"Increased presence?" What the hell is a single captain going to do that a third watch lieutenant can't accomplish? It certainly looks as if J-Fled and Shortshanks are determined to whittle down the ranks of captain for some reason. Supposedly we're short 15 captains and instead of promoting, the Department would rather be short another dozen or more? Amazing.

He was the only person who kept us sane when we were stuck with the crazy cmdr & Lt. He helped out a lot of people who would have otherwise been screwed by those two.
Capt. J is a great boss and a good man and now we are going to lose him? That's bullshit.
He finally gets to operate the watch the way he wants and they're gonna send him to 1st or 3rd. Fuck that.

I don't have a problem with it. Screw them. They put the contract on the backs of the blue shirts. If they would put on a combined front with the FOP, sgt and lt unions maybe things would have turned out a little better. Even if they didn't at least it would show we're all on the same side. Our Department has more useless ranks than any in the nation, top heavy political windbags sucking up to the MAYOR to be crapped on and used like whores (just the way the Mayor likes it to be).
Apparently snake eyes had a fit due to inactivity of the desk crews on all watches after being relieved (due to overlap). For next couple weeks you might see people who would normally catch up on some reading or just go home be pulling all kinds of events behind the desk or maybe drive around the station for that last hour. He also wants more bs w/c and field lt missions for the overlap period.
Last time I checked (back in April) we were down 58 LTs, and 16 Cpts, 400 Det, and oh yea, 4000 fucking Patrolman.....
Another great idea from the brain trust. Where the fuck is the "increased visibility" AKA:Smoke & Mirrors. I must be stupid-I don't get it. And who the fuck is going to run 2nd Watch?

Whatever it is, the 1st watch wc is screwed. Time to close 3 or 4 districts - wtf. Were I a capt. with 30 to 40 years on the job, I would consider not waiting for the fix and go surgery...it truly IS time to go. Remeber the golden rule: 'do unto others as they would do unto you, only do it first!'

Captains make 120,000 a year and are needed to supervise the 1st and 3rd watches . It's where all the police officers , sergeants and lieutenants with the least seniority are assigned .
Also on days the entire command staff is working .
Lieutenants can handle the Watch Commander position on second watch and now the Lt's assigned to units and police headquarters can be assigned without paying time and a half.
Finally a good decision .
Let them retire. The rank was eliminated and not needed. Then it was determined it was needed, but no exam process, just a phony appointment process. Captains are exempt rank but protected by a union. Who needs them?
CPD could be short 75 Captains and no one would notice. It's a 100 % politcal , merit appointment that drains the pension fund.
CPD needs more Police Officers and Sergeants not Captains and Lieutenants. Sergeants run watches in the D units and are certainly capable of running field operations in districts . We do it everyday , most of the time there isn't a field lt. Another way to save money , promote more sergeants and eliminate field lt.
How's that diversity working for everybody?
A single Captain will allow a 3rd watch Lt. to perform the duties of a Field Lt. It will also allow movement for lieutenants assigned to 1st and 3rd watch to work 2nd watch.
Assign the 15 extra Captains as floaters to fill in when Captains are day off in the areas . This will save out of grade pay.
Adjust hours of watch commanders
1300 - 2200hrs and 2200 to 0700hrs
Sergeants can handle early roll call on second watch.

Now what will crybaby Capr Barnas from 017 do? He was sent to 025 then cried to Zavala to come back now one of the best Lts that the 3rd watch had got dumped to 010. Barnas and Cameron back together again. The more things change the more they stay the same.
In many ways I have often times found myself being an apolotist for the Department and its decisions. However if this is true, it is extremely stupid. Caotains are not Exempt rank as someone stated, but actually Senior Management Personnel and as such enjoy some protection from arbitrary demotion. I don't believe that there are any Career Service Captains left. It would seem to me that this is the one rank that the powers that be would strive to keep on their side. Watch Commanders, much more than a lot of you think, play a most important role in shaping the every day operations of the Department. Yes Liertenants are probably just as capable, and maybe in some cases more capable, but it makes no sense to promote to a rank and then jack them around but putting them on less than desireable watches. Remember that most of them have considerable time on the job, and unless they are incredibly stupid, have learned a trick or two over those years. This clearly a counter productive move. It is so stupid that I have to wonder if there is any truth to it. I guess time will tell.
Get rid of useless captains. Waste of money. And please Policy Group, stop the fucking missions bullshit! Don't you realize that nobody does anything on these "missions" but get the event number? Are you that fucking clueless that you don't know that?

Old news. The city has been aiming to get rid of captains on days to save money. Since the Commander is their on days their is no need for Captains. SO they can cut down the number of captains. So the "field" LT will run things while the DC is in ceremonies, impedement meetings with alderman and stupid doc meetings.

Get rid of the rank Captain it's not needed and a waste of money. Make them all Lieutenants, that all you need. While your at it get rid of some of those other exempt ranks at HQ that just come up with bad ideas.

Agreed, but you forgot the treasurer (who be that girl) stephanie neely who also has a huge D-3 cpd detail, the 1 who is trying to screw mike shields after he told about her being paid off from pension fund clients to her bullshit campaign account! why all these waste details? sgts pay + unlimited easy overtime nice!

Understand something WHITE shirts are not treated the same at the medical section as we blue shirts. I know this as fact its a two tiered system. they do and get whatever they want NO ONE WILL CHECK ON THEM OR GO AFTER THEM. Trust me.

I have to disagree about the benefits of moving or for that matter eliminating the rank of Capt again... Someone has to hold the trump card... When I made sgt I was working midinghts (by choice) the one Lt was bonafide medicated and the other had yet to be diagnosed.... You could have sent the biggest jagoff in the world to our district and the watch would have been ok with it... At least we would have known where we stand and gotten a consistent answer...
Bad decision also with 2nd Watch, the Commanders (I know everyone hates them anyways) is never around with all the stupid meetings about meetings that they have to attend.
I just don't care about this Police Department and all the political garbage that comes with this anymore!

I know a captain who spends his time outside smoking cigarettes while his desk crew surf's the net.
There is a lot a Captain can do that a spine-less chicken shit Lieutenant can not and will not.
Don't get me wrong there are many a useless Captains on this job in extremely useless spots, however there are those that can and do motivate and get things accomplished without being a complete waste. The majority of Lieutenant's out there are young and still watching over their shoulders for who is going to take there spot and move in next. This department has lost a lot of it's mojo, but not all of it. It can be saved, yet there are things that need to be done sooner then later in order to do so. Management is a huge, well I should say lack of proper management is a huge issue. People being promoted because of who they know are not respected and therefore nothing is getting done. Jody, sorry buddy but enough is enough we need a true CPD lifer in your spot, someone who can be trusted and respected by the troops. Until then enjoy the mess on your hands that we all know you can not fix or even mend.

It's official SCC, MLAS notified the Captains Union that effective 7th period, 2nd Watch Captains will be assigned to 1st or 3rd watch with the exception of 1,5,11,18 and 20 (explain that one). My only question would be...Why?

T.S., he gets the heave ho to 010 and we get Bob Rohrman back...and morale dives right back into the shitcan..the worst part will be is when Ken aka Bob comes to all the roll calls and claims he has no idea as to how he made it back to 017...the balls on this guy to think we are all stupid assholes...word to the wise, don't bid to 017 ever!!!!!!!!!!!!!!

Wow you have it tough working that stressful spot in EARPS (doing exactly what?) If you don't like the stress there come to a district and help us out on the street. We would love to have the extra help for the summer.

Captains leaving early? Where the hell is this happening? My Captain in 013 never leaves early. Ever. We couldn't get her to go early if we planted a pack of C4 underneath her chair. When her relief comes she simply slides over to another chair!

Capt G perhaps is one of the last real Captains this Dept is going to see and Capt S on 1st Watch. I'll work for them any day.
I'm tired of watching captains work out and hand all the good jobs to people who kiss their ass.Our Captain deserves what he gets 009 dist.
This is nothing more than a vindictive move by da mayo. When the captains were speaking to the city about the new 4 on 2 off work schedule, the city wanted them to take 13 unpaid days like the exempts do. The captains refused to do so, so now da mayo is having them kicked off of days. If they would have accepted the unpaid days, Lts would've been next, then Sgts, then PO's. Vindictive dickie strikes again!

I have always known him to be fair with people, whether he liked them or not. He doesn't play favorites and takes care of his people. I never heard of him demanding more activity from people - just to back each other up.

If working a regular car in patrol is a "benefit", then it sounds like some benefits were reassigned from those that do less to those that do more. Since when is that a bad thing? Sounds like someone moved your cheese and you don't like it.

next year at this time CPD will have about 30 Captains , all under 55 , maybe Jfled can reassign them to MLAS , Traffic , Mass Transit , Vice Control , Detective Division and replace some Commanders
Any Captains remaining could be assigned to an area and approve all arrest reports from districts in assigned area
save our pension and hire some police officers and sergeants
sergeants handle 95 % of street duties , field lt could also be eliminated
count on 1 hand the # of field lts working the field in the last year

What about the Captain hiding in Information Services Division, Unit 125.

Same goes for the little midget in Unit 123. The one who is in a spot designated for a LT., not a captain.
This is intriguing, as I believe that there may not be any current(maybe a handful)of Capt's that made it by Test-Capt's Test long ago. All merit for years. Made merit by you know who.
There is not a single real captain left on this job. The last one retired last year. Every last one of those currently in the rank are the new No Test Required - Senior Executive Service Hacks who were all more than happy to let the department take away a promotional opportunity from 99% of this department. Of course they didn't care because they new they had the phone call to get the bars. Screw all you poor slobs with all your street experience, knowledge and battle scars to go along with it. They are smarter and better than you, just ask them or better yet ask their chinaman. Hell the majority of them are so damn good they even skipped all that test score ranking BS when they made merit Sgt and Merit Lt.
SO just shut up and quit your bellyaching before we have to start denying your CU requests. I would rather have a sgt that passed a TEST be assigned as a WC
Think about it we have excellent Police Officers that were never promoted to Sgt that scored higher
than Captains and some exempts but were passed over by merit political hacks
and yes they are all good guys to
every sworn officer should demand to be allowed to apply for Exempt
Command Staff positions
I know many police officers and sgts that are more Qualified than most Captains and exempts

Yes, a captain is needed in 18.....ON MIDNIGHTS! But the fact is that the medical roll abusing 2nd watch captain is Dugan's ole' buddy and too lazy and terrified of making a decision to work any other watch. Then you've got the afternoon captain and his girlfriend as the W/C on midnights so they get to spend their three hour overlap together like date night. Lets see, the bars and beach are going up every night on 3rd and 1st but we have a captain and 2 lts on days. Only 1 lt on 3rd and no capt or field lt on 1st watch. Yes, this makes perfect sense. Things worked perfect all last year while the 2nd capt sat on the "IOD". Put his ass on mids and he can finally earn his pay, maybe even straighten out the psycho lt.

You are too young to remember that it was FOP Pres. John Deneen that sold out the Sergeants and above when it came to union representation. The Whiteshirts were going to be Lodge 7A of FOP and we were going to have a strong union like the Firefighters. Richie didn't want that, divide and conquer has always been his plan.
ALL OF THIS B-S, Richie cutting down the Supervision of the CPD is all COST CUTTING.
Screw morale, screw upward mobility, screw officer safety, screw anyone who may have experience, screw adequate supervision, just cut down the costs so he can pay the contracts he signed for the 'Limpics and make his friend rich.
