Check Our Numbers

Is there an accountant in the house? Has anyone reading ever done a budget? Neither have we, but it is proving interesting. We've had a few e-mails about it and someone may have stumbled upon a way to determine a true reading of the manpower shortage.

When you fill out a budget, you have to account for every position, even if that position isn't filled. Going through the budget, you see all the different pay grades represented. There's three, four or more lines of various lieutenants, sergeants, detectives, patrol officers, civilians etc. That's because there are different people at different Salary Steps. The way you account for an unfilled position is by putting a number in at the lowest end of the Salary Step Schedule. Here's an example:
  • page 174 - Line Item #3009 - CAPS Project Office:
  • 1 PO @ $80,736
  • 4 PO @ $78,006
  • 4 PO @ $75816
  • 14 PO @ $73,116
  • 13 PO @ $70,656
  • 3 PO @ $43,104
The key is the last line:
  • 3 PO @ $43,104
$43,104 is the lowest paid police officer position. It's what a PPO earns in the Academy.

It's also an impossibility because we have ZERO PPO's at the moment. The last class that went through the Academy has already passed their Step 2 raise (12 months) and may be in Step 3 already (18 months).

And if you go to page 99 of the FOP Contract, there is the Salary Step Schedule posted there. It has a listing for D-2 and D-2A positions at the Step 1 level ($55,728 and $57,642)., but you can't have a Step 1 or Step 2 Detective, Mounted Officer, Canine, Marine, ET or any other position because of the "Time in Grade" restrictions on even taking those exams!

So to determine the shortage of police, all you have to do is go through the budget and locate all of the spots that are listed as having a salary of $43,104, $55,728 or $57,642, because those are phantom spots that aren't being filled at all. Guess who did that for you?

We've had our crack staff working on this for a few days now and we've come up with some interesting numbers. Based purely on our count, and it might be off just a little bit, we've located 675 spots, give or take a few, that are listed as $43,104. That's 675 officer spots that are not filled in the 2010 budget. A bit higher than the City's contention of 591 vacancies. We've also found a shortage of 254 D-2 and D2A spots in the 2010 budget - again, give or take a few.

That's 929 short without even going into the white shirts, but those numbers look to be around 100 sergeants and 40 lieutenants. Captains are rumored to be short 10 citywide. The budget is a bit better at concealing the D-3 and above spots since you have people working out-of-grade as C.O.s instead of gold stars in some spots.

We've seen the comments citing 9,200 uniform checks cut, the FOP letter saying 591 vacant spots, and the Sun Times article that includes light duty and medical roll personnel for a total of almost 2,000 short.

Our number here is based on the actual 2010 Budget and it's around 1,100. We're betting it's pretty close to that. Someone with way more time on their hands than us would have to find the budgets for the past decade or so and figure out if City Hall has cut actual budgeted strength to what it is today.

Great work SCC! Now, what happens or happened for the last few years to the money that has been alloted for those positions? Is it diverted to the General fund or TIF accounts?????
About $40,043,616 per year at the very least????

I'm way to drunk to read all that, but numbers I do like are 4 and 2. Lets all be thankful we no longer have to work 6 days in a row without a break. I know the city wins and we will have to burn more time. Who Cares, 6 and 2 sucks. Merry Christmas!

Think about it...

If we accept 16% over 5 years...thats 3.2% a year..

now the city withheld our money and will for at least 3 yrs before we get our money...

Thats at least 2% interest we should be getting for them to hold and use our money!!!

We will get no interest!! so we are accepting a 1.2% raise for each of the first 3 years!!!

The elected officials got 6% right on the date each year!!!So they collected 2% on their money!!

The difference between an elected official cost of living increase and us is 8%-1.2%=6.8%!!!

They gained 6.8% monetary value on your lowly ass!!!!!

At this pace they will be getting baseball player salaries and we will be getting ballboy pay in about 20 years!!!

So remember when you settle for your retro check!!!Because you been struggling and need the money!!!

They stuck it in yer ass again!!!

hey scc, you are right about the 1100 shortfall but also wrong. its a budget for 2010. we are not yet short 1100. by the end of 2010 we will be short that amount after retirements. We are only hiring 86 people for 2010. we are currently short around 600. by this time next year the approximate number will be 1100 and that is reflected in the budget.

You also have to figure that if they are budgeting for lowend salaries they are also budgeting for the loss of highend salaries, retirees. If you are just counting PPO salaries, you should double it for loss of retirees. For example, if caps has a total head count of ten and that includes two PPO salaries they lost two retirees, so the reduction in head count is four.

Although it could not account for that many places, when somebody resigns and is rehired (as a former Lieutenant was) they go to the lowest pay grade. He came back earning step one Lieutenant's pay with no seniority.

Come on, it is creative writing at work. The big bosses all make points by staying under budget and returning "unused funds" to the City treasury.

It is worse than you figured. Every sworn person in the department has to qualify yearly, (even if only on paper). This is a state requirement. The range has to make up a list of the sworn members who did and did not qualify and notify the commanders of each unit of the people on the list who haven't gone to qualify. The commanders have to submit a report of the reason for each person who did not go to the yearly qualifications. Reasons such as being on the medical, leave of absence, military service etc. When you add the two lists together, the ones who attended yearly qualifications and those who did not, you get the total of all sworn department members. For the last several years that total has been around 9,600 sworn persons. Now deduct the white shirts, inside people, specialized units etc from that total and you get a better idea of how many are actually on the beat.

hey scc, you are right about the 1100 shortfall but also wrong. its a budget for 2010. we are not yet short 1100. by the end of 2010 we will be short that amount after retirements.

If you've ever spoken to Front Office people, the budget submitted is a snapshot at a point in time. The Department submits its budget in the Fall, so they have to account for each position filled at that time. That's why they can have all those PO's and Sgt's broken down by step position. So this was most accurate a few months ago.

It doesn't matter when PO Smith retires next year because his salary is budgeted for the ENTIRE budget year. Any remainder is supposedly returned to the General Fund.

The City can't predict what we will be short at the end of the year - people quit, get indicted, die, retire on a whim.

We can safely say with 95% or better) certainty that the CPD is short 1,100 budgeted sworn positions. At the end of the budget year, it will probably be 1,500.

"Fringes" as you call them are a separate section of the budget. It doesn't matter because a 1 year new guy gets the same as a 35 year vet or it's a percentage of their salary.

The only number that counts in determining the shortage is the salary and the Step each officer is at.

Just curious SCC, back when lawsuits were not common and PO's were both respected and feared, how many shootings were there in the city? Back when a PO could do his job and when an idiot got a smack instead of going to jail on the cities dollar. When citizens were happy to see an officer and often thanked them? Just a curious officer

To address another post, about shootings and lawsuits, in the time I have been on the job, the better part of 18 years, I have not seen it this bad. The number of police shootings and shots being fired at police is way up, in my opinion. Nationally, attacks on the police are up approx. 19% according to the DOJ. That's alot. I think it has less to do with lawsuits and more to do with the economy and frustration. Again, only an opinion. It could also be that violence is becoming less and less traumatic. Younger generations are desensitized (spelling?) to the affects of violent behavior due to video games and media exposure. So to answer your question, watch your ass out there. Check your six regularly, watch your partners back, watch those hands, use good, sound tactics, and do thorough searches. Make sure you go home with the same number of holes you started the tour with.

When are we going to have another march against the Mayor? This march should include a very vocal (and visual) protest against WEISel/Masters as well, with signs/posters, megaphones, etc.
Management of this Dept. by THE HALL has torn our Dept. apart!
It is TIME we took our Dept. BACK and made it a place of PRIDE again!

Budgeted funds unused are returned to the general fund. So, throughout the city budget,there are areas budgeted for but unlikely to be fulfilled. Therefore, the excess funds are returned to the general fund for Daley to spend at his discretion. Much can be hidden within the budget. So....the budget indicates x amount of officers when the actual numbers are much less. Daley's media squad always report staffing at the budgeted numbers but we all know this is lie. What does Daley do with the unused funds?

Just wanted to tell everyone about the Scrooge commander of the 011th district. A vendor selling CPD holiday items was told that he had to move from the hallway to the front of the station. This vendor has been selling these items for years and is well known through out area 4. Of course she did not tell him but made the desk sgt confront the poor guy to advise him of this. Way to show some heart commander!!!

p.s. Money not spent at the end of each year always goes into the General Fund (never to be seen again, by us anyway). That's why bosses always try and spend every last buck for crap in December if they can (sometimes the Brass tells them no, per Shanks orders).

Doing it this way only counts each person once so it doesn't give an inaccurate number for people assigned and detailed out. 600 or so is pretty close. As far as the people under house arrest at call back or those on the medical, that goes on all the time. It is nothing new and has nothing to do with the current state that we are in. So let's move along now.

It's not so hard. Look at the daily assignment sheets. About 10 years ago, I came to 011. At that time we had almost every Rapid and Specialty car (Madison x 2), etc, maned.
Now, we are lucky to have one Rapid up at any given time. And no Special cars. The guys have picked up the slack, but the bosses can say whatever they want. There just isn't nearly the amount of bodies on the street that there once was.

All in an area that requires quite a lot of police service.

Be safe my brothers, for it will get worse before it gets better. Back each other up. Listen to the radio. And dot every "I" and cross every "T".

The best rejection I ever had was when I was told the guy who blew a 0.092 had to be uninsured for at least six months to be a felony. They said that most of the folks down there are ignorant of the law! Who'd a thunk it! A lawyer who is ignorant of their own job.

For a long time authorized strength was 13,500 sworn from P.O. to Superintendent. When the Dept. formed the TRU Unit we did not go from 13,500 to 13,750 they just stole 250 P.O.’s from Patrol. Area Deputy Chiefs used to have only one P.O. now the have an little army. Most of Homan Square is officers that should be in Patrol. Tact teams were 8 now they are 10. Caps office, fusion room, accountability........ the list goes on and on. How many are detailed to the Feds and Daley’s little entourage? ASSCME has filed suit because so many of it’s members have been replaced by non duty related L/D officers that their membership is shrinking. That group of con men will hurt us all and have this benefit taken away from all who honestly get hurt while working. Where is the medical integrity unit? A lot of smoke and mirrors when many of the con men/women are related to exempts and politicians!

John Capparelli was put out of office but is still the Treasurer. Every month he gives a report on how many sworn are paying dues thru payroll deductions. Sorry to the half empty glass crowd but we are short but not that 2k-4k number that the nut jobs keep throwing out there. Just a lot of people in positions that were created but no one was hired to fill.

Mark my words as soon as this 55 health care goes over 130 it is going to jump very quickly. Look for January 2011 to be one of the biggest retirement months in our history.

PS: if one of the nut jobs tell you we are 3K short ask them to show you how they got that number. If they tell you they heard it from a friend ask them for that persons name or ask them to provide some documentation. They will shut up very quickly.

Rumor has it that the total of ALL sworn personnel are to total just under 8000 by the end of 2011.
More cameras and "technology" are going to be installed. Fusion center will be expanded and comp time off will be even more limited.

The one line you missed is at the very end of the budget - marked Turnover - this $24.4 million line is the amount of money needed to be balanced against future hiring. If there are fewer retirees - than fewer new officers can be hired.

Contrary to popular belief officers have not been leaving the CPD in droves - maybe once the contract has been signed that will happen - as it stands the actual number of vacancies is hovering around 600.

When they do the budget and vacant lines present in the activity (an activity is generally a unit however it can contain more then one unit) the vacant lines are filled with the lowest step for that title code. Those lines are most likley vacant when they fliped on the program.

I think you are most likley in the ball park on the number of vacant lines. The issue is will City Hall be slashing the vacant lines are were requested to be restored. I would guess that they will. Also be aware of the fact that the nonpersonnel lines are always cut 5% or so by the budget office every year. Also the equipment note of generally not included in the budget and voted on later in the year. Look for a rather small E note in 2010.

I received a solictation from the Law Enforcement Legal Defense Fund. Has anyone heard of them, good or bad? I Googled them and their fundraising expenses are about 3 times there actual disbursements. Any info would be appreciated.

How about we look at the real issue here? We are not reAlly short. We don't have enough people assigned to the streets in patrol. With at least twenty po's in every commanders office . At least 8 or 9 working inside on each watch,and hundredS assigned to useless units like MSF TRU we aren't short we just have to many people in useless positions. We will never have as many PO'S as in the past.

Holding your breath from when you were a kid just does not cut it. FOP is not prefect but on the other side of the table is a bunch of spineless ass holes that work for shortshanks.

Everything we got in the last 12 years was because of court battles, arbitration, and suits with the State Labor Board. If you got dirty pictures of Daley doing it it a barnyard animal then maybe you have some leverage. Otherwise just go sit in the corner and hold your breath.

She was elected as a Judge out of the Oak Park sub-circuit, a bunch of liberal, police haters.

The only Judge that is worse to the cops is James Epstein, elected out of the Northbrook sub-circuit.

At least Presiding Judge Tim Evans, got smart and got Epstein out of criminal court when he kept throwing out rock solid cases. He can't with Rivvybaby.

If you get a case in Br 46, you're fucked. I was there last week and it was open warfare between her and the cops that appeared before her.

I can only hope she becomes a crime victim herself and reaps what she sowed.

I suppose the media that reads this blog will blow this post off too.....I guess screwing law abiding people by being a police hater is allowed by reporters.

Canine Bomb Dog list is out. Did they ever put out a request for the merit selections. I saw two people on the list were merit picks, but never saw a teletype for packets to be submitted. Is this violation of shakman? or any hiring process?

As I mentioned before, take a look at the salary of all 25 Senior Service Officers, within the district level CAPS office.

25 Police Officers @ 43K and change.

A. There's no way in hell there are going to be 25 recruits doing this job and

B. PPO's have no business NOT being on the street learning the job.

Unless they plan on getting rid of those 25 Senior Officers before 2010 starts, they're lying to show a loss in this area because if they employee them the entire year they'll be paying far more than 43K to each one.

The post above is almost correct. Ive heard that the total requested by the Hall is 8,500 to 9,000. They will try to keep those figures until at least 2012 when they feel the economy will be better and they can aford to hire more P.O.s. Plus a new contract will be negotiated by then.

Wauwatosa — The men who held up a Chinese restaurant late Sunday may have then been trying to steal from the owners' nearby apartment when a police officer arrived and was "ambushed" by multiple gunshots, police and people who know the restaurant owners said Monday.

The 28-year-old officer, the first in Wauwatosa to be shot in 21 years, was wearing a protective vest but nonetheless was wounded in the abdomen while still in her squad car, police said.

After surgery, the officer who has 3 1/2 years of experience was reported in stable condition.

"She was suddenly ambushed in what turned out to be a very violent attack," Police Chief Barry Weber said Monday.

A suspect, a 28-year-old Milwaukee man, was arrested near the scene of the shooting a short time later. A semiautomatic handgun was recovered, Weber said.

Neither the officer nor the suspect will be identified until after at least one other suspect is found, he said.

Weber said it is not known whether the suspects have any ties to the owners of the Happy Wok, 2332 N. 124th St.

No ID yet on the wounded officer.

SCC, I'm a mostly-retired numbers-cruncher who spent well, too damn long, in State Government. Budget, pension, and investment issues are what I spent most of my time on in the recent past. I post over at ISPEEVED when I think I can be of help and am glad to do the same for you and your brethren if ever needed.

I think your approach to reviewing the budget is very sound and would essentially be the same way I would do it myself.

From my experience, one common budget-padding trick is to inflate vacant position salaries above entry level pay grade, which CPD has apparently not done. At some point, the fringe benefit line items should also be checked based on your estimate of real on-board officers to see if retirement, social security for non sworn, etc. is too high, too low, or on target. (this is another place to stash money.)
A poster wisely noted the "Turnover" line item. This is another area ripe for gamesmanship. Budgetmakers raise it up to give away in negotiations; administrators cut it way back and the front lines suffer when there is no money to replace a retiree, resignation, etc. The figure in place, though large in dollar terms is on the low side in large public agency budgets, at less than .5% of payroll.

If I can help out with this or other financial stuff, just holler here or over at ISPEEVED.

O/T, but you all have a good man representing you at the pension fund now. Mike Shields is tough, asks the right questions, and is from what I've seen always out there continuing to learn.

It's not so hard. Look at the daily assignment sheets. About 10 years ago, I came to 011. At that time we had almost every Rapid and Specialty car (Madison x 2), etc, maned.
Now, we are lucky to have one Rapid up at any given time. And no Special cars. The guys have picked up the slack, but the bosses can say whatever they want. There just isn't nearly the amount of bodies on the street that there once was.

All in an area that requires quite a lot of police service.

Be safe my brothers, for it will get worse before it gets better. Back each other up. Listen to the radio. And dot every "I" and cross every "T".

Interesting obsevation ranger. You failed to observe the lack of police service in the working class neighborhoods. With that note it is unfortunate to see all these outside units in your district and you feel a lack of manpower. This has been addressed on CNN and will have to be delt by a higher branch of government. There is a 1.1 trillion stimulus which should have Chicago ass a priority.

Unknown to most, but a fact, is that when the CPD, or any city agency, does its budget it is required to turn a set amount back to the general fund. I believe that is budgeted as "Turnover."

When I retired around 10 years ago, it was possible to pull up the Strength Report on department computers. That report, which was updated weekly, gave the number authorized (budgeted) personnel, and the number at each position filled, and the vacancies. I can't believe that report is not still in existence. I have no doubt that it is available at some level.

We definitely have a few recruits. I have seen them walking in the hallways at the academy. I asked one why they were still a recruit and he said that he went on military leave over a year ago during his training.

Sorry but FOP gets your dues deduction along with you emply# and Star#. As of the June meeting the numbers were:

Membership Count: Patrol Officers/11,641; Sgts. & Above/267; Disabled/376; Retired/5,417; Outside Units/4; Total Membership: 17,705

11645 Below the rank of Sgt. if you count the 4 fair share members (nutjobs)!

The current numers is 11562. We got that number today by running every job code under Sgt at work. If they closed 39th street and Homan Square we would just have enough to just handle the calles. If we got rid of all the fakers on L/D C/D and the medical maybe I could get off on a Friday.

Per Caparelli at today's FOP General meeting:

PO's: 11,537 active

That number comes directly from the last dues check the City sent to the FOP as of Nov 16. I seriously doubt the City pays extra dues and comes up with the names etc. of 1,000 to 3,000 phantom hidden PO's.

More likely, there are 11,537 active PO's (below the rank of Sgt) on the CPD.

Some (250 or so) are on the medical; some (600 or so) are on non-IOD restricted duty; some are on IOD restricted duty; some are in the rubber gun squad, call back etc.

Definitely NOT 1,100 short, nor 2,000 nor 3,000.

Here is the number: 11,537 active

If anyone pulls some there number out of their ass, they are having delusions. And uniform checks are not cut separately any more, it is on the Dec 1 paycheck.

If anyone claims any other numbers, take your "facts and figures" and go to FOP Hall and use your figures to refute the number of dues paying members reported by the FOP Treasurer. Then make it public. Go ahead.

A heavy smoker and an out of shape 1st Deputy John Thomas had the big one at home on his floor and they made it Line of Duty! Because of the stress of the job we were told, because he was "on call." Oh, and because he had friends in high places. And his friends had friends in high places.

If fucking chain smoking John Thomas can get LOD for a heart attack then this PO can get it if it is remotely tied into an approved IOD.

FOP should fight for this PO, citing the John Thomas case as a precedent.

John Thomas did not get shit, other than a casket and six feet of dirt, however, his wife and child received the benefits afforded them because of how his death was classified. His being an incumbent First Deputy, plus a huge amount of guilt carried by his associates because of his association with the sixteenth, are the reasons they arranged for the wife and child to receive the benefits, but what is good for one should be good for all of us and the family of the officer that died of a heart attack due to an IOD should be afforded the same benefits.

Also, the mother of Officer Valadez's child, a police officer that was his life partner and living with him in the same residence, should have the same benefits.

We all know, they, the powers-that-be, can do anything that might seem impossible, if they desire to make it happen.
