Can someone please explain why the Burger Queen is still in charge over there? We understand she's thinking of retirement, but why not force the issue? Make her retire as a Lieutenant or a Captain. There have been thirty openings for at least the last six months at least. And now it's thirty-five?
Sorry, but this is an abject failure of leadership, plain and simple. You don't get and keep thirty-five openings because everyone can't wait to get to work each day. You get thirty-five openings because anyone with time bails out, anyone with a phone call makes it, and anyone who can retire, leaves. You can't even blame promotions because they haven't made any lately and when they have, 003 had been notoriously underrepresented.

She in in good with the Clergy and Alderman so they can't get rid of her. The only way to get her out of 003 is to move her up.

I am fortunate to work for a prince of a DC and have a great WC, but I have worked for some real jagoffs over the years.
That failure of management in 003 is creating a hostile environment for us in 003. If the commander is on her way out by the end of next month then why the heck the Deputy Chief is not doing anything about any thing?
We are being shot at every other week.. And the exempts have the balls to send messages to us to keep up the good work?
That's all we have to watch out for, anywhere, is the number of homicides?
What about our well being? The poor citizens who are being cheated from good police service?

i work in 003. all the units that are up are 10-4. that's a lot more than we can say about some other districts. i know for sure 006 has a bunch of 99 units. even heard 014 has everyone 99 on midnights?

Not trying to defend the Burger Queen, but lets keep it real. the 35 openings have nothing to do with her management skills. The 35 openings are simply because of the people that live in the 3rd district. Who wants to deal with crazy savages every single day. It is so obvious from the numbers in area 2 that the 3rd district is a lost cause. Black officers do not want to deal with them, white officers can't deal with them with out being called a racist. Hispanic officers don't want to deal with them. So, what could the department really do to fill them spots. The only way to fill them would be to hire more PPO's but that isn't gonna happen because are ego maniac little irish pr*ck mayor wants to hoard the money for his wet dream of the olympics. Also, so his connected friends and family can continue stealing and using people to promote his ego. The powers that be on this department and in this city need to make a big change or we will end up with more districts like 003 sooner than later.

Just playing devils advocate here, not that I give a shit, but in my short 10 years on, I have seen 5 different commanders in my district, and none of them affected anything I did on the watch as a lowly blue shirt. Whats up with the burger queen, is she a micromanager or what?
Those openings will be filled quickly as soon as they make that district part of the latest Overtime Initiative. Time and a half will fill that place and that is what it will take.
Seriously, what idiot down at Patrol signs off on 30 to 35 openings on the bid openings each month? After two months I would stop doing it to avoid the embarrassment and start assigning PO's there from the other 24 districts via reverse seniority. But that might snag someone's girlfriend, daughter, son etc. No, can't have it done fairly according to contract.
Better to post 30-35 openings month after month and have them go unfilled. Now if they are posting 35 openings and if the 003rd District is already close to the citywide average of 18% down in manpower BEFORE the 35 openings then you have to deduce that 003 is approaching 100 officers short of authorized strength.
When is that class of PPO's due out of the academy? A bunch of then might be looking at 003 as their new employment location for a few years. The no clout PPO's that is. The soon-to-be-disillusioned-and-turned-into-dogs PPO's that is.
With the goof we have for a mayor it's easy to see how the Burger Queen of 003 is where she is.
I doubt that she's a Sgt, Lieut, or Captain by EXAMINATION, for that matter she probably needed a lot of clout just to get on the job. They're just waiting for there to be zero personnel to man the District so they can close it down.

An open letter to Superintendent Jody Weis;
I am writing to answer a question of yours that I saw revealed here on the SCC blog. It must be true, of course, or how would it have gotten on here? Anyway, recently you were frustrated at the fact that morale was still down in the Department and were DUMBfounded as to how that possibly could be. If you ask me, AND EVERYONE SHOULD, there are several factors to EGGSplain this.
1) - Seriously, if there is one defining moment in your Chicago Police Department career, it was your attack of Officer William COZZI. In my mind, this one act said that you could not be trusted by the rank and file Police Officers, you do not have a clue what being a Police Officer means or requires, and the rest of your professional life will be hounded by the FACT that you are a vindictive, small minded little man, and obviously not a very smart one, who is not worthy of our respect.
2) - Allowing certain members of your exempt staff to remain in Command when it is SOOOO obvious they shoudn't even be leading a troop of Girl Scouts, is another major failure of yours and another cause of low morale. The 003rd District comes immediately to mind. Don't talk about political realities. Crump-Hales is YOUR Commander. YOU have left her in Command which means that YOU endorse her "leadership". Grow some testicles and replace this embarrassment and others like her. Cuello and Wedster come to mind. Hell, those three alone would give you SOME credibility at least!
3) - STOP WEARING OUR UNIFORM! You were a Fed. You were NEVER a Police Officer! O. W. Wilson, a former Superintendent of the Chicago PD never once tried to put on our uniform. This man was brought here to clean up our Department's image after a previous scandal. Wilson was the dean of the University of California, Berkeley's School of Criminology when he was hired to run the CPD. Prior to this though, he worked as a police officer with the Berkeley Police Department, was
chief of police of the Fullerton, California Police Department, and then became chief of police of the Wichita Police Department. This man, though a college professor, earned the right to wear a police uniform, though wisely chose not to knowing full well he was an OUTSIDER in Chicago. This is a free lesson to you on LEADERSHIP! O. W. knew he was not one of us and never tried to act like it, a lesson that seems to be totally lost on you! Hell, my parakeet has logged as many courses in our Police Academy as you have!
You have probably ruined your chance of ever gaining respect in this Department by your actions against Officer Cozzi. You may still have a chance to alter your legacy, however, by taking the above factors 2 & 3 into consideration and correcting these two obvious errors of your administration. I'm sure many other mistakes can be cited but these are three BIG ONES.
To all 003 officers: I feel for all of you. To work under such terrible bosses is an unimaginable ordeal along with being so short of manpower. Stay safe, keep each other safe, that is what you are reduced to, simply do not allow a police officer to be hurt. As for the district, let it go up for grabs, go home safe to your family every night and back up your fellow officers. And bid out at your first opportunity.
I was in a district about 20 years ago that was having 10 or so officers bid out every month and many were younger officers. Things changed there gradually but not before a complete turnover in the command staff.
From what I understand- 003rd District is in compliance with other districts as far as arrest, attendance, etc., but when all the positives are added - we still come up with a huge NEGATIVE and the negative is attributed to LEADERSHIP! There are good bosses there- WC's and LT.'s, but the Commander lacks leadership skills, personal and personnel skills, etc. She spends too much time personally attacking her staff and looking for her next meal (walking around with a fork in her hand). Why do the "powers that be" keep sending unqualified commanders to 003rd district? It is unfair to the officers in 003.
I truly think 003 is one of the most dangerous districts to work! They shoot at the police as if it were just a misdemeanor offense.

How many ASSIGNED to 003 are DETAILED OUT ??? It might just be that 003 is the only District reporting their ACTUAL vacancies. I suspect that, unlike many other Districts, there are very few DETAILED IN. Just sayin'

Another poster is correct, every time they post 30 vacancies and none are filled, management gets 20% or 6 to be used at some future date. 10 months of 30 vacancies each month equates to 60 more management spots "in the bank" so to speak. The FOP knows how many of these management spots that management has saved up.
I would guess they are preparing for a mass reshuffling of PO's all over the city. To improve morale of course, no other reason.
Something from the past,in the 1970's the 020 district had a bad boss and nothing worked to change, the 020 dist was the Summerdale district scandel as well. But the troops were upset and one day the Officers were given there assignments, went to the squad cars in the parking lot but no one hit the street. The Field Deputy was called and the Deputy learned of the issues, the Commander was dumped. It worked in the past, sometimes history needs to be repeated.
You better act courtsy if you gonna be in my district fool!

Anybody remember the "Little Corpral " Raliegh Mathis He was the boss when I landed there in 1973,at 75th and Maryland and he was a jagoff too........We had a full complement of troops but it was like West Side Story.Black cops against White cops, Renault Robinson and the Afro Patrolmans League at 71st and Jeffery. Was a wonderful place to work back then too.......

I work in 003 and as far as I can see we are not that short. If 35 new officers came in there would be an abundance of officers walking because we don't have tht many cars. On most days we've got the majority of cars up and running 10-4.
Aside from that her papers are in. Her last day is November 13th.

There is a class of 45 recruits in the Academy now and they will graduate sometime in the Middle of Oct. The reason you think 1400 W. Jackson is a joke because it is Whitney young H.S. The Academy is 1300 W. Jackson. And yes there is a metro class of 22 and a X class of 3 Chicago Recruits. 2 of the power test failure BS and 1 whose investigator screwed with a shoddy investigation and he had to sue.

003 has changed so much since Lillie came over. When I was assigned to 003, it was a district with a bad reputation, but it was evolving in the right direction with former Commander's Brown and Franklin. A lot of good officers have left to units or bid out in the last 2.5 years. The quality of working officers has dropped dramatically. Most of the lazy veteran officers have remained in 003, while the younger officers who have not yet made it out, are stuck working with the lazy ones. You rarely get to work with your assigned partner, at least on 3rd watch this is a common occurrence. Thats on the watch secretary because I've heard other officers telling the secretary to take him/her off a car and put me with so and so. And when you confront the WS, your refferred to the WC, who always grants CU so you don't want to be a jag off and you just work with whoever.
003 isn't the westside, but lately, the violence has escalated against officers and the back up is horrible. Thats the truth about 003. 3rd watch supervisors are great and the WC is awesome. As for Lillie, she just isn't a good Commander. She's a joke, I put my head down when I hear her on the radio asking about a shooting that occurred 6 hours ago. How can you have a idiot for a commander in a violent district? Put her behind a desk on 35th street. Lets back each other up in 003. I won't even get into the racial barrier that I've seen lately. There are officers that won't back each other up because of personal issues and racial issues. Its a shame. 22 days til next bid.

there are 35 openings because the books were cleared of the officers who were previously detailed out to various other places. most districts have the same problem, a number of officers detailed out that count against the district as still being there. the question is why were the books cleared in 003 and no place else? i'm doing my second tour in 003. it's close to home and not a horrible place to work, at least on 2nd watch. we back each other up and the level of danger is pretty much the same as most of the southside districts since the projects closed.
I work in 3. The citizens are trash. Any and every police action is contested. The bosses are good and it is not any trouble getting comp time etc etc. It is a running joke that since we are in 3 it's not like getting in trouble will get you knocked any lower. In the 3rd district you are as low as you can go.
Crump isn't much of a micro manager, just a disciplinarian. If you get spared you will most likely take time if that is the textbook way to dole it out. She really doesnt go to bat for you. She talks all the time about how stand up she is but you know it is all crap.
The 35 openings isnt a suprise, since we are no longer a training discrict 3 will never have a full compliment of PO's again. no matter who the DC is. The area is too wild and nobody likes getting shot at.
