Breaking Down the Video

From the video vault:

Slowing down and counting the instances of asking, reasoning and ordering the offender from the bus is enlightening. So is watching the offender's hand movement and actions that can only be construed as aggressive in nature. Looking at this video again only reinforces the fact that the cop showed admirable restraint and "reasonableness" in confronting a lawbreaking individual.

So where is J-Fed's "having our backs"? Hasn't Shortshanks told him what to do yet? Daley's been back in town for a whole day. Maybe he's not taking J-Fed's calls?

Why have there been no public words of support from Superintendent Jody Weis for our officer in the video?

Superintendent Weis, you promised you had our backs, I heard you sir, you said so very recently in that video I watched at roll call, you said you had our backs.

This is your chance sir to show us all that you truly stand behind us Superintendent Weis. Show us sir. Show us you support us when we need you. Please sir, show us you have our backs.

I see NOTHING WRONG with how the officer handled this situation. Wasn't it not long ago that you lost someone that was working a 1 man car the was at a bus situation?
And for the ASSHAT that wanted the officers number, maybe they should have run his ass into jail for interferring with the arrest of the other guy.

If this officer is ever susoended over this incident, SCC make sure that there is a post on here and I will donamte to his cause.

I dont understand why someone from the department cant step up and say something about this. Rude!!! Thats what the papers are calling the officer for his use of profanity. Ya gotta be kidding. I get called the most vile names daily trying to do this job. The use of Fuck by the officer was meant to impress on this offender that the situation had escalated to something more than mere disorderly conduct. It was used as an attention getter. Based on the papers' reaction, it worked!!

Lets analyze this too,

The cost of showing up and just throwing the bum off the bus and coming back up clear(including travel time) = about .25 man hours. Well, thats not an option anymore. Now a lot of coppers wont touch anyone without a signed complaint because of nonsense like this video.

The cost of locking up the bum:
Travel time to call, arrest, and to station: .50-.75 man hours (x2 if 10-4, if 99 and wagon is used add 1 hour for the two people on the wagon(.5 hour transport x2).
Processing (including inventories) .75-1 hour (x2 if 10-4).
If lockup wont take mr. bum because he needs his food tray,, ugh I mean meds (the ones hes been without for months) add about 4 hours (x2 if 10-4) for a hospital run. If they take him, he sits for about 4-6 hours until hes clear and then the desk sgt has to do his thing (about .25 sgt hours, .5 if there are inventories to be released (includes cpts time for release).
Worst case scenario with a hospital visit your looking at around 12 man hours to take care of this bum. THE TIMES ARE JUST FOR A GENERAL REFERENCE, some work faster, others work slower. But you get the point.
When it all goes to court what do you think happens to mr. bum??? You guessed it, NOTHING!!! So all that time wasted on a court case that will get dismissed.

I sure hope mr police monitor doesn’t get beaten and or robbed while were all in processing every bum that wont leave the buses, trains, or any other property.

As for the "cameraman", one has to wonder if this was a set-up. He just happened to be on the bus where a guy didn't pay his fare?

I work in that district and this copper is a nice guy, just doing his job. Beat 1892A is the tow bike, so that officer didn't have to respond to that call at all. He decided to answer the call. Remember the officer, that got killed at Belmont and Western at a CTA disturbance, when it was not his call, trying to do the right thing. The homeless female that got to his gun, and killed the officer. Now let's talk about manpower. How many officers should it take to get a drunk, who did'nt pay, and won't get off a bus? Be very carefulj how you answer! The officers who work the streets are watching this one real close. CTA calls everyday for calls such as as this. Or maybe CTA special employment should handle all of those calls. But can the bus driver and passengers, wait that long?

I haven't seen JPUD's reasonablness video yet but from what I have heard he is so full of shit, its coming out his ears!!! If he had our backs, this would be a perfect opportunity to stand up and show his character. I order not to compromise OPS' alleged investigation he could have said something like, "the matter is being investigated BUT, from what I have seen the officer acted [reasonable, professional, appropriate]."

Did he choose to do this??? NO, he instead choose to stand on the sidelines, let this officer's good name and professional career be slandered.

JPUD, IF YOU REALLY HAD OUR BACKS THIS WAS YOUR CHANCE AND YOU BLEW IT!!!! This just goes to show anybody doing any real policework these days is softer that puppie shit.

Still handle your jobs, answer your calls, but do it with the least bit of action as possible. Its just not worth being Monday morning quarterbacked everytime you take a lawful action and handle a situation the exact way you were taught in the academy. This City, its leaders, its citizens and its media DO NOT LIKE THE POLICE, let JPUD and his new fleet of homeland security cameras go out there and bust their ass for the ungrateful public, because I sure am done, and I was a worker but my patience is worn thin.

"Police Commissioner Charles H. Ramsey said he saw little fault with the department's procedures. He said Pawlowski, 25, a five-year veteran, had followed department rules when he approached Scruggs, who fired a gun hidden in his pocket. The fatal bullet struck Pawlowski in the chest, above his Kevlar vest. "The officer did everything that he should have done," Ramsey said. "He had his vest on. He responded to a call. He's ordering the guy to take his hands out of his pockets. He doesn't see a weapon, so the weapon's fired before has a chance to really react."

scc...just a little math for you to think about. the city has the new articulated bus fleet of 226 busses that is out of service. this is the second time they have been out of service and the city only purchased them 6 months ago. the city package that chicago paid was about 422,000 for each bus including gps, bell systems, and cameras. so in the past six months while the city and cta are crying broke they paid about 95,372,000(226 busses X 422,000) for this fleet of busses that obviously are not going to last very long if they have been pulled off the streets twice in six months. the cta is in the headlines again saying another "doomsday" for the cta is looming and they city cant afford to support it anymore. how come obama has not yet paid its tab for election night... which im sure will not be paid and will slip away and be included in the "stimulus money" richie will get from the package. buisness as usual. we have no contract, the city is "broke" and daley is buying almost 96 million dollars worth of broken busses that will have to be replaced in 7-14 years...not the 20-25 years that was initially expected and guaranteed to the city....not in writing of course.

Any one gonna investigate if the liberal prick paid the bum to get on the bus illegally so he could film the incident. The officer should look into this and sue little junior liberal camera man. Mommy and daddy probably got deep pockets!

A little cheesy but I think it fits: The public does not want to admit how much they need us. Son, we live in a world that has walls and those walls need to be guarded by men with guns. I have a greater responsibility than you can possibly fathom. You weep for Santiago and curse the Marines; you have that luxury. You have the luxury of not knowing what I know: that Santiago's death, while tragic, probably saved lives and that my existence, while grotesque and incomprehensible to you, saves lives. You don't want the truth because deep down in places you don't talk about at parties you want me on that wall, you need me on that wall. We use words like honor, code, loyalty. We use then as the backbone of a life trying to defend something. You use them as a punchline. I have neither the time nor the inclination to explain myself to a man who rises and sleeps under the blanket of the very freedom I provide and then questions the manner in which I provide it. I would rather you just said "thank you," and went on your way. Otherwise, I suggest that you pick up a weapon and stand a post. Either way, I don't give a damn what you think you are entitled to...

By following the protocol described by use of force guidelines which determine that in a non-lethal control situation you must first mitigate risk. In most situations this means wait for backup before engaging a suspect. Simple solution to avoid pointless violence. Copwatch understand that the officer is allowed to use discretion in all situations like this but anyone who is familiar with use of force will know that he failed to react in an acceptable way. Copwatch has never called this police brutality and never will. It is misconduct and douchebaggery but not brutality. The brutal part is that this is how people of color and low incomes are treated everyday.

There is no doubt in my mind that each of us working within different units encounter such disrespect and unlawful behavior beginning the minute we walk out the door of our residences.

The non reaction of support on behalf of our exempt continually proves that no one should ever become a chicago police officer. The exempt will beat you down no matter what you do, and it slowly wears you down as your life passes you by.

Yet the day after the story breaks about Aunt Bea he's quoted in the media that "I see no culpability on her part in this. She has my support."

But a blue shirt gets video tapped answering his call by following the use of force model and takes it up a notch by yelling at the bum to either leave the bus or he'll get arrested and then announces the arrest and where is Jody? Why waiting to get his script from ShortShanks, co -editors are the store front preachers.

To Officer 10677:
Great job handling the bus disturbance.

To Spencer Thayer:
I’m a retired PO. I encountered your type regularly during a 25-year career in a north suburb inhabited mostly by liberals. You are insecure. In awe of the police, but hateful toward them. Perhaps you were once arrested for some minor offense and just can’t let go of your resentment toward law enforcement.

You see, Spencer, the police are willing to confront the dregs of society and actually put their hands on them, on behalf of society, and do what needs to be done, like #10677 did (very admirably) in this case.

You, on the other hand, would piss yourself and run away if faced with a threat to your safety. This makes you feel inadequate and envious of the police. So you’ve dedicated yourself to discrediting law enforcement in any way you can, even recruiting bums off the street to stage bullshit confrontations with officers, so you can record the incidents and try to put your biased, liberal slant on them. When this works, it probably helps to relieve some of the inadequacy you feel. But it didn’t work for you this time, did it? When the public comments posted to your youtube rant were overwhelmingly supportive of the officer, you deleted them, didn’t you? Of course.

What are you going to do now, Spencer?
Hey - I know: Why don’t you leave the relative safety of your neighborhood some muggy evening this summer and take your camera into the ghetto and try to record some of the actual crime happening all around you. Since you are such a skilled camera operator, you should have no trouble capturing key evidentiary footage to help prosecute real bad guys.

Of course, you would never have the balls to attempt anything like that. Within minutes of your arrival, you’d be surrounded by savages who would rob you of your camera, and then use it to record themselves beating and stomping your punk ass, while laughing hysterically and chanting about the new president. If you survived the robbery and beating, you’d complain the police did not do enough to protect you.

Even other liberals aren’t swallowing your bullshit this time, Spencer. No one regards you as a hero. You're just another insignificant, whiny piss-ant with low self-esteem and too much time on your hands. We’re sorry you are so miserable. Why don’t you try looking for a real job?

Civilian here--

I understand the problem with the homeless in the stations, and as a taxpayer, I think its terrible that that is allowed on many levels, not the least of which is I don't want to have to deal with them if I need to go in for any reason,

but I'm betting and I've witnessed at least 20 times.

Cops giving homeless people the benefit of the doubt and breaks. It probably happens 50 times a day across the city on a variety of things.

>>There used to be a cop at the Cathedral who was pretty good with them and I recall him being firm a couple of times, and he knew which ones were trouble it seemed.

If I had a chance to ask this officer, as just a normal joe citizen, what would have happened to the guy if he had just gotten off the bus, I'd make book on his answer being, "nothing,". He even says to the guy, maybe you can catch the next bus.

Provided the officer isn't unduly reprimanded, I think this idiot with the camera did you guys a favor in a way. Alot of middle of the road, common folks are saying,,,what the heck, this officer didn't do anything wrong,,,

I just watched your play by play of the video. Thanks for explaining it in terms we civilians can understand, even though alot of us could tell it wasn't near brutality.

Question: If we find ourselves in a situation like this, we obviously make sure the officers know they are being videotaped, but do we get involved ? If we see a cop getting hurt, I understand the answer is obviously yes, but do we actually in this case assist the officer, he seems to have it under control actually and a civilian coming up on him wouldn't maybe be the best thing to do ?

The officer acted appropriately. The F word has its place on the streets, its all some people understand and often times the emphasis it places upon the situation leads to force NOT being used. Be safe out there.

I wonder if, during the coaching session that the prick with the video camera surely had with the offender, prior to the pair executing their little plan to try to entice an officer into what they obviously hoped would result in sufficient cause for a lawsuit to be filed, there was a suggestion made, to the offender, by the video prick, to, at some point in the anticipated scenario, put his hand into his pocket, or make some other, seemingly benign to the naive public, but all too familiar to the officer, potentially dangerous gesture.

Speaking of tickets. J-Fed was written a ticket for parking on a crosswalk. His vehicle was a SUV that went back to a rental company. He got the 2nd watch WC of 014 to take care of it. WC got on PA and yelled at the P/O who wrote it. P/o explains he didn't know who's vehicle it was. WC still bitched him out. SUV also had tinted windows.

And to the copper involved - God bless and great work. J-Fuck knows better than to fuck with you-and quite frankly, didn't seize upon the opportunity to come to your defense. If he speaks up now on your behalf, as far as I'm concerned, it is too late and would be phony as hell.
However, it is amazing just how fast he can speak up when it comes to one of his clouted exempt members.

If I get the Log number on this one it will be an automatic, exonerated and then I would probably put that officer in for an honorable mention for holding his head up high and having to deal with all this media attention and lack of gold star intervention on his behalf. Man, the upper level command staff (JPUD and the rest of his gold star flunkies) are really a bunch of pussies.

Looking at this video again only reinforces the fact that the cop showed admirable restraint and "reasonableness" in confronting a lawbreaking individual.

The whole controversy shows there is a radically different view of what is reasonable between cops and average citizens.

These kind of videos help average citizens understand what is reasonable and what is not. You should be happy these kind of videos get distributed.

I asked the individual whom took and posted the video how he would have handled the situation and this is the response I got. Apparently a person who uses the word "douchbaggery" knows more about the use of force than the Chicago Police Dept does.

2/20/2009 07:23:00 PM

........

Little Boy Spencer.

Your statement shows you have no idea what the use of force model is. We use the one made for Police, not the one liberals think we should have. Nice to see you are back tracking and now having to try the race card because you know you are wrong and you see 90 plus percent of the public know you are full of B.S. Even PETA, The ACLU, the NAACP and Obama Democrats know you are full of it and the Officer acted accordingly. You really should try a different line of work. Anybody who has to call themselves Thunderball has serious self esteem issues.

It sucks, but there are cameras everywhere and now virtually all cell phones have cameras in them. To ensure you don't get screwed out of your job, always follow the Use Of Force guidelines. This way, even if we are on camera, our actions will be 100% justified.

For the people who critized the officer for being firm with this person, forget the danger he might have faced. Homeless, drunks and even those with a possible mental illness can be dangerous. This is a link to a story where the officer's kindness resulted in a vicious attack with a knife. We cannot relax our guard or forget safety.

It wouldn't take that much to hire a homeless guy for $20.00 and have him do that to see what kind of response the police would have. If the man did not understand or did not want to get off the officer should have said but sir you did not pay therefore you cannot ride and kissed his ass until he could get through to the crazy son of a bitch. What the hell does the public want! I am a civilian and I along with many other people don't want these lunatics on the bus. I don't feel safe with these crazies on the bus. I ride the train too and I am shit scared when one of these crazy bums gets on let alone a ghetto asshole who thinks we have to tolerate his shit. I am very outspoken and an not afraid of the vial element but i see how these people take over public transtportation and scare people. Thank you officer for doing your job. Thank you for not dealing with this vagrants crap. Fuck those cop watcher assholes. I have enough stuff to deal with than to worry about some homeless crazy that smells like shit on the bus next to me. I am a good law abiding citizen and have never called attention to myself. I thank god everyday for the police officers that are out there putting their safety in jeapardy to keep me safe. I personally think that the police should have much more leway in how they handle people. Some of these SOB's need a good smack and a good in your face pounding. I am just about sick with how these criminals run rampant in our city. I wish the police could hand out street justice and maybe then these scumbags would be afraid to hurt people or commit crimes. No one is scared anymore. Everyone thinks that the law doesnt apply to them and they can do whatever they want. NO YOU CANT! I understand that this bum, the one that got arrested, not the cameraman, has had 31 arrests.

Including one for FIRST DEGREE MUDRER for which he served 12 years of a life sentence.

The next time, I would like to see that bum, the one that got arrested, is when he arrested again, trying to sell a slightly used, slightly bloodstained digital video camera on the street or in a bar.

The next time, I would like to see that bum, the cameraman, is in the back of a CFD ambulance. He would be moaning through broken teeth that some bum, strangely familiar, had smashed his face and had stolen his camera. He would be whimpering "Where were the police?"

Maybe that would properly adjust his attitude or would want the badge numbers of the officers taking the report and say it was their fault.

In a strange way that goof with the camera only proves it. I would like to know what camera-prick will do the next time. When the (fill in the blank) gets on the bus and sits next to him.

Will he get up and change seats.

Will he feel fear, will he know that this guy who got locked-up spent time in jail for murder.

Will he watch his hands, will he smell him. Will he glad to see a cop?

From former Mass Transit Cop, good work officer.

Little tactical comment from someone who has had been there to do the same thing.

Don't challenge the goof to a fight, "Do you want to fight me!"

To a fuzzy headed jerk like this that could be like, DING! ringing the bell for the second round. Better to say something in your loud clear voice like, "Stop fighting me!" or "Do you want to walk off or get dragged off and if it takes ten more cops to do it I'll get them!"

Stay safe, again good work.
