Suspended for Writing Tickets
- A Boston police officer has been suspended for ticketing a slew of vehicles parked near the Statehouse on the same day the state Senate cut funding for a police education bonus program.
Police department spokeswoman Elaine Driscoll told the Boston Herald that internal affairs is investigating whether the ticketing spree was "improper use of authority." Police Commissioner Ed Davis told WBZ-AM radio that Officer John P. Mullan, who earned $110,000 last year, has been suspended for two days.
Mullan handed out 15 tickets Wednesday, the same day the Senate slashed $51 million in funding for the Quinn Bill, which boosts pay for police officers with advanced degrees. The newspaper reported that Mullan earned an additional $13,000 last year based on the bill.
If the cars were parked illegally, then why would he be punished for doing his job? If he was sending a message, the cars were still parked illegally, so what's the problem?
But we're more interested in the "Quinn Bill" that pays officers more based on their level of education. We heard that LA does the same thing. Has this been explored by our local FOP? We'd take an extra $13,000 a year based on our degrees. We'd go back for doctorates for an extra $20,000.

DONT 4 GET THAT SOMEONE HAD TO LOOK INTO THE OFFICERS PERSONAL RECORDS TO KNOW HE WAS LOSING CASH.
FUNNY HOW CERTAIN DEPARTMENTS CAN LOOK UP UR INFO BUT HEAVEN FORBID U RUN A PLATE!
THEN THE DEPT. RELEASES THE INFO TO THE PUBLIC.
ITS ALL LEGIT?
Ya just what we need. More money for officers with advanced degrees. LOLOLOLOLOLOLOL. What about taking money away from the ADVANCED DEGREE bone-headed sergeants that consistently sign improperly classifed reports and Lt's that work 4 hours a day, WITH THOSE ADVANCED DEGREES... LOLOLOLOL. What a joke. Some of the most idiotic micromanaging thinkers on this job have ADVANCED DEGREES.. LOLOLOLOLOL. Why not give them 50K more a year for their ADVANCED DEGREES. LOLOLOLOLOL
Daley never met a ticket writer he didn't like!
things must be pretty good in boston for a copper to write 15 parkers in one day. in chicago if you write 15 parkers in one day you have to be a softball suckass who has their head shoved up their ass. 15 parkers is like a years worth of activity in the unit i work in.
That state has Ted Kennedy as a senator. Know wonder it's fucked up over there. Ace Reporter Phil Schitz says a bunch of commies run that state.
I don't think most of us will have to worry about being disciplined for writing too many tickets for shortshanks.
Looks like Boston has a Police Commissioner who thinks like our own here. And we thought our Supt was "one of a kind!"
FRODO's old lady (Spam zekman) should be all over this.
Keep dreaming Scc we cant even get a 1 percent raise!!
CPS does this, but the trade off is usually that you pay for you education, whereas, now we do not get pay raise, but recieve the education at no cost.
WTF he made $110,000 and we can't get a cost of living raise!??
SCC:"If the cars were parked illegally, then why would he be punished for doing his job? If he was sending a message, the cars were still parked illegally, so what's the problem?"
In the police world you are not in control, the evil master makes all the moves for you. This officer does not have any clout, cause a juice baby would not have written the tickets in the first place.
If you do the wrong thing in the police world, you are dammed,if you do the right thing you are dammed.Subject only to Goldeness and clout.
No, it hasn't been explored by the flop. Those clowns wouldn't qualify, so in their mind, what's the point.
LA also at one point had a pay bump for being bilingual.
what would happen say we ticketed the illegally parked cars by ward offices? What if we ticketed for example daleys fleet of cars, the tresurers, and of course eddie burkes car parked eveerywhere illegally even by city hall? Cars get ticketed and towed but the "above the law" types can park illegally! Hey pam need another parking story kid, here ya go!
LAWSUIT!!!
city needs money so start writing all the illegal parkers in bus stops , fire plugs and double parkers on sunday
Yeah, I hear it's remarkably easy to get a gen-u-ine PhD from Nova University.
The Chicago Board of Education is lousy with 'em. And you know what kind of fine brains they've got running that joint.
Damned if you do, damned if you don't
I'm surprised the CPD does not pay more for advanced degrees. Does the CFD? I didn't just spend every weeknight for 3 years working on a MBA because I like school. I did it for money and career.
$100,000 sounds fair for an experienced (5+ years) public role such as a police officer with a Master's Degree.

STFU and get some time on the job like the "old timers" who did not waste mom and dads money did!

I got 2 tickets in midway airport garage for parking my small pick up on the wall, where the sign says "no suv or van parking"! Talked to the bonehead copper (JT) who told me "sir I am a fully uniformed police officer,I writes 100 tickets everyday" and walked away from me! Talked to another copper and was told "he is just a clouted asshole"!

Let me get thsi straight: You wasted all that time and money (which if you got good grades were reimburded 100%), your in a "spot" studied on company time and now you want more money! STFU! Goof!
Can they prove intent??? I see a good lawsuit on the officers behalf.
Now give your "master" His degree back.
Shit, I gots me my doctorate in divinity for $20 bucks. Can I get da hookup on Vance Henry's 100K job since he left for another no- show, bullshit job in this corrupt city. I gots the same qualifications that he had.
Here in downtown Chicago they put parking tickets on squad cars when on duty second watch officers are at traffic court and want the officers to pay up or face discipline.
You left this out of your quote, "Some of the tickets were put on cars belonging to legislative staffers that were parked legally with legislative stickers."
Maybe that was why. If they were parked illegally, the cop has done nothing wrong even if it's done out of revenge. But he should make sure they're illegally parked before ticketing them.

YEAH, THATS RIGHT........ Pay the PO more money for not doing anything for the years he/she was going to school and too tired/lazy to actually do ant police work. Then with all this "knowledge" they get with "achieving" this degree, we can expect them to be "above" doing police work. Sometimes there has to be some actual Police Officers out there. You know, the few who actually come to work to actually do something.... You are being paid to be over-educated and be a know it all...... Know your job and JUST DO IT!!! Anyone else tired of carrying these "I got school tomorrow Officers"? I worked from day one through school, still went to court and still work today. I think the Department should get a refund from the "educated dogs" out there..... But the reality.... lets promote them!
Chicago Police Recruits will be out writing parking tickets to the unsuspecting public on Wednesday this week.
They have parking ticket books and will be out on the near westside writing parkers in order to generate renevue for Daley!
Boston cops are great to the CPD. Been out there a lot and they treat us like gold. Need anything and they will helpyou.
Ya gotta give this copper credit for balls. How many times on this blog do we read comments like "if I see that CBS van parked illegally i'm ticketing it." Or "I hope I catch an alderman doing something illeagl. They in trouble." How many of us actually act on our boasts? This guy did it. Good job. The Boston PD has a crooked mayor just like us and a much smaller force. These guys do their job and do take care of the CPD. If the government wants to reject the Quinn Bill, then it disrespects ALL police officers. Must be easy to sit in a safe legislative office, protected by cops, and just screw them over. Politicians are evil. God bless the Boston PD. Hope you win your fight officer

I am a carpenter, a hunter, have experience rock climbing and drove stock cars for two years before I came on the job. All that life experience is worth more than your degree on this job, so, should I get more than you?
Oh yeah, I didn't spend all those quarters every night on Asteroids for nothing either.
When we can ensure that the diploma mills (Lewis, St. Xavier, Calumet) don't count, then I'll ask for more money for my education.
What relevance does a degree have towards the job? Hell, they should have pro-pay for attending something relevant like a high performance driving school, shooting courses, or similar. All these over educated, under experienced twits just clog everything with their "group think" crap.
Same thing destroyed the US auto industry; too many 10lb brains with business degrees, not enough engineers or guys who actually knew cars.

I here ya, but without a piece of paper it all means nothing. Again, you can have all the street smarts in the world but the only thing employers look at is a piece of paper. I dont think you should get paid more for what you've earned but I do think it should mean something at promotion time. That is the whole point of it all in any job, not just the CPD. Sure there are P.O's smarter than bosses but it is what it is. Until the phone calls stop the department will not change. The military get promoted based on test scores. You dont test well you dont get promoted. Eventually, they will promote you with time in grade but you'll be waiting. So cops that think they know everything it appears they dont know that much if they are still wearing the blue shirt after x amount of years.
Having served in Massachusetts law enforcement for over 28 years, I can tell you the Quinn Bill was a big help to us. A cop got 15% of his base pay for a Baccalaureate, 20% for a Masters, and 25% for a Ph.D.

I agree. My dog (and former watch secretary) could get a Master Debater of Science degree from Jerry Lewis U. without even dropping to one knee. Not too challenging. They SHOULD pro-pay detox at the Betty Ford Clinic.

Holy Fuck you are dumb. You really think you design cars with a high school diploma? The engineers in the auto industry are not 399 engineers.
Let's give this retard a raise because he went to the range, and took "high performance driving school." I know you think you are Jason Bourne, but everyone else thinks you are an asshole, so no you don't deserve a raise for that bullshit. You have never been in a shooting and your never going to use your "high performance driving school" on the streets, so go watch the Italian Job again and masterbate perpetually.
Bottom line is that you are dumb enough to believe that the building engineer has the same training and education as the engineers that build cars. Unless your 12years old that should have been obvious. Let me help you out, the building engineer cannot drive a choo-choo train either.

Maybe instead of fucking around being a bustout you should of went to college. You worked 9 months a year being a carpenter and then went on vacation driving stock cars and rock climbing. I've jerked off almost nightly for twenty years, but I'll never be a porn star. You can't always get what you want, so sometimes you have to do WHAT IS REQUIRED to get something. You fucking assholes should stop whining anyway because that bill won't make it here anyway. Go cry about something else.
PS You shouldn't knock somebody for wanting to better themselves. Also you shouldn't whine that you are smarter than the boss, and you should be promoted because you have a masters. You might have masters degree but you can also be a blithering idiot.
