Is it Over Yet?

  • Two more former Chicago police officers pleaded guilty this morning to charges related to illegally searching drug dealers and gang suspects and stealing money from them.

    Ex-Sgt. James McGovern pleaded guilty in Cook County Criminal Court to misdemeanor attempted obstruction of justice and was sentenced to two years probation, and former Officer Frank Villareal pleaded guilty to felony theft and was sentenced to four years probation.

    That brings the number of guilty pleas so far in the probe of the former elite Special Operations Section of the Chicago Police Department to seven.
It's been a busy 10 days or so. And the main event is still to come. It looks like all the pleas are leading up to some supervisor culpability as hinted at in earlier stories this week.

If everyone who's supposed to cooperate does, and some supervisors catch an indictment or two, and all the motion hearings follow the typical schedule, we should be heading to trial just in time for the next contract negotiations. Odd how that works out.

Now that they've all submitted their guilty pleas, when are the 'seizures' going to take place; when the court confiscates all proceeds from their ill-gotten gains???

Or is this gonna turn into another Cozzi deal, they've all offered their guilty pleas in the Cook County Court then going to be handed over to the Federal Courts for the Civil Rights violations, and jail time imposed there ???

Did anyone have the foresight to include that not happening in their plea agreement???

Figured it don't hurt to ask. . .

Now the latest example. Look at the SOS plea deals. ALL the blueshirts got felony convictions. Today Villareal get's probation for his felony theft plea, BUT the Sgt. although he admitted also stealing cash (theft?)gets to plead to misdemeanor obstruction of justice. WTF!

He sounds like he had more involvement then the female P.O. who was outside watching dude when her team was robbing and stealing, and she still caught a felony.

The sergeant will still have his partial whiteshirt pension and no felony conviction to prevent him from landing meaningful employment in the future. All the blueshirts wear the "scarlet letter" for life!

See what I mean? Two sets of rules, two sets of outcomes!

It is not over.

None of these individuals have received immunity from the Federal prosecutors.

They still can be charged in Federal court if the Fed's desire.

In 1978, I was in the Police Academy and we had a guest speaker for a class on corruption. It centered on cops taking traffic money. He started out by saying that it was OKAY to take money on traffic stops!

After we all picked up our jaws off the desks and stopped sayin "WHAAAAATT DID HE SAY?", he began again. Long story short, he started writing dollar amounts on the blackboard...

This is what it will cost you to hire an attorney to defend you, (pre-union, no legal defense fund)...

This is the amount you will lose in pay while suspended and waiting for trial, ($14,700 a yr. in 1978), ...

This is how much you will lose when your wife divorces you (alimony, child support)...

This is how much you will lose when they foreclose on your house...

This is how much you it will cost you for a court trial...

When he finished adding up the column of numbers, it totaled around $100,000, (big money in 1978 dollars!). He concluded by saying that if we STILL wanted to take traffic money, go right ahead, but we should at least get $100,000 a pop to cover the inevitable costs!

Read the charges, The Sgt. got charged with attempted misdemeanor obstruction of justice. Not theft or official misconduct. He never was charged with stealing money.

Remember when SOS were a curb to curb unit. The commanders and Lts. would not let them do search warrants, big dope, etc.?

Who began letting them take this path? Which supe?

Those police officers and others involved had no knowledge of big dope- how the "G" uses snitches to get at the police. The "G" has wire taps up and these officers are running into the wires.
What a shame to let these officers go down that path. Where were the supervisors??

I'm sure you've been forwarded the Suntimes article regarding how the Captain's and Lt.'s union has approved their contract which includes a "pay freeze" thru 2012. Nice to see how we all stick together. This only makes the FOP and the rest of us look like winers. Most people won't understand that Capt's and Lt's have a "me too" clause and get whatever raise we are awarded through the arbitrator. But meanwhile Daley will have a plenty of ammunition for the media.

Can't wait until next year when Daley requires these jagoffs to take two furlough days a month and they say they can't afford it.

But hey go out and get your mover and a couple parkers for these guys because they have your back.

This department is going down the toilet so fast it's not even funny anymore.

How is it possible that the exempts running this out of control unit during this time period have subsequently received multiple promotions worth hundreds of thousands of dollars in salary and pensions?

P.S. I am sure the ones leading this unit had no indication this was going on during their watch. The HUNDREDS of CRs for THEFT would have given you NO clue that maybe these officers were in need of increased supervision or discipline.

I guess it is kind of hard for these guys to stick together when they are facing charges of Armed Violence (unless that one was deemed unconstitutional, I think it was), Armed Robbery w/ firearm, Official Misconduct, possibly Kidnapping (or unlawful restraint).

Ah ... we'll give you probation or you can spend $100K and 3 years of your miserable life to fight the charges ..... YOUR CHOICE .....

Why do you think people that were facing hundreds of years in jail are getting probation. They said whatever they needed to to save their asses. If this case was so great why did it take the feds so long to get involved and at this point other than one guy they arent. You cant have it both ways criticizing the media one day then believing everything you read the next. Go get a copy of the transcripts and talk to someone that was there then you can decide for yourself what really went on. "Nobody can make you look bad except you"-you do realize that this is CPD where a person's character can be distorted into anything they want, if you get enough people on the bandwagon. Just wanted to clarify.
They knew what they were doing and did it, anyway. May Justice be done and yes, everyone needs to live their life in spite of this.

the police officers of today are more informed than in the past..

example:in the late 1950s my dad was going into a diabetic coma on the street over by damen & evergreen..he was beaten and locked up as a drunk.
(remember waiting for him with my mom to come home when i was a kid)

today officers obviously are much more informed as to insulin and diabetes..to bad it wasnt put to better use.

train me,teach me,show me..uughh..

those days are gone..now it's every man for himself..you better reach out and grab all the knowledge you can.

Beware of Jody Weis' statement that he wants all so called "nuisance" lawsuits fought and not settled.

This has the potential of putting more police officers on the hook for punitive damages. Nothing will change behavior of an entire police department faster than reaching deep into officers' pockets to pay a punitive damage award.

Weis and Daley know this. Beware officers, statements from Weis are not what they seem. If you get sued, pay for a private attorney to advise you if the City provided attorney is telling you the truth or not. That is money well spent.

Think many officers work hard at several jobs now to pay tuition, mortgage etc? Add a loan to cover punitive damage award and every one of that officer's co-workers will be hearing the story and making their own decisions.

The spectre of punitive damages has the potential to slow down already diminished police activity even further.

This I know.

This could be the tip of the iceberg or the sinking of the Titanic, depending upon circumstances. The Mayor holds all the power people and it is his decision whether it goes full circle or not.

Anyone assigned to the former SOS can kiss any career aspirations goodbye.

This scandal goes much deeper than this team and the few that have been publicly named. The tentacles of the octopus extend deeply into many other units and many other influential places.

The Feds know this and are quietly awaiting instructions.

Does anybody remember the shitty CHA police in the 80s and 90s?? They sucked ass.

In the mid 90s, these CHA hand-gallops were disbanded. SOS took over project patrol. SOS found more guns that first weekend than those other goofs found the previous year.

I'm retired 620, and was always happy whenever an SOS caravan was at Gator Gardens. They made our job easier in a very unsafe place to work.

This news makes me sick. How could this happen??

I'm sure you've been forwarded the Sun-Times article regarding how the Captain's and Lt.'s union has approved their contract which includes a "pay freeze" thru 2012.

Once and for all, the Captains and Lieutenants will get the same raises that the Rank and File get. Fragmented like this each bargaining unit cannot negotiate a separate raise.

Meanwhile Shortshanks is collecting the interest and hiding in TIF Fund for his 'Limpic contractor friends.

Mr. Mayor, how much stress is created by the fucked up politics of this city? Yeah, we should all probably be better money managers, but to subject us to two years without a pay raise and without a contract puts even the best of money managers under pressure.

We've got pressure from our own Department, pressure from the rising crime rates- we're watching kids die in the streets - it's out of control - and the financial pressure created as the cost of living increases and we're becoming less and less able to provide for our families. We work hard every day. No matter if you're the biggest dog-ass or the supercop, when we put on that uniform and walk out that door as a Chicago Police Officer, our lives are on the line. WE DESERVE BETTER. We deserve to not have to haggle about our salaries, Mr. Mayor. We do our jobs every day. Every day! If we don't protect your city, WHO THE HELL WILL? Show us some goddamn respect, why don't you. Give us what we deserve. I really don't think that you want morale at this level when your precious Olympics comes here. You better wake up!

The cloud is currently hovering over Blake's head and it is about to produce a thunderstorm of epic proportions.

Jake is truly a very decent human being, but human just like the rest of us. One fault he had was he loved working cops and loved working right along side with them, and sometimes didn't see the forrest for the trees. He took care of everyone on his watch, and if anyone (Hopkins) speaks ill of him he/she should burn.

Cozzi did get charged locally and received probation. AFTER that was said and done JFED turned the file over to the FEDS and it became a FEDERAL CIVIL RIGHTS VIOLATION case that's where the 6 year sentence came into play.

Mow that's why a lot of people are speculating all THESE plea deals to become FEDERAL cases, with serious jail time and additional consequences.

I'm a retired Sgt. I know almost all involved as well as Dave Snethen, who I had the honor of working with. He hits it on the head - this has nothing to do with blue shirts vs. white shirts, gold badges, etc. It has to do with tarnished badges that reflect poorly on all of us that wear or have worn those badges. Ok. Hate to bring this up. But here goes. Mc Govorn is a nice guy. I hate to see any of these guy in this type of trouble but they brought it on themselves. Now we have to suffer because of the tarnished badge.

By the way. I am pretty sure that Mc Govorn was a merit Sgt. What does that tell you about the merit system. Again j fed says its part of the collective bargaining agreement. Of which it is and I am not totally against merit. But the city does not have to use the entire 30 percent. It is silly how merit is used but I an tired of beating a dead horse.

The now commander was a PO and SGT in SOS and # 1 cousin former SOS sgt turned LT shit canned all the court deveations so JF and company could continue the campaign. In 1978, I was in the Police Academy and we had a guest speaker for a class on corruption. It centered on cops taking traffic money. He started out by saying that it was OKAY to take money on traffic stops!

After we all picked up our jaws off the desks and stopped sayin "WHAAAAATT DID HE SAY?", he began again. Long story short, he started writing dollar amounts on the blackboard...

This is the amount you will lose in pay while suspended and waiting for trial, ($14,700 a yr. in 1978), ...

This is how much you will lose when your wife divorces you (alimony, child support)...

This is how much you will lose when they foreclose on your house...

This is how much you it will cost you for a court trial...

When he finished adding up the column of numbers, it totaled around $100,000, (big money in 1978 dollars!). He concluded by saying that if we STILL wanted to take traffic money, go right ahead, but we should at least get $100,000 a pop to cover the inevitable costs!

Hundreds? there were 32 theft allegations over 3 1/2 years. there were tons of beefs but not for thefts. the usual b.s. beefs were coming in everything but 32 beefs for theft is about 9 a year for a unit of about 300. not defending anyone but before you claim hundreds of beefs for theft get your numbers right. hundreds for brutality, verbal, and unlawful stops etc. not sayin its right, but get your facts right.

The Theft beefs went to the district of occurrence for investigation. Once in the district, they could not be reassigned to SOS without the accused officer's full name, car number, or photo identification. Many savvy district supervisors then started to log the locations and outside numbers of SOS cars when they saw them. Unfortunately, I believe the retention on the logs was only 90 days.

Jake was there for anyone who needed him..a great boss, a great mentor, an honorable guy who never took a dime. He wanted guns off the street. He was there for his staff-hundreds of them- and to think that they will throw him under the bus to save their own asses is DESPICABLE. We had better be there if he needs us..as he was there for us when we needed him. Where is the honor? He had our backs and we should have his. I, for one- will speak highly of this man. The rest of you should be ashamed of yourselves.
