I-Report with Chuck Goudie called Buried Treasure. They say it is a bonus of 4700.00 that city employees have been receiving for decades and the Alderman says cutting it could save the city millions right away. They are coming after our pay and all the officers who want to sit it out on the sidelines on Thursday should know that they are about to take a pay cut if city hall gets its way.
Hey Chuck? Be sure you point out the following with your "I-Report"
- Chicago has no shift differential like most major police departments. It's a standard feature for officers working the afternoon and midnight shifts nationwide.
- Chicago has no educational differential like most major departments. That's to say, the better educated you are, the higher your salary. Check LAPD and Boston for two examples.
- Chicago aldercreatures just took a 6% pay hike for their "part time" jobs, putting their base salary somewhere around $100,000. CPD doesn't hit their top salary until 25 years.
- Chicago aldercreatures also took an increase in their "discretionary" fund. It's now about $1.33 million per aldercreature.
So after you're done sucking off Daley and Beale there Chuck, wipe your chin. Second, how about looking into cutting the number of aldercreatures, their staff and their expense accounts. We just read where City, County and Illinois corruption have cost the taxpayers $300 million (a lowball figure) and 30 aldercreatures have gone to jail in less than 25 years.

Kinda Off Topic: Was listening to WIND 560 on the way home after midnight. The hosts of Chicago Overnight were pissed because a high member of the FOP had confirmed to be on the show then blew them off. These people are pro Police and were thought that this FOP rep should be on the news every week talking about our lack of contract.
Maybe Goudie should make reference to the fact that police officers have a shorter life expendency than the average citizen. Usually around 7 to 10 years. I think this should always be added into contract negotiations and told to new people coming on the job.
It seems like Daley has bought the press. Just another reason to show up on Thursday morning.
I've got several kids in private school, I pay way too much in taxes for the sliver of land I call home. I get shitty city services whenever I do call and complain. Yet in the ghetto there is no 50/50 sidewalk repair program, they just get the whole block done for free. The water main on my block has broke in 4 different places in the last year.
I work OT whenever I can, I work Special Employment whenever I can get it, and whore myself out to whatever side job comes along no matter how tired I am. And get taxed on every dime.
Last year I paid alot out my own pocket to go to training that this department doesn't provide, because I feel the 30 round qualification just doesn't suffice as adaquete training when your life depends on being profficient with your firearm.
FEDS, ISP and some departments qualify up to four times a year, and encourage their officers to come in and practice while providing the time and ammo to shoot. I like to shoot but the cost of ammo has doubled in the last two years.
So Goudie, 4700 minus taxes comes out to an extra 65.00 bucks a week.
My bills are subsidized, I don't get any breaks. My taxes just went up an extra 800 dollars. And more to come, they are spreading the wealth all right.
Lay off we don't all make 250 large to pretend to go after the mob, we actually do go after real criminals and don't hide behind 2 cameras and a sound crew...

The City has made it a tradition not to give us the percentage increases we deserve. For a lower percentage increase we were given incentives - uniform allowance, duty availability. Don't forget that we get to pay more for our reduced health coverage.

4700 for decades? I got backpay coming. Chuck please go back and look up your facts. I have less then 20 years and can remember uniform allowance at 900(untaxed) a year and duty availability was 1200 which wasnt pensionable. The City made these to reduce pension costs yet raise pay in contract negotiations yet save on future pension costs.
So Chuck, 4700 for decades is a LIE. But seeeing as how you just regergitate what your told by BEALES you dont need to investigate the entire story or even dig into the orgins.

These “bonuses” came about during contract negotiations when the city offered a raise of between 1.5 and 2.5 % annually for several years in a row if the union agreed to allow the city to pay a shift differential to the officers instead of increasing the salary more. The benefit for the city was that while the overall compensation per year would go up, the amount eligible for pension contributions would not, saving the city money every year going forward.
Lets face it, a big part of Chicago media are nothing but Daley suckholes. I'd like to know what he holds over their heads to keep them in line ?????

So assuming we had 13500 officers getting 4700 in "buried treasure" thats a little less than 6.4 million for the year. 50 aldercreatures receiving 100k salary and 1.33 million in "discretionary" funds, thats just under 7.2 million. Those 50 people get almost 1 million more than a supposed 13500 officers would get. That was assuming we had 13,500 officers. And we all know what happens when you AssUMe things.

Next week will be the 7th Easter Sunday of the last 10 that I will miss our traditional family gathering in Peoria because I will be working. Not to mention the countless other holidays, anniverseries, weddings, graduations, birthdays etc. And, Chuck, take the time to check the actuarial tables for the career of big city police. If all we have to fight ABC/channel 7 and Chuck Goudie is this blog then we are fucked. TV and radio can turn public opinion faster than Jody Weis can dump exempts.
With public opinion against us Daley can and will do what he wants. Look for a long drawn out fight and this contract will likely go to arbitration. Daley doesn't care, the cost of arbitration is much less than paying the raises now and they have money budgeted for any likely arbitration settlement.
Arbitration means they won't have to put out any pay raises for TWO MORE YEARS! By time the contract is signed and settled it will be expired again and we do this all over again.
Feel that sharp pain in your rear end? That is Daley shoving it up our ass again.

This Goudie piece is an attempt by city hall to make us look greedy on the eve of our protest. As far as the media goes, we are all drunk bullys (don't be surprised to see Abbatte video over and over again tomorrow) looking to violate the rights of citizens - and now we are so greedy we want a raise for it -- all while people across the country are loosing jobs and taking paycuts. - We will be made to look VERY bad tomorrow in the media - My only question is wether we (FOP) will be given enough air time to state our case that all of the other city unions have recently been given contracts that they wanted and ours has been pulled - we are not greedy we just want fairness - and maybe a superintendent who's graduated the academy, ridden on a domestic, and knows what he's talking about before he tells us how to do our jobs

What Goudie does not say is that this "extra pay" was given to the men as part of thier pay, it is not some hidden fund, but an upfront part of the pay and benifits.
If you ask some of the old times, they will tell you that they were given the medical insurance for free in lieu of a pay raise, then Daley cut into that, thus reducing the pay of the men.
Also, we are still waiting for the back ppay when old man Daley froze the raises in the 70's.

I'm not a police officer but I have several family members who are on the job. You guys take on an awesome responsibility each and every day you go to work. Additionally you are treated like no other citizen is - 24 hours a day 7 days a week - in that you are always under the scrutiny and control of the city and the police department. No other occupation that I know of has this kind of control over its employees. You guys have not had a raise in over 2 1/2 years and that was a 2% raise on Jan 1st '07. Your equipment is outdated and malfunctioning. You are led by a superintendent that has only a laymen's knowledge of big city policing, and an ignorant spoiled brat of a mayor who takes his vengeful wrath out on you guys whenever he doesn't get his way.
You were offered a raise by the mayor, a lower raise than he gave the teachers and the trades, a much lower raise than the aldermen give themselves each year. The FOP countered with what it considered a fair offer, fully prepared to compromise somewhere in between. The city decided to drag it's feet and not negotiate. It's been two years! Daley says the city can't afford to give you a raise. He lectures you and tells you to "get real". How dare he!!
The very next day he unveils his 15.5 BILLION DOLLAR plan for downtown subways. He's out of his mind.

If the coppers in gang intell, narcotics, MSF, TRU, or any other street working unit returned to the districts, we would have this department by the balls. Unfortunately for us, too many coppers like the individual perks they get in these units as opposed to the shit they get in a district. These cops have forgotten that what is really in their best interest is the pay and benefits and not the number of awards and go days the department wants to bestow on the few coppers who continue to bust this union by doing the department's bidding without a contract.
The way to break any union is to offer special individual "benefits." Once people choose these personal perks over the greater collective good, the union dissolves.
When arrest numbers continue to decline, watch the department open up new specialized units. Soon so many coppers will be willing to forgo contractual protections for personal perks that the contract won't even cover most of the department. Once that happens, the union will dissolve along with the contract. The city will pull the personal perks and operate the whole department without any contract at all.
That's the real reason this city is free to operate as ususal while refusing to even negotiate for a police contract.

In actuality, those so called "bonuses" were a CONCESSION to the city by the union, because the city wanted to give us a raise, but didn't want the extra cost of their supposed 18% pension contribution... so we actually gave up base pay to the city. Later we got the duty avail. made pensionalbe.
Also, NONE of that money is a BONUS, but a contractual element.

I wonder if this fine piece of journalistic crap will tell the tale of how the duty availability came about: the City refused to pay us a reasonable wage so they gave us this so as to avoid the pension contributions. Eventually it was negotiated to pay pension on that money. I would have been very happy to have gotten an appropriate wage instead of this money. But no, the City said otherwise.

The only “investigating” the I Team did was go to the FOP website and sit down an read the fucking contract. It’s no secret. It’s right fricken there in black and white. hey scc, here's another thing to keep in mind when daley crys poor on our contract. our contract expired nearly 2 years ago which was before the market collapse. at that time we would have surely been entitled to a raise and the money should have been set aside in anticipation of a contract. there's money for us somewhere. if no money then some sort of non-monetary compensation.

"Duty Availability Pay" was originally introduced as a real shift differential for working nights and weekends. But then all of the people who worked straight days and weekends off, bitched that they wouldn't be eligible for this money. So to cave in to the demands of these (mostly) clout heavy cry babies, the money was made available to all, under the guise that even though a copper might work straight days, he or she was technically available to work weekends or nights. Most of us got a good laugh over that one.

Where you BOTH have it wrong is that this is some sort of bonus. It is not. It is our salary and has counted as our salary for years. If you choose to eliminate it are you suggesting officers take a $4700 pay cut? Perhaps you are.
Fuck you CHUCK! We have to buy every piece of our uniform from day one in the academy to our last day on the job! That means all our guns, amunition, shoes, socks belts, hats, rain gear, bags, books, pens, penciles, batteries, upgrades, etc. etc. I had to take out a $6,000 loan just to enter the acdemy. If anything gets damaged, our out grown or just old we have to pay for it. The majoriety of other departments pay for all the equipment. By the way Chuck, we don't even reach our top pay until our 25th year! That is unheard of in any industry let alone law eforcement. Stop kissing you leader's ass and do your homework. Go ask the hard question as to why the mayor treats his emergency personel like shit!

I retired in 2006 and was told that there were only 9600 sworn police officers at that time.
J-Fed supposedly made a comment recently that there are only 7700 sworn CPD members.
What is the truth?

Exxon has a pension fund. Their pension fund lost hundreds of millions of dollars. Exxon is now suing Northern Trust ( of Chicago) for recklessly investing the pension fund. I also have noticed the new annuity report which is usually out in Feb- March is not out yet from the pension fund. Is it that bad? However, the point must be made that duty availability was negociated at the bargaining table and was approved by the city instead of a higher percentage pay raise. You only have to look at history to find the correct answers.
Chuck, If you want to investigate something, investigate how the locations for those new police stations were choosen. Why was the 15th District built on the edge of the city on property that had to be torn down when there are plenty of vacant lots on the westside? What state representive and family owned the land? What about the other stations? But this would take some true investigative ability.

The suburban police departments may not get duty availability pay but what about all of the money that goes into new police cars. I challenge you Chuck Goudie to find a Suburban officer driving a squad with more than 60 thousand miles on it. Especially in Dupage,or what about in Hinsdale where you live? The suburbs spend way more per officer in just training than the city pays Chicago PD for duty availability and uniform allowance combined. Your investigation could of been done by me, a police wife but my investigation would of been better.

Goudie, why don't you ask the city why we get duty availability instead of shift differential. I'm sure they will not tell you the truth. The reason it is called duty availability instead of shift differential is because of all the clout cry babies that work days. If it was shift differential all the clout hacks would not get it because they work some hidden spot on days their whole career. So, do not blame the rank and file, this soley sits with the clout hacks and their belief of entitlement within the politics of this city.
