Dress it Up Any Way You Want

  • Brought to Chicago from the FBI to improve the image of a scandal-plagued Chicago Police Department, Jody Weis instead saw his first year as superintendent dominated by a substantial rise in violent crime.

    Since being hired in February, Weis spent much of the year fighting to improve officer morale, battling with aldermen who disapproved of his rapid overhaul of the department's command staff, and trying to develop new strategies—or revive old ones—to fight rising crime.

    When arrest numbers went down, Weis ordered officers to be more aggressive. He created a Mobile Strike Force to fight gangs, promising tight oversight of the unit since a corruption scandal had shut down the similar Special Operations Section before his arrival. He also recently promoted a former commander of SOS to be head of patrol.

    Still, the city is approaching 500 homicides for the year, a number the city has not reached since 2003.
We still take issue with this media-created fantasy that the entire Department was out of control - it wasn't. Even at it's worst, it was maybe thirty cops in ten different incidents and most of those were caught without outside assistance. That's still a lower percentage than aldercreatures and Illinois governors who have gone or are going to jail in recent years.

What the media doesn't seem to want to cover (or won't cover) is the political machinations behind the scenes that enable incidents like these to pop up semi-regularly. The people getting caught aren't reinventing the wheel. They're making the same dumb mistakes over and over again and are constantly surprised that they get nailed. Common sense screening or standard disciplinary measures across the board could weed out these future incidents or stop them in their tracks. But that would entail severing the Department from it's political masters and Shortshanks has been instrumental in wedding the Department to the Machine for the past two decades. J-Fed isn't going to change that anytime soon.

I have a sure fire way to " weed out these future incidents " and want to share it with you SCC, Jody and the Dept:

I put the blinders on and get through my tour doing as little as humanly possible. This limits legal liability for the officer and the city.

If everyone would just give it a try these type of incidents will be weeded out in no time

If the Department wasn't too fucked up before Jody Weis came on board, and it wasn't, it sure is now.

Some of Jody's changes will shape this department for many years to come and not for the better.

It is more of the same old bullshit except from a guy who knows little about how life is here. Weis is not from here and when he is done here he will go somewhere else. leaving his cluster fucked department behind.

Bringing Weis on was a huge mistake.

One of the first priorities of J-fed should have been getting us a contract. That wasnt gonna happen beause mayor shortshanks controls that.The corruption part is truly a joke because that can be also controlled with tighter supervision and discipline applied accross the board evenly. (notice how little scandal there is in the State Police and other Police agencies other than Crook County) J-fed might truly have good intentions but he doesnt see the forest through the trees. Does the average hard working policeman get any kind of incentive to keep working hard because someone will somehow throw him a bone of some sort? Fuck No! The only thing he notices is the do nothing...I'm just here for a paycheck... type officer who could give a fuck about being a true policeman. Why do we have so many of these officers??? The desire to truly be a police officer has been beaten out of them. Hundreds of thousands of dollars payed out with city council approval rubber stamped by shortshanks himself for bullshit lawsuits. Only in this city will you see such stupidity. So shorshanks and j-fed can live with little or no police activity because its they who are ultimately responsible for the condition this department is in. I am thankful to be on the ass end of my career and truly feel sorry for the guys that have 5-6 or even 10 years on because its only going to get worse. With all these self proclaimed "reverends" the likes of Jagoff Jessie running around spreading his seed everywhere and is still considered a pillar of his community (not mine) and even in the press. The odds are stacked against us. J-fed and shortshanks better think of something soon because time is running out. A whipped dog is a wiser dog is very applicable in this scenario. It will take time to turn this ship around. This is more like an oil tanker than a speed boat. Good Luck

Did he just actually admit that he did not know how this big city Police department worked? Then why the hell would you get rid of all the people that did (with all the experience) when he first started. Jody Weis should be held accountable for the shape this the department is in. He has admitted to "practicing" for the first year at the expense of dozens of extra lives that have been killed this year. Granite the old regime had a few bad apples (corruption scandals) but what ever they were doing to fight crime was working. The old Superintendent and his team were not the best at everything but crime was definetely more under control. Morale was also alot more higher than it is now. How can you expect thousands of police officers to produce when all you do is criticize and pounce on them for every little thing? Well mayor Daley, you are not the one suffering it's the poor people of Chicago. We know you don't care as long as you accomplish your personal agenda.

The decision to hire Jody Weis is to Mayor Daley one of those "Want to get away?" moments where one does something very stupid and publicly humiliating and cannot get out of the glare of public scrutiny. Hiring Jody Weis was a truly dumb move and now Daley is stuck with his decision.

Way to go Shortshanks. At least now, with the murder rate spiking, maybe Daley will jump on this golden opportunity and shitcan this guy while he is able to hang the mantle of Fall Guy of the Year around his neck.

The Dept before J-Fed had a pulse. Regardless of what outsiders and the media might say. Everyone on the Dept knows what I am talking about and that pulse and rhythm was real and it lowered the homicide rate. It got the job done. It was not a perfect formula like E=MC2 but it worked.

A few typical incidents over-inflated by the global media about drinking or thief by cops and the political whores panicked and Da mayor searched high and very low to find a clown to restore his reputation as a jag off mayor. It was all about him. His Irish ego is what destroyed our crime fighting strategies, police command structure, the motivation of working police officers and a culture with 150+ years of tradition in the finest profession ever enjoyed.

What is left and all we have to show for it now are these blogs and each other; looking, reading and laughing-- very often.

Da mayor has made a fool out of the ex-feds and himself at the expense of the taxpayers again.

Nobody! Not even the Da Mayor, nor even the experts inside or outside can fix it now.

If you think 500 is bad this year then next year 600? In the 1990's it was dam near a thousand every year for a decade.

Easier to blsme officers on the street. J-FED focuses attention on a few officers with high profile charges. Makes new rules and creates new units. Still, without the support of street officers, he will loose. Exempts are protected from discipline and are not held accountable. Imagine a PO carry a firearm to a airport? Arrest and call back. Not for exempts. Add to this misery is a hiring freeze and no contract. Walking DUI's. Is it possible for 35th street to lower morale any more? Without foot soldiers, no country ever won a war. And we are in a loosing war.

I can't really see how
J-FED, with his "Policy Group" full of armchair lawyers spoon feeding him BS, actually did anything.
I mean finishing an idea or project "soup to nuts" so to speak.
It would seem that they are children from a generation that runs around seeking the "flavor of the week" rather than planning for the year pending, or even the following month.
Some of us, non-beneficiaries of the Phat Phil regime, had given him a chance, but were summarily disappointed.
Officers who were still willing and capable of protecting this city found a new hostile work place, detrimental to any efforts towards pro-active police work.
Gives the old adage "lead by example" a somewhat darker definition.

The more shit changes, the more it stays the same. Why were the original members of the MSF not subject to a disciplinary check like the officers that had to interview? The officers that interviewed were denied assignments to the MSF if they had open CR's. The SOS scandal was comprised of a handful of officers,so by letting a handful slip through the disciplinary check you open SOS up for the same drama down the road. Just wondering, anyone have a answer?

This experiment is over. The lawyers and their front woman, liver lips, have run it into the ground. The Feds are just temporary window dressing.

You will not see policemen work like men, until the Department is run by men again. Daley's ego will not allow for a type A leader for the Department, cause he really is a coward. It's easy to be the loudmouth tuff guy in the room, when you are the only one with a stick. So we are stuck holding our breath for a few more years.

P.S. Seen J-Fed at least 6 times this year. Looked right in his face and said "Hello sir". He did not reply once. Not even a "hello officer". Just turned away toward some lackey for more meaningless conversation.

Met Hilliard, Cline, Grau, Eddie King, Joe D, Malone, Murphy, Farrell, Thomas, Mauer... Every time, they all looked me right in the eye, shook my hand and asked me how my family was.

What it all comes down to is they just don't care. Delete the manpower from the districts to attack an unsolvable problem. Keep making units for all the clout babies and protect the ones now in the front offices.

The job will never change. All we have left is each other who work the street. Back each other up regardless of how seemingly "routine" the job appears.

I said it before and I'll say it again: Daley was forced to hire j-fed. The DOJ was going to file a lawsuit vs. the CPD and the compromise was to bring in a fed. The first 2 or 3 guys turned it down so the G offered up Weis. A clear sign that they thought his career was over there. Not that this is a defense for that idiot at City Hall, but you've got to understand what's going on.

Weis is incompetent and the feds knew that.

What ever happened to all the hype of the SOS scandal. I have heard that there is not much to all of it now....and only one States Attorney left from the original crew. This Department ruined a good unit because of bad supervision (above the rank of Sgts and Lts) that were all self promoters that did little when they were P.O.'s. Nothing ever changes...except for the worse. Watch out for each other.

It is run by jimmy maurer a former 2 star (Made up) general in cpd, they he is forced to retire but being a daley hack gets to head the doa police! The doa police go through the cpd academy are qualified as police officers but are allowed to carry a gun only off duty. They "protect" the perimiter of the airports and are not allowed to carry weapons. Ok follow me and they get "Mandotory" Tons of overtime, and make more per year than cpd! Confused yes we are also! Oh it gets better they have no powers of arrest if they find a crime they are required like an ordinary citizen to cpd to make the arrest as they have no arrest powers per maurer (Meathead) You know the old man who thinks he is George Patton great city yea mayor freido we are safe!

Yeah, and has anything changed in the west side? No.
Although, to defend MSF, I did see them making some arrest in 008 and 009. Mostly though, they are on the west side. Just like SOS was mostly on the West Side.

I expect MSF and TRU to heavily saturate 002 and 003 in 2009 if we get the Olympics.

Parolee held on murder charge

A 31-year-old convicted murderer who was out on parole will be held without bond in a pending murder case, a judge ruled Sunday.
Sherard Martin is charged with first-degree murder in the Dec. 13 shooting death of Isaac Mobley, 17, of the 10100 block of South Hoxie Avenue. A second teen also was shot and critically injured. Cook County prosecutors said Sunday that Martin fired at least 10 shots in the direction of the teens, whom he knew.

According to the Illinois Department of Corrections, Martin was nine months into a 42-month sentence for possession of a firearm by a felon when he was paroled in February. Martin was a teenager in 1993 when he received a 25-year sentence for the murder of another youth.

I found it to be incredible that the reporter of the recent J-Fed
Year in Review article only interviewed Dugan about the SOS scandal. What about Tobias and Gulliford?
There is plenty of blame to spread around, and I would have loved to read what those two would have had to say about it.Strange how all of the cmdrs of that unit have been promoted, with no obvious attempts by our Dept to hold any of them accountable for one of our most visible supervisory failures.

People keep moaning about no contract, we have a contract, the provisions of the last contract have remained in place since the expiration of the last one. It has been a year and a half now.

Two contracts ago it took almost three years, then the retro check I got was big. A year later it expired again. That went to arbitration quickly. This one will NOT swiftly go to arbitration because we want things that no arbitrator can or will give us, paid health insurance at 55 for retirees and alternate work schedule.

If you are looking for someone to blame for no contract look no further than that sawed off corrupt cock sucker on the 5th floor at City Hall. It all comes from him. We cannot strike according to contract and state law so we must negotiate until the FOP Board declares an impasse. We have gotten fucked in arbitration before, it is a crap shoot.

Be patient, it will happen when it happens. Nothing we can do about it now. People scream now about dumping Doahue yet last FOP election there was only a choice between Donahue and Kevin Jans. No one thought enough of the issue at election time to invest their time and money to put forward a slate of candidates so stop bitching.

say what you want about maurer, but i would take him any day over the fbi runt. jody couldn't wear jim's jock strap. in the old days you knew who the boss was. nowadays its " i have to listen to this little pimp " who has no clue about police work because he/she has never done any.

P.S. Seen J-Fed at least 6 times this year. Looked right in his face and said "Hello sir". He did not reply once. Not even a "hello officer". Just turned away toward some lackey for more meaningless conversation.

Jody Weis is a want-a-be Chicago Police Officer. He wears our uniform and does not have a clue about being a police officer. He sure screwed this department up.

THERE ARE PLENTY OF CHICAGO POLICE OFFICERS THAT DON'T HAVE A CLUE ABOUT BEING THE POLICE ALSO..

Why do defend JPUD? I still like locking people up but this fucking guy is a goof. I still work but not to make this asshole look good. I understand if people don't want to do shit, leave them alone. The dogs are actually giving us leverage these days not asskissers like you supercop.

Holy shit, talk about a sad but true comment! Maurer walked around thinking he was the second coming of Gen. Patton, but at least we can say "He was the POLICE!" Take a look at everyone above the rank of Capt., how many of them were the POLICE? You won’t need more than both hands to count ‘em! Just take a look at our Chief of Patrol; we have more Districts than she has made arrests! However, she is qualified in some twisted, perverted way to run the Patrol Division. We have a Superintendent that has never been on a domestic (and no, J-fed, going on one in 003, and catching a B.S. CR# don’t count!), never spent any time in a beat car, done a few years in the Detective Division, and has handled their caseload. Has NO IDEA of what the “Jets” were, not to mention of spending any time in them (ABLA’s? Sorry, I no speakie Spanish, Senior.) . Been on some fucked-up detail. And the list goes on, and on…. Not just for Weis, because there are more than a few gold stars that have been promoted way over their ability!

I really don’t think we would be any better with Charlie Williams running the show. Morale would still be in the toilet. But what do I know.

Grau might have been able to turn a few things around. Guess we’ll never know…

We have 2 years 2 months left till J-Fed packs up his J. Edgar Hoover memorial dress, and fucks up elsewhere. Wish and hope all you want, my fellow officers. With the amount that Lil Dick is shelling out for this guy, he aint goin’ anywhere! (Unless Lil Dick can figure out how to break that $310K a year contract! Wink wink) So we may as well write-off the next 2 years. Who is in line to replace him? Jackson? Cuelo? Dugan? Brown? Or with all of the shuffling, will they still be around? Roti? Wysinger? Schmidt? Can Shields make a HUGE come back with help from his cousin?

My question to my fellow Chicago Police Officers is: WHO WOULD, being given the current line-up, MAKE A GOOD SUPERINTENDENT? Who would be able to take the Department out of these “dark days” we are in, improve morale, change policy, put up with Lil Dick, not become a politician while remaining the Police. (And don’t just toss out names, try articulating a reason for your choice!)
