What's the Lesson Here?

The City won't provide parking for the police to show up at Traffic Court, on or off-duty. And now, the TMA's and maybe a few overzealous brothers and sisters are ticketing marked and unmarked vehicles? And Officers are being told to pay fines despite the fact the car was parked on "official business?"

In the old days, the midnight people, the day off cops and the afternoon crew could be shuttled to and from Traffic Court by a 2nd Watch car if the Captain was in a good mood and the radio wasn't too nuts.

Now, in an era of less-than-robust ticket writing, what message are we supposed to draw from these ticketings of marked police vehicles? They were already going to Traffic Court for free since they were on duty.

Yeah, that's what we thought, too. Message received loud and clear.

What the fuck happened to common sense in this city? EMERGENCY VEHICLES. They don't park in spaces that the people need. They park where they can because they are ON DUTY.

Fire can park close to the hydrant. Cops can park in the tow zones. That's why the fucking things are there. That fire lane is for emergency vehicles. You don't put a ticket on those vehicles.

Before the Maggie boxes went in, there was room for emergency vehicles to move. Shortshanks took that away and sends idiots out to ticket. Don't park in that tow zone that was put there for an emergency vehicle. Find legal parking when you're on duty. OK assholes.

What morons we have running around now. And the idiot reporters add fuel to the fire of stupidity that plagues the sheeple.

I have a question. How can the city make us pay for the tickets when the municipal code states this:

9-64-220 Parking violations – Enforcement – Prima facie responsibility designated.

(a) Whenever any vehicle is parked in violation of any provision of the traffic code prohibiting or restricting vehicular standing or parking, the person in whose name the vehicle is registered with the Secretary of State of Illinois shall be prima facie responsible for the violation and subject to the penalty therefor.

Seems to me the city has to pay the fine. Right? FOP?

Unless there is a general order stating driver is responsible. Can't check, I'm at home.

Anyway, I can't imagine the hearing officer not throwing these out.

"What the fuck happened to common sense in this city?"

--5/18/2009 08:24:00 AM

This is the city that uses the asphalt to make bumps in the streets instead of filling potholes with it.

This is the city that puts up hundreds of miles of useless black metal fencing that keeps nothing in and nothing out.

This is the city that saws hundreds of miles of useless "drainage grooves" down the middle of alleys.

This is the city with the $50,000 plate glass bus shelters that block nearly the entire sidewalk at some spots -- the ones that kids can wreck with one thrown rock, the ones you can't sit down in anyway because the bench is so tiny.

This is the city that puts up forests of ugly, headless cast-iron torsos for dogs to piss on -- and calls it "art."

This is a bankrupt city that is nonetheless struggling to get the biggest financial liability a city could have -- the Olympics -- right in the middle of a depression.

This is Mayor Daley's city.

MAYOR DALEY IS CLINICALLY INSANE

-------------------------------
Why should cop cars that are not involved in an emergency be treated any different than any other vehicle that is not involved in an emergency?

I might buy the idea that an on duty cop might be called out on an emergency, so I could see this for on duty patrol vehicles, but when the car is basically being used as a bus, I see no reason why the driver should get a pass to park illegally.

Or am I completely misunderstanding the situation?

5/18/2009 05:09:00 PM

I got a message via PDT today, as did my whole zone, that the Director of the Department of Revenue has issued a memo stating that ALL police cars, marked and unmarked, will be issued parking citations if parked illegally. No matter if they are on an assignment or not, unless they have the blue lights and/or sirens on they will be ticketed.

This is not the stupidest thing I have ever heard on this department but it sure is close. Now we are at war with Department of Revenue. OK, they get stopped for going three miles over the limit, obstruction of traffic etc. fuck this shit. This is Daley, you can bet on it.

This is similar to when the commander of traffic was having all police cars towed from in front of the old traffic court building at 321 N LaSalle St.

Marked squad cars, Illinois State Police cars, unmarked cars, all of them, towed away by city tow trucks. And the citizens just stood by in amazement and watched. Their tax money was paying for all of it.

So listen to this Director of Department of Revenue, issue my squad car a parking citation, go ahead, I dare you, I fucking dare you. I guarantee I will go on medical for three days for each and every parking ticket I receive.

Fuck you stupid assholes in charge of Dept. of Revenue and fuck Daley most of all.

Many of you don't even know that Traffic Court used to be at 321 N. LaSalle for decades, until Jan. 2001. Parking around there wasn't great but it was doable, and no one wrote the coppers. Of course the city lot across the street was much cheaper in those days, as well. The City owned that building but sold it.

The County balked at building a new Court complex near the OEMC Center, so they squeezed into the Daley Ctr.

The city will give the citation to you along with a copy of the employee indebtedness order. Then file a grievance. The registered owner is responsible, just like I am responsible for tickets written on my plate.

They will have to go to court and sue you to make you pay but of course the rules do not apply to the city. They will simply order you to pay.

Then you pay and take a week off on the company. Brilliant move. Writing a parking ticket on a police car and expecting the policeman to pay without some retribution is foolish. It will cost the city more in lost time and productivity. Then they can have a survey to measure morale.

They they can shove the fucking survey up their ass.

To the civilian who suggested the CTA. I think you missed the part about they are ticketing marked vehicles being used by on-duty personnel attending court. Hard to park and ride the train while you are working.
----------------------------------
let me get this. You are driving along the street on your normal patrol shift and then they divert you to traffic court?

or is it more like they loan you a vehicle to drive yourself there for a court date like it sounded to me.

First of all, the NO PARKING situation WAS taken into account when they moved Traffic Court downtown into the "Shortshanks Center." (say that 10 times fast )
They knew it would encourage a lot of people to just pay the tickets rather that have the hassle of driving into the Loop and paying $25.00 to park.
While on topic, it's the same thing at 400 W. Superior, (AKA da' Kangaroo Court) with the city payroll 'hearing officers' meeting their quota of guilty findings. Try and protest a BS parking ticket by mail and see what happens.
I imagine there's a whole room of political appointees sitting around opening protest letters, tossing the contents in the garbage and rubber stamping the response... "Liability determined, pay up chump!"
You can find the room yourself. Just walk down the hallway and listen for the room that you can hear the, " Bwaahahahahahaha's emanating from within!

Yes your fucking retarded. We cannot use squad cars as "buses." The off-duty police either take the bus, train, or drive and park in a garage. It would be nice, but the on-duty police kind of need them. So no I can't take a squad car to go to Great America either.

Big cases = big problems
Little cases = little problems
No cases = NO PROBLEMS

STOP WRITING TICKETS!!! If citywide ticket totals drop off by 60% for one month, it will put an end to this bullshit and let Daley know the union is a serious contender. FOP, grow a pair of balls...

Didn't Jody get a ticket in 014? Didn't he get it taken care of? Sounds like a double standard. Stop doing work!!! Just answer your calls and coast.

By having the officers take public transportation to court, tey are saving on gas and wear and tear on the vehicles. In addition, by being on the train and bus in full uniform, they porttray a safe environment on the vehicle, so there will be no crimes committed. Did anyone think of that, added protection on CTA by having officers use it for going downtown to court? on other manner of ticketing police cars ? it ends up a wash! In effect the city "pays" the ticket and gets the money right back! Net accounting effect? Zero. Nada.

But not so difficult to feed a meter or park in a garage like everyone else must while working. You won't be responsible for any tickets if you park legally in the first place.

And when you're on an emergency call you don't park legally anyway. You block a fire hydrant or the street.
