THE WEIS COWARDICE INVESTIGATION

The Chief Investigator for the Office of the Inspector General, Robert GRAPENTHIEN (formerly "Mr. G") has advised me that "(b)y law, (their) investigations remain strictly confidential." I await his response to my latest eMail further indicating that a redacted (names, addresses, etc.) copy of the case file would possibly be acceptable for my review.

I also replied with a hypothetical in which this could conceivably facilitate chicanery and a cover-up in such a sensitive case. This is despite the fact that based on my investigative experience (most of my career), the COWARDICE case versus Mr. Weis is a proverbial "slam dunk" with no way out.

However, I understand that Mayor Daley's recent appointee to Inspector General, Joseph FERGUSON, is a man whose integrity is above reproach. I was further impressed with the fact that his executive staff includes former FBI agent David GROSSMAN as well as former CPD officers Mary HODGE and Robert GRAPENTHEIN.

I have the utmost confidence that the investigation will be conducted without the corrupting influence of CLOUT and Chicago-style politics.

I await the eMail response of "Mr. G". He has already agreed that a personal (versus telephone) interview would serve no probative value to the investigation. He added that there are no documents to be executed.

Stay tuned...

GOTTA RUN!

True. Arbitrator's decision to be released simultaneously to the City and FOP at 0800 Friday, 150 pages of .pdf file.

Give some time for printing and copying then Unit Reps meeting at 1200 to get their handouts detailing the decision.

it is likely to leak to news outlets etc. before the noon Unit Rep meeting but officially, the noon meeting is release time. Unit Reps only.

Now if daley has a massive coronary at 0801 hours on Friday you will know it is in our favor.

If he is giddy and jumping up and down with that smug cock-sucker look on his face prepare for the worst.

You are ignorant of the history of all this. Prior to the first Sergeants contract (I was a member then) we were going to be FOP Lodge 7A and be like the Firefighters where we would be all together up to the rank of Battalion Chief. Shortshanks didn't want a strong police union like the IAFF Local2.

So John Dineen sold us out, gave us nothing, no representation, no votes on the board nothing but a place to send out dues. All parts of Shorty's Divide and Conquer Strategy.
That’s why we went with PB&PA, not perfect, but considering what FOP has done for its members not bad.

On this contract, No Raises,(B-S!) we had to wait. That couldn't be settled with us at that time or if we accepted less $ as a tradeoff what would would you say then.

Disciplinary, like alcohol testing, check everywhere else that's SOP and that would be a no win and a waste to fight.

What's 12% times 10,000 POs Det etc etc sitting in some bank earning interest over three years??? Wrong. It was not handed down, notice was given that it will be released to city and FOP simultaneously Friday at 0800 hours via a 150 page .pdf file. FOP does not now have the decision, neither does the City.

Friday, 0800, not before, then Unit Rep meeting at noon to get printed material to take back to units. And by then, of course, leaks to media.

Tonight's the night. I sit here watching some show on tv, listening to sirens move away in the distance, and I'm wondering what they're thinking, all my friends who are facing their last day tomorrow.

A hundred fifty or so of us are leaving tomorrow. Thousands of years of police experience is retiring tomorrow. Drinks at Major Hall, watch parties at bars now leveled by miles of townhomes, reminders to the pups to use vaporub under their noses at the bad ones, remembering the first time you tried to figure out how the mars lights worked and finally taking a marker to the dashboard because MMD couldn't ever switch them the same to save their lives.

Learning not to touch the moving walls and making sure your recruit learned not to sit on the moving couches. The funerals, and the great laughs and stories afterward, despite the wailing bagpipers and the damned hearse.

And the suicides. God help us. Friends we never knew were in such desperate straits and the guilt and love we'll carry for them the rest of our lives.

Friends. Friends not seen for a dozen years, greeted with the warmest of bear hugs. Friends who know our deepest secrets, thanks to long hours of midnights spent trying to survive the hours of boredom and the moments of terror. Friends who know what's in your locker and why. Friends who'll go through hell to bring you back from wherever you are.

There are people leaving us tomorrow who remember no union, no air in the cars, little district circles sewn on your sleeve (always half peeled off), a mayor who thought power windows would distance you from the people, another mayor who loved the police and gave us our first living wage... Chicagofest on hot nights, with music bouncing off Lake Point Tower, the Bulls riots (and a few who remember the King riots). They remember a time when children ran alongside police cars and waved, and smiled, and they meant it.

Gonna miss you guys, and gals, a lot. The job's gonna be a very different place next week. Godspeed.

Hello All,

I know we are all in a bind regarding our contract and the upcoming arbitrator decision, but I have some news that concerns our neighboring brothers in Park Ridge. On Thursday, April 15th, in the Park Ridge Council Chambers at 7PM, members of the Park Ridge city government plan on ratifying a new city budget in which (4) four Police Officers will be written out of the budget and laid off. This is terrible news for all police. And, the worst thing about their situation is that their FOP made an attempt to make concessions regarding pay and the City rejected it and is opting instead for layoffs. I just wanted to post this to show that the grass is not always greener elsewhere and that this kind of shenanigans is happening in many places with our current economy. God bless the four officers and let's hope the right decision is made by keeping them all on board.

P.S. There is also news that (3) three firemen and (2) two community service officers will also be eliminated from the new budget (if approved), so we wish them our best as well.

Captain Smith at least came up through the ranks of the White Star Line and was well respected.

J-Fled took command of a man-o-war, something he knew nothing about, left a dead sailor (Airhardt) on the gangplank, left the dock without enough fuel food or ammo, has been flogging the crew mercilessly, forcing others over the side, silenced the good command officers in the ward room and has turned off the radar and has the lookouts in the crows nest looking only at the crew.

J-Fled would never get far enough at sea to hit an iceberg or face the enemy and Shortshanks has sold off the lifeboats.

That's more like it. Jody don't go to see those retirees off, I heard some of them are likely to tell you off.

Remember these Captains and the Lieutenants already started the ball rolling by agreeing to contracts with no raises and changes in disciplinary procedure. So after the City fucks us, thank one the sell out bosses that voted yes.
Just remember the Lt's contract passed by about 12 votes, not everyone is against you. I was more disappointed with my fellow lt's for voting this contract in than I am at you for berating me without having all the facts.
The lt's that voted for it used the rationale that, "it is already happening elsewhere we might as well give in" How moronic is that? Contractual rights were fought for and they voted to give them up because everyone else is doing it. I guess their mommas never used the ole line, "would you jump off a bridge just because your friend did it?"
The thing that amazes me is the lt's who complained and bitched that this contract better pass so they can get the 55 and out, and they are still HERE, with no plans of leaving!!!
Our leadership is non-existent; it has more to do with Daley than anyone else. Those cpd bosses that go along with him are just ball less. I mean if I told you give me $15,000 back every year and work twice as much, you would probably tell me to get a nice cup of STFU. Something happens when they get that gold star, its like jack and the magic bean stalk, he just cant resist.
So berate all the bosses you want there are a lot of us that know the p/o's are the reason this job works. We studied hard, and don't have any juice, and guess what a lot of us work in the "ghetto" so what can they do to us, put me in 003 on 1st watch, been there done that, bring it on Jfled because one day the music will stop and you will be the one NOT holding a chair...

PB&PA not bad? Did you say "not bad?" Who wrote the above comment, Sgt Stupid or Sgt Real Big Idiot?

Maybe you missed it but your PB&PA Union President is under indictment for stealing over one million dollars of your dues money, likely with the help of the PB&PA treasurer, his wife!

Yeah the PB&PA is not bad. In that case neither was Stalin, Hitler, the San Francisco earthquake of 1906 and the Black Plague. Not bad, there have been worse I guess. Wait, better throw in John Gacy and Richard Speck in the "not bad" mix, not bad compared to some really bad dudes.

Jesus, not bad. Your sense of good and bad really seems to have gotten a bit twisted over the years. I guess PB&PA President could have stolen billions instead of only a million. You Sgt's sure are lucky to have what you have. Not bad.

Dear Old Guys,

If you've got your ducks in a row, join me in Flawida. Low (burstbubble) cost housing, no income tax, low home taxes.

Golf 'til you sizzle, swim, fish, watch the local wildlife (rednecks in pickup trucks)

If you don't want to put up with the City's b.s. retired carry rules, a ccw license costs $140 bucks.

Good luck to those of you fortunate to evacuate. You served the city, and deserve the wind at your backs.

Thank you very much for that post, sir. If you are a good P.O., this post was like an arm around your shoulder at the scene of some horrible tragedy. You were probably a great Officer and you and your kind will be missed. To all the retirees, Good luck.

Whoever posted the paragraph about John Dineen was dead on. Before J-Fled, Dineen did more to screw this Department than any P.O. EVER!

After they fuck us on this contract, then we should unite and have a real work slowdown. Remember this the Captains and the Leiutenants already started the ball rolling by agreeing to contracts with no raises and changes in disciplinary procedure. So after the City fucks us, thank one the sell out bosses that voted yes.

It is time to get rid of the me too clause, why the fuck should we pay dues to bargain for these white shirts that will not do shit for us? I say fuck them!

4/14/2010 01:56:00 PM

WRONG. The Lt's and Capt's did not agree to no raise idiot, They have the me too. That way the city only has to work with one union not 3. It makes it easier for all. We would have all been FOP if it were not for Nolan who did not want to give Lt's and Capt's representation if they joined FOP. But that was before your time rookie!

the secret partnership with your Oak Brook based lackey security firm...

Don't worry-they will.
Your ward has one of the highest crime rates in the city, and the highest foreclosure rates in the country. The only notable business is a strip club, and the schools suck. You ain't even a good alderlackey, let alone a fire police chairman.

Because he can you dip shit!

After almost 3 years 44 extra days is nothing. If it's in our favor then then it doesn't really matter. If it goes against us then that is 3 extra pay periods at the old medical deduction rate.

Now go handle you domestics.

Stay safe, grow up, you better make some friends with some white shirts because it sounds like you will need them.

Woa Nellie

Think you know your history, Not!! It was the Bill Nolan Crew & some of your fellow Sgts. that wanted to run FOP 7A, Not John Deneen. John tried to get everyone from the patrolmenm to captains in original contract but the city refused stating that since white shirts could discipline the troops it would'nt be right to have fellow union members oversee fellow members. That was the major reason & besides that you had some sgts. that wanted a seperate union since they had their own agenda. See where that got ya! Ha! Ha!

Certainly it did. The PB&PA did not and was not performing due diligence and allowed this to happen. If the Union President is a thief then there must be other checks and balances to catch this BEFORE he empties the treasury.

It IS the fault of the PB&PA leadership that they did not catch this. Coppers and money must always be watched when they are in close proximity. And someone needs to watch the watchers and someone needs to audit all of them etc.

Truly, the unit, 156B of PBPA administrates in its entirety their own union activity and treasury, it is not connected to the treasury of PBPA other than paying their dues to PBPA... the oversight is that your bylaws have to comply with PBPA rules and be submitted. Otherwise, the units are run independently by the elected board. The PBPA was paid all monies due to them. Now, maybe it would be nice if the PBPA was looking over the doings of a board member of a local unit, but I doubt if that is gonna happen. What needs to be done is the SERGEANTS of the CPD need to update/change their bylaws to ensure the appropriate checks and balances.

I would venture that you are not involved in your union or you might have a completely different attitude about this. If you have a beef with PBPA, fine, but you are barking up the wrong tree here. Fault lies with CPD sergeants elected to the board of the Sergeants Association PBPA Unit 156B, not with the PBPA in and of itself.

Here in Chicago, which is home base for SCC, when we refer to FOP we generally mean Lodge 7 which represents rank and file PO's and not the Illinois State Lodge of the FOP nor the National FOP.

Likewise when we refer to PB&PA we generally mean the Chicago Sgt's Association, not the national organization nor any international or intergalactic union.

So for the sake of semantics and precise language, you can assume that when I refer to PB&PA I mean the Chicago Sgt. chapter. The one with the leadership under indictment. That one.

If you are concerned with the name PB&PA being sullied when it is referenced instead of simply the Chicago Police Sergeants Association perhaps you could lead a move to remove the PB&PA charter from the Chicago Sgt's. Association or seek to add a disclaimer each time PB&PA is mentioned in Chicago.

Below is taken verbatim fro the CPD Sgt.s Assoc website:

"In 1998 the C.P.S.A., became a member of the Police Benevolent & Protective Association (PB & PA of Illinois). As the CPSA, the association still actively maintains a social and fraternal organizational structure. As Unit156A of the PBPA, Illinois, the Chicago Sergeants have expanded their horizons and have become not only a fraternal organization but a labor union created to protect the rights of its’ members and to advance their best interests and concerns through the bargaining process."
---

The link http://www.pbpa156a.org/ takes one directly to the Chicago Sergeants Association site.

Maybe I assume too much but there seems to me to be a direct link between the PB&PA and the Chicago Police Sergeants Association, your denials to the contrary notwithstanding.
