War!

Ed Smith voted himself a 6% pay raise. Ed Smith voted his staff a 5% pay raise. Ed Smith voted for the teachers to get a pay raise. Ed Smith wants to take money out of your pocket and food out of your children's mouths to pay for Richie Daley's years of financial mismanagement. He also belittles the job CPD (and CFD) does day in and day out in while shorthanded and while getting the short end of the stick each and every day. Ed Smith is symptomatic of everything that is wrong with Chicago politics in general.

It's about time Ed Smith joined the ranks of Illinois' 10.1% unemployed, don't you think?

Someone asked if the SCC blog could initiate some sort of effort to recall or unseat aldermanic candidates. We had some research done and this is the result:
  • An Advisory Referendum can be placed on the ballot for the February 2010 election if a total number of signatures equaling 11% of the previous general election totals can be gathered in a 90 day period preceding the filing deadline.
Unfortunately, the deadline is 16 November. That leaves just about 3 weeks to collect, notarize, bind and file the required number of signatures. The magic number?
  • 121,660 signatures
That's a lot of signatures for an advisory referendum. But it's doable, and here's the first step:
Reduce Alderman Petition 2009

And here's what has to be overcome:
  • 10,000 cops? If everyone did a sheet, that's 100,000 signatures. Cops being cops though, figure on less than 50% participation. That means everyone who did contribute would have to get 2 or 3 sheets.
  • 2,400 firefighters? That would be another 24,000 signatures. Again, the under 50% participation though would mean 3 sheets per participating firefighter.
  • Other unhappy city dwellers and regular people visiting the site might be able to push another few thousand signatures. The Machine would react badly to this initiative, so estimate double the number of signatures to survive the inevitable challenges.
  • You couldn't circulate these at work, you couldn't mail them around via Department mail, and to be sure of not getting duplicate signatures, you'd have to make sure you got all the signatures from people unassociated with the Department - it would have to be friends, neighbors, acquaintances outside of work.
And that's not even counting the fact that a point person is needed, someone willing to step up and collect these things, bind them, have them notarized and deliver them in person before 16 November. It's a big job. But the payoff in terms of shaking the political establishment would be monstrous.

Without a doubt Streets and San would have a lot of guys and girls...especially FORMER employees....that would love to see 25 aldermen bounced! Maybe wecould get a former employee that still is feeling the sting to step up and run this thing!

If anyone has seen the movie The Right Stuff there is a scene where VP Lyndon Johnson wants to meet with John Glenn's wife. She doesn't want to meet with him, Johnson is told this and the camera cuts to the back of Johnson's limo with Johnson throwing a tantrum, hitting the seat with his fist, yelling, and causing the parked limo to rock. That is how I picture shortshanks after a Kass column.

I think you will find that getting signatures for a referendum is a whole lot hardr than you are thinking.

Experience across the country with these things shows that it almost always fails unless professional signature getters are used.

Off topic: read here where another poster stated that WEISel/Masters, Rambo Ray et al were allowed a PRIVATE FITNESS EXAM recently at the Academy. One has to ask: Was an Inspector there to monitor that the results were accurate, as they are required when the unclouted take the annual test? Inquiring minds want to know.

I don't have a problem with the executive bitches having a private exam session. When you're as disliked as those folks are, it's best to simply isolate yourself among your own...and it has served Weis so well up to now.

50 Aldermen is 25-35 too many. We need this insanity to end.
I would be more than willing to give up the sleaze ball that rules my ward.
I have a feeling that plenty of city workers would take up the challenge. And, the ex-city workers have nothing to lose and certainly have plenty of built up anger over not having a job in the worst ecconomy since the 1920's.

Problem is this happened just before Harold was elected Mayor. Word got out to put term limits on ballot back them. So the regular democratic party by law loaded the ballot with phoney laws to fill ballot which is only allowed 3 laws at an election and the city council dose not need signatures only voice vote by majority.

Reducing the number of alderman will do nothing for tthe budget. The remaining 25 will need to double thier staff to deal with citizens and they will claim the job has become full time and would require a fulltime paycheck rather than the 100K partime check. So no budget savings. But coupled with a petition requiring a special election 90 days after a aldermanic vacancy might reduce the mayoral clout and actually have an impact on the 13 votes required to pass a new city law.

I would rather see one for term limits on the mayor and alderman or removing campaign funds and have the government/people provide funds to all candidates equally during an election. This would equal no more contributions to campaign funds and reduce corruption. The proposed referendum just puts more power = corruption in to fewer hands.

While I believe this is a great idea, you should be a little more candid with your readers. This would only require that an advisory vote (referendum) be on the ballot. The results of the referendum would be only that, advisory, and would probably be ignored. It is a step in the right direction, but it is alot of work for very little payback. Many of you want to involve the FOP in this, but I really don't think that would be appropriate. Remember that they represent all P.O.'s, and I am sure that there are more than a few that would be against this.

By the way, you said that your could not circulate these at work. I may be behind the times, but I don't see why not. As long as it does not interfere with your duties. In years gone by, I signed and circulated a petition for Jane Byrne, and did not keep it a secret. Hell, most of the then bosses signed it.

An online petition would be so much more likely to achieve the required number of signatures. It would also give teeth to a Kass column because readers could be directed where to easily take action to achieve the goal. Without an online petition, how would Kass readers (or any other Chicagoans who hear of the cause) be able to help easily?

Finally someone is listening to Ben Jarvosky of the Reader Newspaper. Sunday morning on FOX 32, Dana Planko in his editorial at the end of the newscast mentioned the City of Chicago's 160 TIF districts and the mass of wealth in these funds. It is projected this year alone (technically 2008) to rape the city of $583 million dollars. This is the exactly a 6% increase of $550 million from 2007. These are our tax dollars that should be appropriated into the Schools, Park districts, Police and Fire etc...
Wednesday night on WTTW on Chicago Tonight, A panel member from the Municipal planning commission stated that in Daley's 2010 budget address that 2 TIF district were being deleted and a total of $8 million dollars is being freed up and going back into the general fund. So let’s do the math. 2 TIF districts’ equal $8 million and the other 162 equal $575 million. These funds have generated $ 3.7 billion that’s a Billion with a B, since 2004.
You can receive all the information at the website of David Orr, Cook County Clerk, under TIF's. Everything you need to know is all on 1 website. Except, and there is always an "Except", the Truth. There should be no budget shortfall, no underfunded Pension Obligations and or new or higher taxes. Shorthshanks has been cut off at the knees and now his kingdom has come undone. Hey, Pension Board please explain to me again, How is the Tax Levy we propose to the City Budget and Management Department calculated and then paid, BEFORE or AFTER all, and I mean All, Estimated Assessed Values (EAV on your tax bill) of ALL city Property values. I'm being sarcastic here but I bet they say it has nothing to do with EAV. Side note they are LYING! Not because they are trying to hide something. They don’t just honestly don’t know how the system truly works. NO ONE DOES. Not even the ALDERCREATURES.

QUIT BEING SHEEP. SHEPARDING is a much better position. Attend Union meetings and call and question the Pension Board. Remember they keep saying" WE WORK FOR YOU."

I don't know if you younger officers are familiar with Harry Aleman, the only outfit member ever to be convicted of murder in the history of the city of Chicago or the county. He was a vicious hitman who's first trial was fixed by Bob Cooley. Judge Frank Wilson a formerly honest but alcoholic judge committed suicide when he heard the feds had Cooley wired up. Aleman was finally convicted and the feds knew he had committed up to twenty hits, in fact had his own cousin, Cruz, hit after his conviction. The feds moved Aleman to an Illinois penitentiary to be closer to his family and they won't move Cozzi. What does that tell you about J-Fed, Daley and Burke.

I'll do more than one sheet. I know a few hundred people that will sign. My husband is a CPD & we purchased a property in his district & when we were about to sell, Mr. Smith stepped in & advised the seller not to buy because he had plans to take over our property. We called the city & he had no approval for any project in the area. Two years past & he keeps stopping our sales. Now I found out that he's messing with us because the owners are CPD's. We're about to lose our property because he continues to mess with us. He is trying to change our zonning. Our taxes magically tripled. And finally I got a call yesterday from my last buyer that he spoke to wonderful Mr. Smith, that he will not let them build anything in our property. His exact words were, "Don't even bother buying that piece of property. I will not let you build anything on it." IS THIS PERSONAL OR WHAT? Only corrupted city leaders use their power for personal gain. I am going to make sure all my sheets are properly done & taken to the right place, begining NOW!

I work in this 'bozo' Ed Smith's ward. I nearly died in this bozo's ward saving his residents. I have injuries that will never heal fighting fires in his ward protecting his people. I missed countless family gatherings serving his ward. I have too much pride to transfer to a slower company, so I'll stay in your ward alongside the best, most experienced firemen in the city. Just a few thoughts off the top of my old gray head on this matter.

I just printed this out and actually read this...petition.

If granted, it would mean nothing but a costly RACE BASED war of boundary lines and map drawing and court battles. The lawyers would love this and would grow rich at our expense and a term which hasn't been heard in many years around here would be the buzz word on all the evening newscast.

That word would be, "GERIMANDERING" (look it up), followed by the more familiar "RACISM" AND "STEERING".

Now think about this, we are not just employees, we and our families are VOTING CITIZENS of this city. This is one of the best reasons to keep the residency rule. Our biggest problem is we never acted like we had any clout. If the number of aldermen were to be cut in half, the power of the remaining few would be effectively doubled.

The ability and importance of an individual citizen like anyone of us to access our elective representative for a city problem is also cut in half.

The worst thing we do is not act as a voting block. We also as a group treat these people as if they were some kind of "statesman", not like the step-and-a-half from a gangbanger punk many of them are but are a necessary evil.

Would our contract be the joke it is if the president and the board of the FOP made individual visits to the aldermen six months before the old contract expired as if they were doing a Westside interrogation. Not going hat in hand but going for the throat. Look asshole, we know your secrets, this is what we want and you get it for us, or we will make it our job to deal with your replacement.

But, maybe there is a reason that FOP acts like a trained dog, patiently waiting, panting, jumping through hoops for the Masters.

Stay safe, register, vote, get everyone you know to vote and make them FEAR US!

There is so much to say on this most unrealistic proposal. Of all the traffic violators, false burglar alarms, and gang banging dope dealers, you'd be hard pressed to accomplish a citywide average of 10 citations, 1 ANOV, and 2 arrest per officer throughout the whole city! And now you suggest they get a petition signed within a constrained time frame? If you were only 25% successful, these same officers would be working harder on petitions for a few weeks than they've worked on police work for the last six months! And how can you compare raises in one segment to another? So...50 Aldermen get a 6% raise, let's say it's $7K per year ($350K) and they each have a staff of 10 people...but they don't...and each of the ten receives $5K per year ($2,500,000). The grand total is $2,850,000. Now, factor an average salary of only $60K per officer on the low amount of only 7,000 officers... without factoring overtime, CU buyouts or court time...$21,000,000! Realistically...50 - 100 Million!

We need to focus on the values of 'safety', 'emergency response', 'crime reduction'... focus on selling that message, not comparing salary increases and trying recall elected officials! Do you realize that 'at least' 30% of our force make more money than an Alderman?

On Thursday, November 19th, en banc parole hearings for the killers of three Chicago Police Officers will be held in Springfield. Inmate Joseph Hurst, who is responsible for murdering PO Herman Stallworth (EOW 24 MAY 1967), inmate Bruce Sharp, who is responsible for the murder of PO Kenneth Kaner (EOW 19 JUN 1970), and inmate Ronnie Carasquillo, who is responsible for the murder of PO Terry Loftus (EOW 12 OCT 1976). The CPMF will charter a bus and attend the hearings with a contingent of Chicago Police Officers to show support for our fallen brothers.

Besides that, I am hoping to generate a writing campaign to the chairman of the IL Prisoner Review Board, Jorge Montes, asking that he change his vote and not allow these individuals back on the street. His address at IPRB is listed below.

The case that concerns me most is that of Ronnie Carasquillo as he had nearly enough votes to be paroled last year. He has also had strong support from some politicians including Luis Gutierrez. Gutierrez has been a driving force behind this case. His address is also listed below and I ask that he too receive letters denouncing his decision to back a cop killer.

Anything you can do to spread the word is greatly appreciated. These brave officers deserve better. Paroling any of these individuals would send a terrible message to brother officers, the Gold Star Families and society as a whole. I believe we should do everything within our power to ensure that parole is denied for these individuals.

Mike Flannery (From Channel 2 News) His guess would be that Firefighters and Cops will never take a pay cut, and with Firefighters and Coppers in contract negotiations, if the arbitrator rules in favor of them and not the city, it can blow a hole in the city budget.The Firefighters and Coppers would be getting a raise, whereas all other city employees would be getting pay cuts! He went on to say that it is a risky move for the city sending negotiations to an arbitrator! Lets hope for alittle luck on our side this time with the arbitrator.

(The CFD us not in arbitration yet, but i think its heading there)

Also on the same news cast with Mike Flannery, some asswipe from a watch dog group, said that he beleived the city has more Firefighters and Coppers then what they need.

Time to conquer back, and hope our Unions have the balls to fight back, if things get bad.

The CFD Union president said today (Oct 26th 2009)the the CFD and the CPD is off guards during good times and in bad times to be making pay cuts. Public safety is not negotiable when it comes to furlough days or pay cuts! He commented about Ald Smiths comment last week.

Stay safe out there! Do your job, as if a camera is over you at all times, chances are, there is!

Reducing the number of alderman will do nothing for tthe budget. The remaining 25 will need to double thier staff to deal with citizens and they will claim the job has become full time and would require a fulltime paycheck rather than the 100K partime check. So no budget savings. But coupled with a petition requiring a special election 90 days after a aldermanic vacancy might reduce the mayoral clout and actually have an impact on the 13 votes required to pass a new city law.

I printed out the signing sheet and brought it two several friends that own small businesses with a lot of foot traffic. You should have seen their eyes light up when they found out what they where for. People usually do not care to sign these things, but when they find out it is to propose dumping alderscum they love it. SCC where do we send the notarized sign in sheets to? Everybody should give some to the local business in their area. People are tired of these scum bags stealing without recourse.

(OT) Officers do travel for reaaons related to work. Shouldn't assume every officer traveling is only for personal reasons. You don't know their circumstances.

The CBS link brought me over here. I see my good friend Mike Doyle talked about the blog on his site too.

First, I'd suggest that Streets & Sans and the schools employees are also upset, not to mention anyone having to put money in a meter knowing that his quarter is going to a New York company and not the city...

Chamber of Commerce meetings are full of angry people right now too.

It isn't a matter of talk, but of action. You'll find lots of angry people out there, but one of the commentators is right, the collectors need to be trained to gather the signatures, or the referendum will fail right there.

Though, the publicity of the city doing that would also be priceless.

As a final point, I hope everyone with the ability to do so, tickets ANY LAZ vehicle seen parked illegally. Fair is fair after all.

..personally i think a petition to put a referandum to set mayoral and aldermanic term limits would be more helpful in the long term.

Problem #1 with this city could be resolved by term limits.

You have sparked something here. I just heard about this on NBC5 news, but with no reference where to get petitions or how to deliver them to a coordinator. I found it obviously through Google. Advisory or not, if successful, this would signal to the legislature a window to act. This isn't a cure all, but is a significant enough paradigm shift to be meaningful. BTW, if you were to set up a paypal donation account, I GUARANTEE you will receive way more than enough $ to pay for this effort and successive petition efforts. Please publish where to send filled out petitions!
