The Quality of Leadership

Anyone over at Patrol Division want to revamp the 911 priority systems for taking calls yet?

    For those of you reading this at home, unable to check this job out via PCAD OR PDT, allow me to provide you with a brief synopsis...

    A certain clout-heavy Lt. (WITH a take-home car) calls 911 to report that she is unable to get into her unmarked police vehicle because...ready??? HERE'S THE GOOD PART...her neighbor's sprinkler is spraying water on it!

    This is the type of leadership guiding what was once the most respected police department in the nation.

    What kind of idiot can't figure out AT LEAST a few different ways to solve this problem on their own? You know, maybe slide in the door on the opposite side of the vehicle? Maybe turn the neighbor's hose off? Maybe aim the sprinkler away from your car?

    But to call 911 and have such bullshit take up time and resources is inexcusable...especially when the origin of such bullshit is a Lt. of police. Absolutely fucking pathetic. Pull up the job for the Lt's name. The call-taker misspelled her last name, but it ends with "cua".

    Hey JFED? You want to know why the majority of lowly blue shirts DON'T respect their "bosses"? Look into shit like this and you'll see exactly what we deal with on a daily basis.

    I'm gonna go out on a limb here and say "merit" might have something to do with the good Lt.'s thought process/problem-solving skills.
911 for a sprinkler disturbance. Classic. We await the forthcoming gunplay.

I would love to get a call like that. I would play dumb and kind of scratch my head like I didn't know what to do with the dangerous sprinkler.

Then I would suggest some really outlandish solutions like getting the water department involved. And I would totally go on the air with the request. And you would have to have a supervisor help you out because you were stumped.

This is so sad, I just don't know what to say. We are, indeed, being run by useless, nutless jackasses.

This department has been on a downhill slope for awhile. The department is promoting bonified incompetents, and taking people in command positions and either demoting them or keeping their hands tied. You can blame the mayor, the superintendent, the alderman, the news media, the judges, and so on. The bottom line is there are people in spots afraid or reluctant to speak up for the department. The mayor plays number games, the ASA's upgrade everything if your a P.O., and the media is always down grading the departments integrity and professionalism. We need to be accountable for what we do on a day to day basis. We have to stop shooting ourselves in the foot everytime we get passed a negative debacle. We should not have to face problems of doing police work in our districts. Recently, there have been insufficent supplies to run the 005th district. Now this also is Area 2, which houses the new Gang team, the SAT team, the Gun team so why is it that there can't be adequate supplies given/ordered for the Area. All this does is create a problem that stops the work from being done. Since there are no supplies to be gotten to make the third and first watches perform the simple task of reporting. I don't know who should handle the blame on this one. You can blame the mayor for not paying the bill therefore not having plastic inventory bags, and then blame God for not making enough trees to allow our paperless department to function because there is no paper to be found on third and first watches. Also heard that the A/2 Gun team had there office switched to make room for the new gang unit, and since that time have been operating with no phones or fax. So lets blame motor maintenance because there hasn't been a vehicle available to transport the tech to the Area. People this has been since the New Year. Kudo's to the Gun teamm for still producing without phones to receive their tips from informants and concerned citizens.
Allegedly this can be fixed with a phone call, but since there are no phones, I guess that call won't/can't be made. I speculate this would never happen in a northside district, only the dumping ground on the southside. Lets blame the alderman for this one, those part-time alderman were all so self-contained voting another pay raise to themselves, that they forgot to allocate paper to the district. I guarantee they don't have inadequate supplies, judging from the bullshit flyers mailed out stating all is well in Chicago. It is tough enough working in A/2 without the obstacles of trying to locate paper or trying to do a simple report without being able to print a copy. I've been in other districts and this is not a problem elsewhere. This is an Area, not a district thus more supplies should be on hand in these locations. How is morale ever going to improve when the job that we are struggling to do, is constantly being projected negatively in the media. We are being told to produce superior police work, but until we have the supplies, people, and the resources necessary this objective is impossible to acheive. Its not even worth blaming the union, they're as silent as church mice. They needeed to have stood up along time ago. Bargain in good faith is what the contract states, but when being shitted on it time to move and let the shit fly back. Police on the streets are expected to take some degree of flak, but when push comes to shove your expected to re-act with proper force. We need to make the Chicago Police Department a job that people will respect.

Having transferred recently from Area 2 to the northside, I can answer your supply questions, at least for one district. We seem to have a decent supply of paperwork and inventory bags, but what we don't have are cars or cars with PDT's many times. If a car with a PDT is available, it's often and old micro-slate that can barely function. A few periods ago, I would've made the joke that the northside didn't need pdt's because it's slower up there, but since being here for a few periods, the thugs that I ran into in A/2 are turning up with greater frequency up north, along with the westsiders as well. It will only be a matter of time before I forsee our supplies dwindling as well. I think that they call it "Robbing Peter to pay Paul".

Hey, I had a Female Desk Sgt who could not understand my "probable Cause" for an arrest because the report read in part " R/O was dispatched to the scene on info received from an unknown cell phone caller"

Sgt " if the caller is unknown who is the complainant"

Re the BBQ comment....I am a dispatcher now, but when I was still a call taker, over 10 yrs ago.. citizen complained nabor's smoke from bbq was blowing into her open window. I very politely told her to ...tada.....CLOSE YOUR WINDOW....THIS IS NOT A POLICE MATTER! The training dept of OEMC follows the CPD requirements of prioritizing jobs. We do have several on the list of "NOT A POLICE MATTER", however , if the citizen "INSISTS on police responding" we are told to send the police.

You can blame the District Manager (who makes more than most officers) whose job it is to ensure that the district has supplies. Every district was trained on the new ordering procedures, some are just too rigid/lazy/useless to start ordering online. Inventory bags can be obtained by Equip & Supply.

It's shameless that people who make as much as the Dist Mgrs can't be bothered to meet the minimum qualifications of their jobs. But I bet they're not subject to layoffs...

09th dist Lt. MOVE! No asswipe neighbor is worth the misery. Rent your crib out to 3 or 4 young coppers that can't afford to buy yet and get some peace of mind. I know this because I moved and life was beautiful. Ironically, a huge biker unrelated to any city job purchased my house and soon after my good neighbor sold his house too. Isn't life funny?

721, even if the neighbor is an asshole, even if the neighbor deliberately set the sprinkler to sprinkle the city car, IT IS NOT a reason to call 911. If she does not know how to handle a bad neighbor, she sure as hell has no business being a Lt., let alone a police officer. Reminds me of the time I was sent to citizen needs police assistance, she needed her lightbulb changed and could not reach it. Neither could I, 19P along with a good laugh.

In fact, the inspector advised me that she has a "Cease and Desist" order in effect versus this neighbor for some time. She added that she is required to document all incidents of alleged harassment by what I would term "the neighbor from Hell."

I have concluded that this incident is "much ado about nothing."

1-Incredulous?

Response: But she confirmed it. It was a ridiculous use of police resources no matter how she framed it.

2-Suffice to say, there are at least two sides to every story.

Response: Yes there are 2 sides, and I would like to know the other one.

3-The hostile relationship with her neighbor.....in a long-standing feud.

Response: Hatfield couldn't have hostilities and a feud if McCoy hadn't feuded back. It takes 2 to tango.

Response: The plaintiff is the product of too much education, too little common sense.

Regardless of the amount of truth to the Lt's story/excuse, it's still DOES NOT justify calling 911. There obviously wasn't a physical altercation going on. Was there a threat of bodily harm? Was there ANY kind of EMERGENCY? Not per the job ticket. There's more than a couple of ways to "document" goings-on without resorting to calling 911 - none of which I'll relay here, lest the Lt. try to take credit for same in future incidents. Either way, I ain't buying it - not all of it, anyway. There's always THREE sides to every story. Your side, my side and THE TRUTH.

Please, no more bullshit excuses or quasi-coddling of what are supposed to be leaders of this department. Apathy is partially to blame for the piss-poor state we're currently in.

So document it. Most cell phones have cameras. Why call police there to get a code? Or are the responding police going to be called into court? Since when did we become "documentation" officers. Just take a picture, add an entry into your "bad neighbor log" and get in your car and go.
