Someone Isn't Thinking (Again)

What the heck is this?
  • WE GOT A MEMO FROM DUGAN'S OFFiCE...

    It was a list of all officers in the (very busy district) who made none or only two, three or four arrests all of 2008.

    The list was ALL LOCK-UP KEEPERS, DESK OFFICERS, COMMUNITY SERVICE OFFICERS, plus a few footmen, wagonmen and the review and citation guys! It is available on-line and I am sure some busybody in Danny's Office worried about having to work in a real police station someday made one for every district.

    This had to be, one of the best what were they thinking jokes to come out of 35th St. in a while.
We got a number of e-mails on this. Evidently it went out to all Districts?

One question - shouldn't this be something addressed under the new and improved rating system? This seems like double work.

If someone isn't producing the required number of arrests, then that should be addressed in the comment section of the Performance Evaluation, right? After all, if this low number of arrests is enough to trigger a memo that requires a response from Watch Commanders and District Commanders, then we should be upfront with the men and women working the street that a minimum number of arrests is required.

Wait a minute...required numbers? Isn't that a quota? Isn't this what drives lawyers like Loevy & Loevy batshit insane and ends up as a blizzard of subpoenas and allegations of misconduct? Anyone who can lay their hands on a copy of this memo, save it. Forever. It'll be your best friend one day. It's supporting documentation that might save your ass. We've got boxes of stuff like this in a safe place.

Fuck You! I only make arrests on signed complaints, and that is after trying to talk the stupid motherfuckers out of signing the bogus complaints on which they never show up in court. My time is valuable and this fucking lame excuse for a police department is not going to cut into that time. I hope I made the "list", but I know that I didn't. I work in a fucked up guetto south side district and the arrests just jump at you.

My God...the pressure being placed upon DD has got to be tremendous.
The inactions of the troops on the District level have finally sent a message to Shortshanks and WEISel:
No contract, shitty treatment of the troops (and I don't mean just the rank & file, this Dept. has shit on people all the way up to exempts) equals no morale and productivity, and, more importantly
in the eyes of Shortshanks, a continually growing budget deficit from lack of $ revenue raising activity.
Hang in there guys!
Shortshanks and WEISel must be swallowing Maalox by the gallon every day.
DD must think that he will rise from the ashes of all this as the heir to the position of post-WEISel Superintendent. Don't count on it, DD.

There is nothing in the PMS that dictates how many arrests or other numbers you should have it simply ranks the top third, the middle third and the bottom third in your district or unit. If you work a admin spot it will be up to the supervisors to take this into consideration when you are evaluated and thus the evaluation will be how well you do that particular job not how many arrest or movers that you may have. The supervisor evaluation will be the result of a multitude of factors based on the five performance dimensions and the four rating levels and certain numbers that are on your PRS (you can access your dashboard at anytime on the clear system to see your numbers) can come into consideration. For the unacceptable rating the department is figuring only 1-2% of officers will fall into this category. In my opinion those officers should not be on the job and if they worked a real job in the real world they would have been launched well before it gets to this point in the new system. FYI if you fall into the unacceptable category in this system you cannot work special, side jobs, be assigned to a unit, or be eligible for merit consideration...for the entire year. After two years in the unacceptable they plan to terminate.

CAPS is supposed to be all about solving community problems without making an arrest, if possible. Community involvment. CAPS should be re-evaluated, and scrapped if it is no longer a functional program, and / or contrary to policy. One way, or another, is it, or isn't it?

To the best of my knowledge, I have never met Dan Dugan. However and unlike the overwhelming majority of the current crop of the CPD's exempt, I have heard a few positive comments about this guy.

If he proselytizes about these damn clout-infested "performances ratings" or "efficiency marks", he loses ALL credibility.

They'll tell the heavy lifters with scores of felony pinches in the districts that an "85" (of a possible 100) is an excellent score.

Then you find that the politically connected working in the units, the big-breasted bimbos who have honed their "oral" skills and other assorted empty-holstered so-called police get "rated" in the high 90's.

Like "merit" promotions, this will be just another clandestine vehicle to take care of THEIR people, the real PO-leece be damned.

No standardized criteria, accountability or transparency whatsoever. It's all "top secret".

Unless you're an unscrupulous suckhole, retirement is the only viable way out of this crooked clusterfuck.

The Daley Crime Family has finally got it fine tuned to their liking.

Millions of dollars are budgeted to CAPS. Millions of dollars are siphoned off by the crime family.

The remainder is squandered in the form of door prizes and raffles at community meetings, picnics and festivals.

Come on folks wake up, this memo has nothing to do with performance... What time of year is this? 35th St. is seeking to identify all the district inside people for weekend deployment.
Cmdrs are notorious for hiding people so they don't have to go to summer weekend deployment. These people sit behind a desk all day but the sheets show them as foot officers, rapid response car officers, etc., but they never see the street. Dugan is just trying to put the squeeze on the cmdrs to identify these officers and their specific duties under the guise of performance ratings. 35th St knows there is a shortage of officers on the streets and Cmdrs aren't helping but instead are hiding able bodied officers in cushy 2nd watch inside jobs.
The report has to be into Dugan's office this week, just in time for the 6th period and the start of the summer weekend festival season. It has nothing to do with the working street copper....

This is a "damned if you do, damned if you don't" situation. If management tries to evaluate performance by some numeric measurement, it usually turns into a quota system that is easily gamed or drives officers to do useless things that "score points". (This a regular complaint among British LEOs, who are expected to generate "detections" that are usually meaningless.)

But if there are no numeric measures, then there is nothing to judge performance by except the subjective impressions of supervisors. Can you say "merit"?

A "minimum number" is a quota - but if there is no minimum, how does one identify do-nothings?

All this of course is separate from the dumbness of evaluating inside personnel on criteria that apply to line personnel. It's like making the medical examiner "Doctor of the Year", because none of his patients died.

002, 1999, 3rd watch, bunch of dogs, almost all of a particular demographic. New sgt, gives ratings appropriate to the work not being done by them. All get either kicked by M. Perry to be raised or raised without the sgt's knowledge. Sgt gets shit on by the Commander(Perry). Surprising that Perry got sued for discrimination. Nothing is going to change, we all know who works and who doesn't. If the rating system was actually used to weed out the dogs, the store front revs, jesse, etc.. would be up in arms. Yeah yeah I know, I'm a racist. It ain't racist if its true.

I can't wait for the backlash of the first and final lawsuit from the first person they try to fire for not meeting the activity quotas of:

Arrests: Go make arrests, because WE know for a fact that an exact percentage of citizens should be arrested EVERY DAY.

Tickets: The issuance of which is to serve as a reminder and learning tool to prevent further violations, but you WILL find more people to ticket because WE know EVERYONE violates traffic laws, and WE will not be denied our money.

Contact Cards: Because WE know that EVERYONE is suspect in this city and their whereabouts WILL be documented at ALL times, otherwise WE determine you are NOT doing your job to OUR satisfaction.

The first lawsuit dropped on the city for preventing economic gains of their employees due to the fact that they don't produce enough revenue for the employer will redefine the term ANTITRUST to include employers taking direct action to prevent economic gains unless they themselves benefit first.

This has been in the gray for long enough. Time to take Daley all the way to the supreme court, redefine the laws to include making it illegal for an employer to prevent economic gains OUTSIDE their employment.

The city of Chicago hasn't "granted" anyone a certification as a law enforcement officer. Based on the law, the city is REQUIRED to provide police service requisite to the size of that city, and therefore is REQUIRED to test for, and employ a number of police officers. The certification was OBTAINED through sucessful passing of tests administered by the STATE to certify police officers REQUIRED by law to be employed by the city of chicago.

I'm quite sure there's PLENTY of mid level smart attorneys willing to up their credentials by taking on the city in their attempt to prevent people from economic gain OUTSIDE the work environment and put themselves in the headlines as often as possible.

Policing is a REQUIREMENT for Chicago, not a sales based private enterprise with imperical productivity data.

If the citizens don't break the law, then there's NO activity, and citizens NOT breaking the law is the supposed goal of society.

Effective policing is supposed to lead to a DECREASE in violations, and therefore a DECREASE in "activity" by police.

If activity diminishes, then it's because the police department is meeting it's objective.

Unless, by Daley rules, the real objective is to tax violators and take away their freedom.

they want heads? how bout the ppo in 010 that got shot from a concealed position with a .22 long rifle in the shoulder, our reaction? stop and go missions and out door roll calls, one month later an off duty po gets assualted by same faction of gang responsible for ppo getting shot, this happened one block from initial incident. managements response? mass pdt messages and a stop n go. let us do our jobs knowing we have compitent backing by management then maybe you will get your activity and heads. they want to make lists, i have a few ideas for lists.

If you work a beat car in any district and you only have one or two arrests in an entire year you are a dog! Period, and you are forcing other officers to do your work. This isn't a quota., its a way of keeping track, and the courts have ruled that there is no problem keeping stats to judge or rate employees, it just has to be reasonable. Quit your \bitchin if its done right maybe the working police will get a break.

I don't know where you got your info, but if true, great! Let them terminate me for failing to meet a quota that doesn't officially exist. I will be more than happy to join the ranks of the litigous and go after bosses for punitive damages.

A local area PD (very very close to Chi) had a 'quota' established some 30 years ago ( 1 moving citation per day of work per month). It went to court and the city won, court said it was a performance standard. I know, I got 19 citations for 20 days work....and ended up with a suspension day.....

Bull fucking shit! Maybe back in the day when we came on Commanders hid people, but then it wasn't hiding, it was just what they did. Now, their are NO good spots in any District, espcially a fast paced one. Ask Assistant Superintenent Cuello. The reason she is pushing this so hard is becuase she knows bullshit first hand. She has worked inside 90% of her fucking career, and this stupid fuck makes this fucking fool 3rd in command! Get your head examined. Then her suck ups love to post about her being a Sergeant in 008. For HOW LONG WAS SHE THERE? She does not have 30 arrests her whole 20 plus years on the job. Does that click you idiots!

I use to love working inside, now this is the worst fucking shit in the world. I have a bad hip, and if I could, the last place I would be is in the front office anywhere. We have more shit to do than you can imagine. I am no fucking house mouse. I have paid my dues for over 30 years. I know what the fuck real policing is and some bullshit with someone trying to justify her fucking job and Dugan buying into it!

There has to be a number used by supervisors to be deemed "unacceptable" if you answer your jobs and dont write tickets..is that "unacceptable"..then how many movers/parkers would it be? One or 100..either way that is a quota...which is unacceptable. Just go write your mover and when you explain it to the violator just tell them that your bosses make you write them, and it is the only way to get an "acceptable" rating, and that they are collateral damage to your rating.

Or just give me 5% of each ticket I write as a bonus, and then you will get your numbers..and everyone will be happy

You want the numbers, then make the Department LEGIT!! Yah it aint gonna happen, so fuck off bosses!!

Yeah, I can see them doing that. Right. For every ticket. And they'll follow up with a call to the driver to see if there were any passengers that the officer didn't run.

They'll make a special unit at 35th street to do just that.

I agree with the fact that many of today's inside jobs are busy with so much paperwork that its hard to believe. The problem is that its all busy work created by the inept pompous exempt.

How many times have you written a report and submitted it to headquarters on time and they send you a copy of it after the chief approves it. Then a few days later they call screaming the chief wants to know about this or that. And you tell them the answer to that question is in the report that the chief already approved. And they say what report, you never sent the report. And you say yes I did, I have a copy with the chief's approval signature on it that you sent me! And what do they say? Well the chief wants you to send another one.

This happens all day and every day. Its hours of repetitive phone calls and questions and reports that say the same thing ten different ways. And headquarters always needs it right now, because nobody will tell the chief what he wants is not reasonable or it will take time to prepare or find out.

And because the commanders will never attempt to speak logic to the chief or just give a stupid answer to shut the chief up. They're scared yes men who create more nonsense repetitive reports amongst the unit personnel.

relax about this rating system, just document everything you do and make sure u get event nos. 11:14 hit the nail on the head they r trying to find out why officers assigned to cars arent making a few arrests last year, i think the number is 5. so the report should say something like soand so did not work the car he was assigned to because he works community policing... it will flag the useless that r supposed to be on the street but cant because they date someone's driver or their uncle is someone's friend of the alderman's brother in law
