CPS Worker Fights Residency

  • Chicago Public Schools chief Ron Huberman said he plans to personally review the case of Dan Coyne, the social worker who was honored as a humanitarian at a luncheon today, less than a week after he was told he may lose his job.
  • After the luncheon, Coyne called the residency policy "fear-based and outdated" and said he hopes others who received residency-related termination notices will be judged on merit and not on where they live.

    Chicago Mayor Richard Daley "says if we get rid of the residency requirement, everyone would flee Chicago," Coyne said. "But I think Chicago is better than that and so are the people."

The WBBM transcript was even blunter:
  • A Chicago Public Schools social worker who was honored for donating his kidney and then threatened with being fired because he doesn’t live in the city responded today to word that schools CEO Ron Huberman might intervene in his case. Dan Coyne said he would welcome intervention by Huberman but also said he would like to see the city intervene on behalf of thousands of other CPS teachers who are in the same boat.

    "Now it’s my understanding that one of Mayor Daley’s friends has a son who is a legislator holding up the legislation in committee trying to get this through our state legislator. [sic] I just wish that the mayor could call his friend and have the son release this from committee and let democracy take its place, and I do believe the people of Illinois would get rid of this archaic law."
Shortshanks will never let this come up for a vote seeing as how it would open up residency to all the other unions. And unless Daley keeps everyone prisoners here paying taxes for all those who won't work or contribute, his whole political structure collapses.

This is great. Shows how much of a hypocrit Daley and company really are. If our mayor was so great why would any one want to leave Chicago. This little fear monger knows that this is a 3rd class city because of him so he will never let go of his strangle hold on the political votes. If Daley and company took care of this city instead of stealing everything no one would want to leave this city they would want to raise a family in this city. Daley is nothing more than a little coward who bullies people until he gets his way. He is a spoiled little brat that has been silver spoon fed from birth.
This city needs change get rid of Daley no matter who runs against him. Even if it the fare RoBin Hood or Jakes or anyone other then a Daley Elk because Daley holds a strangle on this city. it would take more than 4 years for some other politician to gain total control like Daley has because the Daley family have been running this city for 40 plus years and we can see where that got us, absoluthely no where.

Those are plain silly, silly, silly. Daley has stolen from this city for so many years that no matter who is the Mayor this city will cave. Daley has been allowed to rape, rob and pillage the city coffers for so many years that eventually the entire city will come crumbling down like a card house very soon, with or with out him being the mayor. This city has not seen the worst yet. But, it really is no ones fault but the people in this city for voting this crook into office for so many years regardless of what he does. The fear game has worked for this little bully for over 20 years. Enough is enough, we need to get rid of Daley and company and start from scratch. We need trust worthy people who actually care about the city and its residents. We must get rid of all incumbents because they are nothing but self-centered thieves who will throw their own mother under the bus just so they can climb the ladder and live on easy street from the tax payers blood.

Let's make Chicago a place where taxpaying citizens would want to live. Lower taxes, let the Police, Police these animals. Make the city safe! No; the Chicago Public Schools residency requirement does not apply to teachers who are enrolled in alternative certification programs or to teachers in high-need subject areas, which include math, science, bilingual education, and special education. You must complete and submit a waiver to be granted this exception to the requirement. This policy can change if a subject area is no longer considered high-need in CPS.

This seems to give us a precedent. So how about lifting Residency for coppers who work in the high crime "fast" districts? F(L)OP?

Mayor daley obviously has a not too high opinion of his city if he thinks "everyone would flee" if the residency requirement for CPS employees is lifted.

I, for one, will be doing everything within my power to see daley is unemployed after Feb 22, 2011.

Back in the 1990's I was hired as a bilingual teacher for kindergarten. At the time I was hired the residency rule was waved because they needed that position filled. At that time I was going for my ESL and I was able to be in that position.

Back then they were bringing teachers in from Mexico and Puerto Rico. Some of those teachers couldn't barely speak English. I used to have to go to different meetings at the Board, and there was no way I could communicate with them in English. There was a double standard. Everyone had to pass a test to see if you could communicate in Spanish if you were American, and English if you were Hispanic. There is no way some of those teachers could pass the English test but that made not difference, they were hired. Years later, a school I was teaching in there were still teachers that could barely speak English.

Daley is afraid that the whole city will turn into Englewood or the west side if he allows teachers, police, and fire personnel to live outside the city.

Hmmm. Seems Dan Coyne has learned the "Chicago politician's response": when caught, plead ignorance or special exception. Guy should be fired, and prosecuted for a fine collection too. Since city employees must, for the most part, comply with the city residency requirement, there should be zero tolerance for those employees who violate rule (including those with token "rooms" at Chicago relatives' homes). Why should this guy get clemency?

If the residency requirement was lifted, it is likely that most middle-class city workers would flee their city neighborhoods, and Chicago's economic balance would be further skewered between the high-income lakefront (and Saugnash/Forest Glen) and the predominantly low-income majority.

if a teacher can live out of the city and get a pass for saving a life then open the door and let police and firemen run away also you can not make exceptions BUT IF YOU WANT A CITY PAYCHECK THEN YOU SHOULD LIVE IN THE CITY AND SUPPORT THE CITY THAT EMPLOYES YOU If you want to live somewere else then get a job somewere else nobody is forced to stay you do it volontaraly but if they make an exception for the teacher then it should be the same for all city workers fair for one is fair for all I am from a police family and SPECIAL THANKS TO ALL POLICE WHO MAKE ME SAFE AND RISK THER LIVES DALEY FOR ME AND OTHERS THANKS!!!

He never circumvented the rules. The CPS makes exemptions for certain types of skills, social workers being one of them. They knew where he lived. He followed the rules. Now they are using the residency as an excuse to fire him.

Hell, have a Lt or Capr tell you its allright and see what happens CPS is all BS and breaks all the rules all the time Daleys residency rule really only applies to the CPD and the CFD

Daley has changed his tune on residency requirements for teachers. As it is now he doesn't have enough young hens living in the city to replace the veteran teachers. Without the res. requ. he can hire kids from all the surrounding areas and pay them as little as they will accept. Daley may be stupid, but he is "evil smart".
As for cpd and cfd, your jobs are "safety and security" that will have to stay close( in the city).

Uh, HELLOOOOO!!!

The property values are ALREADY in the sewer! I was denied a refi because my house was appraised at about 20% less than when I originally took out the mortgage and NOW, both properties on either side me are in foreclosure which also helped to kill the loan application.

The residency requirement means nothing to me. If I were to sell my house, realistically speaking, I would walk away still owing about 100K. I'm not going anywhere! And I'm sure most others who owe on their homes are probably in the same boat.

They knew there was a residency requirement when they applied and accepted the job. They lied about their residency. That is misrepresenting their qualifications for the job (residency) in the private sector you get fired for it.

But not all other city workers have to live in the city. Many CPS teachers can live in the 'burbs because they've got a grandfather clause of some kind. I have friends who are both CPS teachers - one can live in the burbs because she has been teaching a long time and is covered by the "grandfather" clause. But they live in the city because her husband has been teaching for only 5 years and has the residency requirement.

I don't see all the city workers fleeing like Shortshanks says. Even so, whats about 50k employees in a city of 3 million?

I have given a lot more than you would ever know to this department and been what I consider a working policeman for many years, so who the fuck are you guys to judge the majority of policemen who would still do their job, but know enough to want better for themselves and their families than to live an watch this city burn b/c all Barack's constituents and cronies fucked this place up!
I am still proud of the job I do for the people of this city that actually deserve it, but I'll be damned if where the fuck I live is going to make any difference in the way I do my job.
I and many others simply want a better opportunity to give my kids better schools, a better neighborhood and not having to look over their shoulders hoping not to get robbed b/c some asshole can't properly staff a police department!
It's not whining it's common sense asshole. I live in one of the basically 2 neighborhoods in the city filled with city workers and police alike and while I am doing my part at work, I don't always feel confident that something couldn't happen to my family, not b/c the coppers won't, b/c there aren't enough in the taxpaying, decent neighborhoods like mine that should have police service.
Worry about yourself before you talk shit about the rest of us whose heads aren't stuffed up our asses. Daley and the rest of these fucks got exactly what they deserve-- a city on swirling around the bowl, and unfortunately I still have to live here.

When I took this job 19 years ago, I wasn't married and kids were the farthest thing from my mind, there fore living in the City was no problem. Shortsighted, I know. Now I'm happily married and in misery as my oldest goes into 8th grade next year. I have no idea where to send him to high school. The idea of paying $10k a year for a Catholic school makes me insane!

Why does it seem like there is a high school every few blocks on the west side, yet Taft serves an area FAR outside the neighborhood?

I'd move to Park Ridge in a heartbeat just for the high schools. The "best" CPS schools, which my kid won't have the clout or the skin color to get into, don't compare to the education of Maine South or East. That is maddening.

Didn't this guy know about the residency? Didn't they do a background investigation? He says that he never hid his residency, why was he hired then? You can't "bend" the rules for one and tell the rest NO. Oh wait, that happens all the time on this dept and for other select city workers.
They should have never had this law enforced in the first place. Now if they change it, you think your property values are down now, just wait for the flight out of here, esp. officers with kids. Your home value on the NW or SW side will tank big time and the entire city will become section 8 or single family ghetto with weeds, broken glass, curtains blowing outside the windows, etc.

Yes, I've dealt with those teachers and clerks who work for the CPD who you cannot understand because they have no command of the English language. For a moment I thought I was in Mexico. Then I realized this is just another freebee handout to illegals and immigrants who refuse to embrace America except for the free ca$h we send their way.

It is totally insane that they allow this to happen. Americans are forced to dumb-down everything in our lives in order to accomodate those who refuse to learn our language and our culture. It is pathetic and demeaning to those who respect our country and constitution and defend our flag.

Daley and co have embraced this nonsense in order to get the vote even though these people are not eligible to vote.

Again, with the CPS bashing!! The article excerpts used here didn't give the full story about Mr. Coyne. He was issued a residency waiver when hired, because CPS didn't have enough social workers. He didn't lie about where he lived. They knew, but hired him anyway. CPS is now changing the rules in the middle of the game. If this gentleman had not been in the news (and recently honored) for his kidney donation, the risk of him losing his job would not have been in the media. Considering residency requirements are of importance to many on the CPD, I would think you would welcome Mr.Coyne bringing this ridiculous practice(so ridiculous that only two cities in the entire United States have the requirement)to light. Guess I was wrong.

The difference in the residency between CPS and CPD/CFD is that the residency for the CPS is policy while for the CPD/CFD and city workers is a matter of law. City Ordinance.

About 20 years ago the City tapped the president of Con-Ed for some city manager job. There was a big to-do about him living in somewhere nice (I think Wilmette) that he said "F it" and walked away from the job.

Saw a book on city hiring and it recommended that the city drop the residency. The book was dated 1940.

THE TEACHERS HAVE DIFFERENT RULES FOR RESIDENCY. IT CAN ALSO BE WAIVED WHEN U R HIRED AND DOESNT APPLY TO HIRES FROM A CERTAIN PERIOD OF TIME.

Ok I am a little confused. If Coyne was issued a residency waiver when hired and now they want him to move back to the city then that is total BS but if he was hired and knew he was supposed to live in the city and did not the he should be fired.I think that the residency rule violates our Constitutional right. I think you should have the right to live wherever you want. In regards to police and fire I think the city has the right to say you must live within x amount of miles from the city (Maybe 25 or so ) but they do not have the right to stipulate wich city.I have lived in the city all my life and was Ok with it. Now i am embarrsed to say I live in Chicago.The news paints us like a war zone which it is and will only get worse.

I'd move to Park Ridge in a heartbeat just for the high schools. The "best" CPS schools, which my kid won't have the clout or the skin color to get into, don't compare to the education of Maine South or East.

Property values would drop, but that's even more incentive to re-invent this once great city and make it a place that decent, tax-paying citizens and FAMILIES WANT TO LIVE IN, not someplace where city workers are held hostage in order to prop it up like a third-world country.

The Moron Mayor was on TV the other day with Father Fleger, saying that Chicago isn't a third-world country, yet the parallels run so deep...Look at most of the African continent; Warlords control the money and food distribution, the rich get richer, the poor get poorer, tribal warfare runs amok. Is Chicago really that different?

Really? You don't understand? Perhaps you're not a regular reader of this blog.

I'd stay in the city because I'm close to work, but having the option would be nice.

As it is now, the public schools suck, I have to leave the county to do major shopping and to buy gas and the taxes are insane.

Few other places have a residency requirement. Don't you find it at least a little bit odd that Chicago is able to literally hold it's employees hostage?

Many people who work downtown come in by train from the suburbs. Perhaps they, too should be forced to raise their families here.

What about people who drive in from Indiana and Wisconsin? Should they be held against their will, too?

I'd bet that most people who work for the city would stay, probably because they're here already anyway.

Isn't Daley's kingdom all he says it is, or does the emperor have no clothes?

I thought this guy seemed like a goof when I saw him on the news a couple months ago. But here he is sticking his neck out for other teachers when his residency issue could of easily slid under the table but he took it to the media.

The only people who must live in Chicago are city employees and welfare recipients who don't want to deal with the hassle of a change of address and need access to public transportation. There are something like 3 million residents in Chicago and something like 40 thousand city workers(smallest population in 20 years), CPS doesn't count because many already live outside the city and grandfathered in. That means there are millions who live here because they want to.

For all you kool-aid drinkers who think that the only reason people remain in the city is because they want to live next to a city employee, get a life. There are an average of 50k homes for sale in the city everyday. Do you think the average Joe non-city worker is conducting research to determine how many of the those homes are owned by city workers? I'll answer for you: no.

People have many reasons for living in this city that many cops probably never consider. Many people think that living in a culturally diverse city is a positive. I don't, but who am I to so say what others should think. Hispanics, blacks and liberals like the politics of chicago and they can tolerate the crime and high taxes. Others live here because they were born here and everyone they know lives here.

So, can we put to bed this concept that lifting residency would have a catostrophic impact on the property values. It is a simplistic argument that is perpetuated by the belief that Daley requires it to protect property values. This is B.S. Daley demands residency as a way to control the city worker population. He erroneously beleives that he needs and gets the city worker's votes-he is wrong in many, but not all cases. Again minorities groups love this guy because he has empowered them with political groups like the HDO. Every city worker that requires clout to get his job and promotion would have to stay, the rest of us could go.

So, if you are not a dullard wake up and push for a lift in residency, it is unconstitutional.

To live where you want is a basic freedom guaranteed by the Bill of Rights. Just because a "state law" prohibits us from living anywhere but chicago does not mean its constitutional. I'm not sure but I think that a Federal court would use a strict scrutiny test in seeing whether Chicago had a clear and compelling reason for making us live here. My guess would be that Chicago could not come up with a clear and compelling reason. Therefore I think that the state law would be struck down and residency would be lifted. What we need now is someone to file a complaint in federal court to challenge this law. I don't think it costs much. Maybe FOP could look into this.
