Once Again, It's Negotiable

What is it about a contract he doesn't get?
  • According to reports heard all day on WBBM, J-Fed is considering random alcohol testing for cops.
So, is this on or off-duty testing? Because off-duty, they better have probable cause and they better be paying overtime for call-backs.

On-duty? We don't recall that anyone has been accused of driving into cars parked on the highway drunk and on-duty. Or is there something the Department has been hiding about three-martini lunches down at HQ?

We don't think anyone should be drunk on-duty. We haven't seen that it's a problem, so this is typical overreaction by the Department. But as drug and alcohol testing criteria are the subject of collective bargaining, J-Fed is welcome to bring it to the table at some point. And he can bring along some concessions to "persuade" the negotiators that this is in everyone's best interest.

How about an additional $10,000 cost of living allotment for being forced to live in Shortshank's Worker's Paradise? Or a 6% raise like the aldercreatures got?

So, thinking in the same manner, we should get a 6% “cost of living increase”, then what ever raise is negotiated on top of the 6%! Anyone fro FOP listening on this one? Anyone?

I dont think that off duty they need probable cause. All they need is a time due slip. You arent being arrested.

You are being asked to earnn the duty availability check by being available for duty

As far as on duty I once went to take a drug test at the old medical section. Another guy from another unit was there also he must have drunk a six pack just before that based on the odor of his breath

J-Fed better read something called the AGREEMENT BETWEEN FRATERNAL ORDER OF POLICE CHICAGO LODGE No. 7 AND THE CITY OF CHICAGO.

In it is laid right in there out what he can and cannot do with regards to on-duty police officers. That is, what he can do without leaving himself and the department open to liability, grievances, lawsuits, unfair labor practice complaints etc.

What's that, the FBI doesn't have no stinking contract? Too fucking bad. We do and violate it and we'll see you in court asshole.

As for random alcohol testing of cops off duty, well the same rules apply as to regular citizens. You can't do it unless part of a completely random check of everyone on a particular stretch of road during a particular period of time.

Jody is thinking of random alcohol testing. That's good. In the extreme late stages of contract negotiations, nearly two years after the expiration of the previous contract, Jody just throws that one out there.

Maybe it can be brought into the next contract but Jody is way to late too get it into this one. That is, unless he can get Shortshanks to really sweeten the deal to get the FOP to agree to such a thing.

I don't see this happening anytime soon. If it does, oh boy oh boy, the lawyers will love the extra income.

And I don't see Jody being around for another contract.

Our (the Fire Dept Union ex-president) gave into the city and agreed to random alcohol testing. Needless to say, he was not elected again. This has harmed many of our members, and not because they were drinking on duty. Because testing is done first thing in the morning, some blew over the 'acceptable' limit because they had a few the night before. They might have been at a retirement party, wedding, etc and had a few cocktails thinking it would be out of their system in the morning. As we get older, it takes longer to process alcohol. And sometimes we dont even feel a tiny bit buzzed, and can blow over the limit. Personally, I dont even drink at all the day before work. My buddy had a breathalyzer he bought on the internet, and I took a reading at the bar one night after having a few double vodka tonics. I blew 0.14 and felt just a little buzzed, nothing to impair me at all. Make sure to stress that you only will agree to this if you are tested at the end of your shift!

I welcome random testing for alcohol and drug testing on duty. What is there to fear? Off duty would be near impossible. He focuses on abuses but not on the quality of life issues for PO's working the street? CFD has a program to help drinkers, not CPD. Help for CFD, punishment for CPD. Wait until you read the new G.O. on performance rating system. That is a real shocker. Another nail in the coffin of morale.

BUT

working P.O.'s deserve a credible raise AND a COLA agreement.

Now, what the po's deserve and what they get is up to the negotiating unit AND that is pending approval by the rank and file.

I am surprised how many people are noy more outraged at the city's willingness to settle for 16 percent and five years. We can easily justify 20 percent or better over four. We can be much more aggressive in negotiating. I will personally vote down anything equal to or less than 18 percent. The FOP needs to know this. If the income tax goes up three percent in the next four years, I gain nothing, really. I work a year and give my raise to the state. They increased income tax 1 percent in Cook County, there is another percentage point lost, so 16 percent pover five years, I don't think so.

Let me tell you why on-duty testing is going to screw a lot of department members. If you are a chronic drinker, your blood alcohol level stays high for a very long time after you stopped your excessive intake.

It is possible for an alcoholic to drink, let's say, only at night but still have a have a high blood alcohol level when they get to work at 0700. Plus, of course, some alcoholics are taking a hefty nip or two on the way to work just to keep the shakes under control.

So they may not be drinking on duty, but they are still going to be in trouble if they are tested on duty. If this is sounding like you, I'd say this is a good time to enter into a 28-day program.

I dont want him or his thieves who make the city laws and vote on projects that spend millions of dollars (TIFF MONEY) to be above a .04 BAC in the Hall or out of the Hall. About ten years ago or so an on duty drunken female Sergeant got herself killed in a one vehicle accident somewhere near Lake Calumet. Someone with a better memory than me can fill in the details.

Terry Hilliard was the Superintendent and refused to give her family any benefits for a duty related death. Which I think was the right call.

Ah those were the days. We had a leader who knew what it was like to be a street cop and he didn't look like Wilfred Brimley doing an oatmeal commercial. In no way do I want to disparage the remarkable leadership of J-Fed or the physical appearance of Fat Phil.

When I'm off duty, I'm NOT even within 70 miles of this city!

It's gotten to the point for my family and me, that it is nothing more than a long grocery trip that nobody thinks about anymore! Then we pull into our 3 car driveway and 1/2 acre land with all the better comforts than the city house on a small city lot!

I'm out shopping and spending my hard earned monies outside of the high tax City and Crook county Stroger!

I'm in my low tax "country home" taking it easy and there is nothing that J-FEEB can do, because I'm RDO asshole!

By the way, KMA I can't wait to retire and take my pension with me!

So hurry up and settle the contract with my back pay so that I can leave Shitcago for good!

Check the automated directives. A new order came out 01 April 2009 outlining the new rating system for patrolmen. I can't believe that the city keeps pushing and pushing. It is going to be bad, if you get unsatisfactory ratings you are not eligible for your step raise. It is completely subjective and if you don't agree you have an opportunity to appeal to one of the Mayor's clout-baby exempts and guess what you won't get your raise.

Tested at the END of your shift? First, you sound like an idiot. Two, you know how many construction workers get DUI's at four or five in the morning on their way to work (getting pulled over for a vehicle or traffic violations)? Are you special?

And what you're describing is called "tolerance." Maybe leave it alone for awhile and the buzz will come back by itself without you having to overdo it. Probably take care of that whiskey dick too.

The Alderman carry gold badges, and have the self anointed right to carry concealed firearms (and many do). Should they not be held to the same standards???? Where's the headlines and front page stories on this issue???? Sure, we are held to a higher standard than the general public because we are sworn officers. Shouldn't they be held to an even higher standard? They "represent" the city of Chicago and are the "checks and balance" to the king. If they want to hold us to new regulations, then adopt the regulations for the city "leaders" as well. We take care of soooooooo much BS for "them and their families". It's time to call in some markers and see a little support and gratitude for the years of above and beyond for them and theirs!!!!!

True. Also all statements given by PO's in CR's, shootings, etc. will be video taped. Now being done in rest of country. Will likely happen here also but we should get something for this in talks.

Our Union originally proposed a residence stipend of $3,000.00 for living in the City of King Richard the Dictator. Can anyone tell how far that bullshit went. Our union know if we got this, that all the other City unions would ask for the same benefit. Just give us a 20 mile radius from Cook County. We were never going to get any money for living in the City that was just a ploy by the union to satisfy union members who had being asking for this for years. I"ll bet you can't get a legi response about this topic from our union. The residency requirement is outdated and a joke. Property valuse are in the tank what's the excuse now!!!!

That happened after that infamous drunken firehouse video played all over the TV news. I am sure it was very hard to resist on duty alcohol testing after that.

You should demand that whatever drug/alcohol testing cops undergo, the same thing applies to all city employees and elected officials.

With the same kind of consequences to those who fail a drug test.

CFD has a program to help drinkers, not CPD.
