Captains Moved?

Who's got a copy of the order?

We were told a whole bunch of surgical appointments were made for next Wednesday so shoulders, knees, elbows, and arterial stents could be prepared for longer and healthier retirements.

FINALLY someone who has the stones to stick up to Masters/Weis. Thats right, Dan Dugan took a stand against the dynamic duo on the issue of moving Captains around to spread around the workoload. He told Weis that if he cant run the Patrol Division then expect him to drop papers and leave. (and go to the media about manpower shortages). low and behold, J-fled backed down (once again) and now the Captains will stay put. Way to go Dugan.


Remember this? Ahhhh... guess it was all bullshit, or Dugan's on his way out.

I looked at the survey they want you to fill out on-line. This nonsense is the type of garbage that gives credence to CAPS and other social agendas. There is no way to answer a question without somehow supporting their agenda.

This crap is just welfare for the otherwise unemployable eggheads that run them. It also allows the politicians to funnel money to the Universities that employ people like our President's wife in nonexistent positions for hundreds of thousands of tax dollars a year.

Give me a break, the poor captain has to go and work midnights or third watch! Who cares? They make big dough and will have a great pension! Political hacks in rare form. We do NOT need captains. It's a political rank that should be eliminated or reduced to one captain per district just like C.F.D. has one captain per house. Just like us, they have overlapping shifts where the captain sees everyone under his command and if a situation arises, he can handle it. Plain and simple!

No Captains on days ( except for the one in 020 who " can't work nights")and now the know nothing downtown Lts' will be on days in the district. A patrol Lt. with years on afternoons or midnights is too insignificant to be given a chance to work days because the poor meritorious headquarters dollies can't stay out after dark

Whatever you want" The sad part is from POs to Sergeants all the way up to the top everybody knows that this is the most self-serving, gutless bunch of cowards the CPD has ever seen.

Why anyone does anything is beyond me? I guess their is still a small percentage of coppers that still believe it will get better someday. The CPD is broken and it will take a lot to put back the pieces.

Dude... A CFD Captain is equivalent to a CPD Lieutenant, A CFD Division Marshall is equivalent to a CPD Captain.

A CPD Sergeant is equivalent to a CFD Lieutenant, didn't you ever notice there are no CFD Sergeants.

It is a bad thing that it was made a political appointment, but we do need someone competent in charge.

Wow, if true, this sucks. Don't be so quick to jump on the 'who needs captains' bandwagon... if we didn't have captains, the watch would have a different watch commander with different expectations, consequences, and favorites. The rank of captain keeps everything on an even keel. Do I wish that i was that politically plugged in? yes. are there a lot of horrible captains? absolutely. But there are also a lot of really, really good ones, and its a shame to see 1. that they are being moved by j-fled and 2. that they are being thrown under the bus by everybody else. What a petty, angry, vindictive shithole this place has become thanks to EVERYBODY involved. Can't wait to f'n retire.

Speaking of Captains, Last week the day after the Hawks victory, there was a RIOT at Clark and Addison. A plan 5 was called and along with a call to the 023 DC who happend to be the 3rd Watch WC (Acting Commander TL). Well apparently Acting DC TL could not be reached via phone etc.. so a call went out to Area 3 Dep.Chief BR who was contacted in the early am. Heard he was not very happy with 23rd Acting DC TL. In fact the classification was changed from RIOT to Major Disturbance. Looks like a certain Captain who wants so very much to be Exempt may stay right where he's at. This guy was also trying to escape any responsibility from the major fiasco on the night of the Hawks win in Wrigleyville by saying he "had good ideas but there were too many exempts with different ideas than his". We are soo screwed.

Summer 2010



As Superintendent, one of my primary focuses has been emphasizing the importance of good supervision. A good supervisor acts as a leader and mentor to the individuals that he or she supervises, providing guidance and accountability as well as assisting in educating those who are less senior in rank or position. Critical to this is ensuring consistency among our supervisors.



Officers should expect to have consistency among those that supervise them; this provides for stronger relationships, better accountability, improved communication and, in the end, a better functioning organization. You should not have to walk into work and face a different – and sometimes unknown – supervisor, everyday.



The Department has previously utilized lieutenants from various units to fill-in as watch commanders at various times.

To minimize disruptions and ensure consistency, the Department will make adjustments and place our Captains on the watches and in the Districts where they are needed most. My intention is that this move will strengthen the leadership that is in place at the District level and allow us to better serve our officers, as well as the public.



All told, approximately ten Captains will remain in their District but have their watch changed; approximately ten

Captains will be detailed from their unit of assignment. This will provide Districts with the presence of a Commander or Watch Commander on every watch. This will ensure single-point accountability, consistency and best serve the Department.



By making this ninety day change, I hope to minimize the number of days Lieutenants are away from their Districts of assignment, allowing them to focus on the specific needs within the community they work.



The documentation that was previously distributed through the Bureau of Patrol regarding the distribution of Captains and the detail of Administrative Captains and Lieutenants was inaccurate and published without formal approval. For this, I apologize.



I recognize that some may view this as an inconvenience. The responsibilities of supervisors are varied, complex and often challenging; they serve a vital function for the men and women of the Department. I appreciate the work that our Captains do and I am certain that, recognizing the importance of being there for the officers in their Districts, they will accept the responsibility of their rank, and I am appreciative of them doing so.

By whose standards is it broken? This is the debacle that the stuttering prick envisioned all along!

From the point of view of the Daley Crime Family, it is infinitely cheaper and more desirable for the city to "pay out" on a line of duty death to the family of a slain police officer, than it is to pay millions of dollars over and over in lawsuits against the CPD and the City Of Chicago.

I hope no one thought Daley cares about any city employees... Well, at least employees that aren't also part of the Daley Crime Family!

I don't care. My shirt is blue, my place on the CPD is set. I will go no higher or lower. I am simply doing time here until I get out. I navigate the mine fields each day until I go home. I do as little as possible and never do anything to bring any liability on myself or jeopardize my family's future income stream.

I will retire soon and pack up and leave this stinking fucking cesspool. I will jump and shout when daley is indicted or dies.

I will watch the Blackhawks on TV. There are so many people here who I will forget in an instant. the 2 or 3 who I already see regularly are welcome any time in my house in, another state.

I will take my Chicago pension money and spend it in, another state.

I can't wait. It is what sustains me.

Who are the least motivated POs on the department? The veteran bid guys on the 2nd watch (and not without good reason I would add, they've seen all the nonsense, been there done that, and know there's no percentage in it). 1st and 3rd watch are filled with young, aggressive, self-motivated officers. So, take the veteran, experienced, knowledgeable Cpts. off of days, where they are, if they're good guys, and many of them are, respected and are able to motivate the veterans to at least do something, and put them on 1st and 3rd. Then move a Lt. to days, a Lt. who no doubt has much less time (often less than the officers on 2nd watch), not to mention the lower rank, and pay them Cpts. pay to do the same job. Then thank those 2nd watch Cpts for motivating the veterans by dumping them off of their watches, where they've established good will with their people. And, don't give them any notice either. Thank them for their years of service by screwing up all of their plans for the summer, or their second jobs, or their family life, etc. Don't give them a period or two notice so they can make the adjustment. Don O'Neil, how do you look yourself in the mirror. Weis, Brust, Masters and any of you other non police idiots who came up with this, you're a disgrace. Chalk me up as a Cpt who got a lot out of a watch full of officers full into "de-policing" mode. And now chalk me up as a Cpt. who's going ask for absolutely nothing from my people. I don't care what they do or don't do. And I'm not going on the medical and I'm not going to retire, so you're stuck with an extremely bitter, disillusioned Cpt. for a long time to come.

Don't know where else to post this but would like to say thank you to Beat 835. Today about 1635 when the storm hit, Bt. 835, well at least half of the car was out there clear debris by hand. At about 8300 S. Western, a tree fell almost blocking the roadway. In the rain, I saw an M/1 P/O, about 6ft 3, clearing this stuff up by hand. Just wanted to say thank you. Sure wished your F/4 partner would have helped but she stood there watching you.

So, if this is true, then what happens when the days captain has more seniority than the 3rd watch captain? Does the 2nd watch capt go to 3rd then the 3rd to midnights?

I don't think seniority matters, it's an exempt position. The supe can move them at his discretion, just like other exempts.

And while I am not sure how much this will make a difference, but for everyone saying"we don't need a Captain", be careful what you wish for. The watch could be thrown into disarray from the standpoint of who works what car, who works early cars and shit like that. There needs to be one person making those decisions, not different Lts doing things different all the time.

The above was emailed to everyone from the Superintendent of the Chicago Police Department. He claimed to have been in the military? He claimed to have ran a division of the FBI? This alone is the worst possible way to address a top management decision. Why did the entire police department need to be involved with a major internal decision that has totally humiliated an entire division and an incompetent Deputy Superintendent. You discipline or address things as this in private!

Now watch Assistant Superintendent Cuello back slide and distance herself from DD himself. Yes, he needs to be reminded that he does not run the entire Chicago Police Department and cannot continually micro manage and make decisions without any input from anyone except himself, but to direct a fucked up email to him and his incompetent entire unit is just not an example of leadership period!

The rank of captain keeps everything on an even keel. Do I wish that i was that politically plugged in? yes. are there a lot of horrible captains? absolutely. But there are also a lot of really, really good ones, and its a shame to see 1. that they are being moved by j-fled and 2. that they are being thrown under the bus by everybody else.

Oh give me a f&%cking break! They threw themselves and all of us under the bus by taking the BS no test rank. Even Keel?? Oh yeah, it would be anarchy without a bunch of egomaniacal clout hacks to keep all those actual career service rank Lts in line.

So I hear the Captain and Lieutenant movement order has been rescinded by Jimmy Jackson. That is what this department gets for taking the job of the movement of personnel, especially Lieutenants and Captains, from the 1st Deputy. We need a clearly identifiable 2nd in charge so we don't have to go through shit like this. We do not need an ASO who runs people and an AS who runs resources and training. What kind of shit is that! What were you thinking Weisel? Oh I forget, you never were the police, you had no idea regarding this department, you stupidly got rid of all top management, replaced them with mid level management who had no idea how to think other than within their inexperienced box, then you get what we have now!

Looks like a certain Captain who wants so very much to be Exempt may stay right where he's at. This guy was also trying to escape any responsibility from the major fiasco on the night of the Hawks win in Wrigleyville by saying he "had good ideas but there were too many exempts with different ideas than his".

But "TL" is the real police....yeah, he is, I heard him say so, he told me how he rides with his "guys" and goes out there and "does it" and there were at least at least two or three of his "guys" from the district there to back him up. When "TL" told them to tell me how he's the real deal they did, they said he was the best.

The Captain rank is essential for a smooth flowing police department. This is just politicizing the last remnant of the CPD.

There is no way the watch can be effectively run with multiple lieutenants acting as Watch Commanders.

Who are the least motivated POs on the department? The veteran bid guys on the 2nd watch (and not without good reason I would add, they've seen all the nonsense, been there done that, and know there's no percentage in it). 1st and 3rd watch are filled with young, aggressive, self-motivated officers. So, take the veteran, experienced, knowledgeable Cpts. off of days, where they are, if they're good guys, and many of them are, respected and are able to motivate the veterans to at least do something, and put them on 1st and 3rd. Then move a Lt. to days, a Lt. who no doubt has much less time (often less than the officers on 2nd watch), not to mention the lower rank, and pay them Cpts. pay to do the same job. Then thank those 2nd watch Cpts for motivating the veterans by dumping them off of their watches, where they've established good will with their people. And, don't give them any notice either. Thank them for their years of service by screwing up all of their plans for the summer, or their second jobs, or their family life, etc. Don't give them a period or two notice so they can make the adjustment. Don O'Neil, how do you look yourself in the mirror. Weis, Brust, Masters and any of you other non police idiots who came up with this, you're a disgrace. Chalk me up as a Cpt who got a lot out of a watch full of officers full into "de-policing" mode. And now chalk me up as a Cpt. who's going ask for absolutely nothing from my people. I don't care what they do or don't do. And I'm not going on the medical and I'm not going to retire, so you're stuck with an extremely bitter, disillusioned Cpt. for a long time to come.

I glad some of the captains need highway therapy they forgot where they came from . Its a shame they didnt move around a few more especially one captain in 012 he has gold starits so bad you can feel it ooze off of him, and no its not the captain on mids good egg leaves only one watch left since the other one got dumped to 010.

NONE of the Capts. in 012 put in for Commander when requested, so sorry bad theory

The CFD does not have just 1 Captain per house. They have 1 Capt per apparatus. If there is an Engine & Truck in the house there are 2 Capt there. And if there are 3 pcs of equipement there, then they have 3 Capt. But there are assignned to different shifts.
