Verified

Via PDT messages:
  • I got a message via PDT today, as did my whole zone, that the Director of the Department of Revenue has issued a memo stating that ALL police cars, marked and unmarked, will be issued parking citations if parked illegally. No matter if they are on an assignment or not, unless they have the blue lights and/or sirens on they will be ticketed.

    This is not the stupidest thing I have ever heard on this department but it sure is close. Now we are at war with Department of Revenue. OK, they get stopped for going three miles over the limit, obstruction of traffic etc. fuck this shit. This is Daley, you can bet on it.
This is ridiculous and someone downtown or at FOP better put a stop to it. Because somebodies feeling are going to get hurt and then a bunch of Revenue people will end up in jail and the Inspector General will have his hands full.

UPDATE: More verification:
  • Unit from 001 gets of the air after narrowly avoiding a parking ticket from a bike unit from the Department Of Revenue. 001 units states on the air that he has been warned by a man from the Department of Revenue that he has been told to ticket all "M" plated cars that are parked illegally. Only those that have there lights activated (that are illegally parked" will be given a pass. At that point 190 gets on the air asking for a repeat of that message... Message is repeated, and before 190 can respond Car 100 gets on the air asking for WHO gave that order. Car 100 then orders all units to continue with status quo until he can confirm that validity of the memo.

    Turns out that the Asst-Director of the Department of Revenue has issued a memo that states ALL cars even those bearing an "M" plate that are illegally parked will be issued a parking citations (in retailiation to the Channel 2 story regarding the CTA's vehicles???).

    Somebody got on the air stating that 5 city vehicles on Lake Street across from the Thompson center. I went there, and am able to verify that 5 unmarked vehicles were indeed ticketed. 2 State of Illinois unmarked cars with State of Illinois plates, and 3 Cook County unmarked Police cars all had Tickets hanging on them.
And so Rome continues to burn while the civil authority crumbles.

I was downtown today all these TMAs directing traffic from deep inside the sidewalk on the corner chatting it up with other TMAs. Then after rush hour was over i saw the TMAs on the prowl ticketing the working man making deliveries in the downtown area. What a joke this city has become.

I might buy the idea that an on duty cop might be called out on an emergency, so I could see this for on duty patrol vehicles, but when the car is basically being used as a bus, I see no reason why the driver should get a pass to park illegally.

Or am I completely misunderstanding the situation?

Yes, you are completely misunderstanding the situation.

We are on duty. We leave a 911 job at 12:25 and race down to traffic court, park the squad, race down to the check-in room and hope to sign in before 1:00pm, or we get gigged for being late. We leave traffic court at maybe 2:30 and are expected to be back on the street in our district taking calls half an hour later.

OR, we can leave our 'real' work at eleven, get on a bus to the el (remember, there's no legal parking around most el stations, due to permit parking and normal congestion, so we can't park there, either), then hop the el, walk to court, do the reverse after court... and basically blow five hours, rather than two.

Happy to waste your time and mine, Mr. Civilian. No problem.

Ok, ok...slow down a second. Think this through. DOR can try to hammer us, we can hammer DOR. Then the TMA's and S&S can throw their hats into the ring. At the end of the day you have all of these departments fighting each other and Daley sits back laughing and collecting all of the revenue. In addition, we're pissed at each other and not focusing our anger on him. See this for what it is. Well...as the old saying goes... what goes around comes around.

Time to write tickets on every Dept. of Revenue vehicle you see. And maybe travel the areas around where the Dept. of Revenue pulls out of and make sure their private vehicles are parked correctly and their vehicles have no traffic infractions such as broken tail lights or cracked windshields and write their personal cars too.

Okay, I'll park 4 blocks away from my lunch location (legal) and then walk the 4 blocks to the location, sit and eat after waiting for the order and then walk a hole whoppn' 4 blocks back to my car :::: all because the dumbass public wants me to park legal for my 1/2 hour lunch. My 1/2 hour lunch that turned into 1-1/4 to 1-1/2 hour lunch due to the stupid ass no parking for cpd rule. GFY!!!!

Ace Reporter Phil Schitz sources confirm your suspicions about Daley. He was very upset with the City Hall protest-and scared by it. It's the first time in years police officers displayed any type of unity.

This has serious officer safety implications. Let's say you're responding to a burglary-in progress or robbery in-progress at 2230 hrs. You'll no longer be able to roll in "blacked out". That, or you'll have to park around the corner in order to leave your blue lights on...

Attention 019th District officers: There is a Department of Revenue facility in 019 at Diversey and Ashland, Southeast corner off the alley. Department of Revenue employees work out of there.

Make sure they are all legally parked all around that facility.

And go inside the lot too, we have the authority to go inside the lot and look for license violations, expired plates, missing plates, no city stickers etc. Be aware of the video surveillance at all the facilities.

Then there is the Department of Revenue location at 2550 W Addison. The employees park on the sides and in back of that building, make sure they all are properly licensed and legally parked.

And officers, be sure to park legally when you go to jobs but do not let this nonsense put a police officer's safety in jeopardy.

Let's see if Department of Revenue employees will be ordered to pay their parking tickets like they are threatening to do to police officers.

It goes without saying that all moving traffic laws ought to be strictly enforced on those white vehicles bearing the imprint of Department of Revenue.

Citizens ought to get a kick out of this, City Departments busy giving each other tickets, the citizens will get a bit of a break for a change perhaps.

There are other Department of Revenue facilities at 4770 South Kedzie and at 2006 East 95th Street. We need strict enforcement around those facilities also. And don't forget 400 W. Superior and 121 North LaSalle. Strict enforcement.

And a pizza and a case of beer to the officer who first hammers the car of Bea Reyna-Hickey, Director of the Department of Revenue, whose memo ordered the ticketing of on duty marked and unmarked squad cars.

And reporters, pleas get a quote from Ms. Bea Reyna-Hickey as to why she would issue the edict to issue parking tickets city-wide to all marked and unmarked police cars and be sure to ask her if the orders for this came from the 5th floor of City Hall.

Don't get your panties in a bunch. First off, when was the last time you saw a DOR employee or even a truck anywhere where you work. Unless you work days in 018 and 001 you will never, ever see one. Two, if you go to a call and you are afraid of getting a ticket, leave your blues on. Pretty simple. If, by now, you don't know how to use the system to your advantage, then you aren't much of a copper. Is it a stupid move by DOR, yes. Is it earth shattering and going to cause the vast majority of use any grief? No. There are a few things I am sure of: most people hate the police because of the media, Daley and the Demo-rats are going to tax us into oblivion, and the city will always cry poor at contract time. Suck it up and deal with it. This too shall pass.

in the meantime, if the powers that be are seeking to stroke policemen who are still going to traffic court i propose the following remedy especially for those working 2nd watch...

don't drive the dept. vehicle... inform the w/c you're taking the el and have a unit drop you off. (get an evt# for an el check for shits & giggles, uhh... "activity")

take your radio & a spare battery... you don't want to be "out there" with no life line.

we all know cta has sterling on time performance (just ask l'il ronnie, uhh... oh, he's the zoo-keeper, uh... head of cps now but shortshanks sleeps well at night), so have a slip in your pocket because you WILL be at least 30 to 60 minutes or more into the next tour when you take the el back then ride the bus to the district to check off. (get that bus check too!)

oh, ticketing dor vehicles for EVERYTHING and locking up reven'ers when they get stupid is a bonus. just be polite & professional while doing it. hopefully some dor heavy will get caught in the switches. then they'll call off this current spate of nonsense...

I have no problem with this. I'll look for legal parking on every job. No problem at all. The good citizens just need to be more patient if they want the police to show up.

This is the will of shortshanks, and therefor the will of his sheeple. Who am I to question this well thought out directive? I'll look for legal parking on every assignment and if I must park "illegally", as the police on a police call, I'll leave the lights on to drain the battery. With the in-car camera, computer and lights on, that shouldn't be a problem.

Then I'll put myself out of service and wait for the repair man to show up. Note to self - bring reading material for the R-man waiting periods. It all makes perfect sense. Go with the program. We don't have to "depolice". The city will take care of that for us.

Follow all rules to the letter. It should be the funniest thing we've seen in a very long time. You know, I can't wait to get to work and spend all that time looking for legal parking.

Now who do I send the bill to when I feed the meters after parking the squad car? Does the watch commander hand out rolls of quarters? The city counsel should address this issue. I'll need at least three or four rolls of quarters to make it through a shift.

Get a copy of this and keep it. When you are driving around districts that have impossible parking such as 001, 023, 020, 024 etc. and some broad is getting tuned up by her ole man; give her a copy of it with the VIN telling her that you would have been there before she got the black eye, but you were looking for a legal parking spot.

The same applies when the tune up turns into a homicide, give the homicide victim's family a copy of the VIN with the edict from the DOR. Have a nice day. :)

You couldn't have said it any clearer, brother officer. All any of us who work the streets has to do is follow each poorly thought out directive forwarded to the troops, TO THE LETTER. I think the phrase "beyond stupid" has been posted here numerous times. Those two words are accurate descriptions of what has become the new CPD under the current administration.

I have a great idea, lets ask for courtesy parking wherever we are and the first on that gets a ticket...it will be open season on all the churchs and school events. And in 021, Furama Restaurant/Banquet Hall calls and gets courtesy parking every Friday and Saturday, why? because their lot only hods about 20 cars and you need more than that for weddings and events....Chinese know how to play the game!

I love this job. Now I get to drain the battery on every hot call and waste time looking for free legal parking on all the other calls. I mean, I'm not going to pay for parking a squad car. It's bad enough I use my cell phone for work without being compensated for it.

These dumb asses are the best! I can't wait to start practicing this new policy! Thanks J-Fed! I was starting to feel the effects of low morale. This is the best boost to morale that anyone could have come up with. I really can't wait to get back to work now. This is going to kick ass!

As a concerned citizen who truly does appreciate the police and what they do for the city, the strings being pulled by Daley have gone from sad/comical to down-right dangerous as a public policy measure. Hopefully voters will wise up.
As a loop office drone who detests TMA and their lackadaisical approach to anything they do and air of superiority for god knows what reason, I would delighted to see the boys in blue ticket the hell of these assholes.

I am the PEA that was in 12th district last week.

I ticketed the M and U plates around Clark and Lake.

Am I proud of it? No.

Is there a Muni code that protects CPD marked? No.

Do I drive? Fuck no.

And to tell you what I did yesterday:

3 Marked state troopers in a Bus stop (no lights or siren) and a sheriff.
1 Unmarked in the No Park/Tow Zone Turn lane on Lake @ Clark.
1 Marked State Fire Marshal that was Parked in the "Police Cars Only" Lane on Lake at Clark.
1 streets and San Vehicle on a expired meter.
1 district Fire Chief vehicle for Rush Hour around 560 W. Lake
1 NBC Van in a Tow Zone near Maggianos (or how ever you spell it) on Clark near Fado's.
1 ABC Van at 150 N May, 6' tall within 20 feet of a Crosswalk.

And under direct orders last Friday...I cited 2 Marked CPD vehicles for being illegally parked in a turn lane.


Now...........the good news.

It came down last night at the end of the shift.

Marked CPD Squads are not at risk now.........Someone called our Deputy Director and Director and convinced them that having PEA's writing Mark Chicago Police cars was a bad idea.


Read that line again...

MARKED POLICE CARS ONLY are getting the pass.

A number of posts have addressed this but I'll concur that this a plot by the evil midget to divide and conquer.

We haven't been writing tickets so revenues are down. What does the sweaty bastard do? He turns to DOR, S & S, CTA etc. to get him his money. Meanwhile we're all pissing on each others shoes.

Hey SCC, is there any way to reach out to these various departments and let them know ( if they don't already) what dickhead Daley is doing to us.

It's us against him. He can demand all kinds of shit from these departments. We ultimately hold the power. If we don't do it he doesn't get what he wants.

Whether we like each other as departments shouldn't really matter. At the end of the day we're the ones that are asked to and ultimately pay the price. The only ones that will escape all the bullshit are the clouted bosses.

All us working stiffs should be bound together: We have more in common than the kiss asses that have adopted these polices.

Let's try to look at the big picture and stick together in this. If we don't he wind.

I might buy the idea that an on duty cop might be called out on an emergency, so I could see this for on duty patrol vehicles, but when the car is basically being used as a bus, I see no reason why the driver should get a pass to park illegally.

YES!!! Parking illegaly at lunch or on break is a necessity. remember, AFTER and sometimes DURING lunch stuff happens requiring a quick response. "sorry I was late to your rape ma'am, had to walk 2 blocks to get my car first, but some jagoff parked on my bumper so it took me a while to get out.."
If you want a fast, efficient police force, you have to simply accept the fact that the police will park anywhere that is close to where they are going, be it coffee or a rape. Amazing. We led the country in homicide last year and everyone is worried about police parking.

Does the state of Illinois not have a section in it's MVC that exempts police vehicles while being operated in connection with official business from parking laws and ordinances?

In my state of Pennsylvania it is almost impossible to cite/tag a police car being parked while on official business. Sure, if it is just a paper job, we try to find a legal spot so the public doesn't complain about our "special" parking spot at the fire hydrant. In any active call though, we can park anywhere we can while we are at the scene. This includes lunch and personal breaks as you need to have your car close. It also allows you to keep an eye on your vehicle and any armament/equipment that you may have in the vehicle.


Traffic laws are also waived while responding to an emergency or pursuit as long as the vehicle is operated in a responsible manner.

State law also prohibits local laws and ordinances that would conflict with state laws regarding traffic or parking.

In my 38 years OTJ, I cannot recall seeing parking tickets on any in service police vehicles except federal gov't cars, as no one ever considered them the police.

Almost ran into one of these jags the other day. Nothing would make me happier than to see the beautiful blue lights of justice brightening up my morning commute!

Don't get your panties in a bunch. First off, when was the last time you saw a DOR employee or even a truck anywhere where you work. Unless you work days in 018 and 001 you will never, ever see one. Two, if you go to a call and you are afraid of getting a ticket, leave your blues on. Pretty simple. If, by now, you don't know how to use the system to your advantage, then you aren't much of a copper. Is it a stupid move by DOR, yes. Is it earth shattering and going to cause the vast majority of use any grief? No. There are a few things I am sure of: most people hate the police because of the media, Daley and the Demo-rats are going to tax us into oblivion, and the city will always cry poor at contract time. Suck it up and deal with it. This too shall pass.

If DOR has a building in your district, make a habit of writing movers right next to their parking lot! I did it with the CTA bus barn years ago (following an incident in which a copper took time for a CTA drivers nonsense) and it was such a great feeling! If they want a war, fine. I will hammer their asses when they get off of work! Not to mention, you write them two and force them to take hours off work to head on down to traffic court and see how they like having to deal with the parking on their own time! Gloves are off! The great thing about a mover is they most likely will get a small fine if even that which means no revenue for the city... just a big waste of their fucking time and lost revenue! Not only in their wages, but lost revenue for the city for every hour or two these assholes are not on the street writing parkers! Ill say it again... Guys, take a deep breath here. Make sure you are parked legally for lunch from now on (which I know sucks) and just be prepared to drop paper if you get ticketed on a 911 call. Don't leave your lights on or you will be ordering R service on top of alerting the offender(s) to your presence. No matter how tempting, don't drive around looking for parking on a priority call, the city will jam you up on that no different then how they jammed the two coppers who were late out of roll call and conducting vehicle inspection from 005 a few years ago for not responding quickly enough to the woman who was murdered by her husband a few years ago. The city has an out, they will say you could have parked with your lights on. Don't start a war with the DOR, my guess is that only a few idiots will attempt this and we will be just making more enemies who will write more tickets. I'm not saying we should back down from a fight, but seriously, I'm sure they know how to make any tickets we write them disappear. In over nine years on this job I know of no one who has been notified to a DOR parking ticket hearing and that is what those workers will request. Why write CFD or S&S, that doesn't make any sense at all. This will blow over in a week or two and city employees fighting amongst each other is only going to make the mayor amused.

Two, if you go to a call and you are afraid of getting a ticket, leave your blues on. Pretty simple. Why is everyone getting so worked up over this nonsense? If one of these assholes tickets your squad car take the ticket, tear it up, and throw it in the trash. Who's it going to come back to? The city of Shitcago. Even if they do go through all the trouble to track down who was in control of the vehicle at the time of the ticket you could just say you never saw a ticket and you don't recall being illegally parked at said location. Or maybe you were on a job in that vicinity (offical police business). This shit is so dumb it's not even worth talking about. By the way, my morale is climbing by the minute and I bet yours is too!

DEPARTMENT OF REVENUE / VIOLATION NOTICES 05/19/09

The Lodge has received numerous telephone inquiries about the Department of Revenue implementing a new policy where both marked and unmarked police units would be ticketed if illegally parked, even if responding to emergency situations.

The Lodge made several inquires to the Department and the Department of Revenue. Both have assured the Lodge that this is simply a rumor that took on a life of its own. The current policies that are in effect have not changed.

Was today a Holiday for the Department of Revenue/Parking Enforcement a.k.a. meter maids??

Didnt see 1 D.O.R. vehicle in the 001st today. Guess they were afraid to show there vehicles or faces.

Was stopped by 2 S/S tow truck drivers who are able to monitor Zone 4 asking what the Hell was going on. Wanting to make sure CPD was aware it wasnt them cause they NEED us. He also verified seeing the ticketed vehicles on Lake.

Question here...Ive seen D.O.R. on bikes riding against traffic i.e. N/B on Wabash or N/B on Wells. Those riders can be A.N.O.V.'d correct?? Bicyclists can be cited same as a car I believe.

The first shot has been fired at out State and County brothers. We have to defend them cause declaring war on our family is totally unacceptable.

Wonder why FOP hasnt said anything? Again the silence from the leadership of our fraternal organization is deafening.

You will find TMA's cars in the gravel lot on Clark. Plate Covers, No City Stickers, Expired Plates, No attached front plate. Its all there. My favorites are the Handicapped plaquards(sp) on the track star TMA's.

leave your emergency lights on.. When done with your lunch, personal, etc; if the battery is dead, just sit around there for another hour or 2 and enjoy the nice weather, have another coffee, read the paper, etc. "R" service will be right there, 10-4???

TMA Vehicles are not allowed to respond to emergency situations and should not have blue or red emergency lights, they are only for Police-Fire /vehicles. They are to display amber lights only, and should be ticketed even if they have the Police of fire lights, eve3n if they are not being used.. Also, the tire threads on many of those vehicles looks awfully thin, and some of those vehicles really don't signal turns within the lawfully required distance before turning. Some also don't pull over and stop immediately when an emergency vehicle is coming. Some also don't park legally and block traffic..

1. All the parents and school bus vehicles that park in violation of no parking signs posted surrounding the school.
2. CFD vehicles
3. Cook County Sheriff vehicles
4. State Police Vehicles
5. US Post Office vehicles, who park illegally all the time to deliver the mail
6. Com Ed, AT&T,People Gas, who all park illegally while do repairs
7. CTA, and that's all their vehicles
8. UPS, Fed Ex, all the beer and potato chip delivery trucks, all who park illegally while making their deliveries
9. All City of Chicago vehicles that park illegally while performing their duties
10. Finally my favorite, Church goers on the West and South Side on Sundays or during a funeral.
If the Police can get a ticket while on duty, then all these vehicles are fair game and common sense is out the door!!!!!

F.Y.I. anyone who resides in G Ridge west of Central ... these little Dpt of Rev jagoffs ARE on bikes and in their PRIVATE cars sneaking around after 0700hrs looking for and writing the WORKING class. As far as I'm concerned ... the fucking war IS on - no breaks for any of them. Make sure your cars are free of any violations, as they are getting pimpy. My neighbor - a fellow cop - was written a ticket for "residential parking permit 7am to 5pm". The fucking ticket has a time on it of 0635hrs! and it was parked on his side drive (15ft from the street)! Again ... "war is hell"! Hammer them!

I really need to get this off my chest. I am not a Police Officer, nor have any family members who wear the Badge as proudly as all of you do. I happen to work near the 1st District, and this morning, after reading all of the b.s. going on with ticketing Police cars, walked through the area that these T.M.A.'s (Total Moronic Assholes) park in. I can tell you I have seen the following infractions: (and again, I'm not the Police) expired license plates, clear, smoked and dark license plate covers, expired license plates (one expired in Feb!), dark tinted windows, 2 cracked windshields, 4 had no front license plate and 3 had expired temporary plates! So ... it's ok for them to have these infractions, but you - the WORKING Police have to find legal parking. I guess the Commander of the 1st District can't have one of his Desk Dollies walk around and write tickets. I WILL be walking with all of you at your next "Informational Picket"! Please, be safe out there.

Don't worry sbout this bullshit. You get a ticket on the ride, call on the zone or citywide and put your self down on a premise check or some kind of b.s investigation where ever you got the ticket. This would require you to a Sgt your cool with if your out of your assigned area, but it should be covered.

TMZ also parks vans at 1700 N Bosworth. All the employees are from outside Chicago.

What does traffic management goofs actually do ? The traffic light turns green and they blow thier whistle and wave the light wand about 4 feet on the sidewalk. Why not just install a whistle on the lite ? ... lol. I thought they were suppose to continue the FLOW of traffic.
I had one try to stop me when I was rolling down Michhigan Ave plowing snow. Instead of stopping the idiots shopping in a blizzard from crossing in front of me they yelled at me. I think I got the truck up to 40 mph on my next pass and white washed with the impressive rooster tail I had going of slush, water, and snow...LMAO!!!!!!

As I read these blogs its a shame the city has its departments fighting with one another. As a PEA for DOR majority of our personnel are not going to write CPD unless forced like we have been by upper managent. Remember we work to make a living like u and not start feuds with CPD. So if you are gonna start war with DOR do it with upper management.
Majority of PEA support and defend ur job and the right to park where need be. So hopefully u realize it is not the little guy forcing this issue, its management and Daley
