- okay, here's the deal about pdt's and gps, from my impeccable sources...when gps was installed, it was incompatible with the vehicle electronics, causing the vehicle engine light to stay on, among other problems);
as of late, apparently, shortshanks wanted a "gps report" (i.e., tell me how it's working!); oemc folks discovered that some gps units don't work, so....some pdt's were fixed....folks were saying that the pdt mounts have to be replaced ($700 per mount?, not sure about that, but it's Chicago, no?); anyway, the pdt's are supposed to be divided into thirds, yellow, blue, and red dot marked (with corresponding metal mounts);
but the guy that paints the mounts works in fleet, while the guy that paints the dot on the pdt works in (who knows?, and do they talk to each other, no), so...when cars get downed for service, depending on how many of what dot color they are, there may or may not be enough pdt's available for the replacement cars (if any) that come back (i.e., blue dot car goes down, you get a red, red goes down you get back a yellow (on the mount), then hunt for a matching pdt in the station.
hey, look at the bright side, it's like the Chicago version of an Easter egg hunt....

Whats a PDT?? I haven't seen a decent one of those for a LONG time! Should have spent the GPS and camera money on good PDTs/mounts for ALL vehicles first. Then focus on cameras and GPS if they have such a hard-on for it!
It seems the City of Chicago is GREAT at purchasing technology but terrible at making it work. By the time everything is up and good to go, it will be outdated and old.

It's all a farce! Imagine if these monies (GPS, In car cameras, etc) that were basically knee jerk reactions to overblown media stories, were used for our raises/contracts/pension fund.

WHERE ARE ALL THE POOL CARS? We had to down 2 cars from the watch yesterday and they had no pools to replace them. Are they saving them for the olympics? Where are the cars? We only have 9500 officers in patrol and not enuff cars. Did you see the video from 003 during the story about the 14 year old? The cars had holes in them, missing trim and generally looked like shit. And they are, every where in every district.
In my district the mounts are for PDT's from a company that does not exist any more. new PDT's means new mounts, of course. The PDT's we try to use have no batteries and haven't for years, all throw away, NiCads and they died years ago. So all are hard wired only, cannot carry the PDT around.
And all our PDT's use Windows 98, obsolete (this is 2009!) and no longer supported by Microsoft and hasn't been for years. Obsolete crap is what we get. When we get new stuff we get new overpriced crap. The GPS system is a waste of money. Totally. The in-car video system is also crap, I cannot upload videos 5 days out of 6 at least. Camera freezes up etc. W/C says it is my fault for not calling help desk and getting problem number each and every fucking time. On my own time of course. I usually waste 45 minutes a day trying to upload fucking videos. This is a BRAND NEW SYSTEM!!!!!
Of course, my fault, I should have known. Like station security is the Lt's and Sgt's fault in 003. They always need someone to hang, to voer their mistakes on.
At least Cline etc. knew how fucked up the system was and were right there with us in the mess.

Around 1993 the City bought a ton of Sun Servers at around $35,000 a pop. that say unused in districts and areas for two years at least before they were finally hooked up to be used as PRINT SERVERS!!! Anyone knows computers knows what a waste that is. A year later they were removed and sat in a room somewhere before being scrapped. More waste.
Anyone check out Sayers Computer Systems, where the City got much of their computer crap? Supposedly a minority company "owned" by Gayle Sayers. Another front organization thrown together to qualify for minority set asides.
I like to blame the police for most everything but the problem here falls entirely on OEC. They have tried to blame this disastor on the police but even the dumb little midget can see through their b.s. The faliure has to do with oec inability to upload the correct programs on the pdts and to purchase compatable gps that will conform with our cars and equipment. Contracts with this program are being investigated becasue it is so fucked.
Remeber the days when oec was run by the police? Horrible dispatchers, pathetic radio system, emergecny management that is the joke of the nation (see 2006 Homeland Security Report), and PDT's that are so slow (or down for repair) that it would be faster to get a response back if I drove downtown.
OEC is just another burracracy created by Daley that resulted in 100's or new cronie jobs. Close that shithole down and put it back under a police commander.
I for one think that the GPS should have been installed into the radios. What the installers are doing is just short willful negligence, knowing that there are major flaws that compromise our safety in an already piece of shit squad car.
As for the cameras, I sometimes work a beat car and find it (when it works) to be helpful and somewhat amusing during traffic stops.

let us not forget, that the Police Fleet is no longer the Police Fleet and is a part of Fleet, they have no one in charge who cares about the police. The police fleet should back to the department, less erros will occur, pool cars will again be avaailable. As long as J-Fed is now truning to experienced people to manage the department, he should bring back the fleet and someone with the ability to provide the best fleet possible with the Dollars available.
Speaking of Federal money.... Remember how much $ Daley received from the Feds for the TARA officer program. For every officer that went through TARA the city recieved money to put an off-duty officer on the street. Money was given but the off-duty TARA program stopped two years ago.
Did they give that money back to the FEDS?
Bring back Hubermann to fix this mess. He is the savior of all failed projects.

Next time, please, think before you say something stupid.
I noticed that the majority of the brass are driving brand new vehicles that have all the bells and whistles. How can you be in command driving a new vehicle knowing that your workers have crap to work with. I could never understand when they deliver new vehilces to the district that the supervisors all seem to have dibs on them.

Even if the PDT is off they can still track your whereabouts. Obviously I'm sure most of you have noticed that you can't log on to the PDT unless you enter a vehicle number and as long as that PDT is logged on they know where you're at even with the PDT off. When the GPS was activated on the cars we tried turning the PDT off and we changed our location from where we last had it on and the dispatcher informed us that she could still track us. I guess if you "accidentally" entered the wrong car number they might look at a car that's been sitting in the lot for the last 8 hours.
I spoke with an R-Man about the GPS and he had some real interesting thoughts about the system. The R-Man said the GPS systems were set up to drain the battery in the vehicle down to a level that the vehicle cannot be started but this will only occur if the vehicle is not driven for two days. He then showed me a truck full of new batteries that he had to install because of this problem. If we could only GPS some of the exempts this department would be running a lot smoother.

The amazing thing is, there are companies right here in Chicago that can remedy some of these problems, but they don't give kickbacks, buy huge amounts of golf tickets or dump money into campain funds. So none of these companies are ever asked for their imput.
In addition, there are some really great retired guys who own companies who can really make a diffenence, but again, they have no clout, so if they do something for the city, they have to go thru a "approved" vendor and the taxpayers wind up ppaying 200% over retail!
After all, the 3 stooges that run the dept will never ask anyone who is knowlegable on how to make things better.

GPS is not working because even our supervisors at our meeting were asking us, the peons, if we knew anything about how it is working because they were clueless and admitted to being so....oh, and our supervisors (all merit) aren't the brightest in the bunch, basically because they failed or got shitty grades in the promotional exams, but have some connection in shitty hall, so voila, they are bosses on this job... go figure...lot$ of wa$ted money in thi$ dept. To all you civilian non-po-po out there, your tax money at work. Dump Daley, Dump Weis, dump all the alderthieves and let's start over (at least we got rid of blojob). The engine light has been on in my car for about two weeks. They sent it to the "MM" at least four times. Good for a couple of hour then the light goes back on. Now the airbag/seatbelt light is on. Does that mean the airbags will not deploy?...not like they ever do...Well I guess I'll try not to have any head on collisions.
On a side not...careful with the in car camera...IT TURNS ON BY ITSELF IF YOU HIT ANY DEEP POTHOLES.

Yes, and it kept killing the batteries especially in Exempts cars, so I guess they got different systems. Our Commander in 022's car died 6 different times. He froze each and every time!
They had money to put a GPS system in my squad that is worth about 200.00 on the market, heat works as long as you driving, smells like crap, has almost 100,000 miles on it and squeaks as you drive. I would have preferred a new car or at least a descent one. Oh yeah, my PDT mount does not work, but who cares, we don't have enough working PDT's for everyone on 3rd watch!
was at A/3 refuleing and noticed on the log no veh w/ less than 40,000/mi most over 50,000.
don't worry about GPS or swipeing cause none of that stuff works.

The PDT in my car has a top that does not stay open very well. I took off after a car while trying to run the plate and I MOUSETRAPPED my fucking fingers (trigger finger)
So,instead of hitting the medical like I should have I went into the station to put cold water on the the thing. As I pulled into the station I slipped on the ice in the parking lot that is still there from lack of salt and plowing...right on my tailbone.
Now ailing from two things I went to go down in the station but got a job and tried to take a personal and the dispatcher said you are all I have. I tried to make a quick entry into the station to try and get cold water on my hand and MY FUCKING SWIPE CARD did not work in the swipe thingy!!!
I was locked out of the fucking station (later found they were checking entry codes for terrorists or whatever the office reasons were)....
Hobbled back to my car and reluctantly went to the 1A call in my Tahoe. I get there and then the burglary victim is there waiving at me and I CAN'T GET THE FUCK OUT OF THE DAMN VEHICLE as the locking system wouldn't work!!
I think the victim thought I was avoiding getting out or that I was afraid or something or blowing him off!!!!??
After coding the job when I figured out how to get out (without crawling through the window) I tried to go to lunch but we were in a rap due to cars being DOWN on these bullshit MISSIONS that I know are just excuses for the Districts to get these numbers to prove to WHOEVER that we are ACTIVELY doing our JOB!
As I came intot he station for check off I got dinged for wearing a jacket over my sweater (since it was below freezing I improvised)....

remember....DO NOT take out a squad car that you feel is unsafe. if the brakes or power steering is messed up, down that car. or if the front seat is so messed up from some 400 pound officer breaking it so that the seat hurts your back, down that car too. Our cars don't work. Our radios don't work. Our computers don't work. Our faxes, printers and phones don't work. Is it any wonder that we don't work?
This is the Honest to God Truth: The GPS was first installed with what they call an auto tap unit which is a mini computer, the company that made them ,put the wrong chip in them that kept the circuit open too long, thus draining the batteries after 8- 10 hrs. they then did what fleet calls a Re-Touch, this is changing the computer program, this then caused problems for the cars computer and they then didn't pass the emmissions test, then another re-touch was done to do another correction, this too failed, Fleet has spent 57,000 dollars on new Motorcraft batteries, in the meantime the company that made the computer program for OEMC is bad too, so for now SGTS and other bosses can't even log into the system. I think another Re-touch has to be done again, this is bogus, and forget about the city putting a new PDT mount into cars with big miles on it,and If you take your squad into any area for G&O it better not have the check engine light on or the brake light on, you may never see that car again, it takes these mechanics forever to fix anything, they will be crying when the garages are privatized, and thier unions won't have a prayer on saving thier jobs.
Answer this. The other day I was gassing up at North and Throop and I saw Commander Martinez from 014 standing out in the cold trying to figure out how the gas pump worked. I actually felt sorry for the guy because he was freezing his ass off. I thought he was alone but when he finished pumping the gas, he went around the car and got into the pasenger seat. The car then pulled away and I saw that it was being driven by some little dolly. Who is she and why does she sit in the car while the Commander pumps gas on a cold and windy night in Chicago?

The department has at least three different IP addresses/frequencies the PDT's operate on. That is the reason for the different color dots on the mounts and PDT's. However, the peeps at data systems can change the software in the PDT's to use ANY color mount. The magic is in what IP address/frequency the modem in the car uses.
There is another system, and that is the PDT mounts and PDTs that have NO color dots on them. If memory serves, those PDT's have the modems in them; the modem is not in the mount, so they are not compatable at all with the three different color mounts.
So there are actually 4 different 'systems'. The reasoning for the different colors was/is sound: Limit the amount of traffic at each IP address/frequency so as to keep system response time faster.
The problem is the radio techs not getting/having the correct color mount (which BTW they get from OEMC) in stock when you bring your car in for service to the mount.
If you have PDT's that have been gone 'months' for repairs; chances are very good that they are at OEMC to be fixed and not at the area radio shop.
Once again, the police department is not responsible for the upkeep of our equipment, fleet and/or OEMC is; and this is where one of the problems lies.

cant speak for the exempts, but as a Sgt we take care of our car. we dont leave food, empty bottles, cigarette butts, etc...dont drive it like we are in a demolition derby.

Long story short, MN grabs the purported "offender" and hastily heads in... shit bag cries for the hospital, superior tactical man MN obliges, "offender" is transported by a separate car, brought into the hospital where a nurse FINDS THE KNIFE IN THE OFFENDERS FRONT FUCKING PANTS POCKET!!! Its easy to blame the OEMC for the PDT's and GPS that doesnt work, no one at the oemc has the power to tell CPD what technology to buy and who to by that crap from and by the way those radio's you use are crap also, so when youre in a foot chase alone in a alley and the dispatcher cant hear you for all the static on your radio, i guess you can blame the OEMC for that too, cause the OEMC tell CPD what crappy technology to buy
I was down at OEC a week or so ago and they showed us how the gps works. It actually showed where the car was to within 1 foot. It did however have some flaws. Some of the cars they tried to pull up never showed even though they had a pdt and it was logged on.
Why does Mike Masters have a take home car? That is a car we could use in the district. Ok, if you say it is in case of a major incident, what exactly is his purpose at a scene? He is not sworn, so he cannot help with the investigation, and since he is not the police, he doesn't know what the fuck he is looking at anyway, we have Exempt galour that are the police at the scene that are required to update the Supt or whoever needs the information, we have Monique Bond to report to the News Media etc. What is HIS purpose? Why again does a Chief of Staff report to our major crime scenes and why exactly does he have a take home car again? Officers need cars everyday in all of the fast Districts. We could use at least one descent car, why not start there!
Oh thats right, he needs it to make arrests (impersonate the police) and he gets to keep it even after he struck a bicyclist!
I almost forgot to add, why does the Superintendent's drivers have take home cars? Why can't they drive to 35th, pick him up and drive home like we do everyday. I drive almost 30 minutes to work each day, I pay for my own gas, car note and insurance and wonder everyday if my car is safe in my District's parking lot! Why do all Lieutenants that work at Headquarters all have take home cars? Do they go to scenes, do they respond to major incidents, why again? We can use those cars also right here in Patrol! I actually do work, I can use a take home car. Both my kids are in college and could use my car and my wife's car, but I keep forgetting, we have to drive to work each day!

Lets never forget why they went out and spent all this $$. It was so the public would buy into the idea that sence the SOG fiasco, we're being highly supervised. Thus the SOG saga could "never be repeated." It doesn't matter if it doesn't work, because the public will never find out about it (unless they read this blog, of course). This is a common problem with police departments. it is very rare that anyone in charge at police departments have a clue about technology or how to implement it.
It usually means several passes before it gets done correctly and a lot more money than initially estimated.
Its not just police departments. look at all the computer/IT contracts various city, state, and federal agencies buy into. it is rare that any of them work even remotely as planned initially.

Answer this. The other day I was gassing up at North and Throop and I saw Commander Martinez from 014 standing out in the cold trying to figure out how the gas pump worked. I actually felt sorry for the guy because he was freezing his ass off. I thought he was alone but when he finished pumping the gas, he went around the car and got into the pasenger seat. The car then pulled away and I saw that it was being driven by some little dolly. Who is she and why does she sit in the car while the Commander pumps gas on a cold and windy night in Chicago?
