003 Discipline

First, the impersonator gets released from custody:
  • A 14-year-old boy who impersonated a Chicago police officer last month was ordered by a Cook County judge Friday to be released from custody on electronic monitors.
  • On Jan. 24, the youth, wearing a police uniform, showed up at the Grand Crossing District station, allegedly saying he was a Calumet District officer assigned to traffic patrol in Grand Crossing. He signed out a radio and joined an officer in a patrol car, prosecutors said.

    He then allegedly spent five hours on traffic patrol, investigators said.

    The stunt set off a furor in the city, with Supt. Jody Weis eventually forced to testify before angry aldermen. An internal investigation completed this week found at least five Chicago Police employees violated department rules and regulations, investigators said this week.

We are hearing more than a few stories about who's getting what kind of time off. We're sure it'll be news when it comes to light, but the comedy of errors that led to a 14-year-old being allowed to ride along, actually drive a squad car and whatever else he did is indicative of a whole bunch of institutional shortfalls. And institutional shortfalls are the fault of the brass, not the PO's. We know who will be taking most of the time though.

supposedly, five folks are being held responsible, i.e., getting "time off"...so....guesses are...the radio person who issued the radio, the partner who rode with the youth (that's two); the field Sgt. who was responsible for "logging" (and observing) the car (that's three?)....2nd watch w/c, who was on duty when this kid came in (four?) and who's five?...guesses?

Agree wholeheartedly. This was a system wide problem that was only brought to light because of this kid. As a result of this look at all the changes in security at all the ditrict stations. Things would still be the same if this wouldnt have happened because no one would have noticed or done anything about the woeful security. Why does the buck have to stop with the WC which I am sure it will. Every exempt boss in patrol from
J-Fed on down is responsible for not being proactive and addressing this before we were made a national joke because of Officer Owen.

When Jody Weis says he has our backs he means he has found a nice spot to shove the knife in.

Security in the Chicago Police Department is a joke. Unit Reps have filed safety grievances complaining about the deplorable security around our police stations. These complaints were ignored by the command staff and not followed up by FOP.

Remember the highly publicized escapes from squadrols a few years back? The Department tried to hang it on the PO's driving the wagons, not the poor condition of the equipment.

Numerous requests for leg shackles full time on wagons were routinely refused. Then the Department was embarrassed by two highly publicized escapes and overnight leg shackles were mandatory on the squadrols.

This is how they do it here. They Command staff allows conditions and equipment to deteriorate to the point where some public screw up brings the shortcomings to light and then they blame the lowest common denominator, the officers, not the command staff who allow such poor conditions to exist.

I challenge any investigative reporter in the City to go visit suburban police departments, take a look at the security conditions there and then go to police stations within the City of Chicago and report on what you find.

That would be interesting.

W/C, D/SGT, Radio Room P/O, 395 P/O, and then the other two... how about whatever sector SGT's they encountered, so 310/320/330. I am not sure but I thought one of these SGT's are the ones who called the kid out - but they will still take time because of it.

Will there be more then 5 taking time, HIGHLY likely, but will the D/C take time - NOT A CHANCE.

The department is so outraged over this incident, but what have they done about it? Put some signs up, put a few ropes up, take officers off the streets to sit security.
These changes were instituted at district level, 35th street and city hall really don't care, they are secure. They allowed these buildings to be built with shotty work and with no thought of security in mind.
BUT we also need to stop passing the buck, letting that officer in that day was the officers in 003's fault who dealt with him. Exactly who, I don't know I wasn't there, but you can only have so many security measures until it falls on a person, and that person is the one who could be hurt or cause others to be hurt. We are the police, stop being afraid to confront someone in your own house, and to those of you who are pissed about being confronted, GFU!!!!

Who is ultimately responsible for the open doors that led to a this? Allowing your station to be habitually unsecured is something a D/C should answer for. She would be the first one to take credit for anything good happening under her command as a product of her leadership and management, well this is a product of her mismanagement.

Its seems more fashionable to blame the P.O. but its easy to see how she got duped by a young man in uniform who is in a part of the station that only a P.O. should be.

When was the last time any of you who want the P.O. hammered for this checked an ID when a new recruit class showed up in the district? Thats right, never..

I want to know how come no "reporter" like Frank Main, the Mayor's puppet, have picked up on the fact that we taxpayers are not only wasting money in a time of economic crisis but decreasing police protection for citizens. Several stations have to have officers, who could be working the streets, guarding the doors to the station. Police officers making $40,000 a year or more, 24/7 365. Millions of dollars being wanted with no end in sight because the city won't pay to get doors fixed in stations. J-Fed was hired as terrorism expert. Shouldn't his first move have been to secure his own facilities? Good reporting Frank, way to investigate. Any of you reporters check to see if doors in these stations had been requested to be secured but weren't because the city wouldn't spend the money? Isn’t J-Fed ultimately responsible for the security of the stations followed by the individual District Commander? Hasn’t J-Fed visited every station and attended at least one roll-call in every station? If this is true, shouldn’t his terrorism expertise have kicked in and caused him to have the problems with security fixed? John Kass where are you?

Instead of dishing out discipline, this entire incident should be viewed as a learning experience. It brought into focus the CPD shortfalls that all of us have known for years. It also got some bosses off their dead asses to pick up the phone and have the bare minimum of security measures put into place ASAP.

I would also be impressed if Jody publicly said as much. These are ways a true leader earns respect while at the same time admitting the CPD like all other organizations are not perfect.

OK everybody...."Blame Game" over. The truths are, the whole thing is funny, we (Dept. members) figured it out and took action the 1st tour he did it, and downtown over-reacted. I think what we do now is a showing of support to those to be spanked by attending the whopping great benefit party that FOP should put on. I'd like to see a "Dunk Tank" for the 35th street crowd, at the benefit. And most importantly there's a reason for the perceived "Blue Wall of Silence." If anything happens in your unit keep it to yourselves kids...or you'll all get the shaft in keeping with the age old managemnet philosophy, "We never really catch you dirty, so we'll hammer the crap out of the few we find."

I was cleaning out a drawer yesterday and came accross the message from J=FED that encouraged used honorable mentions and po of the month atta boys to perk-up morale.

I would agree with you if indeed the watch commander was aware that someone was out there like this kid.
He was never notified that someone new showed up to work. The first thing any watch commander does in that situation is talk to the person, then pulls up their information on the computer. Since the guy was not an employee at all, he would have had no information on the computer. That would have been the major hint that something was up, even if you wanted to argue that the kid looked 21 (I can't tell you anything on that). Also, by meeting him face to face, a watch commander would have had raised suspicions over the fake badge on a young officer, and walking into his office with his hat hanging on his gunbelt, as I'm hearing he did in the station when getting his radio and locker.
Of course, the watch commander that calls someone out for wearing the Police Memorial badges on their outer garment is inevitably the "jagoff."
I know the second and third watch W/C's there in 003. Classy people who treat their people right, and ask them to take care of business. Unfortunately, a couple of people got lax, and brought unnecessary heat down on them.

Have to agree with the other poster; POs, along with the Sgt.who "logged" that car and failed to investigate promptly why a 10-99 car was now a 10-4 unit and didn't determine the identity of the "new guy" are mostly to blame for this embarrassment. Ultimately, it's the WCs responsibility, so I see the 3rd wtc WC going down for this too (NOT the 2nd wtc WC).

does this mean that all 5 of these officers will get to spend their suspension time with the superintendent. weis violated a court order issued by a federal judge with the mayor's blessing. at the end of the day he still violated a court order and should be held accountable. if it was you or me we wouldn't get the consideration. is their a cr number and iad investigation concerning weis's snub at the court order. while i applaude his decision, he still has to answer to his transgression. remember, we have your back if you make mistakes, so jodi can take his 30 day hit with the rest of the guys in 003 who are in a jackpot.

The PO who worked with him will get 90 days.
The PO who issued the radio will get 60 days.
The PO working the desk will get 30 days.
The PO that called in the pursuit that the kid responded to will get 10 days.
And Aunt Bea will get a reprimand for letting the kid sell drugs out of her home and giving him a CPD uniform so the police wouldn't stop him when he was serving.

negative. it was the 3rd watch captain who discovered the entire thing (not a sgt like the news is reporting). and captain johnson on 3rd watch is a great guy and is great to us so i'd hate too see anything happen to him. heck all our bosses on 3rd watch are great. we're actually pretty lucky considering what a shit district we're in.

If blue shirts are the only ones getting hit on this then it just solidifies that we can never trust the leadership. Bosses will always ask us to do things that they would never do. They are protected and in the club. The P.O. will be the only one accountable. The brass just bark out orders and collect their fat checks. The blue shirt is alone when the shit hits the fan.

Desk people should take all the blame. I have never heard of an order for 1 p.o., go to different dist. to work a dist.traffic car?Thats ridiculus!

This is absolutely one of these cases. Why didn't the W/C make this traffic car stand roll call like everyone else has to? Seems to me if a W/C has to see his cars and who is on them before they hit the street, this would have immediately been discovered.

More like, 2 desk officers, radio room copper, cooper in the locker room taking a dump, and the traffic copper.

The w/c and desk sgt. were both found not-culpable in the matter. They were in a closed door meeting and couldn't be disturbed. They were planing CAPS operations and outdoor roll calls.

Not true. I personally know 1 Sgt who is looking at days for this. Its totaly BS. The city has to show someone getting spanked. I'll be at this Sgt's benefit for sure!

No one said some coppers shouldn't get dinged, however, at least 3 supervisors should get slammed. Desk sgt., sector sgt., w/c.

It is the responsibility of supervisors to ensure that department policy is adhered to.
If not, then they are not needed.

poor attitutdes toward security have been a problem for years. that kind of attitude comes from the top down and not the bottom up. bosses are responsible for encouraging their officers to be vigilant about station security. if the bosses don't care, the rank and file won't care. therefore, the bosses should be held responsible.

This is a disgrace. Who ever is in charge of the training academy should be fired. He/she is a disgrace. The district commander should be fired he/she is a discrace. The w/c should be given at least 30 days, the Sgt. if there was one should be given 30 days. Apparently training at roll call does not exist, again the academy fault. The uniforms are a disgrace, can't tell who is the police anymore. If you can't or won't do it for yourselves at least do it for the guys who gave it their all. Look at the wall of honor and who ever trains you guys should apologize to them. The superintendent should resign on his own and admit he can't handle the job. I have been retired a long time and admit I don't know how everything works these days, but you people who run this department at least make an effort. To you guys who want to be and are the police be careful watch out of each other and GOOD LUCK.

Well what story is it, I’m still waiting for the bottom line, obviously you are one of “those” suopevisors that just seems to excel on bullshit and having your head up your ass and getting promoted by who you blow and not by what you know… nice spelling, I rest my case.

Probably the reason the brass takes some heat here is because, at times, it’s well deserved, maybe the fact that most won’t stand up for anyone regardless of right or wrong. If you think I’m wrong, strap on a pair and try it once, those who do usually have the respect of their officers.

There should be a log-in system with badge and empl#. When you log in these numbers the face of the employee shows up on the screen, just like running a SOS DL or ID...this is the type of system that needs to be implemented.

The rest of the country is way ahead of us, hell, most good sized suburbs are way ahead of us. NYPD has a very respectable counter terrorism unit. What do we have? Signs taped to the doors that say "You Must Wear Your ID" and "Police Officers Only" That's great security.

I saw a long time detective who made his own statement on our security, he had his ID card copied and blown up to 8.5 x 11 inches and then pinned that to his shirt.

I'm 48 with a wife, three kids, and all the shit that comes with it. I don't need to be treated like a child. Like most yappers you were probably a weekend warrior. And finally...yes I am jealous. I wanted to be a marine, but I exceeded the maximum height standard of 5'6".

We see how powerful, how much respect and how they are viewed by Superintendent Weis' response. They called him down, which happened to be just hours prior of the same day as Asst. Supt. Beatrice Ceullos daughters' house guest was arrested on felony gun and narcotic charges after a search warrant was conducted in a condominium she owns and her daughter resides. Its funny but it was all over the news, but not one word about it was mentioned as Jodi was on the hot seat or rather the luke warm seat. I would have questioned him better than that! Was it because your brother Anthony "Tony' Carothers was promised a position next promotion go around's?

Anyway, Ald. Carothers and crew demanded a full investigation and Jodi promised it would be complete by 23 February 2009. It is now 1 March 2009 and I haven't seen or heard of a report, nor has any of the Aldermen, nor has the community in which the Supt. is suppose to serve. Now, why wouldn't it have come out yet? Could it be because he doesn't respect any of you and just does what the fuck he wants to do or is it because he decided to take his wife on a vacation 1 day after 3 children were shot and killed at one time and 2 more shot and killed in other locations?

It was also a few days after the department was once again humiliated with the P.O. bus incident, and right after no time frame or discipline has been discussed regarding Aunt Bea. Oh yeah, that's right, she is your wife's shopping buddy, so she deserves a pass and whoever leaked the story to the media, shame on them as Jodi has publicly said at least 9 times. The best defense for an attorney to use now a days to get a dead beat land lord off!! Thanks Jodi, we really see all of our years of hard work is ruined with one stupid comment by the SUPERINTENDENT OF POLICE! You have single handedly fucked us up for at least 30 years, thank you! Now after you take our tax payers dollars of what about 1 million big ones after only 3 years, you will be moving to a much safer area because by then, Chicago will be too fucked up for any normal person to voluntarily live in. We will once again, thank you!

There are plenty of other things that show systemic problems in CPD.

A lot of them have to do with little or no responsibility being taken at all levels.

I am not sure there are good answers to just how to handle this kind of situation.

Its not really fair to blame anyone individually for the things that go wrong because of systemic problems, but you have to start somewhere.

The rest of us who got drafted or enlisted went in, did our thing, got out and moved on. No fucked up looking tattoos, no birthday celebrations, no bumper stickers.
