Low Arrest Numbers

Here's the thing that bugs us most about the "low arrest numbers" memo being circulated around:
  • According to everything that HQ is releasing to the media, crime is down;
  • Homicides are down;
  • Burglaries, Robberies, even Thefts are down;
  • Gun Seizures are up (but over 200 of those "seized" were a gun collection owned by a cop who died...shhhhh);
  • Aggravated Batteries are up, but no one is talking about those, so they don't exist;
But since overall crime is down, shouldn't arrests be down, too? We locked up all the really bad guys, so there are less of them around doing bad things, right? It would seem to follow.

So carrying this memo to it's logical conclusion, we should be locking up people based on what? Do we really want to go that route?

There have been a whole series of comments we've deleted that run along the same lines:
  • stop whining
  • do your jobs
  • you are all crybaby bitches
We regularly delete crap that paints everyone with a broad brush, and it doesn't really contribute to the discussion, so no great loss. But we challenge any one of those commenting along those lines to show us exactly where in the General Orders, Directives, Policies or Procedures that you are required to make an arrest in the course of your daily duties.

It says "Serve and Protect." Not "Serve, Protect and Railroad Someone for a Numbers Game." No matter if they deserve it and certainly not under these conditions.

Just came back from having my fortune read. When it came to work I was told that my boss will be gone soon!!! I inquired about which boss since I am a bottom feeder. She said it was the the top person in charge. Needing to know more I asked whats my bosses title. All she said was he is known as Boss. It came to me that this is what Royko called RJD. I asked where will Boss be going she stated that he will be gone and won't be coming back. I really don't believe in fortunes but wow I may start to believe if Da Mayo is bye bye soon.

honestly, i'm a proactive worker. but it's so hard when we're getting 15-20 jobs a night or 4-5 paper jobs a night... sometimes it is just never ending. it's almost impossible to be proactive in a busy district. unless you are on tact or an 06 car.

If they think arrests are down now, just wait. You better start handing ticket books out to every department because the revenue generation from the CPD will grind to a complete halt.

You see this playing out in north side districts most noteably with parking tickets.
It's slow so coppers have time to write lots of tickets and many do.
The residents of the dist. are decent, realativly inteligent and learn to comply w/ laws to avoid costly tickets.
Of course, last years index must be exceeded so the brass pressures blue shirts.
The blueshirts respond to whiteshirt pressure and a shrinking pool of violators by writing questionable violations to maintain/increase numbers.
ENFORCEMENT CAUSES COMPLIANCE AND NUMBERS FALL.......This is about compliance, right ?

The whole idea behind giving police discretion is common sense. If we were forced to write, cite, and arrest we wouldn't make it two blocks from the station. That's why I hate the morons who put us in the media for negative reasons. Take the Jeff Tap boys. Did they do anything criminal. Absolutely not. Did they have their heads up their ass. Yes. Now I understand that no one is perfect but give the liberals and inch and they'll take an astronomical unit. Situations like these is what makes it popular for the demo'rats to question us. And when people question and limit the very entity that protects them, the issue is compounded to the point you have talking-heads like Weiss scrambling for ideas to the point he's digging up answers that were proven to be shit years ago. All that being said, when the hell is Daley going to prison and will the FOP be hosting a party?

I guess I would say that they may want to rethink what they are pushing. I imagine that if everyone at one point started to arrest every BS onview infraction, well the shit would hit the fan...
(sad part is the people would learn the harder way that the city has shorted them again).

I thought I heard a faint "Oh shit" from the direction of the big and powerful FOP, maybe I'm wrong, but I think there is already an issue that could be construed as an officer safety that trumps management decision.
I'm starting to look at them as training a dog, they bark nice on command, they even show their teeth once in awhile, but when you need them to get'em, you have to look at all the times they turn and bit the handler...

You Know, the ones nobody wants to talk about ; the guys and broads that blow off a job, stay down so you can handle all the crap on their beat, who avoid locking up someone who needs to go –only to leave a worse situation for the next poor blue shirt that shows up. They are out there we all know it, the mutt nobody want to work with. Back in the day we would have just smashed his car windows….but times have changed and now we just ignore them. So what are we to do with these underachievers…. 12 months, no arrests, 14 parkers, 6 movers…… WTF. Are we supposed to defend these guys? My bet is most will blame the Sgt’s and watch commander for not hammering the pooch……ahhh the old double standard…. “ Hey Officer Do Nothing Dog, hold up your share.” ….Ohhhh that’s a quota…..Please ? Give me a Break !

The sad part of all of this is, the longer the rank & file troops remain in "shut down" mode, the longer and more difficult task the next Supt will have of trying to reverse all of this (and we will have a new Supt. before the end of this year, even Shortshanks himself knows he will have to step in and make some effort to correct the huge mistake that we know as Jody Weis).

Maybe they'll be "highlighted" and maybe they'll either get in line and do their damn job or get fired. I'm tired of seeing them sit around doing nothing. Arrest numbers are down, at least in part, because the civil courts are so busy picking away at law enforcement that no cop in his right mind would want to risk arresting anyone without an absolutely airtight case.

Probable cause? Nope: probable cause without a doubt is the new standard.

You're doing a disservice to yourself by censoring so much SCC. Yes, it's your blog. But I hope you are mindful of the fact that the Department that loves your blog (myself included) sometimes doesn't always agree with each other, or you. I think the idea that the Performace Evaluation System could be good for the Department doesn't mean that those of us who see the positive potential don't also see the obvious possibility for the negative. Yeah we have no contract and a ton of things to complain about-but we still have a job to do. I take pleasure in doing the best I can, and being surrounded by others who are willing to at least put in 50%. Contract or not, defending dogs isn't the way to go. In fifteen years on this job i've worked two southside districts and am now west. ( a beat car for those of you that start beating me up after my comment). NO DISTRICT is an a rap every single day , all day. We're police, every now and then we're supposed to write a mover or two , a parker, an anov, make that quaility of life arrest. There is absolutely no excuse for an officer that works the streets every single day to come in with zeroes EVERY DAY.I dont think the dept. can quantify an officers value by numbers alone but come ON guys.. do SOMETHING! I've seen too many 2-4 year officers on this job that have the 1st and 16th mentality. That's shitty if you ask me . and morale on this dept. is high..? right

They all LOVE numbers.

And numbers will show how many calls you answer during a shift. How many reports are filed. How many BS calls (10 y/o won't go to school, babydaddy won't leave, etc) you go on.

If the public knew the real story they would see things differently. The numbers will tell the real story, and then they'll start asking about RAPS, equipment shortages, manpower. I say bring it on!!

You can't change these dog asses. I've never seen one fired, or even disciplined for not doing their job with enthusiasm.

If they are connected, it's even worse. Now, trying to correct their behavior can draw phone calls from irate higher ups.

If these dogs were raised without any integrity or personal pride, far be it from any government institution to instill it in them at this point. They are a lost cause.

My experience is that IF they respond at all, it will more likely be due to peer pressure than to pressure from a sgt.

In fact, when a sgt gets involved, other PO's may actually sympathize with Officer Do Nothing rather than let the 'white shirts' f*ck with the troops.

I agree with you. The EDGE missions of the early 1990's are a perfect example. Teams went out on a numbers hunt. EDGE missions didn't stop crime; all it did was upset the community as "Bo-Bo" or "Ray-Ray" were arrested while walking to the store for baby milk, chips or grape drink.

Dream on brother, tickets will continue to come in because this Dept. has too many ass kissers and company men and women working on the streets. They're too busy writing tickets to the working class for expired meters and driving while on their cell phones. I have been on this job looooooong time and the kids with 10 or less years on this job are not like your or my era and have no desire or heart for this job ...it is just a job and they don't care what happens to the next guy as long as they get what they want...very sad.You and I can remember the times when we stood together and when something went wrong we took care of it and that was the end of it....no bitching...no complaining and no running to your sergeant....Today....forget it...when is my lunch, when do we go home...when do I get my furlough...etc....shut up and do your job or go find somewhere else to work....period.

OT: Sorry, but this has been pissing me off. Read yesterday that the parking meter company that got Daley's blessing and this enormous contract for the next 100 years ADMITTED that they were not ready or prepared for the City of Chicago.

So can someone tell me WHY they would apply for a contract they were nowhere near equipped to deal with, and even more importantly, why in the fuck would the City GIVE this company the contract and RUSH this deal through the council?

It don't work like this in private industry folks.

I am trying to figure out how districts are categorized. I was told 3,4,5,6,7,8,9,10,11,15,25 are busy districts. I was also told slow districts are 1,12,16,18,19,20,21,23. Where does that leave 2,13,14,17,22 and 24?

The reverse side of low arrest figures by certain officers in a certain district is that OTHER officers will have to clean up the mess and make an arrest later.

Is it unreasonable that the average arrest of the 26th distict 3rd watch is 100 for the year. but Officer A has 5 arrest on the watch. Shouldnt Officer A be informed of the disperity? Shouldnt Officer B with 150 arrest be rewarded some how?

All things being equal isnt Officer A placing his work load on others?

I will place a large bet that the same Officers with the higher than average arrest also have a higher average of "coded" jobs.

A Dog is a dog is a dog ! why cant these differences be pointed out??

Why cry about merit being about merit, if there is no system to judge officers by PERFORMANCE rather than clout?

or is it just another reason to bitch just to bitch ?

If agg batts are up, crime is up. Victims are patched up by modern medicine and they don't die, so no murder happened. But if Weis thinks I'll stick my neck out, he's wrong and all the memos and teletypes won't change it. Weis put us all on notice from Day 1 with his indictment of Cozzi: We're all his potential sacrificial lambs for the media whipped circus. For 20 years I enjoyed pulling the scum off the streets but not now. Amazingly, I've also had sgt.s who thought I made too many arrests! Many times they said I was in the station too much! They wanted me on the street, on patrol!-"but look at my stats" I would say (I ignored their whining)... The Dept. is bipolar. They claim crime is down but they want more arrests. They want more arrests but then they won't back you on complaints. (And how about our contract?) Did they ever think of trying to be nice to us? Nice might work better than trying to scare us.

All these so called crime statistics are being heralded that crime is now down in Chicago.

Just a reminder to the "bean" counters, the only crime that is down is "reported crime."

Certain studies exist today that crime in cities is actually much higher, but Victims are reluctant to report it for a variety of reasons, one being, "Why bother, are the police actually going to find my shit for me?"

Obviously, crimes like murder and agg batts are probably not under reported, but I'm sure a majority of gang bangers don't call 911 when they are shot at and not hit.

As a recruit in the academy today, my class went on a long run toady. We stopped by the fire academy to drink water. The fire instructors and recruits came out and began taunting us instead of a welcome. Ball busting at a distance. Then they challenged us to run up and down a bridge in their gym. As we came down they turned on a high pressure hose on all of the recruits. They do not have the nerve to challenge us face to face so they turn on a hose. The CPD bosses thought it was funny but said we could not retaliate. When they come by CPD academy, I am sure we will treat them with respect. But I will remember this treatment when I graduate and stop a off duty fireman. The odds of catching a DUI fireman off duty is very high. Now let the fire academy intructors laugh again. Pay back is a bitch.

The old Female white ADS that was in charge of IAD did her power point presentation on "RED FLAGS" of Officers that IAD says should alert any SUPERVISOR to a potential corruption issue on that Officer:

-ON VIEW ARRESTS
-LOST AND FOUND GUN RECOVERIES
-JOHN/JANE DOE SEARCH WARRANTS
-SURVEILLANCE OF DRUG TRANSACTIONS

The above were the ones that stuck out the most and probably were the scariest since most tact/gang/citywide units make their CAREERS by the numbers brought in from these events.

BTW -MS KIRBY IS NOW IN CHARGE OF CORP. COUNSEL.....

DO WE INDEMNIFY THOSE OFFICERS THAT PARTAKE IN THESE RED FLAG AREAS? AND SHOULD WE MAKE HIM RESPONSIBLE FOR PUNITIVE DAMAGES ASSESSED?

Jeez, 14 parkers and 6 movers? They did that much? That beats my activity for sure. I am in awe. I helped with an arrest through and got put on the paper though I asked not to be put there.

My goal this year is to do even less. When we get a decent and fair contract I will resume my police career. Then I will get back to making arrests when needed and a mover and 5 parkers a day plus a bus check and contact cards.

That is AFTER we get a contract, not before. Fuck any super sgt. Fuck with me and I have two years medical time all charged up ready to use, one year medical and one year IOD. And no Sgt. can do a thing about it.

Dugan, read and weep and go throw a chair around the office.

Will it ever happen in places like 007, 009, 003, etc.? No. As long as these neighborhoods remain cesspools of unemployed with no education, no opportunities for blue-collar jobs, and as long as we keep throwing self-esteem, religion, and public aid at them, they will remain high crime ghettos.

The police can't solve or prevent these problems. Misdemeanor, or felony, for that matter, arrests, won't solve the problem.

Back in the old 10th district, we were working the 4 to 12 and my partner and I had 4-6 parking on 16th street from Kedzie to Kostner.

After two days of writing the parkers the streets were clear as even the mutts knew better than to park in violation.

However, one of our sargeants, who did not like me or my partner, ran into the watch commander and told him that we were not doing our job.

We were not able to do anything about it as we had been told about this rat by another sargeant who was present when the first guy beefed and we would have had to front off the guy who told us. Could not do that.

Years later the beefer became the commander of the 18th district. I guess the cream always rises to the top.

I am a cop still on probation. A PPO if you will. Honestly, I won't make an arrest "to get my numbers up", "so I don't look lazy", etc....

If I have probable cause to stop someone then I will do it. Then if I have reasonable suspicion that a crime occurred, then I will make a physical arrest.

But under no circumstance will I compromise my own integrity because of the new ratings system, a boss wants me to, etc...

On the one hand, they want us to make arrests and if an offender sues us for violating their civil rights then I will end up losing my job if I took a shortcut. And in this economy, job security is everything!

I like the way you think sir. I have 18 yrs. on and started out in 010. I look at the number of Honorable Mentions I have, which aren't alot by todays standards. But we got them for things that today's Gen x copper thinks he should be gettng a D.C. for. H.M. for a stolen bike. Are you serious? Like everything else, everything is owed to them. We have finally been seeing the results of the "new parenting" model that started about 30 years ago. Never say no to your child...let them express themselves...give them room to grow. Ah the lovely numbers game. I remember a wonderful time on tact that if you EVER came in with a "holding the offender" you were dumped before you could finish the arrest! I'm not criticizing my fellow officers who now are forced to fly around looking for ANYTHING which includes shoplifters,domestics,etc.. But once I saw the writing on the wall I (and a few others) walked away plain and simple. Accountability Hahahaha!! Those are the meetings all the bosses go to and say "my guys have more numbers than your guys" and god help the "bosses" who have consistently lower numbers which by the way are heads regardless of offense which is why I feel bad that once proud policemen have been reduced to a scavenging piss bum patrol.

As a veteran who has stopped numerous firemen, they can dish it out but and are very sensitive on the receiving end. I am sure if they ran by CPD academy, they would be treated with respect. CPD recruits are disciplined and the staff would never allow rude behavior towards visitors. Instead of friendship they hose them down at a distance. What can we expect from the CFD. No discipline.

THAT'S THE PROBLEM!!

It's easier to supervise motivated employees. It's easier to get them to work because they will do what they're asked and they'll do it well. It's much harder, takes more balls, and is more aggravating to supervise and/or punish a dog.

So, what happens is the working copper covers for the dog asses. Whenever work needs to be done, the sgt. simply asks the hard worker to cover for the dog. That's that easiest thing for a sgt. to do.

In the end, the working copper does his work and the dog's work. The sgt. does no work because he doesn't deal with an aggravating, lazy employee, he only deals with the pleasant motivated workers.

Hey you ass wipes, Back in 1992 when I went through the academy we wore Full CPD uniforms, guns,BP vest, and The Real CPD Star after 12th week of training. A class that was behind us in training shot a spitball at a FBI agent who was giving a block of instruction. It was all in fun right???? The FBI and Academy should have thick skin right??? Nothing should of came of this right???
Because of that incident the Academy stop letting recruits wear the full uniform until graduation. That's right now you know the academy went to the khaki uniforms.
That PPO should file a complaint with the Fire Academy.

Yes Brother, I have to admitt your right ...I was trying to be kind...as we seem to do often with Dog Asses...the really hardcore do nothings are more like 20%. Nice to hear from the honest cops out there. None of us are super cops; just do your job, have a little pride

To all the 'old timers' bashing gen x'rs , we gen x's are in our mid to late 30's approaching forty and have anywhere from 5 to 18 years on this job...we are the department now ... if you're that dissattisfied with us ..QUIT. i think you guys are referring to the generation Y's .. the 23-30 year old recruits and two year wonders...

I didnt know Daley used tampons........Besides Gel Head, how ya gonna get a tampon between these cast iron stones?YOU must work in 023.......ease up.....its BALLBUSTING.Comes with the job..ya know that thing you're SUPPOSED to do to get that check. An Old School Guy once put it to me like this......

yes and please accept our sincere apologies for even putting you on the same page with them. "y" generation is the issue....there are a few stand up "x" guys around and again sorry for the confusion.
