Rumor Mill in Overdrive

You can tell the shit is brewing and something is going to hit the fan. The lines are burning up.
  • #1. Daley has asked the exempts for 20, count them, 20 days w/o pay. Source says they have 10 days to decide whether to accept or resume civil service rank. Equivalent to a 7% pay cut.

    #2. All civilian employees of the department are to be fired unless they accept 15 days off without pay. Their unions asked whether or not this would ensure job security, and the city said we don't know. They are now negotiating over it, but the federally required 30 day notices of layoffs are scheduled to be mailed out to all such employees at the end of the month (10 more days), with language saying you MAY be laid off, but not that it will actually happen.

    #3. 38 Sgts to be named Thursday 21 May, with a start date in the Academy of Tuesday.
And this commentator has been dead on for a number of other rumors, so we look forward to the next few days.

It will be interesting for some of these exempts, it will come down to ego vs. money..
If a bunch leave I am sure there are plenty ready to jump in, meaning we get a whole new shakeup, why not that worked out so good last time...
This was to be rumored why McNulty put his papers in, the cut would hurt his pension to much.

some of the 20 'exempts' they're talking about need not to be paid no more than what a PPO starting salary is...they need to increase our salaries and may be then some of us with more common sense can start feeling a bit more appreciated. The salary cut should be at least 25%. "you feel my pain NOW!!"

Wrong!!! They've only made 88, that's right 88 sgts off the list that has been up about 3 years. Even if you score great on the test your odds on becoming a sgt now a days is about .00001%

Something is brewing in the Daley think tank. The Daleys are up to something. I'm told from a city hall bird that after the Olympics are awarded to Chicago that the mayor will ask to add another star to the city flag. It will be called the Daley star for all that the Daley family has given to the city. The Daley support numbers are way down and they are attempting to get the general public support because they want the star added by support and not by threat. That is one reason John Daley voted against Stroger trying to get the general public to like the Daley name again. I say its to late! Change is coming in 2011 and NO Star for the Daley Crime Family.

City Lights was created by a former 10th Ward (Vrydoliak, not Pope) Hispanic Deputy Commissioner from Madigan Electric...I mean Bureau of Electricity. I believe that his daughter was put "on the title" so that it could have both MBE/WBE certifications. (helpful for set-asides in most larger contracts)

As he retired, a number of large overhead & underground contracts just so happened to go to his daughter's firm.

It would seem that the rank & file
'slowdown' has been a huge success.
Space now exists at the County jail. Courtrooms less crowded, dockets very light. One would think that the County would begin initiating some layoffs/forced retirements of their own, with a reduced need for Court reporters,
bailiffs, clerks, etc.
A 20 working days unpaid "furlo" for exempts? OUCH! Does this mean that the rule regarding any part time work done by exempts having to be approved by the Supts. office is going to be relaxed? Because I can see a lot of them
trying to muscle in on working Sox & Cubs games this summer (and whatever else they can find), if this proposal takes fruit. Will they also be able to apply to work Special Employment? If so, how will that work? Will they have to wear a blue shirt for those special employment details?
I see a number of retirements coming from the exempts if this actually happens. A month without pay means they will make no more money than a Capt.
Why has there been no attempt up to now to fill the exempt position of Cmdr of Vice? It's no secret that Rayl isn't coming back from his medical issues.

Any of the Old Timer Exempts who dont leave before giving up that much money which will affect their pension are crazy. I heard one of the Best is pulling the pin to screw the mayor. Best of luck Pat McNulty, you are a true great guy and will be missed. All the young exempt are over a barrell and are also basically screwed. Way to go J-Stupid keep your exempt team happy maybe they will work 80 hours a week for less money . You are a fool as is Daley.

Rumor # 2 sounds like a big stretch, to me.

Shortshanks has been civilianizing this dept. for 15-20 years and been reducing the # of sworn members for the same amount of time.

Now he thinks he can make this dept. function without 'em?

I DON'T THINK SO !

For every civilian let go, there will have to be someone, (a sworn officer?), to pick up the slack.

The civilians are the ones who, for years, have been picking up the slack for a shortage of sworn officers.

Shortshanks' refusal to keep the # of sworn officers at a safe and acceptable level is putting citizens and officers lives in peril. He needs to be in prison!

Once again Inspectors chastised sergeants for managing calls for service ( 19-p that BS!)

Apparently OEMC supervisors refuse to manage the calls taken and dispatched to units in the field. This results in a backlog of nonsense calls that are totally anti-productive. When good Sgt’s attempt to do what they are suppose to do; i.e. supervise!; they get threatened by some goof Big Bird inspector for doing their jobs. WTF does an inspector know about what’s going on in a district anyway. So the result is a 8 or 10 hour RAP with calls being dispatched 2 and 3 hours late. Officer arrive to find irate citizens who after waiting 2 hours, have already called IAD and got and got a CR# because they thought they got blown off. NOW, the poor Sgt has to handle a BS cr# because the BS inspector told him he couldn’t clear the board of BS calls !
This is insanity.

Oh yes- and when did you run that mission Sarge???

Can I reassign this CR to the Birdman?

The city is short on manpower all over the place, my contractors licence expires the middle of May every year, I sent in the renewal with payment in the middle of April, It still has not been updated, I am now working without a license, no biggie if an inspector asks because I can prove I sent it in on time, however I can not pull any permits they don't give a shit

Get rid of some of the exempts. This department is way to top heavy already. Eliminate the rank of deputy chief. There I just saved the department 1,000,000 dollars.
Deputy Chief is a useless rank. Eliminate the tow chief of patrol spots, you know the black spot and the white spot, make it one spot and give it to the most qualified person. Get rid of one the first deputies while you at it.

I'm sure any new exempts can expect a "probationary" period during which time they will continue to collect only their Lt's pay, (say approximately 20 days or more).

THERE ARE OVER 100 EXEMPTS

Get Rid of half of them!!!!!

CAPTAINS:
Captains can run a District - known as a "District Commander" only in name, however they would be Captains making only about $5000 a year more than "Watch Captains".

COMMANDERS:
Commanders would take over the spots of Area Deputy Chiefs and would be called "Area Commanders". They would keep the same pay they are making now.

DEPUTY CHIEFS:
"Deputy Chief of Patrol" would replace the 2 Chiefs of Patrol who both make about $180,000 @ year.
Only 1 Deputy Chief with his/her current pay would run the Patrol Division.

CHIEF:
ONLY 1 CHIEF would be directly under the Superintendent of Police . .
There would be NO "Assistant Superintendents" anymore and NO 1st Deputy.

As far as other parts of the department (Detective Division etc.) the same cuts would be made.

The BOTTOM LINE IS:
everyone of these "bosses" would do their jobs.. if they can't do the job they would be dumped.

ALSO.. Only less than 3% of those who have take home cars would keep them.

WHO NEEDS A TAKE HOME CAR?:

* Superintendent
* Chief
* A District Captain and Area Commander who could be called in while off-duty for District emergencies.
* Any others who are off duty and "On Call" who could be called in for emergencies.
NO! . . not Tact Lieutenants or anyone in narcotics.

CUT THE FAT NOW!!!!!!!!!!!!

They've taken about 230 off the list and it's been almost 5 years since they gave the last detective exam. December 18, 2004 was when the last test took place so 7 more months it will have been exactly 5 years. This department is a fucking disgrace.

Just remember this costs each exempt about $10,000 and it decreases their pensions, and considering most of them are in their last 4 years you can expect them to be pissed. Welcome to our world!!!!!

That's the $64,000 question. He wants to promote as many of "his people" as he can and get rid of as many exempts (hence, the 55 and out) so he fill these spots and have these people in high level positions in time for the Olympics.

If any exempts choose to not take unpaid furlough days and are returned to civil service rank, who"s gonna run the show? you think another capt. or lt. will step in to lose 20 days? will they remain in command positions with cicvil service ranks? if so, they will be putting in out of grade slips as actors everyday, resulting in huge increases in overtime; who thought this one out? With the huge amount of stimulus money coming this shouldn't be an issue, especially considering all the vacant p.o., det, sgt, lt. spots we are budgeted for and remain unfilled, resulting in savings for the city.
This should be interesting, all the bosses who can retire, should, those that can't, should give it up, then what will the dept. do?????

If any exempts choose to not take unpaid furlough days and are returned to civil service rank, who"s gonna run the show? you think another capt. or lt. will step in to lose 20 days? will they remain in command positions with cicvil service ranks? if so, they will be putting in out of grade slips as actors everyday, resulting in huge increases in overtime; who thought this one out? With the huge amount of stimulus money coming this shouldn't be an issue, especially considering all the vacant p.o., det, sgt, lt. spots we are budgeted for and remain unfilled, resulting in savings for the city.
This should be interesting, all the bosses who can retire, should, those that can't, should give it up, then what will the dept. do?????

Sorry, I'll agree with you on the first two only. How many incidents do these people actually need to respond to in a year?

Lets have an example: A car costs about $22000 and gas at 14MPG city
Suppose home is 7 miles away. A gallon a day at oh, lets say $3.00 a gallon. Ok, work 250 days a year, thats 250 gallons of gas, just to and from home for $750 a year. Bosses get new cars lets say every 3 years. SO gas for three years is $2250 and car is $22000
for a total of $24250. Now lets say these guys get called out once a month...Thats 36 times over 3 years.

Thats $673 just for the car EACH TIME THEY ARE CALLED OUT. (IF THEY ARE CALLED OUT ONCE A MONTH)

I think they could use their personal car and get reimbursed the federal 55 cents a mile. Hell, I'll even give them a revolving red Kojak light and alternating headlights if they want it......

That's nothing. I was hired Feb 78 and made Sgt. in the very 1st class I could possibly be promoted... that was on 01 Dec 88.

TEN AND A HALF YEARS LATER if you are counting. Back then, the Federal courts had to approve every aspect of promotions, from the exam questions to the name, race and sex of the promotees. All this was courtesy of a previous city administration meddling in the promotional process.

This city has been a disgrace for decades.

okay, listen up. weis DID NOT lose one of his two positions.

do you remember cortez trotter? in order from 2001 to 2007, he was the head of oemc, then cfd, and then he wanted to retire.

he did retire, but to keep him around through the mayoral election, the mayor gave him the new made-up position of chief emergency management & public safety officer (chief em & ps officer). trotter agreed to this sweet deal and subsequently had his retirement income and a healthy check from the position of chief em & ps officer.

this position was set-up to have cpd, cfd, oemc and health, all report to the chief em & ps officer and they did report to trotter until he left city service after the mayoral election, and got another sweet deal by joining the general wesley clark group llc.

to this date, technically, cpd, cfd, oemc and health report to this made up position of chief emergency management & public safety officer.

weis was hired to fill the position of chief em & ps officer, and the position of cpd superintendent.

the money for both positions added up to about 330K, but the mayor got a steal of a deal (NOT!) by getting weis to fill two positions for 300K, thereby saving 30K plus benefits for one of the positions because the 2 positions were filled by one person.

technically, weis still has both positions, but he is just a figurehead as the chief emergency management & public safety officer, else weis of cpd , orozco of oemc, brooks of cfd and mason of health would all report to weis as the chief em & ps officer. weis would be reporting to himself. odd, true, and a real joke!

it sounds confusing, and orozco and mason would probably leave before really reporting to weis, but cpd superintendent and chief em & ps officer are the 2 positions filled by weis. weis is not, and never has been, the head of oemc. people get confused with the head position at oemc and the chief of em & ps officer position because they both have emergency management in the title, but they are technically seperate and distinct with the head of oemc reporting to the chief em & ps officer.

so you are wrong when you say weis had 1 of his 2 positions taken away from him. orozco being the head of oemc did not take a position away from weis. got it?

Grau, Maher and Chasen may have been alot of things, but at least they tried to move the Detective division forward. What has moved forward since they left. The only thing that has changed in the D unit is we have a hell of alot more work with a hell of alot of less bodies. At least Wysinger is decent, but he can't do shit without the higher ups approval. At least with Cline as boss, even with the politics, he allowed Grau to take new ideas and use them. what do we have now. Shit. Everybody just sits around and shit gets done. Patrol, the D unit and every other part of this department has gone to shit. Politics sucked, but is what we have any better? Oh I forgot, now you know who is meritorius. Big fucking deal. this position was set-up to have cpd, cfd, oemc and health, all report to the chief em & ps officer and they did report to trotter until he left city service after the mayoral election, and got another sweet deal by joining the general wesley clark group llc.

to this date, technically, cpd, cfd, oemc and health report to this made up position of chief emergency management & public safety officer.

weis was hired to fill the position of chief em & ps officer, and the position of cpd superintendent.

the money for both positions added up to about 330K, but the mayor got a steal of a deal (NOT!) by getting weis to fill two positions for 300K, thereby saving 30K plus benefits for one of the positions because the 2 positions were filled by one person.

technically, weis still has both positions, but he is just a figurehead as the chief emergency management & public safety officer, else weis of cpd , orozco of oemc, brooks of cfd and mason of health would all report to weis as the chief em & ps officer. weis would be reporting to himself. odd, true, and a real joke!

it sounds confusing, and orozco and mason would probably leave before really reporting to weis, but cpd superintendent and chief em & ps officer are the 2 positions filled by weis. weis is not, and never has been, the head of oemc. people get confused with the head position at oemc and the chief of em & ps officer position because they both have emergency management in the title, but they are technically seperate and distinct with the head of oemc reporting to the chief em & ps officer.

so you are wrong when you say weis had 1 of his 2 positions taken away from him. orozco being the head of oemc did not take a position away from weis. got it?

you're right 'til the end....shortshanks took the chief emergency officer position's responsibilities (which Trotter had in the made up position) away from j-fed and gave them to Orozco (just without the pay); if there's an incident that needs cpd, cfd, oemc, health etc., it's Orozco who's responsible for coordinating, no longer Weis.

I remember back in the 80's when they civilianized the timekeepers job. It took all of two years and lo and behold you then had a civilian timekeeper + a po to help them caise they couldn't get the job done right. Still can't!

ah, but there is where you are wrong! That is the beauty of the whole thing. trotter was never to be in charge of an incident. cpd, cfd, oemc and health all ultimately reported to him, but he was never to be in charge of an incident. It was always either oemc or cfd, depending on the type of incident. trotter was in charge of the after-incident coordination and compilation of the final report to the mayor. he was the boss, but never as an on scene boss. at least he and the mayor were smart enough to keep him out of the way while the shit was jumping. he was the boss, but he wasn't the boss. get it?

jumping to present day, the responsibilities might have gone to orozco, but weis still has both positions, superintendent of cpd and chief em & ps officer. technically, he HAS NOT lost one of his two jobs. he might have lost the headaches, but he has not lost the job.

Just heard from a representative from supervisors union that 3 high-ranking exempt members who are close to retirement and who only achieved the rank of lieutenant want their hundreds of overtime hours to be cashed in at captain's scale. Unbelievable. Don't they have enough.

Just remember this costs each exempt about $10,000 and it decreases their pensions, and considering most of them are in their last 4 years you can expect them to be pissed. Welcome to our world!!!!!

It will not decrease their pension one iota, if they retire within the next 48 months. Remember your pension is based on the best 48 mnonths over the last 10 years.

Exempt pensions don't work like ours do. They're gold braid bill gets them the last 3 years at the highest pay grade.

Although I hesitate to speak in absolutes, you are mistaken. All sworn employees of the Police Department are treated equally when it comes to the pension. The rule is best 48 months out of the last 120 months. No changes for exempt personnel. It is covered in 40 ILCS 5/5, and can only be amended by the State Legislature. One of the problems with a lot of you guys is that you hear something and accept it as gospel, without taking the time to verify.
