Layoffs Coming

And no one is ruling out police layoffs. Except us, our readers, and anyone with half a brain. Look at it logically:
  • Crime is up - violent crime, property crime, murder. Arrests are down, tickets are down, numbers are down.
  • Who brings in the current numbers? Young guys and gals, tact, gangs, people bucking for a spot.
  • Who gets laid off first? Low seniority people - the young folks.
You might see buyouts. You'll see hiring freezes. You might even see them redraw the District maps and eliminate a few.

We doubt you'll ever see a layoff.

603 got so many. One on the 3rd. watch shops for whatever hours she is there and then get first choice for time and a half special employment. The only time she hits the street is to be the first one on a garage sale.

I am sad to say the vast majority are Females. They give all the working female copper's a bad rap.

Officers, Greg Bella, Tim Fallon, Sidney Davis and Bill Dougherty that they were being stripped of their police powers by J-Fed for failure to complete annual firearms training. They were notified to surrender their badges and identification cards next week.

I really don't understand why they have only brought on 125 new hires this year, we are way undermanned, and there are not going to be any new recruits coming in for who knows how long? And they need city council hearings to figure out why crime is up? Put more officers on the street and give us a contract!

I believe SCC should advise the Mayor and J-Fed on legitimate ways to cut the budget and raise additional funds for the City.

In order to cut the budget they could eliminate the new office for terrorism. That would eliminate the positions of Chief of Terrorism, Deputy Chief of Terrorism and their staffs and equipment.

In order to raise money I have started writing tickets on any vehicle from Iowa parked illegally and whenever I see a vehicle with Iowa tags committing a moving violation they receive a citation. If they ask why?, I advise them to read John Kass in the Tribune.

Daley will never let the police dept do what it needs to do to make things better. Year after year after year we hear that the city and police dept are going to close 013,021, and 023. It never happens. The house mouse spots and bs commander spots would be lost and thats not going to happen under the Daley occupation!!!

There are so many useless units in this dept that should be eliminated or combined. Gang Intel, Intel, Sat teams, TRU and Gun Teams just to name a few. Anyone with a brain who has been on this job for over 5 years could start the cleansing. I doubt it will ever happen.

Think of how many places in this job are short staffed. The easiest solution to fix the problem isn't to make cuts but to eliminate entire units. The units that are more effective should stay and be fully staffed. The units that don't cut the mustard should be eliminated.

Why do we have gang intel and dist gang teams???? Gang intel doesn't do shit!!! I used to be on a gang team. The gang intel guys used to sneak into our office and look at our files to see the gang books to know who the players were. Gang intel should have already known who the players are!!!! Gang teams or Gang intel need to go!! Why do we have Intel??? The mob is part and parcel hooked up with Daley. Let the feds handle that. Get rid of TRU. Give those officers to the dists that need the officers the most. Uniformed officers should not be immune from answering radio assignments. Gang and Tact teams aren't.

These are just a few examples of what could be done to downsize the top and give more back to the bottom.

For police it would work differently, instead of the city giving us money to go, we would presumably buy pension time to leave early. That is how I would hope a buyout would work, I could buy 5 years and beat the world record sprint in getting down to personnel and the pension board with my resignation for purposes of retirement.

That retirement day cannot come soon enough. I am so fucking finished, unfortunately I still have a few years left to do. That's all this job is now, doing time..

I like the idea of writing tickets for out-of-towners, especially those from Iowa.
I recently was stopped by an irate individual from California who had been booted. The individual believed that his car should not of been booted because he was from out-of-state.
I inquired how mmany parking tickets did he believe he had and he responded eight. I then inquired how long had he been in Chicago and he stated he taught at the University of Chicago and spent a good part of the year in Chicago but he registered his car in California because he saved money on his insurance. I told him to change his registration because the next time I saw him driving I was writting him several more tickets.

This is kind of off topic, but not too far. The city is worries about paying its bills, as is the county and state; what about us? No raise for 14 months and none in the future while the cost of living soars. Now this order comes out that says you can't work more than 20 hours a week at a part time job. Not that anyone wants to work a part time job at all, and especially not 20 hours a week or more, but I know guys who do. They have to to make ends meet. They are honest cops who never have or would take a time, but they have to pay for private schools because the public schools suck, even Rev. Senator Meeks and Fat Al say so. Jody, most of the exmpts, the mayor, have no idea how hard it is to make ends meet today. Jody has no kids. Mike Kasters has no kids. How may does Moique have? What about Debbie Kerby? Ted O'Keefe? They have no clue how most of us grunts struggle to make ends meet and have a decent life. Jody should give back the part of his sallary for being director of emergency operations, WHICH HE DOES NOT EARN.
And, when are the Aldermen gonna take a pay cut?

You will never see the City offer a buy out package to the police, as too many officers would jump at the chance to leave. The resulting shortage of available police officers would be a huge public safety issue that could not be made up quickly with new hiring.

How do you go from a balanced budget one year and a 420 million dollar hole the next year? Even the county can't do that.

There will be no police or fire layoffs. There will be minimal layoffs in other departments, if any. At the end, Daley will say how he saved the city services through good management. This is the fourth time that he has done this since he has been mayor. Guess what, each time has been during contract talks.

You union officers: put something in THIS contract that says we can start negotiating the next contract right away. The city ALWAYS says that they don't have money for retro so we should accept lower raises in the front. Just do the right thing. This contract is going to an arbitrator so make the issue for timeliness in negotiations EX: if not settled 6 months prior to the contract expiring both sides agree to arbitration. What arbitrator would say that is a bad thing.

One other thing make sure that districts that people want to bid into get more openings for people to bid into instead of most of management or recruits being taken into desirable certain desirable districts.

Daley will layoff employees. Civilians employees in all departments. For every civiliam CPD employee laid off will create another spot ofr a officer to work inside. Who else will be the secretaries to exempts? Who will answer phones and operate the copy machine? Run errands,work the desk and complete administrative work? They could use light duty but clout is necessary. There are numerous full duty officers hidden and daley wants to layoff workers? One sworn salary equals two civilian salaries but clout rules. This is all smoke and mirrors. Maybe that glorified think tank will solve this problem of utilizing sworn on the street? But that is what they are doing, hiding from the street. I know, hire more ex-feds at commanders salary. One hired ex-fed equals four civilian salaries. The answer is simple but layoffs are not the answer. Be sure to have take home cars for the new ex-feds.

Back on topic; in regards to actual manpower why can't the FlOP give us an actual number in regards to officers currently employed as P.Os? I would think that with all the book keeping, they should be able to give a rough number of how many of us they steal money from each month in the name of dues. They should also be able to tell us how many don't pay dues and then add these numbers up for a total of employed officers. Of course this is only possible if they aren't already in bed with Daley.

They could lay off PPO police, but they would be the first hired back, say after a month or so, if they still wanted the job.

In NY, they went broke in 1976 and laid off police up to 6 yrs on. They were all offered to come back, 2-3 years out. That situation isn't similar to ours, though

Sure, now that you are not there anymore to benefit from it. The lack of crime there didnt keep you from bidding out to a busier district did it? Sure you might have put in your time in a ghetto but it was probably nice to get away from that for the last couple years before pulling the plug. There are a lot of old timers that deserve the chance to police a nicer neighborhood. Enjoy your pension but leave the department to those of us that are still here.

There has always been a 20 hour a week max on part time work, at least since the mid 80s when I came on.

I also have yet to hear of anyone being disciplined for violating that order though.

At least there are more chances now to earn extra money, even if some of those opportunities are at straight time. Even at straight time, where are you going to find part time work in the $30+ an hour range?

When I came on, it was housing and transit. Now there is airport, school dismissal & TARA along with CTA and CHA.

Us old farts need the extra money too, don't begrudge us our airport money. Your turn will come as your seniority goes up.

If you think Catholic school tuition is expensive, wait until college comes around. My wife's salary goes to pay tuition for two kids and they have partial rides to school.

Spends around 40 50 hrs a week at Guardian Security working there. Maybe that is why he can't make a decision about anything and tries to report on everyone else to the Commander. I'm betting the guy who works with me at HomanSq has the broads in Area 3 beat. Sits at the computer all day and does nothing but surf on the web. Bosses know 'cause no arrest for over 2 years. Victims beef and they just give the jobs to other dics.I have to laugh when they cry saying numbers are low.

Bosses should be accountable for their management...that is why they are getting paid big bucks. I don't think this guy has any juice, it's the bosses who look the other way. Nobody wants to be accountable.Then you wonder why people don't want to bust their asses working and bringing in a pinch.

Justice PD work Schedule:

Twelve (12) hour shift schedule, example: 3 days on, 2 days off, 2 days on, 3 days off, 2 days on, 2 days off, pattern repeats

Three shifts per day: 0700-1900hrs, 1500hrs-0300hrs, and 1900-0700hrs.

Thats bullshit. The City sets aside money for the retro the minute the contract is up. They will se aside, say 6%, figuring that they will only have to give us 2.5%-3%. All of which is collecting Intrest. When you get your retro, is intrest included? FUCK NO! The City pockets that, and what ever they gain on intrest, and what was left over.

Every one on here is thinking of ways to "Cut the fat" out of our Budget. How to re-structure our Dept, in order to appease this $420Mil deficit. “Let’s get rid of this unit, Make those guys go back to the watch…” makes me fucking SICK!

I have a small and very simple idea: DON’T DO A FUCKING THING TO OUR BUDGET! Don’t touch it, look at it, or even think about it! With one small exception; Supt Weis! Since he is only doing one job, he should only get paid for ONE JOB! After all, he wants to start preaching about “Integrity”, and “Accountability”. Well, mother-fucker, man up! Do the right thing and give half of your “blood money” back! Outside of that, don’t do a damn thing to our budget!

By a show of hands, for the members of the CPD, who here is responsible for the “Hired Truck Scandal?” No one, right? What about Millennium Park going how much over budget? Any one of us responsible for that? How much did those little things cost the tax payer? Aldermen get to vote a decent raise for themselves. I don’t see any of them taking a pay-cut, getting rid of members of their staff. Do you?

Lets start at the beginning! How about making some of the City Council responsible? I am sick and tired of having to pull out MY check book every time one of these assholes wants to get richer! Who is responsible for Millennium Park going over budget? Well, make THEM get out THEIR check book! Why in the hell should it come out of OURS?
So instead of telling all of our PPO’s “Hey kid, too bad, soo sad, find something else” and “Get rid of this unit”, and tossing OUR OWN under the bus, lets point the finger in the RIGHT direction! Lets start with holding some of these politicians responsible!

Daley does not care about anything but keeping his power and the juice that rolls in from that power.

If laying off half the force is to his political benefit, he would do it in a heartbeat, regardless of what the consequences might eventually be.

My guess is that the new boss and Daley might both have reasons they think its a good idea to buy out older cops and replace them with new. I would not be surprised to see a lot of encouraged retirements in the CPD, for various reasons. Some of the encouragement might be financial, some of it might be other.

They offered 18 K to buy out a 15 year city employee (non-police). I wonder how much would be in a buyout package for police and fire. It would be expensive.

Few options to train the rare new recruit. Other academies in a 200 mile radius from city are overcrowded with a 2 year waiting list. Even ISP academy is very limited. Other departments use academy for training. Sorry but they are a necessary unit.

It struck me at Ocean City, NJ that they sold "beach" passes for a day, a week, or the whole summer.

Its a dry city, so boatloads of Philly and Southern NJ families there with kids. It looked like a collection from the southwest suburbs.

Anyway, perhaps the city could just begin to impose some use fees on some city resources like the lakefront parks and beaches.

A huge part of the city population doesn't use the lakefront, mostly because they don't have the time while working and raising kids etc. Or maybe because places like North Avenue beach and a few of the south side beaches are filled with idiots.

Make people buy and possess passes, and the city could start to cover more of the Park District's budget.

I'm sure there are dozens of other things that could be done to start apportioning the tax burden to those who benefit from the resources.

Now I have to worry about my job and how I'm going to support my family while clout connected ward superintendants get raises and Daley builds parks that families can't use because of the shitheads, and gives billion dollar contracts to friends and family. Pieces of shit get to keep thier jobs because they have clout. How about firing all the thieves, drug addicts, alcoholics and mental cases in the police department first instead of POs and civilians.

Justice PD work Schedule:

Twelve (12) hour shift schedule, example: 3 days on, 2 days off, 2 days on, 3 days off, 2 days on, 2 days off, pattern repeats

Three shifts per day: 0700-1900hrs, 1500hrs-0300hrs, and 1900-0700hrs.
