Feud?

A bunch of tension between the CPD and and Cook County State's Attorneys Office. From the comments, someone who seems to have either an inside track or first-hand knowledge:
  • I heard there is going to be a very high level meeting between the CCSAO and CPD later in the week to make nice nice. I guess there are some very hurt feelings on both sides. Expect even more problems with felony review after this. This could get ugly after when this is over.
More:
  • The shit storm continues. Very high level arguments about who is the blame, how the paper should be written and whose head will roll. Seems like Debbie Kirby might have a problem. She did take the side of the CCSAO over the CPD. Right now a lot of bosses are fingers pointing at each other hoping to have a chair when the music stops.
Something to do with the Steger/Chicago spree killer.

Deb Kirby is is a dope. She is the one who told the detectives that if a crime is committed by a juvenile and are arrested when they are 17+ felony review will be called for the felony approval. This was from a meeting with the Cook County States Attorney. She sent everyone an email because she can't be bothered with writing an order. Soooo call felony review regarding the now adult offender and guess what they say? We never heard of such a thing and won't review the case. They blew her off as they should have. She is would be dangerous if she had a brain.

finger pointing at how the paper was written??? are you kidding me?? most of the slugs on this department will write a report half assed and inaccurate 90% of the time because they are lazy. many of us will write the report just to cover our ass... not to acutally report. give me a break. we are our own worst enemy. nobody on this job likes writing reports. most of the time its just about getting the report done with the least amount of hassle. god forbid if you put info in the report that would make you have to call and fax a copy to the dics!!! that would be way too much work. lets not fool ourselves.. there are not a lot of firecrackers on this job who will write a good report let alone do the job right.. lets not be too suprised by this news.

CCSA's have always treated the working cop like a doormat. Typical lawyer mentality, look-down-at-you-know-nothing-cop attitude. It's surprising it took so long for this simmering to come to a boil. Mostly because the CPD brass has always capitulated to their outrageous demands.

the classic battle between cpd and fel review continues to fester--- asa's want to try the case right on the phone before they approve charges because they are evaluated on conviction rates and don't want to handle cases that are marginal--- my experience with felony review has been collectively negative---

Please don't worry because these hacks are all guaranteed political jobs somewhere else. Good old Dave Navarro is safe at the state AG's office after being demoted in cook county. Scotty's Cassidy got his spot from his buddy Tom Dart after backing the wrong horse in the election. Ah and Bobby "the boob"Milan got his gig with the feds after his pathetic last place showing in the states attorneys race. I'm sure Dickey Devine had something to do with that.

None of these people have the ability to get a job in the private sector. Of course one day they'll be on the ballot for judge, because its there right.

You ask what can be done to improve officer morale. I’ve got over 20 years on this job and I have NEVER seen morale even remotely as low as it is now. Surely it can’t sink much lower.

When you were chosen as superintendent I was willing to give you the benefit of the doubt and held moderate hope for change. Very quickly however, you destroyed that hope.

You failed to deliver on promises. You insulted the troops. You wore a uniform you did not earn the right to wear and still should NOT wear. Clout still rules. You used the life of Bill Cozzi to enhance your image without benefit of conscience. Yet people who have stolen millions upon millions of dollars from this city enjoy prestige and status. You rub elbows with them, you’ve become one of them.

Bill Cozzi’s letters to SCC break my heart. You single-handedly broke the back and the spirit of this entire department by your actions. You are the puppet of the mayor and have surrounded yourself with ‘yes men’ and others who have no clue as to what it is to be a police officer. Some of your ‘yes men’ used to be the real police but have sold their souls for an empty gold-colored star. Those men are now shells, corrupted in their hearts.

There are such fine men and women in this department, and you treat them with contempt and disregard. What makes men great is the power and conviction of their character, the inner will to do the next right thing. You possess neither. How do you sleep at night, knowing what you did to Bill Cozzi? How do you look at yourself in the mirror knowing you are a soulless, contemptible machine hack?

This is the most corrupt city in the country. Instead of using the power bestowed upon you to further the cause of justice, you used it to enhance your persona and turned a blind eye to the criminals who run this city. All you have to do is read John Kass. Are you listening?

You could have done some great things, but you chose the other road. It’s such a shame, such a pity. The men and women who are forced to be under your command snicker at you with utter contempt and cannot wait until you are gone. You are our burden.

You have said you don’t read Second City Cop, but I don’t believe it. If you really don’t, you should. You don’t need meetings, or surveys, or policy groups who come up with useless plans and missions and bumper stickers (for God’s sake!) and useless programs. Listen to the troops. And show some respect—WE deserve it. All of US, not you.

I am a suburban officer and can tell you that the problem with the CCSAO's office is not only with Chicago, it extends to the suburbs as well.
When Felony Review was centralized at 26/Cal, department brass across cook county were told that this move would make Felony Review more "efficient" and that officers would not have to wait for hours to get a call back from an ASA among other things.

Well, fast forward and guess what, we took three steps backward. We are still waiting for hours to get a call back from an ASA.

Additionally, with Felony Review being centralized, I have had several ASA's tell me that they are not getting the case folders in time for bond court so they have no information.

I know for a fact that the brass at my agency which borders Chicago have written several letters to Anita Alvarez outlining their concerns and that they are getting aggravated with the clusterfuck that has become Felony Review.

CPD, you are not alone

The States Attorney drops the ball on other cases too.

Back in June 2009 our cars were broken into and items were stolen. The Evidence Tech. recovered 2 ridge impressions on the exterior doors, both coming back to 2 different offenders.

The detective issued an investigative alert, the suspect with the worse background located and picked up out of Cook County Jail (4 weeks later) on a writ for an unrelated UUW case, (I think it was violation of terms of his probation).

We had a fingerprint putting him on scene, an admission with his part in the crime and still there was a denial of felony charges by the ASA Office. He could only be charged in this case with misdemeanor theft.

Today 15 Dec 2009, that same offender along with another adult and juvy was arrested and charged this time for felony burglary for breaking into cars in 022 Dist.

Had the States Attorneys Office charged this individual back in June 2009 for a felony he might have been still sitting at Cook County Jail pending trial for my items stolen back in June 2009, but instead our court system allowed him to do he deviously deeds again !

Kudos to 022nd District for arresting this guy doing his criminal deeds again.

To the police officer that wrote the ltr to Mr Weiss on Dec. 12th and signed The Real Police your words could not have been spoken any better. I have been married to this job for over 20 years. We have gone through some great times and some rough times. But no matter what I never felt like the department didn't care until the last few years. I only hope that Mr Weiss and other exempts take the time to read your letter and truly understand what is going on out on the streets. To all the wonderful police officers out there, remember to stay proud, strong, and loyal. Remember your families and friends are very proud of you and will always support you and be there for you. I can not stand anything that has to do with felony review. They are the absolute worst! Instead of using the correct charge as the law states and then trying the case as it should be in court, they ask you to try the damn thing over the phone and if you don't have a slam dunker they won't give you the felony. Just the worst system ever. Plus you're talking to kids just out of law school that have no idea what they're doing. We get stuck having to listen to them talk to us in a condesending mannar for doing our job. Another reason many have stopped doing real work. Just too many loop holes and aggravation when making arrests now a days.

I know part of the reason the ASA's are so hostile toward the CPD and that is b/c we make MORE money than they do. They are up to their eye balls in debt and think they are so much better and smarter than us and can't stand the fact that many of us didn't even go to college and are making more dough than them.

This evening, our illustrious leader, j-fed, was on WTTW's Chicago Tonight program. He was interviewed by Phil Ponce, who took it very easy on banjo boy, and let banjo boy talk his crap about numbers showing crime reduction, more with less, officers on the dot, and our shortages compared to the Phoenix Police Department, however, Mr. Ponce did ask him about the FOP no confidence vote. Banjo boy related to Mr. Ponce that he, Ponce, should ask the officer on the street. Wah? Huh?

Hey Phil Ponce, you do not have to leave your office to learn the opinion shared by the officers on the street. Just punch up this here SCC blog and you will learn exactly how we feel about j-fed.

Make no mistake, j-fed is a piece of scum, low-down, dirty dog that is way over his head, in a profession of which he knows nothing. He cannot leave soon enough for the officer on the street. Now Mr. Ponce, there is your answer from the officers on the street and you didn't even have to leave your desk.

Ponce just went through the motions. He allowed Weis to not answer the questions, as Weis normally does. Weis is very good at using lots of words to say nothing, yet sound like he said something of substance.

Ponce screwed up and stated Weis had received a no-confidence vote from a hundred something members of the RANK AND FILE. Once again, the media failed to address the fact that those nearly two hundred people were FOP REPRESENTATIVES of the entire department who stood in place of some ten thousand officers.

I almost fell off the chair when Ponce said, "So, how is that going?" (after bringing up the 'no confidence' vote) and Weis looked like a deer in the headlights. That must have been the one question they didn't prep him for before they went on air.

While it is a bit funny, unless EOD took and distributed this video himself, whoever did is a real four-star asshole. I'm sure if he was out having a few, he thought he was among friends, not being taped so he could be embarrassed by speeking freely among people he trusted. Think of all the private rants any of us have made to friends and think of the embarassment you would face if they were made public. What's said in the bar should stay in the bar, or at least not secretly taped and be made public.

I do agree with his assessment of the man though.

A few months back in the 004th district , a hard working guy on his way to work with his wife in the car accidentally cuts off some guy in traffic while being unsure of his whereabouts. Near the vicinity of 104th/Torrence, after he pulls off the road to gather his bearings, the scumbag that he cut off pulls up along side him, grabs his pistol, and shoots the poor guy in the face and kills him. The victims wife is the only witness to the crime, and is seated a mere 15-20 feet from the offender at the time the crime is committed. The dicks have a partial plate of the offenders vehicle and do an outstanding job and track this asshole down. The vicitms wife positively identifies the guy as the person who shot and killed her husband in broad daylight. When it comes time to charge this piece of shit, the states attorneys office rejects charges because the dicks were never able to locate the vehicle used and that the wife was the only witness.

And I'm sure there is more to this story, but if this is partly accurate, god help the residents of cook county. I know the criminals confidence levels rise everyday. If this doesn't sum up the incompotence level of the states attorneys office, i don't know what does.

The new felony review system is a total nightmare. It seems that most of the Felony review ASA's are wet behind the ears fresh out of law school, and cant seem to make any descision without calling to their supervisor. They are micro-managing all aspects of the case, and in general they are determined to make obtaining a felony as difficult as posible. They want nothing in court but slam dunks. Anything that looks remotely like it could end up in motions or a trial is strickly forbidden.

stop with the BS!! We all know who is right and who is wrong here. We as the police lock up bad guys PERIOD. We dont go fucking the working man who is a stand up citizen. Its the ASAs that dont prosecute the way a case the way it should be. Dont blame it on how something is fucking written, stop playing law school genius and see a fucking shitbag for what he is. The problem with 95% of ASAs is that they arent from chicago originally and have no fuucking idea what its like. This isnt pofuckingdunk kentucky kids so understand that when we bring a case to you 99% of the time they are legit. If you choose to let a shitbag go on a lesser plea so you can simply get a conviction then so be it. But man up and be willing to take the heat. The cook county jail wasnt overcrowded for 15yrs because bad guys were turning themselves in or because the ASAs were locking guys up. The CPD put those mutts there, its the ASAs and judges jobs to keep them in there

Felony Review is a joke, you have three deputies that are making decisions and expect detectives to put their carrers in jeopardy regarding some of the decisions like being forced to hold witnesses in Areas, so handwritten statements can be done sometimes for 12+ hours, or forcing the witnesses to come back in three, four or five times because the deputy can't make up their mind on what they want to do with the witness.

Done right (emphasis on those words) felony review makes sense: shitcan the dogs so you don't waste investigator resources or jail space and concentrate on the ones who need to be zapped. Theory is great but in practice it may suck. Some of those people need to get out of their offices and come down and see what's going on in the real world.

Not every ASA is a political hack, either. And, even if they are, doesn't necessarily mean incompetent. I had a dealing a couple of years back with the DuPage SA (too bad he didn't run for governor) who, despite his political aims, actually seemed to know what was going on without having to ask and, more important, actually gave a shit.

This deaprtment is a mess! There is a pattern of stupid decisions being made by various different people without consulting others that may be better equiped to make the decision. From silly bumper stickers, public survey cards, the juvenile felony review rule, etc. etc. It sure seems like J-fed is either making dumb decisions or does not have control of his crew of fools. I along with 5 Officers from 019 had to literally fight and wrestle with the offender to get her into cuffs(cracked out) Once she was at A/3, the offender had no idea why she was cuffed to a wall and her neck,ribs,jaw and arms hurt.
Again the ASA took more of the OFFENDERS side rather than the Officers or MY side of the event and was trying to make it look like WE were the bad guys. Eventually due to diligence on the Officer's part and thru MULTIPLE appearances on my part on the Officer's behalf, the POS got 2 years felony PROBATION. You read right lads, PROBATION. Since this LET DOWN by the ASA pissed ME off no end I initiated an investigation into the offender CIVILLY,She eventually was EVICTED from CHA and faced Fraud Charges which were successfully prosecuted.As far as the ASA is concerned,NEVER AGAIN. Im done.
As for the rest of you, fight the fight if you want to but heed the warnings of your fellows, THIS IS NOT WORTH IT.

Not defending ASA's but many P.O.'s today don't or refuse to write good papaer with proper info regarding crimes to be upgraded. Many times after the P.O. calls in his awesome Felony Pinch and the Dicks come out, it takes about 5 minutes with the victim to hear a completly different account than what was given to arresting officers and also there seems to be witnesses to this awesome Felony, but ask the Arresting P.O. where these witnesses are or maybe contact info on them and look at the blank stares. Dicks and ASA work together to separate the bullshit from the decent cases. Again not defending ASA's but not all Awesome Felony Arrests will end up being Felonies. Remember who we are dealing with as victims and witnesses. They have to cooperate with the investigation and be willing to show up in court, sober,

Wow--there are some real issues in Cook County and I'd sad for you guys and the ASAs. I suspect there is a huge communication problem.

First off, I am a suburban prosecutor and an ex-cop as are two of my coworkers. Working cop -- checking doors, busting drunks, booking prisoners, running radar, putting up with political b.s., etc. Went to law school after line of duty shit put me on the disabled list. No clout. I'm one of the old farts the hacks have to go to when they need to get something done.

To be up front, I've had mixed experiences dealing with both Chicago PD and Cook County SA. In both cases. 85% of the time they can't do enough for you. The other 15% I want to yank out my old Kel-Lite and whack some sense into a lazy scmuck who ought to be stocking at a Jewel.

I also want you to know that I love my officers -- and I mean that very seriously. I care about them on and off the job. I've been there. It's no fun to see an innocent kid die before your eyes or to get shit from some bozos when you do your job right. And I know that it's sometimes better to be tried by 12 than carried by six.

I am also disturbed when battery to p.o. cases and *real" resistings get the short end of the stick either by the prosecutor or judge. Good cases should be pursued whenever possible and it's insulting when they're not.

That said, guys, there's a reality check. No prosecutor's office anywhere can accept every case than comes across the door. I can tell you I've had to deny more in the last couple of years just because the resources aren't there and it's sad for some victims, especially in property crimes, who aren't getting full service. If on a jury call day you've got, say, 36 unresolved cases, only one can be tried. The reality is that the politicians want us barefoot and pregnant lest we have the time and energy to go after them.

Sad to say, we do have to make choices and those cases that are weaker aren't likely to survive. The reality is also that, except in extreme cases, probable cause isn't enough. The working standard is best stated by our British friends: Is there a reasonable likelihood of a conviction and, if so, is the prosecution in the public interest?

That's where good cops come in. The better a case is prepared, chances are it has a better chance of winning. And if the public interest favors a prosecution, say something. Case in point: arsonist torched an occupied house. As a kid he was suspected in a $6 million fire but they couldn't connect the dots. The investigators briefed me on the background and together we pulled out all the stops to nail this guy who is still doing 40 years.

I read the bitching about how the felony review people want a video, a confession and six nuns as witnesses. Some of that is understandable, guys. Thanks to CSI, NCIS and the like jurors across the country expect every i dotted, every t crossed and a bunch of people in lab coats in every case. We've even had jurors acquit because there were no fingerprints on a coke fold! Most of the time jurors look for reasons to acquit, not convict. (continued)

Also sad to say there's a generation of younger cops and prosecutors that have a different work ethic. Some are really into it but there are more and more 9-5 people these days. There are also a lot of supervisors who are still wet behind the ears themselves. It's not the old days. Some of our younger officers also worry me for other reasons, i.e., their definition of dirtbag includes a motorist going 14 miles over the limit and some seem to get into too many fights and/or are too quick to pull out the taser (I rue the day when I may have to review a taser death to determine if the use of force was justified).

As a supervisor, I am concerned when cases are denied that there needs to be communication as to why. If an officer screwed up, how can he or she improve if the error isn't pointed out? Sometimes it can be fixed with some followup. My experience is that most errors would have taken one minute or less of time to get right the first time. (By the same token I have no problem shouting out praise for a job well done.)

You should know that as a supervisor my standard of review isn't whether I agree or disagree with someone else's decision. I am primarily concerned as to whether there was an abuse of discretion. No two people will always see the same set of facts the same way and I am usually obligated to sustain a call unless it's really off base.

I'm very sorry your conflicts are this deep but they are unlikely to be resolved without both sides coming together in a spirit of communication and cooperation. Good luck. Please know that there are prosecutors who do care, including in Cook County. One of the problems is that the people we work for often don't.

A few months back in the 004th district , a hard working guy on his way to work with his wife in the car accidentally cuts off some guy in traffic while being unsure of his whereabouts. Near the vicinity of 104th/Torrence, after he pulls off the road to gather his bearings, the scumbag that he cut off pulls up along side him, grabs his pistol, and shoots the poor guy in the face and kills him. The victims wife is the only witness to the crime, and is seated a mere 15-20 feet from the offender at the time the crime is committed. The dicks have a partial plate of the offenders vehicle and do an outstanding job and track this asshole down. The vicitms wife positively identifies the guy as the person who shot and killed her husband in broad daylight. When it comes time to charge this piece of shit, the states attorneys office rejects charges because the dicks were never able to locate the vehicle used and that the wife was the only witness.

And I'm sure there is more to this story, but if this is partly accurate, god help the residents of cook county. I know the criminals confidence levels rise everyday. If this doesn't sum up the incompotence level of the states attorneys office, i don't know what does.

Once I caught my breath after laughing hysterically at this post, I thought I'd come back to my (working, because I bought it personally) computer and try to answer you.

Fully a third of the cars in my district have no computer at all. Those that do, well, they have first generation computers (the city is now on the FOURTH generation) that fail will great regularity. When the weather is cold or hot, they fail even more frequently.

Now, with the great new plan from the folks downtown who have never actually pushed a beat car, each day we drive a different car. Now, we get to chase down a computer that fits the specific computer mount in our car. Then, we pray that computer will function when we turn it on. Then, we hope it will continue to function once it warms up. THEN, we hope the system will stay up and running for the entire tour of duty.

We get paid well because we ARE the (very) thin blue line between civility and victimization. We get shot at, spit on, abused and accused. WE are the ones standing ankle-deep in the sleetstorms and WE are the ones who go into those homes with a 'suspicious odor' and deal with those decomposed bodies. I can't say I recall the last time I saw an ASA at a crime scene, dealing with a shooting victim whose scalp has been half blown off, much less out there scraping bodies off the street.

Tell any ASA who cries 'poor' to try it for a week. They could never do our job.

The new centralized FRU is a joke. They have people who don't even understand why certain crimes are a felony and you still wait for hours.
Once an ASA called me and said him and the others were out at breakfast and would call me when he was done!

Everybody seems to be forgetting that incompetent cook county board president (but not for long) todd stroger cut the budget of the Cook County States Attorney's office, forcing them to lay off hundreds of attorneys.

With that office short so many attorneys they are forced into some drastic triage of cases to conserve resources.

You all know how short the CPD is? CCSA is also very short.

I haven't heard what John Garrido would do about this shortage if elected. As a sworn officer I hope he would restore some funds for additional attorneys in the CCSA office, I just don't recall if he ever said that.

If I had to guess it is not so much about the crime itself as that there is a very limited amount of court space, ASAs, and public defender resources available. Its likely they could not possibly prosecute every case as fully as some might want just because there are no resources to do it.

Do you know that you could arrest someone for a felony UUW, a retail theft, a PSMV, or an Agg DUI and leave the paperwork at the desk. Do you know that if felony review was never contacted that IT IS NOT YOUR FAULT BECAUSE IT IS NOT YOUR RESPONSIBILITY!

If you have a late arrest, you do not have to wait for felony review. But, you would have to have the balls to tell the Desk Sgt. and WC that you are NOT going to do their job for them.

So, if you don't have the balls, then wait for the ASA to finish breakfast.

I was there in the old days. Today, police have to know more than they have ever had to before. The street cop is under more scrutiny, has more responsiblity, has more stress, and has more at stake in each and everything he does.

The "good old days" were good because nobody, and I mean nobody, gave a shit what you did. Even the "community" didn't care if you dropped a dope dealer off a building. You could make thousands of arrest and beat the hell out of each one or you could go home and sleep for 8 hours. Back then, doing nothing didn't mean you just answered your calls. Back then, doing nothing meant you weren't even at work.

And, by the way, the supervisors back then were just as clout dumb as they are today. The only difference was they wouldn't jam you up because most did worse on a regular basis.

This job is nothing like it was and it absolutely never will be. The world isn't the same as it was and things are never going back. Get used to it.

To the cops out there who are trying. This job is 100 times tougher than it ever was before. Do what you can, accept the limitations that society and the ASAs put on you, stay out of trouble, keep your body and mind healthy, and get out when your situation lets you.

A read a lot of whining in this post about offenders not being charged etc, etc. Years ago we would not even think about calling in an Agg Batt to P.O. unless the copper was treated at a hospital for an inury. In recent years that has not been the case. In fact the reverse is true. You guys who whine and bitch about the CCSAO are most likely the same guys who can't write a coherent report and cannot articulate the facts of the case in an intelligent manner.
Just like the CPD, the CCSAO has its share of dogs and incompetent fuck ups. But there are MANY ASAs who are dedicated to putting the scumbags in jail and genuinely appreciate the hard, difficult work we (The CPD) do.
As a detective I spend quite a bit of time at 26th and California. I've seen the "Ultimate Tact Warriors" getting prepped for thier BIG dope cases and for the most part I am unimpressed and often times embarrassed by the lack of knowledge they display and their inaiblity to understand their own fucking case-WHICH THEY WROTE!
You are your own worst enemy. Be professional, act professional, write a professional report and then you might be shown some respect. Instead of sitting in a jury room with the rest of the Ulitmate Tact Warriors acting like a bunch of immature frat boys, listen and learn about court proceedings, case law, and the laws of search and seizure.

To all of you ....Step back and take a breath. As a detective who has worked and has dealt with the CCSAO on more occasions then I can remember. Here is the problem. It is the same problem that is affecting every part of today's work place. Its called Micro-Management. Just like a Sergeant is now handcuffed by the Commanders and Brass at 35th and Michigan. I see the same thing for the States Attorneys from Felony Review with the 3 goofs on the 14th floor of 26th and California. A Sergeant and a Felony Review Trial Sup. are just that, SUPERVISORS. But because of the Micro Management, they are unable to make a call on their own, or in many cases, AFRAID to make a call on their own. Due to the fact they are afraid they will not be backed by the big shots sitting behind a desk. Yes there are many goofs at the CCSAO, but there are many we work along side also in the department. Yes there is a problem but they are created by the morons sitting on the 5th floor at 35th and Michigan and the 14th Floor at 26th and California.

How do these Supervisors expect better workers when they dictate instead of lead and teach. They have bowed the political pressures instead of doing what is best for the city and county. Ok I agree but did you ever consider the fact that:

A. Prisoners are being set free in Illinois because Quinn is basically saying we are cutting back on costs. Housing prisoners is expensive all around!

B. Politically this is passed on down to the "INN KEEPERS" or excuse me I mean Judges...this is done at all levels both preliminary and trial court judges.

C. Politically this is passed down to the Head ASA that passes it along to the Felony Review ASA's and it trickles down to all branch courts and the ASA's there. If you the low level ASA are aware of the budget of the state or the political agenda of the Head ASA or Chief Judge or Governor etc.etc. and want to "go somewhere" then you play that game too as "JUNIOR INN KEEPER" deciding that "we have no case" so to not overfill the prisons....

D. Just give everybody that deserves prison Bullshit probation or whatever to just get another conviction as a plea agreement...saving time and money..

Maybe we should do the felony review thing like NYC does ...one states attorney for the whole thing.

In other words the ASA who "felony reviews" it would be the one who tries it in court.

One ASA ...not ten.

Maybe you are right. Although I can gurantee you that the judges won't go for it. Just take a look at how the judges react when an ASA from one of the special units comes into their courtroom after getting hung up by another judge. And just to be fair, watch how the special PD units get treated.

Then compare that to how the same judge treats a private defense attorney in the same position. How many times have you police had to sit and sit and sit and sit waiting for the private to show up, only to have him ask for a continuance?

Could work but won't work here.

Late 1970s or early 1980s. My first encounter with Felony Review was in 1982 and it was firmly established but relatively new.

I believe Joe Urso was the first chief of CCSAO felony review. He's been a judge since 1977.
