Whose Fault?
A 42-year-old woman was killed this morning when two drug suspects fleeing police crashed their vehicle into hers, police said. The two suspects are in custody.
The woman was identified as Valerie Davis, of the 600 block of E 65th Street, according to the Cook County medical examiner's office.
The sequence of events that included several crashes began with a traffic stop in the Woodlawn neighborhood about 7 a.m. by Chicago police and federal Drug Enforcement Agency officers.
Don't even bother reading the comment section of the BreakingNews.com article unless you have a strong stomach. Police supporters come out in force after the first couple dozen comments, but the fact that people this ignorant live, breathe, vote and breed is always amazing. And they sit on juries that give away money, too.

Anyone with an ounce of grey matter knows exactly where to lay blame in this latest tragedy.
Unfortunately the brush of ignorance seems to have an unending supply of paint. And it's painfully obvious that a second coat has been applied to the majority of society.
To those that still love this job, take proactive measures and feel that they actually make a difference in the grand scheme of things, I salute you. However, some of you need to be gently reminded that this job isn't what it used to be. Things have changed dramatically from what they were even 10 short years ago.
Those of you that have taken a promotional exam in the recent past may remember coming across a little thing called "The Balancing Test". In summation and layman's terms, it delineates the whole "risk versus reward" phenomenon as applied to police work.
I suggest you modify this test to have it reflect what YOU have to lose when/if things go horribly awry. The reality of criminal charges levied aside, punitive damages that may impact propert(ies) owned, 401k's, Deferred Compensation, IRA's, college savings or pension contributions is something I'd wish only on my worst enemies. How'd you like to grab your paycheck for the next "XX" years, only to have the garnishment amount for Pookey's "pain and suffering" be the first thing you see?
I'm by no means advocating completely laying down and letting the inmates take over the asylum. I'd just like to reinforce the importance of self-preservation in this volatile, anti-police atmosphere that we currently occupy.
Stay safe and make sure that you and your partner leave work in the same shape in which you arrived.
I don't have a good answer for "chase policy".
Damned if you do, damned if you don't.

I do have an answer for the drug war though.
Legalize it, regulate it, tax it, and treat it like a public health problem.

This is Mt. Greenwood's school facts. The very fishy thing is at the bottom where it breaks down how the demographics ie black, white, hispanic scored in the percentages of tests. Take close notice to the fact that only the white students scores are posted. The scores are very good, but can't help but wonder if they publish the white scores, why not the other demographics?

The chase module, which makes very little sense, was made up by a glory hound former Area 5 deputy, that started the Humboldt Park riots in the 70's. Back then he was regarded as a hero. Police try to arrest suspest drug dealers. That is their job and what society wants them to do. Then this was a cpd and federal task force so Im safe to say it was felony wieght narcotics and not a misdemeanor. And when thier is felony amount of drugs their is usually guns. As they try to make the arrest the felons try to run them over thus making them attempt murders/felons. Police in fear of thier lives justifiable fire at the attempt murders. The now fleeing felons take off. Now did they hit one and now needs medical attention?? They cant be certain but if they dont pursue that might be another major law suit like what the family of the North Hollywood bank robbers tried to recieve for not getting medical attention fast enough. But whos to say that they were even chasing after them after the shots fired. I believe state law allows to chase after fleeing forceable felons and even use deadly force to prevent escape of arrest especially when they threaten to endager human life. Now if thier was a chase which they are justified to do, who was chassing cpd or the feds??? If it was cpd are they protected under the same civil immunities as the feds???? All in all why should one try to blame the police. What about the two attempted murders or now should be called murders?? Thier the ones who committed all the crimes! Some would say that they should not of chased them and could catch them later. How would they do that if they don't know who they are or from(out of state or country) the car was most likely stolen or soon to be reported. If they were bank robbers and just killed people in the bank or the lane bryant murders and flee in a car police should not chase???? Tell that to the victims's family. Our fear less leader/spokeperson would say "Well one of our units spotted the suspect vehicle but as we tried to pull them over they refuesed to stop. So in order to prevent further injuries and propety damage we have a no chase policy". If society dosen't want us to chase fleeing felons especially ones that try to kill police and (attempt/murders,rapists, and robbery offenders) then I'll let them go so they can do the above crimes to them or somebody they love and get away with it!!!! The police would just deal with baby momma drama and just do the reports of the above crimes and wait until the criminals eventually feel remorse and turn themselves in on thier own!!!!! "Major" victories? This flip flop of power happended in 2001 with the same 2 states while Bush enjoyed a 90% approval rating after 9/11. Obama's approval rating in NJ is still 60% and in VA its's still above 52%. Both percentages are well within the margin he had with he won both states in the general election. This is nothing major. Winning a few congress seats yes. But that didn;t happen. They loss a seat.

I agree with Chuck. I am truly sadden by what has happened to this young lady but the two a$$e$ who should be held responsible for this tragedy not the police.
Honestly they are trying to do a job that is being made hard by people who watch too much tv and living in reality. That is a hard job and a job that most wouldn't have.
What would the complaint be if they had just sat in their car eating donuts and watching along with the neighborhood?
Either give them information about who and what's happening in your neighborhood or give them a break and let them handle it according to the law-who ties their hands at all cost to the same people who complain and take no responsibility for their actions.
A lot of what is happens in a neighborhood is known by most of the people their-I know grew up in projects and saw/heard most things(if the kids know it believe me the adults do too!!) So maybe a trial of no police help and see what the neighborhoods are made of should be tried-guarantee they'd welcome the police back to the hood.
Often wonder why the rich has few violence in their hood- they call the police and tell what they know.

Not that the truth matters...but if I'm reading this story right, there was only a brief FOOT chase after the 2nd accident.
Does anyone have knowledge on the timeline I've extrapolated?:
-Offenders pull over after being stopped
-Police DEA approach vehicle
-Offenders attempt to run over officers
-Officers fire single shot into vehicle
-Offenders (not chased) hit Mrs. Davis and then another car.
-Offenders flee on foot and are caught.
If that's what happened...I don't even see a chase policy issue...at which point we're all complaining about the wrong thing...
If this is the sequence of events, I guess CPD should no longer pull over suspects (or make traffic stops) or try to apprehend suspects...ever???
Yes cops have a job to do. Having drugs is not a violent crime. An innocent person got killed. The bad guys are surely at fault and should be charged accordingly. But was it worth it?

I haven't sent in comments recently but this one really pisses me off. Here's my opinion:
- chase everyone. When the bad guy is caught, he gets charge with a Class X Att. Murder with a vehicle.
- make prisons be punishment, not rehabilitation. Everyone gets put in a 10X7' cell 23 hrs per day. No TV, no weights, nothing. Just a newspaper a day and the bible to read. And they serve their full sentence. I bet repeat offenders would drop.
- get the ball-less FOP to start making statements and press releases after these controversial incidents outlining the true facts that are based on the law. The biggest problem is the public is educated on the law by TV shows. Show some support for the street cops please!
- the media is our enemy only because WE, the police, haven't yet learned how to manipulate them the way others do. We need to educate ourselves.
- make sure you understand the deadly force policy, abide by it and USE it. No one is paying you, as a cop, to die.
- reform civil suits. Prosecute liars and frabricators and fine the attorney who brings on a frivolous suit.

Take a look at the other schools, they are also not showing how black students scored. I’m guessing they can’t justify the fact that they are simply not getting good scores because they don’t study and not because they are not given "safe passage".

They covered this in the Trib a few days back. The numbers are rigged, atleast at the H.S. level.
The HS's assign a credit hours total to each grade level. Jr. Year is when the kids take their big test. Well, if SOME students don't have enough credits to be considered "Juniors" well, they don't take the test.
However, the year after, miraculously, they are squared away are called "Senior's" and graduate just fine.
Cute huh?
That is how all those b.s. magnet schools here in Shitago can out rank schools in Naperville, Hinsdale, Lake Cnty.

I may be wrong but there are a couple of reasons I think. There are very few blacks bussed in anymore due to the neighborhood finally waking up and realizing that it is a good school.
Another reason is that there is a large special Ed program there and I believe that they are counted in the school demographis but not on the test scores.
Now all we have to do is start sending our kids to the Ag school instead of non neighborhood and non-residents (Yes there are some suburban kids there.)going there. Its a good school and we pay a lot of property taxes for that school.

The only problem with that is that we have to live in the city. All of you dogs keep forgetting that. So if we are patroling our own neighborhood we should just let everything go to shit. I don't know what led to the initial chase, but I've always said, if you're going to chase, pretend as if the chase could end by killing one of your own family members. ....herein lies the problem. The CC ASA MUST do their job and charge these assholes for fleeing. If the statute isn't hard or strong enough then lawmakers have to come to the plate and give mandatory time for fleeing vehicles (whether or not someone was injured or killed). Make it MADNDATORY TIME, nor leniency, then maybe these assholes will stop using their vehicles the way they shoot.
Maybe the DEA can take this case to the the U. S. attorney and charge these dealers federaly.

Ok, so I need to stop doing police work? I have a good friend whose kid died of a heroin O.D., now, to him, those dope pinched aren’t “Bullshit” anymore. And for some reason, I think if the DEA or HIDTA are involved, it’s not a “one bagger”, unless that bag is real, real BIG!
Where do you draw the line? Dope? Theft? Robbery? Murder?

The coppers are going to be alright. If you are working with the G and something like that happens you are covered by G liability. Thats what my FTO once told me. How do you get to work on a task force with the Drug Enforcement Agency? Do you get any extra benefits?

ASA's office will have a hard-on and charge the Cops, let the bad guy go free. Bad guy will also sue for 4, and 14 amendment violations, get tons of dough from the City too. Thats how this is going to play out.

I concur. While I can't fault the actions of the police/Fed police personnel involved, especially after the offenders' vehicle attempted to strike an officer, it's just a shame that woman had to die over pursuit of a DOPE DEALER. She left behind a 16 year old son...I bet he feels the same way. Legalize it, sell it from currency exchanges, tax the hell out of it. People are determined to escape reality by any means available...the "war on drugs" is lost. We could wipe out deficits in various local, state and federal budgets, bus rides could be free for all, and treatment centers could be made more available for the masses of addicts out there who can't afford treatment. I've been a cop for over 20 years, and I've pursued many a drug dealing piece of shit out here during my time in 014, 011, 007 and other shithole parts of the Shitty, but it's just not worth it anymore. Too much is at stake, and when these deals go bad, too many innocent people (and COPS) are at risk, and an uncommitted public simply doesn't want us to do it anymore. The handwriting is on the wall...
Well, whatever they do, just don't bring to Skokie rm 209. That so call "Judge" will let him go.

Last I checked, selling dope isn't a forcable felony.
The bottom line is that these fools really don't care about their "loved ones," at least not the same way that decent people care.
How many protests do you see from these fools complaining about unsolved murders? Compare that with the number of protests you see advocating freedom for people who are obviously guilty.
The bottom line is that they really don't want justice. They want money and the silly, stupid things they buy with it.
You need to remember that the next time you find yourself chasing a dope dealer down a gangway. If you're not doing it for your court date, then what are you doing it for?
I do feel sorry for the woman simply driving through the intersection but quite frankly its part of living in this shit city. I too have to live here, thank God not in englewood but its still shitcago. I always use extra caution driving through the ghetto. I know how gangbangers live. They chase each other, they ram each others cars, they shoot at each other, etc.. I dont go through a green light in the ghetto without almost stopping first. I know how these animals live. Unfortunately for this innocent woman she was in the wrong place at the wrong time. Dont blame the police for doing what we get paid to do. I feel for her and the family but where does it end? When do we say its ok to go after the bad guys? I understand not chasing for stop signs and red lights although people that continue fleeing from those tend to be up to even worse things!! POS driver of van is being charged with murder. He did less than 15 yrs of 25 yr sentence for double murder in early '90s. Gotta love Cook County. Maybe Breakingnews could post some comments on this.

one interesting note is that the driver was convicted of a double homicide in 91, served 14, got his life together, was working on his new rap record and guess what? Kills again.

Hey, here's an idea. With the media and public frenzy about the CPD chasing vehicles how about this: every time a person commits a crime and attempts to drive away, the officer writes down the plate number, runs it to get the information and then proceeds to lock up the owner of said vehicle!
The same punishment theory works for the Red Light Cameras. The camera takes a picture of the plate, not the driver. So it doesn't matter if someone else is at the wheel when the offense is committed, the driver is held responsible and gets whacked with the fine.
So why can't the same method be used for all other offenses involving vehicles?
Let the negative commentators try pursuing criminals over fences, through piss soaked alleys and running towards gunfire...Not to mention the traditional gangway ambush, or trying to return fire while slipping on ice...And then lets see how much they like it.
Yes cops have a job to do. Having drugs is not a violent crime. An innocent person got killed. The bad guys are surely at fault and should be charged accordingly. But was it worth it?

Trust me, supercop, I know all to well of the realities of this job! I’ve been doing it long enough, without my head in my ass! I can stomach the politics, the layers of bureaucratic bullshit, the ungrateful public, the revolving door at the jail and the court system… And I’ll even admit that I have slowed down tremendously since J-fraud came to town. But the one thing that churns my stomach is a coward and a chicken-shit!
