Solve No Crime - No Overtime!

  • In January, Los Angeles Police Det. Nate Kouri was ordered to stop working.

    One of the LAPD's most productive homicide investigators sat idle for six weeks, unable to follow any leads on old cases or pick up new ones. Kouri was not being punished for misconduct or for botching an investigation. He was benched for working too hard -- and he is not the only one.

    With the city reeling from its worst financial crisis in decades, the LAPD has stopped paying officers overtime wages, except in rare situations. In lieu of cash, officials have implemented a strict policy of forcing cops to take time off when they accrue large amounts of overtime hours. Because of demanding work schedules that routinely require them to investigate a case into the night or through the weekend, homicide detectives have been among the first officers to be sent home in significant numbers.
Should this all come to pass in Chicago, justice is going to be a rare commodity for the foreseeable future. The clearance rate is about to hit a new bottom.

Any chance this is a result of four-and-twos? I remember a study of how o.t. went WAY up out there when two departments implemented four-and-two.

They seem to have forgotten to factor in more o.t., primarily for court, because of more frequent days off. (The study is online somewhere and is at least four years old.)

This is precisely why all LEGITIMATE citizens of this hellhole of a city should, at minimum, keep at least one firearm in their residence. And those that don't mind rolling the dice should carry one on their person as well when going about their daily routines in the city. With very few exceptions, no copper I've ever known, City of Chicago or otherwise, would ever fuck with an armed "working man".

If and when the worst case scenario plays out, better to be able to protect yourself and your family should the unthinkable transpire. And sadly, the "unthinkable" is quickly becoming more and more commonplace.

My better-half is more than adequate at weapon control and shot placement, and holds our household policy of "shoot until it's empty, and don't call 911 until you're sure that EMS wouldn't have a snowball's chance in Hell of saving whoever had the balls to enter our home" as gospel.

"Better to be judged by twelve, than carried by six" may be cliche, but truer words have never made more sense given the current climate.

March 31 plumbers local 130 lower hall city coalitions meeting with trades

For year 2011 city wants 50 to 57 furlough days for one year meaning 4 day work week holidays included with no raises and no vacation days, if true lawsuits against unions for not letting membership to vote for or against proposal will follow. Other alternative across the board layoffs 10 to 20 percent layoffs. City wants workers to be like outsiders 1900 hours a year. Can anyone confirm this.

The dept has been after Sgt DK for his 12000 hours forever. He worked the system well. Ask yourself this DK, how much of that are You going to enjoy in retirement, you don't know how to have fun. You wasted your life going to court and not burning any time due since 1987. Sorry to say You missed out on your life.

Its not about the overtime as much as its about activity. The dept does not want us to lock anyone up. They don't want us locking up people for drugs, guns, prostitution, dui's ....... they want to show the public that there is no one out there to arrest, thus justifying the reduction in manpower.

For those of you/us that are planning on paying visits to 11130 s spaulding, remember just because they are criminals doesn't mean they are stupid. You can pretty much ensure they will be taping any perceived harrasment. Knowing our pussy IAD they will probably set up a sting mission to catch officers who are in the area that aren't supposed to be there.
So please use common sense...

I can see angle the Chicago TV and print media take on this one when this begins a local story. Those clueless, ivory tower inhabitants would want to know how come crimes cannot be solved in an hour. CSI does it. Law and Order does it. Why not CPD? Why do the police need overtime to get the job done?

They'll make some stupid, ignorant remark like: do detectives really need to put all of that overtime in to solve cases anyway?

Let the cases back up! Let the crimes go unsolved! All of this because of the midget and his band of thieves who can't hire cops or promote them because of their fiscal malfeasance. Then the media will be clambering about the police not doing their jobs.

What is happening in L.A., is already beginning to happen here.

Well, Fran, Frank, et al, get your crayons out because crime will become a problem in this city by the end of summer. There are not enough cops or detectives to do the job. And, yes, morale sucks! Make sure you pen that in, because bad morale does not act as positive motivator. More and more cops are feeling beaten and abused by the media, politicians, bosses and citizens. Combine all that with orders not to work and you will have one crazy ass summer.

Society will have the type of policing they want and cried for.

That started here 6 years in 2004 when there was a moratorium on overtime & investigations had to be passed off to the oncoming watch. The Powers that be didnt like Det.'s making 6 figures. The clearance rate followed suit. Nothing new, nothing to see here move along....

FOP told everyone when the arbitration hearings ended on March 3rd, that Arbitrator Benn had 45 days to issue a ruling. Monday April 19th is the deadline for his decision to be published. In the past, he has frequently ruled before the deadline.


"Hey guy's I have a secret, but you can't tell anyone okay?..my source tells me we'll probably hear about our contract this week. My source tells me we'll have our retro check by late July or early august, but be discrete okay? I don't want 35th Street to know I told anyone. You guy's can believe me, I've got the good inside sources!"

All property and most financial crime is already NOT being investigated unless there are extenuating circumstances; ie the victim has clout, or loss is in high six figures. As the bosses say "just move the x". Case suspended. File a claim with your insurance company. Next...

To the command staff,

Let's get everyone back to the districts and start from scratch. These special units waste time because they have to travel so much. They can serve you better from the districts themselves.

Then, get some detectives promoted. We don't kneed any more supervision. We need people clearing crime, not people who are required to check up on others. More grunts on the street, more capable leaders. When you submit your merit appointees, know that we all know - whats going on. Have some honor for goodness sake!

We have to rebuild, show this policy group your collective experience trumps their own. Now is the time to mobilize. This guy should be on the way out, Shortshanks isn't going to renew a contract like J-Fled has, he cannot afford to.

All these problems extend from all this accountability. Stop these BS meetings. All this money shortage is taking it's toll. This big brother attitude does nothing to counter crime. Get rid of the accountability, get rid of CAPS, (the FED money is long gone anyway and now we are using our own money to pay these ridiculous civilians)

Let the patrolmen do their job, get them some help, and promote some detectives.

Commanders, look at your repeat offenders. When they get out of the joint and commit more crime, go public! Let the press know. The judges give minimal sentences, and the Governor just lets them go. This is killing the numbers. The public deserves to know. Your looking at 30 days unpaid next year already. F- them!

G-d help us.

Everybody shares some blame for this mess. Everybody has been, to some extent ( moreso in others)greedy, self serving, egotistical, and self entitled. Everybody's been out for themselves-now it's come to this.
From our , hopefully soon to be dethroned mayor, to our grossly overpaid Superintendent and aldermen, to our pension sucking gold stars,and even some of to the overtime draining ,arrogant detectives-everybody put us in the mess we're in now.
I've seen too many detectives hang around on bs cases, sucking on the OT tit like its a never ending fountain of milk. And to what end? Area 2, for example, still has the highest crime rate and the lowest overall clearance rate.
I think every field working PO should have a base salary of at least 80k, -detectives-90k,and get raises ,promotion and overtime based on performance and accomplishment, and do away with most exempt ranks. Most of them do far less work than blue shirts and get paid a lot more, and for what?

There has been a drastic decline in overtime in the detective division for many years now. Nothing new there.

Additionally, no one really cares about a homicide being solved except the copper and detective who still takes pride in his work and wants to give some kind of relief to the surviving family.

Daley is clearly the biggest racist in this city and no one really gets it. When the deuce, 011, and the 18th District Public Housing was leveled and gentrified, the criminals relocated.

It just moved the criminal element to other areas...such as Area 2 for instance. So Daley gets to put land, utilities, and buildings into play...and pay.

In the mean time the African American community is completely overwhelmed by death, doom, and destruction that could not be replicated with a semi full of bullets and a blessing from God.

Not only does he not care what happens in these neighborhoods he also REDUCES public safety in these neighborhoods by not staffing the police department. To top it off he is at war with his police department which made proactive policing a thing of the past and in turn, stopped all street and vehicle stops to a crawl.

Then again...I could be completely wrong.

Its going to come down to only one beat car is allowed to respond to person shot calls. They will have to delay their repsonse by 30 min to make sure the offender is gone. The patrol officer will then put on a brown leather waist length coat and change into blue jeans and cowboy boots on his RDO. He then will conduct followups and undercover operations. TJ Hooker did this in the mid 80's. He solved every crime in an hour without filling out an overtime slip. Why? Because he loved his job and was devoted! He even found time to have a beer with Stacy! It can be done people. Now go get em and quit complaining.

The decision to downsize the Chicago Police Department was set into motion before the economic downturn. The fact the economy is in a slump is perfect. It is suicide to overtly announce or make it so obvious. So it has been done slowly and quietly and the number of officers is not the only indicator. The new administration didn't roll out GPS, in-car camera, carbines, and tasers for any other reason except that is what most smaller agencies and one-man units have. That is our future. We have Tahoes because the they are large and easily noticed. Therefore they stand out more to the masses and that they are seen then people believe they see the police more. Now with out replacing all that have left and a lousy economy, they can argue a smaller department. If we are awarded a contract that costs the city, it plays into the their plan of "see, we cannot afford more cops now." Units will not be disbanded because officers are willing to give up contractual rights to be in a "unit". It benefits management, if most of the department was in a "unit" then your contract means ZERO, read your contract sometime. All officers willing to go outside of patrol have successfully screwed themselves. Again that is the plan, this is our future and we've played into it nicely.

I'm just wondering something....Do you guys still run the plate of a vehicle that your issuing a parking ticket on??? (Anyone remember the Lee Miglin case in 1997)???

You're working, oh I don't know, say on 1st watch, gonna write a ticket for parking on a snow route 0300-0700, Oct 1-Apr 1, and it's 28March.

By chance if you did run that plate, do you think that you might notice that the plate/personal vehicle is registered to 3510 S. Michigan Av.? (state law allows P.O.'s to register their personal vehicles & D.L.'s to their dept address. For those of you that didn't know that). Note that the vehicle does'nt look like an F.O.P. billboard with a bunch of stickers/medallions & even worse a hat band from the rearview mirror.

Now, I'm not a murderer like in the Miglin case, but I can only hope that this P.O. who wrote this ticket overlooked this fact and was just doing his job, and not tryin to pimp out another P.O. by makin more money for the Daley machine. Oh well, another $60 to the City That Works!

That worked until the trials came up and 8-10 detectives were in court for 4-5 days all day on overtime waiting to testify. Plus now you have many less dicks. With the daily handouts plus the jobs, everything will be suspended. The clearance rate will drop thru the floor. That should make the bosses happy. Sorry boss I have 75 open jobs. Can't do too much in 1-2 hours you have to fully work each job, if that much time. Suspended based on the fact we have no help and can't work overtime.

I'm just wondering something....Do you guys still run the plate of a vehicle that your issuing a parking ticket on??? (Anyone remember the Lee Miglin case in 1997)???

You're working, oh I don't know, say on 1st watch, gonna write a ticket for parking on a snow route 0300-0700, Oct 1-Apr 1, and it's 28March.

By chance if you did run that plate, do you think that you might notice that the plate/personal vehicle is registered to 3510 S. Michigan Av.? (state law allows P.O.'s to register their personal vehicles & D.L.'s to their dept address. For those of you that didn't know that). Note that the vehicle does'nt look like an F.O.P. billboard with a bunch of stickers/medallions & even worse a hat band from the rearview mirror.

Now, I'm not a murderer like in the Miglin case, but I can only hope that this P.O. who wrote this ticket overlooked this fact and was just doing his job, and not tryin to pimp out another P.O. by makin more money for the Daley machine. Oh well, another $60 to the City That Works!

I actually usually don't run the plate that i'm issuing the ticket on. I see it's parked in a residential without a sticker and i write it and get out of there before someone comes out to haggle me about it. Or same case if it's rush hour, etc. I don't think most cops take the time to run the plate on a quick parker.
Just my views. Sorry you got the ticket. I don't have any FOP stuff on my car at all and i occasionally get a ticket when i over look a sign or something. I don't blame the police that wrote it at all though. It's not their fault i parked in a tow zone or whatever.

Years ago I was detailed to a specialised unit. The Brass thought that we had been accrueing too much overtime and we were ordered to stop our investigations at checkoff time. We obliged and within two weeks the states attorneys office, the superintendant's office and the mayors were calling to bitch about the late and incomplete investigations. They gave us our overtime back.

...now if we could only find half the people in our city. Understand that the response rate to the census forms is around 50% -- less in some areas. Half-dozen names come off mailbox, shades go down, lights go off in that "single-family home" with about 40 people living in it. Doorbell goes unanswered. This too shall pass...

I remember when they tried this in patrol several years ago. Working a beat car from 0800 - 1630 and get a call at 1545, I would just get on the radio to mobile with my Sgt to get authorization to work the O.T. 9.9 out of 10 times the Sgt would tell the dispatcher to hold it for the next watch.

I loved it then and I would welcome it again. Nothing wrong about going home on time.

These special units waste time because they have to travel so much. They can serve you better from the districts themselves.

You insensitive ahole! Don't you know that with every specialized team out there, there is an exempt sitting some where patting him/herself on the back for creating them?

If you did away with all the specialized units, you would make a whole lot of exempts sad. And if they are sad, they cannot impart their infinite wisdom on the rank and file and lead us on this glorious crusade to rid this once, great city of all the hordes of evil doers.

It just moved the criminal element to other areas...such as Area 2 for instance. So Daley gets to put land, utilities, and buildings into play...and pay.

In the mean time the African American community is completely overwhelmed by death, doom, and destruction that could not be replicated with a semi full of bullets and a blessing from God.

This is all true, however the problem for the black community is much bigger than Daley.

Police departments can no longer reduce crime in black neighborhoods because criminal and civil courts in this country have castrated the department's ability to stop crime BEFORE it happens.

Nonsensical laws reguarding stops and searches, unreasonable civil penalties against officers and municipalities, and a continued insistance by judges to go soft on sentences...all mean one thing...

Black America is going to suffer greatly in this decade and will likely decline to a point from which it will never recover.

NEWS FLASH

1) All Det's in the cold case squad and B and A are being re-assigned to the Areas. Effective when contract and St Jude is over.
The fate of their c.o' are not known at this time,


2) Sgt' in above are back in patrol.

3) Vast majority of Sgt.' in the area "D" units are to be dumped back to patrol. Patrol sgt' chosen already know that they are going to an Area.

Just because you register your car to headquarters doesn't mean you get a pass to park illegally. Did you ever stop to think one of your neighbors called?

Stop whining and park legally next time. I do and surprisingly enough, it works every time!

I never suggested that just because my plates are registered at HQtrs I deserve a free pass. Nor was I parked anywhere near my residence or even close to a residential street for that matter. I'll take my fine & pay it. It was just something that I was wondering...Is it a common practice of some police to not run the plate? Was it just simply overlooked? Or has the moral sunken so low that a po could care less that he writes another po? Since it works so well for you maybe next time I need a valet I'll call you. Thanks for your suggestions.
