The Reorganization (and Morale)
A lot of rumors popping up in yesterday's post. Here's what the papers are saying:
- [Tribune] The administration wants to eliminate the position of First Deputy and consolidate all department units under two Assistant Superintendents, one for administration and one for operations, according to the budget released today.
- [Sun Times] The current first deputy superintendent — who has traditionally run the department from day to day — would become the assistant superintendent of operations.
In another major change, the department would eliminate the Bureau of Strategic Deployment, which oversees the Targeted Response Unit, public transportation, the airports, the marine unit and the new Mobile Strike Force.
What needs to be revealed is how many gold star spots is this going to eliminate. And how much of their staff is going to be put back in the Districts. Certain bosses have entire contingents of people who have done nothing but follow them around their entire careers. Dollies, drivers and assorted hangers-on of all ranks. If there are spots being eliminated, we have cars that need filling in Patrol.

Daley also addressed a growing sentiment among the rank-and-file that morale is at a low point.

So we'll have no more talk on the blog about how morale sucks and other such nonsense. Shortshanks says that morale is not an issue, so be quiet about it.

Watched the j-fed "dump" video looks like the sword ahs swung and many ads, will be "gone"! Looks like all the huge 140-170K gold braid pensions will be history! Hers some ideas:
1. get rid of all detective division mission teams, we need the personnel back on the floor
2. move the gun teams to the mission teams, send their lieutenant back to patrol
3. get rid of the area gang intell, send assigned detectives back to their assigned areas and restructure gang intell at homan square.

Reorganization? I think it was more than 12 years ago that Chuck Ramsey when applying for Superintendant wanted to cut the department into two Dep. Sup. jobs and eliminate the other 4. This was probably the reason he didn't get the superintendants job. He didn't get the job because this didn't sit well with then 1st deputy John Townsend ( one of shortshank Daley's closet friends and confidant from bridgeport.) Ramsey's plan if I recall would have eliminated many exempt spots that belonged to many political hacks on the department. Anyone on this department sees the waste going on daily. Commanders offices and caps offices are over crowded. Anyone ever wonder why 5 caps officers have to start at 7am and have weekends off. How about cutting it down to 3 or 4 all in day off groups and have starting times that stagger. No way should any of these officers start at 7 am. The starting times should be 9am to 5 PM, 10 am to 6 pm, and 11 am to 7 pm. This would also eliminate the 2 afternoon caps spots and put these lazy people back on the street where they are needed. Tehy argue that they are there to fill in on the watch if needed. Give me a break when was the last time anyone saw a caps officer in uniform let alone filling in on the watch. And what about that...Why the hell are all these people not working in uniform. ( Commnader office, caps office, review.) Is this so they can take longer lunches and shopping breaks. If they were in uniform and went to lunch outside the district station it might give the appeareance of having more officers on the street. I mean afternoons caps officers come in at 2 pm and work untill about 8 pm....this only lets the 2nd watch caps officers leave an hour early everyday. The 3rd watch caps officers then work maybe until about 8 pm...but thats a stretch on most days. These staggered hours would be when people would most want to deal with neighborhood issues...not at 7 am. When is someone going to investigate why these northside districts are taking the senior citizens to the gambling boats...Should the dept. be condoning this let alone sponsering it. Oh well enough for me..I'm beat after all this complaining. Stay Safe.

I have not clout and could have told anyone with common sense that if the dept was going to reorganize only 3 bureaus are needed. Bureau of Investigation, Bureau of Patrol, and the Bureau of Administration. That would be to much like right but in tough times maybe Da Mayor will do the right thing.
I would be smiling for a month if this did happen. The amount of assholes who would lose their gold star or cushy desk spot would be incredible. I can't imagine the retirements either. Lets just think how many losers would hit the medical as well. The street is calling all the cowards. Its scary out there. Justice is a bitch!!!!

you stfu bitch, go to any desk in the city on any watch. they spend the majority of the shift doing anything but what theyre supposed to do--but yet they get to leave up to 2 hrs early 2-4 days per week w/o a slip. meanwhile, the assholes (like me) in patrol (the backbone of the dept) have to answers calls all day or night and have to wait at check off until top of the hour -15 after the hour.

Here's an intersting thought. Once you make exempt you give up your bargaining rights/guarantees from whatever union you belonged to. If true, can an exempt then be "laid off" because he has no union protection? Is that what will happen?

It got even worse when i saw those asshole Ministers from 015 on the news complaining about, what they deemed an inadequate police response to one of their ghetto ass calls. Why does anyone in this City pay attention to these people? If we just ignore them maybe they will just go away, or at least stop calling the police and fire departments.
Instead the City will hang out to dry the lowly beat car that got dispatched the job as damage control. This is sadly the American way, put the blame on someone else. I have no job, I smoke crack and drink 40's all day---Its the government's fault, it can't be my fault that I am lazy and poor.
Start thinking people! If Daley will eliminate ADS, D/C spots etc...what do you think is ultimately in store for us? Those are PRIME patronage spots controlled by organized labor, organized crime, and ethnic voting blocs. You'd be shocked who "made" some of these guys over the years. You guys amaze me. Rather than allowing these outsiders to come in and DESTROY our department, you guys root for the destruction of OUR officers, OUR brass, OUR people. You have your priorities wrong. You fuel the fire that has caused the CPD to burn. Rather than root for destruction of our CPD brothers you should take a look at just WHAT these new people have brought to the table, initiatives? No. Any significant policy change? No. THEY should be the ones you root to have demoted. While our people lose their units, these guys remain in tact - its going to get alot worse. NO CPD officers that moved through the ranks of this job to govern us, only inexperienced and basically civilian bosses that someone gave a uniform and a command to. We out to stick together. I read alot on this blog about the Mayor and the liberals getting the department they wanted, well I turn that on us too. We are getting the department we have wanted and our lack of united we stand - which includes standing up for our CPD bosses, has brought about the deterioration of anything meaningful on this job.

Last time I saw a POS CAPS person in unifirm, when during a scam deployment. Cowardly M/2 from 001 working Beat 159 that wouldn't back-up a fellow PO during an arrest. Get rid of all of them, if they can't cut it on the street, bye-bye mother-fucker.
Also, why are POs assigned as phone bitches in units 606, 603 and 608 not in uniform? The early duck with the extra SGT that works 3-4 hours a day every other day? I think perhaps yes.

if they are eliminating spots, civilian spots - they should bump the fat black dude that works lockup over in area one. everytime i transport a prisoner to area one, this dude is outside sitting on a chair in the corner smoking a cigarette doing absolutely nothing. then he makes me wait at lockup while his lazy ass is outside. i also see him at the desk just taking up space and then i found the bathroom in the building downstairs, guess who i saw sitting on the bench in the locker room doing nothing again, this guy. why doesnt any of the bosses over there do anything about this useless guy? i wish i knew his name cause i'd call him out but he doesnt have a name tag on.

Here at STALAG 17 we have never had a PPO escape. We also don't have anymore PPO's, but we do have poor morale and we have lots and lots of it !!!!!!

A joke (talk about a soft spot for guys who do construction work for bosses). And when does the license unit ever have an emergency - just wondering.
Remember, this dept is way over in brass, something like 30 to 40%!! For evry exempt they do away with, we could hire more than 2 patrolmen, who would be on the street, actually doing something.

Jesus H. Christ, how I will love leaving all this behind! I won't miss a bit of this shit, not one little bit! The Department I hired on years ago is gone, gone, gone. This doesn't even resemble the job I once had. A few of the faces are similar but older and with gray hair.
There is no pride, no camaraderie, no cohesiveness, nothing at all like it was years ago. No one seems to love coming to work anymore, no one, including yours truly. I once had a partner and we had so much fun every day I didn't like to take a day off for fear I might miss something. No kidding. We started laughing around 1515 hrs and it continued until around 2300 hrs. And we were in our cars heading home at 2305 hrs, not circling the station waiting for fucking 2315 so we can checkoff.
Jesus, and that fucking swipe system, can you believe that? It isn't connected to anything and there most people are, dutifully swiping in every day. I have yet to swipe in once! And guess what, no one has said shit to me about it! That's how bogus it is.

I am retired and play the markets. Some free advice and do what you wish.
When I retired I was all in fixed and I have put a portion 6% in the market over the last few weeks.
We are in a secular ( long term) bear market- there will be cyclical bull markets inside this bear market. The last 3 crashes-29-38 and 87 the market was up from 37 to 45 percent the next autumn. I would reallocate my 457 after that rise.
Just for FYI, I am police officer and I saw the budget and the economy falling over 2 and a half years ago. I posted this information on quite a few different locations related to different stories and got reamed!!! My background is in finance. Anyway, I would suggest you look at what the city is offering us and truly understand what this means for you, because you ARE sleeping. I would also STOP putting money in Deferred Comp. Look into Annuities a 401 B,etc. for many reasons. Like now, you can't even touch your money, though 90% really need it. You truly lost a substantial amount that I would have preferred to spend myself!
Look at the fact that after 2013, the city is NOT obligated to provide health insurance for us, our families nor retirees after that year. If you do not qualify for a full retirement and you retire by that date, guess what, no insurance for you too. The Mayor and council that passed this, have health insurance and do not qualify under this clause, but the unanimously voted to support it!
Jfed is also removing history from the department with demotions and movement. His federal agents are still here and the last to get here. How can a federal background compensate for years of grassroots efforts and knowledge? Mike Masters makes $154,000.00!!! He lives in downtown Chicago and guess what, has never been the police. His first stint in living in a city is living here now. This is exciting to little him, and he is out there with an unmarked police car and a vest every night. Now what purpose does a Chief of Staff to the Supt. have at a homicide scene? You don't fucking know what you are looking at, nor what should be done. You can't question anyone, they can smell a rat and you are NOT the police. What will you possibly add to the scene or the case? He hangs on Rush Street, talking to the P.O.'s, like he is one of us. You have to earn this right, Jfed should not have been allowed to just give it to you.
ALL of the Feds make over $100,000.00. Last time I looked, I made $82,000.00 with 29 years of service. Guess what, he and the other Feds makes more than 92% of the entire police department, so while you are pecking away dogging each other, utilize that effort to address your real need.
Sure Clinton didn't have the balls to attack bin Laden, but don't forget, those were different times. I have never posted here before. I strongly encourage you to view the eulogy given by Chief Ramsey for the fallen Philedelphia Police Officer. The eulogy is beautiful and fitting. It points out what we are missing as a Department. Leaders and leadership have been non-existent in this Department for a very long time. Count the beans, screw the guys, and worry about yourself has been the montra of our Exempt staff for years. This Department is almost beyond repair. Who can step up to turn this thing around? How can it be turned around? The Mayor and his succession of self absorbed, inadequate Superintendents' have filled our Exempt ranks with incompent leadership. We need leadership and we need it now.

Thank you, thank you, thank you for bringing this information to the SCC blog. Half of the CPD was not on the job when this Charles "Howdy-Doody" Ramsey left Chicago. And one-quarter of the CPD was not on the job when Barbara "Babs" McDonald and Ron "Luberman" Huberman were working at CPD. They have no memory of the level of treachery possessed by each of these three people.
This is factual from the horse's mouth, in so many words. Babs was Ramsey's slam when they worked in CAPS on the CPD, and Ramsey is a still very, very close ex-lover, now occasional jocker when in-town, of Babs, and whoever is close to Babs is close to Ron Huberman. Ramsey nurtured the treachery in Babs, and Babs in turn nurtured the treachery in Huberman. They each fucked with decent people whenever possible.
Any member of the CPD that wants Ramsey to be the Superintendent never worked with him, for him or around him, and if he comes, no pun intended, so does Babs, and Ron will be the next to arrive, and we will have the unholy three running our job, plus, Babs and Ron will bring that female nutcase trouble-making secretary with them. Cannot remember her name for the moment, but the ensuing performance of this bunch will make Weis and O'Keefe look like Gandhi and the Dalai Lama. Ramsey is a power-driven ego-maniac, Babs is an avowed atheist, and Ron, well, we all know his back story. Add the nutcase secretary to the mix and you have the Gang of the Unholy Three + 1.
Please, please, please, do not wish for this bunch to form and come to the CPD because, if they do, you better strap in for the hurricane ride of your life. This is one mean bunch of people.

Promote sergeants who have been sergeants for 15 years to district law enforcement lieutenants. Logic being that if they have managed to survive the departmental crap from below and above for 15 years, then then they can survive and manage any-fuckin-thing. Look at Mike Mulligan, Dave snethen, and Prentiss Jackson = 90+ years of real police experience.

There are no secret funds, you ignorant rat. This department is loaded with grants and 1505 funds that are specifically budgeted for cars. Granted there are probably some fools that misuse their cars, but most don't out of fear of getting launched. Its a new day.

He attended the Northwestern University Traffic Institute's long course and was on the "fast track" for promotion.
PJ has passed every lieutenant's test but in this city of "who you blow" he has been denied promotion for being an independant.
