Another Guilty Plea
- A Chicago police officer pleads guilty to charges in connection with the special operations section scandal.
Margaret Hopkins was sentenced to 60 days in jail and two year probation after pleading guilty to official misconduct and providing a false statement.
Hopkins is one of seven special operations section officers accused of breaking into homes and shaking down suspects.
ABC7 has learned that another officer, Frank Villareal, is expected to plead guilty on Friday.
After sitting on this crap for two years, something broke loose and everything is galloping forward at a rapid pace. We suppose it's better to get it all out of the way at once, but it certainly isn't making this a happy place to work. The mood can only be described as "grim."

Loss of pension aside, I'd be happy to do 60 days in the pokey if I had untold hundreds of thousands of tax-free reasons waiting for me when I got out.

this is / should be an argument against promoting people based on who they know. look what happens to who they supervise.

Just prior to me joining the law enforcement elite warriors known as CPD I recall the "Marquette Ten" scandal.
This stuff happens. It will happen again. It's human nature.
All anyone can do is try to stay the hell out of those type of situations.
As everyone's favorite President might say "this is a teaching moment".
Some might say the lesson is don't get caught.
Others might say the lesson is don't do it in the first place.
I prefer the latter. It's safer that way.
how do you guys figure that gold stars will go down with this? im sure thats what some dream will happen but there is no way that gold stars are going down unless they have some good evidence that a boss flat out ordered them to go into houses, steal money, and not arrest anyone. since i was in sos i can tell you no bosses ever new what finnegan and his crew were really doing. they were brining in lots of good arrests and alot of complaints. the gold stars were not in the houses doing searches and taking money. the sgs did the investigation to the cr numbers and the bosses may have passed them through but that lies with the sgts. the white shirts that should be worried are the sgts were on scene while these robberies and home invasions were taking place then covering them up with paper. why are you people rooting and hoping that a gold star gets arrested? I dont want to see an officer, sgt, lt or boss go down for this...now you are hoping more people go down? what is the matter with you people. this whole thing is screwed up. the fact is, the bosses were not on the street. they didnt lie to iad, they didnt create false reports and they didnt tell anyone to go out and rob anyone... at least not when I was there, maybe things were different in 04 and 05 after i left. many say they can get in trouble for passing the cr investigations through.. well, i dont see how. if a sgt who did the investigation covered it up and wrote whatever how is the boss supposed to know what is true or not true. obviously he is gonna take the back of his sgt who he trusts. i liked sos, we had good bosses(for the most part) and i think finnegan is a scumbag. he really hurt a great unit and made alot of coppers look bad.

I agree that better supervision could have helped stop this before it got out of control. But, a Sgt. can't be everywhere at once and know everything that's going on. Let's also remember that it doesn't take a Sgt. to have to tell you that stealing $450,000 or withholding insulin from someone is wrong. We're all adults and know right from wrong. This group was wrong and they knew it.
maybe one LT might be going down if you believe the paper when it said he had a meeting and they made up the story for the IAD At best they could charge him with official misconduct, the same basis for charging the female PO who never received any money or took part in the search or theft, but conspired to lie to the IAD

Regarding supervisor accountability, there is a reason this stuff mostly happens with tac teams/gang teams and other field units given trust to do their thing.
The uniforms in patrol are basically held accountable by the 911 system. I think its what O.W. Wilson actually wanted when he created the system. Basically, they would just keep you running from one place to another, and they would have records of where you were supposed to be and how long you were there. Radio records, personal logs, voila, everybody is accountable.
But this stuff happening with SOS and tact teams in 015, 006, 007 and so on and so on points to a common problem. If the department wants to trust people to go out and do their thing on their own (i.e., without the 911 system tracking where they are), the department better damn sure they put sergeants and lieutenants in who hold their people accountable and know where their people are and what they are doing. Simple as that.
95% of people in specialized field units don't even have the opportunity to do 2 or 3 hour home invasions. At the end of the day, most of em would never do this stuff in a million years. But those that would, don't, because their bosses and coworkers wouldn't put up with it.
These indictments always seem to come out for things that a good sergeant should have been able to stop. The fact that these indictments keep coming out should sort of tell someone that maybe they shouldn't put clouted sergeants in some of these units!

He also has a Townhouse in River North and an island home in South Florida with a fine young thing. His kid played with some of the Young kids in Basketball Camps and became good friends with them. He went to Loyola Academy his first two years and transferred to Young into one of the Principal's discretionary slots. Bottom line, he has houses wherever he wants them.

It is 100% true. Michael Jordan's daughter Jasmine transferred out of Loyola Academy in Wilmette and now goes to Whitney Young. Her mom lives in Wilmette but Michael Daddy has a place in the City.His son transferred out of Loyola last year and went to Whitney. I too don't want officers or bosses doing stuff like this and don't want to see anyone go down but I have to say, if the white shirts don't have any idea or culpability for anything that is done underneath their command, then what are their jobs exactly?
it's true the sgt cannot be everywhere and know what his troops are up to. but we are the police. just as we can tell the thug on the street is up to something, someone should have thought the same about this crew. JF and crew were bringing in LOTS of good stuff, and the bosses looked the other way. One w/c at roll call told us that SOS was in the district, and the cr numbers would be coming in later. he also said he couldnt say anything to JF and crew because they were some how protected (not exact words). those were the days of "gangs, guns, and drugs." remember? the bosses didn't care as long as they brought in the numbers for the next command meeting.
someone should have asked, "how come these guys are able to bring in so much and others aren't?" (actually a few did ask, but they werent the supervisors of JF's crew). people had an idea of what was happening but the right people never seemed to express those concerns.
if you start hitting tons of home runs every game, people are going to ask, how did you get so good. the only one who won't ask is your coach and your managers, because they benefit from all your home runs. if you get caught breaking the rules, the coach says, i didnt know he was doing that. i didnt know he was on roids. i cant be with him all the time to know what he is doing. even though it looks apparent to everyone else. sound like a good analogy or not?
Bosses keep you on a short leash, like the are supposed to, and you call them a jagoff. They don't do what they are paid for, keeping an eye on you, and you want them to go to jail when you go off the reservation. Seems like a lose, lose situation.

Because when a person commits a crime it is the POLICE OFFICERS job to have them arrested. Even more so, when you're a POLICE OFFICER committing the CRIMES. And yes, perhaps they were committed against dirty people. But when you're committing the same crimes as they, you're just as dirty.
Perhaps the BOSSES needed to pay a bit more attention to those complaints they were handing off to the sergeants to process, and perhaps if one person was called to task at the beginning, then it would never have come to this. And sometimes I have to wonder to myself how many fallen officers are all linked to this scandal.
I can bitch and moan about the Mayor, lack of contract, bad bosses, unintelligent people who received undeserved promotions just as much as the next guy, it doesn't cause me to make the next leap and go and become an OFFENDER in the process.
Because yes, wouldn't we all love a pre-paid harley, addition to our home, a more expensive home, an easier day to day life, but doesn't mean we're going to rob, pilfer and steal to get it. And all with a wink-and-nod from our bosses.

The system was designed to insulate the specialized unit bosses from knowledge of any wrongdoing. Countless district supervisors investigating cr#'s knew that the accused members were assigned to SOS (not district personnel), but couldn't reassign the investigation to the specialized unit because they did not have a name, star number, or photo id. District supervisors were even discouraged from showing photos of sos personnel to complainants. Even getting simple to-from's from sos members was like pulling teeth.
Nobody ran interference like that for us in the districts. I hope some of the arrogant bosses go down, but it's not gonna happen.

first off, she was never in the house. she stayed out in the car with the bad guy. she never had "knowledge" that a theft was occouring. she could have caught the kidnapping rap but not the home invasion, burglary or theft. she got official misconduct which is what she did. all the stuff jf and co did she did not do. so she went from 18 months doc and probation to 30 days.. still not a bad trade off but not 100 years.

Think about this........ Every money beef these coppers got went past their sgt(JE), lt(JB),cmdr(MT) and DK at IAD! Trust me these guys got a shitload of beefs everyday and nobody did shit about it! Why?? 15years on and I've had maybe 2 $beefs. These guys would get 2'per night ! Nobody suspected anything!?! The fact is they made bosses look good when they went to their accountabilty meetings every period, which led to a lot of promotions!
