Fifteen Driving Convictions
- A Chicago man accused of causing a wreck that killed a pregnant pedestrian and her child had cocaine in his bloodstream, prosecutors said today.
James E. Cox, 39, is charged with aggravated driving under the influence, causing a death. Cox was driving a minivan southbound on Kostner Avenue on Oct. 21 when he allegedly ran a red light, striking a vehicle in the intersection at Washington Boulevard, and causing both automobiles to careen into a group of pedestrians on the sidewalk, prosecutors said.
Judge Maria Kuriakos-Cesil ordered him held on $500,000 bond.
Fifteen convictions for driving suspended or revoked? Aren't there any provisions for progressive jail time or prison? Most jurisdictions have increased penalties if you keep doing the same stupid shit over and over and over. Hell, CPD has the SPAR system to discourage you from repeating the same mistake again and again.
Obviously, whatever is in place isn't working, and it can be seen across the spectrum of offenses when you see UUW offenders get a slap on the wrist and then get caught with guns again, or the street corner dope dealer with a 10 page rap sheet, or the working girl with the 80 pager. There's no way this guy should have been anywhere near a car. And the only way to keep him from one is via a 12-foot wall and coils of barbed wire.

Why should they get locked up? The governor will just release them anyway right?
Once again these judges need to be held accountble.
Prediction: James E. Cox won't be able to make bond, so he'll sit at County while his trial winds through our pathetic, crooked judicial system. He'll ultimately be found guilty in the year 2012 and be sentenced to 6 years IDOC. Later that same afternoon, he'll walk out of Cook County Jail a free man, having served 50% of his sentence while his TAXPAYER FUNDED trial and incarceration wound it's way through the system, ala "time considered served".
An hour into his freedom, he'll be getting reacquainted with his West Side stomping grounds, tipping a bottle with the homies purchased at Personal Liquors, which just happens to be a hop, skip and jump from the scene of his most recent brush with the law.
A couple of crack rocks later that evening and he'll soon thereafter be in the custody of the 011th District for fucking-up...again.
many years ago some fool was n/b lake shore drive and lost control of his vehicle and ran right into monroe harbor--- several of his children drowned and the public was outraged--- dude had a horrendous driving record and was a traffic menace---- only in cook county, some things never change... some of these judges in cook county need to go on a field trip to dupage or mchenry county where they can see how you get locked up for breaking the law instead of getting an i bond....
A worthwhile off topic video:
With Veteran's Day coming up, retired Fire Lt. Jim McMahon has a very touching video posted on his blog honoring fallen military veterans. Definitely worth a visit.

from the Sun-Times:
"A Chicago man charged with causing a wreck that killed a pregnant mother of five as she stood on a West Side sidewalk tested positive for cocaine after the crash, prosecutors said Wednesday.
James E. Cox, 39, was ordered held in lieu of $500,000 bail by Judge Maria Kuriakos-Cesil.
Cox was charged Tuesday with aggravated driving under the influence, causing a death. "

No charges, however, of Reckless Homicide.
Why?
Reckless Homicide seems so obvious a charge and easy to get approved under these circumstances.
Only in Chicago and Cook County would these Link card carrying cretins be allowed to get away with this over and over.
In Germany, your first arrest for DUI is also your last. You lose your driving privileges forever and go to prison. A second violation brings a very lengthy prison sentence. Of course, there is no Link card there, no west side shitheads to prey on the people who pay for everything.
James E. Cox has not yet seen his last DUI charge or his last Driving While License Revoked ticket. And, unfortunately, if he stays in Chicago, he will kill again with an automobile. That is as certain as richy daley giving contracts to his relatives and the sun coming up.
On the subject of judges, I saw on the news yesterday that Chief Circuit Court Judge of Cook County Timothy Evans is this years recipient of the former Supreme Court Justice WILLIAM H. REHNQUIST AWARD FOR JUDICIAL EXCELLENCE.
Truth be told, this guy is half the reason that all these criminals are out killing the citizens of Chicago instead of rotting in a jail cell where they belong. He says he is being honored for his desire to show compassion for the offenders while still providing justice to the victims. What a crock!
You think the Chicagoan in the White House had anything to do with this?
there are toooo many nimrods driving around on suspended or with no license and insurance. they just thumb their noses at this. how about mandatory jail time and the car gets sent straight to the crusher? problem solved!
It's called felony revoked. Problem is, the ASA won't approve the charges unless the offender has been long formed when they get the ticket. They want fingerprints to prove he was actually the one that was driving the vehicle. If we'd start locking people up for driving offenses, and printing them, it might help. Of course that would mean lockup might have to process a couple more people. I can hear the complaining now.
Its the polecces fault!
The media and most of the public really is stupid and hypocritical.
On one hand they want tougher enforcement of traffic laws and on the other hand they attack police officers that do most of the traffic enforcement in the department.
You get what you sow, live with the consequences of a new police departmnet that is more hands off then ever.
WAIT!! Impound the car.... oh, that's right... ...impounding a car amounts to an unlawful seizure accounting to the morons!

OH HOW FUCKING TRUE!
They keep using the excuse of prison over-crowding at Crook County for releasing inmates. Build another prison u idiots! Don't you know how much money you'll make in kickbacks! Hasn't Daley taught the county anything?
Good Job Uncle Milty! U had to work one day in 20 years. lol.
Way too many liberals have wreaked havoc with the punishment and conviction side of the house. 1000 years ago, the king's men would have cut this waste of oxygen to pieces long before he did this.
No Link Cards -
They do have pensions which is what people who have no jobs live on..
People with no jobs here in the greatest country in the world..whose visionary begins "bring me your tired, poor huddled masses yearning to be free..are homeless or in a shelter or worse
Link Cards have nothing to do with this dope fiend..etc
You probably helped this skank keep driving-you people seem to like this kind of skunk and hate the clean living non-skanks
Try making a police report on one of these skanks...
Are you kidding?
Penalize the ghetto people for their atrocities and slight mishaps like..... a few suspended license violations?
These "people" have it rough and need EXTRA attention and understanding they are not POLICEMEN or anyone else normal that should KNOW BETTER!
Plus the Democrats may lose votes if they actually punished the REAL guilty people in this CITY and upset them!
Traffic violations and Rules and Laws are for the yuppies they pay the fines anyway!
The Reverends would not hear of this!

William Luby for Judge!
Many CPD are friends with Bill and he has worked as an attorney mostly in the North Suburban court in Skokie specialized in DUI's.

Why would you charge Reckless Homicide when it is a less serious offense? Aggravated DUI (Death) is a Class 2 Felony punishable by 3-14 years and Reckless Homicide is a Class 3 and is generally probationable and has a 2-5 year sentence.
I hope that answers your questions.

Rudy Guiliani made vast improvements in the quality of life in New York City by concentrating on minor issues, so called quality of life items. This had a ripple effect throughout society and the murder rate went down.
If people are held strictly accountable for their actions, including license violations, and not given an automatic pass "because it is the ghetto" then maybe people will make a beginning at living their lives better and not end up killing other people.
They were not born killers, they were raised into it by parents (grandparents, aunties etc.) who paid no regard to any laws or rules so it wasn't much of a stretch to pull the trigger when they got to that point.
If you can't see that you should turn in those three bars and fade off into the sunset.
