fix your black hole negotiate with the Governor and bring a casino to Chicago. We have not had a pay raise in the past two years, we have not had any fruitful contract negotiations, City Hall has blocked our pension portability legislation without any reason, and we get beat up by the media and the politicians.
This black hole, if it is real, did not come to light yesterday; the City must have seen it coming years ago and they took no steps or corrective measures to fix the problem. Now, at the eleventh hour, the Mayor’s solution is three unpaid furlough days, which only gives the City $9,000,000. This makes for nice cosmetics but it hardly helps fix the deficit.
At a time when homicides and violent crime are on the rise and the citizens at every forum want more police officers in their neighborhoods for protection, it is reckless to even suggest that you would want less police officers on our streets. We will sit down and help the mayor find solutions to the problem but not at the expense of our officers.
