Where'd the Street Deputies Go?

Someone pointed out in an e-mail that all the Street Deputies have been given other commands. We saw McNulty's name, but we have no idea who the others were. Have they eliminated the post and how much is that going to save?

Lopez got 025, heard Sandra Day is sick and about to retire, and Dean Andrews to Investigative Services? Commanders are to assume street deputies duties. That will come back to bite us in the ass, Lopez and McNulty were both great at police shootings, hate to have some of our merit commanders running a scene.

If you're a working cop, McNulty and Coffey were the bosses you wanted to show up at your shooting. Both knew their stuff and never bothered a working copper. I didn't see Deputy Sandra Days name anywhere on the order. Is Terry H still pulling strings for her?

Just a few words about the Supt.

It appears everyone here gives the guy a bad rap. After nearly 30 yrs. o.t.j. he is the 1st. man to attempting to do the right thing for the street copper's.

This man has gone to bat for copper's who fucked up'ed and the current brass wanted to fire them.

His position was that the
incident(s) where all b.s. and the copper's made a an error in judgement. End of case.

He has nothing to do with our contract. You want to throw a beef. Hold F.O.P. to coals and picket them. The Supt. is attempting to get new vehicles, manpower, etc. The person responsible sits on the 5th. Floor of the hall.

Each and everyone of us should give thanks WE have a job. You guys read ! People are losing their asses and jobs.

Before you start ranting on me, I am a tenured street dick and never left the W/S my whole career.

So, S.T.F.U. about the Supt already.

I tried to look at the new org chart. It was so OC that I almost puked. I did notice one thing that they need to change. The Org chart for the Dist level still has the Gang teams under the Dist Cmdr.

Make you all change that.

On a related note we have been without a contract for 17 months now. The alderman of the city of Chicago just gave their staffs a 5% raise for the year. We have to wait years and pray to get 4% but thats if we get lucky. The aldermans bagmen get 5% for doing nothing and work 9-4 or 8-2 holidays and weekends off. just another reson to let this city burn.

yes they all have been eliminated, Mcnulty- Dep ChiefSpecial Functions, Andrews got Dep Chief Field Group B, Lopez got Commander 025, Sandra Day ??? nobody knows, BGGER ?? WHY DID THE FOREHEAD DUMP DEPUTY SUPT. Michael SHIELDS?? Hewason the stage with FOREHEADwhen he announced in Feb his master plan.

All street deputy posts were eliminated (S. Day demoted to Lt. but on Long Term Medical, D. Constantine Lateraled, P. McNulty Lateraled, B. Lopez demoted to Commander). Deputy Chief Patrol Administration eliminated. Deputy Superintendent BSD eliminated with the Assistant Deputy Superintendent. First Deputy Superintendent eliminated. 9 posts eliminated. 2 Assistant Superintendent Posts created, 2 Chief Posts Created, and previously created Chief of Homeland Security (P. Daly)with the Deputy Chief (B. Murphy) finally paid for with the elimination of the posts.

Weiss and his fed arrogance is part to blame why Airhart died (I'm not saying Weiss personally I am saying the feds). Those who were on the scene know what I'm talking about.

Be patient. The City is talking money now with the FOP. That traditionally comes at the end of contract talks. I feel the end of these contract talks is near.

Can you give any examples of when he defended a officer? What has he really accomplished for street officers? Can you comment on his open town hall meetings? Did he control the promotions of incompetents such as Mealer in 017? Did he actually eliminate exempt positions? Maybe 3 positions? He created another useless mobile force....gangs. That stripped districts even more of any help. Most districts run with no cars available but as a detective, you would not know about district operations. Check your facts first old time detective.

Lopez is Great. McNulty is getting a little nuts with his old age, and starting to interfere with the investigations to much instead of (Key word here) supervising them. But you are correct, better them than the merit commanders.

Well what has j-fed done for the street coppers? I am still waiting buddy.

J-Fed has proven to be incompetent. Clearly he demonstrates daily his lack of police managerial experience & knowledge regarding issues effecting local law enforcement. His Federal expertise, experience and knowledge is useless here in Chicago.

In fact, he is trying to shape our organization into a hybrid federal law enforcement agency. A huge mistake. Why? You can't compare apples to oranges. The FBI does not respond to a wide spectrum of routine calls or social problems that real police officers deal with on a day to day basis.

If you examine the FBI's role & purpose in law enforcement it is much different. Why it is completely designed different? Read about the history of the FBI and why it was created and how it operates. This J-Fed ain't got a clue-- it's too late for him to catch up with on the job training.

You ask for more? Sure.

This proof is evident by the reversal of many dept policies and decisions he has made during his short tenure like yours detective.

The City Hall staffers who were selected to help this J-Fed guy did him up badly. The outcomes of their management style and decisions making having had only negative impacts on the depart's performance and contributed to escalating OUT-OF-CONTROL violence in this city.

It is clear to me and a majority of others on/off the job that obviously J-Clown’s first choices to help him lead this depart were exempts picked based solely on politics (a fed who walked into the lion's den) he should have known about Chicago's Corrupt Ways. This only proves he is extremely stupid which is perhaps the reason way Da Mayor wanted him.

No review, interviews or recommendations were made about J-Fed's credentials by the police board which has the lawful authority to select candidates for superintendent and make recommendations to the mayor. The proper and normal process was ignored and bypassed in favor of J-Fed who came out of nowhere. Why and for what reasons? Ask da mayor who forced this particular fed and not any others down all the alderwhores throats.

The truth of the matter is J-Fed can't do the job, neither can his handlers. This second round of exempt picks is only a desperate attempt to correct the uncorrectable.

When a leader lies to the rank-n-file, media and the citizens of Chicago all respect is lost for him. This restructuring of the district gang teams that supposedly included gang officer’s input is a blatant lie and everyone involved knows it. Why, I ask, lie in the first place? Lying is a weakness motivated to hide the truth. In J-Fed’s case, it is his personal failure at managing this police department into the ground. J-Fed now has resorted to lying because he has lost respect for himself and is too embarrassed to admit publicly his incompetence. He rather sink with the ship while prohibiting others to save themselves from his stewardship.

The Chicago model of law enforcement is a uniquely designed machine that operates like a finely tuned instrument ticking away daily for well over a hundred and fifty years. All police methods and procedures are based on the best practices of the day. Only an insider, a master craftsman with intimate knowledge and foresight could ever be allowed to tinker with this extremely complex system of culture, tradition and inspiration.

The problem we have after J-Fed is gone is finding someone to take over. Since all the good mechanics are gone and there are no instruction booklets for any one to follow. We will have to live with the political powers of today to make the replacement.

All well shit happens.

Detective your perceptive on managing police officers is bizarre. Many officers think detectives are smarter. From my experiences we all float out of the same cess pool called patrol I hope you stay out of police management and have a nice retirement!

I'm a tenured street Detective also and have always worked in the busiest Districts and Area and you are a tool. Are you kidding me! He's looking out for us. New cars, who gives a s#@t about new cars. What has he done for his officers since the day he got here?

MANPOWER! Your right 5th floor controls this, I agree. But, You make a new unit and pull 16-20 officers from every district to patrol the districts where the s@#theads live and leave are districts to be patrolled by skeleton units. Also taking these officers out, leaves our district officers with less backup in case they need help.

I also dont need you to tell me I need to give thanks I have a job! I earned this job and dont have to have someone like you tell me to be thankful, it goes without saying.

Went to bat for Officers? What about Cozzi? Whether you think Cozzi was right or wrong, he payed the price. Did his suspension, plead guilty and our Supt. had him federally indicted. You piss me off, stay off the blog you piece of s@#T!

Why should I give thanks i have a job? For my dead partners, all the injuries i have suffered on this job, time away from family due to shift work and holidays,the pay to play politics of this city and job,the soaring taxes due to all the theft,the fact that there is no change for the good but just for apperance sake.I don't have to give thanks for having a job! I took this job in spite of all the above B.S because I wanted to do the job and I knew it was layoff proof. So save your there but for the grace of God goes me speech for the civilians!
P.S You work the west side and never left, woop de doo for you!

Guess the comments about the supt were correct, he is trying to save money and finally on the obama detail did just that, all the extras are for 9161 only like it should be! The supt knows how much extra just base pay the dics and all the d-3 people make, that is why in Jan 2009 or there abouts all the special will be at 9161 rate it is only fair as hogs get fat and pigs go to slaughter! Thanks Boss waiting for 2009 when you show how to save the city millions and give the working coppers a little extra THANK YOU!

Basically I thought the Deptartment was just fine in a pre-Cline era. Its funny that the more powerful Daley has gotten the more top heavy the CPD has become.

I'm not so sure that I agree with this. You say that you are a working copper. Ok. I'll take you at your word on that. I am a working Sergeant, doing the job that I am assigned to do, just like you. There are dic's and other d-2's and d-2A's and d-3's who are also doing the jobs that they are assigned to, again, just like you. While I am happy that you, or anyone for that matter gets to work a special employment job, or a special detail, why should we not be able to work it? Because we are at a higher pay rate? I get penalized for that? I don't see the fairness there. You wrote this: "all the extras are for 9161 only like it should be!". Where does that attitude come from? Do you feel that way when you see a TMA doing a job that a sworn officer SHOULD be doing, taking money out of your pocket, or a potential job from someone? The beat cop has the most difficult (and important) and thankless job on the department. But we are all doing the jobs that we have, and are getting the pay that that position holds. Special should be open to everyone, on their day off and at time and a half.

O.t.---Can anyone elaborate on future of the gang teams any further? I am gang officer in Area 1 and really don't have a clue what the future holds for us. Are we goin to Homan Square are we staying home in our district? Anyone with half a clue and not some bitter copper answers would be greatly appreciated. I just thought maybe a sit down or meeting to give us a sense of direction to those of us that may be moved our have our schedules turned upside down would be nice. I am by no means complaining about where I currently am assigned. I am lucky to have a spot on a gang team and wouldn't trade it right now. Just lookin for some answers!

where do you work ass wipe. I have been a detective for over twenty years and after what they did to Bill Cozzi you have the gall to call this guy a friend. You are a pos. My area is always short detectives, squad cars and radios.

The other day we had ten people five teams with out cars. Yea they put gps in all the junk cars but youth, robbery, homicide is unable to get a pool car.

The districts never call to borrow a car any more because we have none. They have been taken by the special units. Now we cant come in a take a squad to court because if we do the guys working will not have a car. Where I work we have three guys assigned to the same car on the same shift.

We do not have enough radios and we have batteries that last for two hours or less. We had a hbt incident and every ones radio was dead after ten hours.

We have no computers, our investigation are interfered with by the idiots from narcotics who have no respect. No room to work, interview, interrogate. You are doing line ups and narcotics walk in and leave their prisoners who start banging on the wall, screaming which is immediately recorded by the video system, and then the witnesses have the shit scared out of them. Yea joe citizen really wants to be exposed by that bullshit.

You start a report and some clout baby narc takes over your computer because you stepped away to inventory something in the watch commanders office.

We have to buy are own files, paper clips, white out, because the outside units take everything from the area. No prisoner property bags, inventory or money bags taken by the narcotic goofs.

Look at the merit sgts now assigned to the detective division.
Slowly J-Fed is fucking up investigative services just like he did the patrol division. Idiot's like ernie brown are now the rule not the exception.

J-Fed has screwed over patrol were we all come from. The street people deserve the best, not some low bid piece of shit. Bring back motor maintenance, give them cars, computers, radios any resources to make there job easier.

Walk into any station you see nothing but female desk officers.

Rotate all p/os through the desirable positions.

This once proud department will not change until J-Fed is fired and in this country I am sure there is at least one or two career police officials, my choice would be RAMSEY, who could save the TITANIC from going down..

I agree 150%, the d-3 guys which are all of daleys guys,the treasuers, and eddie burkes all make 15-18K More per year base than we do with a 2on 3 off schedule (burkes, the mayors 1 on 1 off, with all my special i will make about 18K extra for working extra while the hogs make it in a regular watch. The dics they make lots of overtime, and with the extremely low clerance rates maybe they need to put their heads into clearing cases! No reason to flame the post the truth is we do not get paid "extra" to do your jobs, why should you be paid a higher rate to do "our jobs?" It's not just COZZI. The Supt. is appealing cases in which the board opted NOT to fire POs. If the board opted not to fire the officers, why is J-Fed trying to find a way around that? I've heard that in one case, the board voted a perfect 9-0 NOT to fire an officer. That's a pretty rare occurrence. What does J-Fed know about that case that the Board doesn't know? Or is Kirby pulling the strings?
Speaking of cutting the "fat", why would he opt to keep C. Andrews in the exempt ranks as a Deputy Chief of Detectives? Was Andrews all that effective when he was Cmdr of Area 5? And what about his decision to promote Downtown Brown after demoting him this past March?
Does anyone fail to see a very shakey line of executive decision making here? And last, why did he decide to split up the powers of the 1st Deputy and initiate two "Asst. Supts?" Will this result in more confusion or less?

Wrong again dumb dumb. Cozzi pled guilty in a court of Criminal Law in Cook County. Received two years probation for Simple Battery, apologized in open court to the victim, completed all the required anger management courses and Community Service hours, then stayed out of trouble for the full two years of probation, never once asking for a reduction in sentence.
The Police Board gave him a two year suspension and Cline lost in court trying to overturn that into 30 pending.

And now he faces 8 years in the federal pen because J-Fed has a tiny penis and needed to set an example with something while a Cline favorite kills people on camera, another almost rapist is going to be a lieutenant, another one runs the sex unit at Area 3? You think there might have been a better example somewhere?????

Not hard to find a 99 unit. Almost every car is a one man. Most officers slowed down after Cozzi incident. Despite your ramblings, Cozzi punishment had a huge impact on beat officers. Nothing scares a officer more than violation of civil rights, a federal charges that is very expensive to defend. That could happen to anyone. UNLESS you are a white shirt. Exempts are never charged and instead promoted. In previous blog posts, numerous examples were cited of white shirts who violated the law without punishment. Even Sandra Day is allowed to retire without punishment. I will sit alone in my neat car, answering one job at a time. Best defense is to follow your advice.

i have read some very insightful comments on this thread. the real thing that i fear is that a police officer will hesitate to react in a dangerous situation for fear of getting into trouble down the line when they are second guessed to death. that hesitation will result in the officer being seriously injured or killed. this is why the cozzi incident raised so many eyebrows. you have an established procedure via the police board to reinstate the officer by an 8-1 vote. then he is trumped by j-fed. why did j-fed lie about this in the beginning. remember, he said he had nothing to do with it, then changed his story when it was discovered he was lying thru his teeth. he knew what he did was wrong to this officer and he cut his own throat. cozzi will be the first of many which is why this guy has to go. only the softballs will work for this clown.

The better question that needs to be answered regarding the proposed restrictions to Special Employment, is whether the City of Chicago is saving money by restricitng overtime to title code 9161. Are we all drinking the kool aid? We need to wake up, and eliminate the dissension among the ranks. The City of Chicago is not footing the bill for any special Employment initiatives, e.g. CTA, CHA, LaSalle Bank, Federal Government. Show me one overtime initiative that the City of Chicago funds? where do you work ass wipe. I have been a detective for over twenty years and after what they did to Bill Cozzi you have the gall to call this guy a friend. You are a pos. My area is always short detectives, squad cars and radios.

There are plenty of babies in OCD but like everywhere else a few workers who are trying to do the right thing.

If you are truly a tenured detective then you are good at crossword puzzles, Sudoku, surfing the web, and all the local cheap places to eat. While your ass and belly grows from inactivity. From a Detectives own mouth “THE D-UNIT IS JUST LIKE THE WATCH, YOU’VE GOT A LOT OF DOGS AND A HANDFUL OF HARD CHARGERS DOING MOST OF THE WORK.”

So don’t knock guys who actually want to fill the interview rooms with bad guys who know a lot about old murders and shootings that you never cared to even open up the file on… Becoming a detective doesn’t mean you get to retire.

BUT, I do agree with you on the Cozzi thing. I don't trust him at all. At least we agree on some things.

Guess the comments about the supt were correct, he is trying to save money and finally on the obama detail did just that, all the extras are for 9161 only like it should be! The supt knows how much extra just base pay the dics and all the d-3 people make, that is why in Jan 2009 or there abouts all the special will be at 9161 rate it is only fair as hogs get fat and pigs go to slaughter! Since you are so concerned about saving the city millions, I have a suggestion to help do your part. I say for special employment the city should ignore pay scales and seniority altogether. I say all 9161's earn first year ppo rate for special. That way we can really save tax payer money. We really don't need your 20 years of experience to man a post, so why pay for it?

I also say ignore seniority because overwhelmingly as we all know most 20 year 9161's don't qualify as "working coppers" and don't do jack shit whilst working let alone while working special employment on their days off.

Give special to people who will do it at first year ppo rate and will do a good job not some 20 year punkass 9161.

Put that in your crack pipe and smoke it!

To 10:31 am.  Believe it or not, you made my point for me.  As to not be the "dumb dumb" as you wrote, what I meant about "another look" is exactly what you have pointed out - federal review.  I don't agree with how it happened nor why it happened. I agree that C***zi stood up when called upon to account for his actions and accepted the penalties for doing so. We have all seen the system work and would agree, based upon your outline of what C***zi did to abide by his sentence and conditions of suspension, that he did more to "take his medicine" than most of the people we lock up who are guilty and skirt their conditions of probation without repercussions. WE all have countless examples.

Ultimately, the point I was trying to make is that those of us pointing to C**zi as a rallying cry to be upset should realize that at the end of the day, he put himself in that position. And again, that we must all consider his position a possibility IF we make such a mistake. If you want to make a point about unfair treatment, take a look at some of our own lamenting away in purgatory(aka Callback) There are members there who have not done anything wrong - civil, criminal or otherwise - who are awaiting the hammer of suspension or termination. Why not highlight one of these cases? That is all.

You're right moron! He isn't a pilot. He is however a certified FAA airframe and power plant mechanic. FAA stands for Federal Aviation Administration, you know the people who know a lot about things related to aviation. What qualifications do you hold to question his ability to perform his duties in an aviation unit?
By the way, I am a former helicopter crewman, prior service, US Army Aviation. Im confident FH is more than qualified to be in the unit. Keep your uninformed bullshit opinions to yourself.

Street Deputies are gone because their function died with the new shooting/rountable procedures. McNulty, Coffey, and retired ADS Tim Daley were the best in these situations. Who ya gonna get now? Yikes!!!!!!!!!!!!


Brother, you remember Dukey Daley! You have been on a while! You are right, he was the best. He handled one of my shootings and I was grateful. I have seen both Coffey and McNulty at shootings, both were excellent. We may be lost without street deputies like them
