Easy Weekend

We aren't going to try too hard this weekend. We'll be in and out, moderating comments and such, and we'll even post a thread or two as usual. But we are some kind of tired lately. We're sure it has to do with the heat, the funerals, the general malaise around these parts.

Open thread for you all to post questions, information or rumors. Keep it reasonably clean.

SCC, the only thing to say is Thanks for all your efforts at keeping this forum going. It is in the truest sense that which was meant by "freedom of the press" expressed by the First Amendment of the U.S. Constitution. Unlike those so called "media" types who think they are the fourth estate or fourth branch of government (or whatever) when all they do is sell "stories" of human suffering and print "press releases" issued by government entities, thereby becoming mouthpieces of those government entities. Freedom of speech is being able to express views one's views, not sell stories to the lowest common denominator to generate advertising revenue.

Keep up the good work.

Be safe everyone else.

SCC,
Take a break. I think with everything that has gone on in the last 2 months and add that to the last 2 years, we are all just overwhelmed with emotions. Time for everybody to try and sort things out where they just make some kind, any kind of sense. Thanks for the time you take. I for one appreciate your task in helping us vent and just let everything out. I would think most of the department is like a pressure cooker and need a place to vent, so not to blow up.

EASY #@%^&*(*ing WEEKEND!

It might have been if the weather cooperated, AND the city had opened the lockgates so our basements would not have flooded.

I suppose Shorty's people think it's better the storm/sewer water goes into our basements rather than Asian Carp slither into the lake, or flood out the TRANSFORMERS set or Soldier Field. This isn't the first time that choice was made AND WE LOST OUT!

Kangaroo Court!

Yesterday I reported to my "new" usual room CL02 (CL04 has been Closed) I must admit I only wrote 3 people, so I figured I would be In & Out...N o t S o F A S T...

The Judge, Thomas V. Lyons II finally arrived on the bench at approx. 9:20 AM explaining that he was the Only Judge hearing traffic court cases today as they are short Judges...The call began as usual, with attorney's getting first crack. It seemed that most defendants received minor fines in the amount of $20...But when the Cook County Fees of $145 were added it wasn’t so minor any longer. The Judge then took a recess and stated he was off to his next room that he would return...This happened twice...

It was at this time that a female def. had a case where by she was written two citations. The first for failure to use headlights while driving at night, the second for not having a child restrained in a car seat. The def. mentioned that the child had freed itself moments prior to the stop.

The Judge gave the def. several options: Plead Guilty, Have a Trial Now, or bring back photos showing in the photograph that the lights in fact work, as well as a picture of the car seat attached to the rear passenger compartment of the veh. A slight snicker could be heard by one or more coppers as we looked at each other in amazement. One copper asked the Corp. Council after the judge left the bench "Did you Hear what the Judge said"? He responded..."Happens Everyday..."

I'm curious why the Judge did'nt ask the def. to take a picture of the child strapped in the seat as well...after all that was one of the reasons for the citation...

Eventually the 10 AM cases arrived and the 9AM Call was completed in a timely manner... 10:35 AM

What a County...Crook county that is...

Is there any professional courtesy given to fellow officers anymore? Verbal warning are okay, brothers. Lectures and ticket writing for bullshit traffic violations is awfully petty when police in general get shit on by the public on a regulat basis. Three CPD officers shot dead in 2 months and these motherfuckers have nothing better to do than sock to an off duty CPD cop for NOTHING. My experience is are bordering suburban police in general show little or none. Niles PD, that's you.

So, my question is, what can we, as the law abiding citizens who are afraid to let our kids look out the front window because the Satan's Dipshits across the street own the block, do? I'll keep calling it in, but when I have to call every single night, sometimes twice it feels like there's no point. Thanks to the severe under-staffing you guys are working with, if they're not doing anything outright violent, you can't make breaking up a bunch of jackasses having a few beers, and by time those jackasses start throwing stuff at cars, it's too late. So, how do we get rid of these people? Your hands are tied and the powers that be don't care about people who work for a living.

FBI chief here rips Daley criticism
GUN VIOLENCE | Says put-down of task force demoralizing

July 24, 2010

BY ART GOLAB Staff Reporter agolab@suntimes.com

Chicago's top FBI agent fired back at Mayor Daley on Friday for saying the federal agency isn't doing enough to combat gun violence in the city.

"My task force, which are FBI and Chicago Police officers side by side, are very demoralized to read those comments after all the hard work they put in," FBI Special Agent in Charge Robert Grant told WFLD-Channel 32 news.

Grant's rare public reproof of the mayor followed Daley's remarks Thursday, reported by the Chicago Sun-Times, after a joint FBI-Chicago Police operation that resulted in the arrest of 25 people

Reality check, Daley hates the police. We are nothing more than city employees to him who should be glad we have a job. J-Fed does what Daley tells him to do and just to make sure Masters is there reporting directly to him. Just look at some of the recent appointments and reassignments this department has become a political employment agency, just like other city departments. If you have clout you move up plain and simple, if you have clout and retire you become a consultant and double dip. The people leading us will never let us be the real police because Daley does not want us to and they don't know how to be the real police because they never were. Very Sad

I thought the theory was that the patrol division was the backbone of the department and all other units were there to back up patrol. What happened? patrol has become the whippin boy of the department and it has been stripped down. Put that in your pipe and smoke it Ernie since you are looking for new ideas and strategies. How about put the numbers back in patrol where they belong and tell the clout babies, put that uniform back on.

Lil' Teddy O'Queefe sez:

Hello there...it's me...Lil' Teddy O'Queefe...Deputy Superintendent...BAS...with a question. If my pal Lil' Richie Daley does not run again, what will I do? He plucked me from a failed career as a priest and handed me great jobs, first at the 311 center and then as a Deputy Supt. at CPD. I, of course, was well qualified for both positions by virtue of the fact that I took many theology classes, so there was no favoritism involved. You see, my theology training enables me to help with many issues faced by the CPD,like...ah...hmm...NEVER MIND. I just hope Daley runs again, because if he doesn't, I'll have to find a job I'm qualified for, and those don't exist. I'm almost done with my training at the Phoenix University of police academies, though(the one Masters "attended"), so it won't be long until MASTERS MASTERS MASTERS and I will be out patrolling with that really hot blonde from the policy group on weekends. Lawbreakers beware! Until then, you'll have to make do with the broken-down cars, lousy equipment, and lack of help out there because I will never allow them to spend money on the average working P.O.
Adios...from me...Lil' Teddy O'Queefe...Deputy Superintendent...BAS.

This is one of the many reasons why there is so much crime and problems in chicago, cook county. The people have no fear of the courts. There is no fear of any major punishment. No one takes the courts seriously here. All we can do is enforce the laws, but after that it's out of our hands. ASA's and the courts are pro-criminal. The message is then passed on.

Don't be fooled by CPD brass B/S. Last night Judy Fled decided he wanted to do an Outdoor Roll Call in 011 to impress the citizens with all the manpower the CPD has. Only problem is we don't have all that manpower. But to Judy Fled that is not a problem. His solution? Have the Out Door Roll Call but instead o only using the few cars 011 has (which would not make much of an impression) he had each District in Area Four send a car to the Outdoor Roll Call. That way it looks as though 011 is staffed to the gills. Don't be fooled by all this. The CPD is woefully undermanned no many how many cars you see at events like Outdoor Roll Calls. You are on your own. You are now forewarned!

3 years ago my CHICAGO WATER BILL was only about $90.00.

It is NOW $240.00.

LAST MARCH it was $230.00.
So now it keeps going up $10 or $20 every 6 months.

Now I can see if the price of water kept rising the city would have to charge us more, however we know that's not the case. Water and the cost of filtering it is NOT rising.

The city wants to screw everyone as much as possible out of their money because of total mismanagement.

It seems to me that a class action suit could be filed on this because the rates that the "city" is charging us is obviously just not going to pay for the cost of the water they supply us.

What we need to do is organize a Special Employment walk out next 7 & 8 Periods..I count on special just as much as anyone, but if they want to screw with us..then get them back..The city would be fucked..Cubs/Sox series, the Taste, the fireworks, Airports, Mass Transit requirements..Fuck them..I would be willing to skip it for those 2 periods...

Then hit the medical on Bud Billiken Day and stay at home that day..Fuck them!!!

If they want to cancel your P-day or furlo extension..hit the medical and get 5 of your buddies do it with you..if they want to live and die by the contract, then start making the city do the same..down your cars if they are not up to snuff.

How about making the city sweat it for once? We dont have to work special, so lets put them over the barrel next summer? What do you think? You have 9 months to start saving some money to skip those periods.

How hard can it be for Mark or one of the boys to update it every day? It seems damn disrespectful to me!

WTF, FOP! ? !

Michael Bailey, one of our Brothers and YOUR members who was killed in the line of duty, is now buried and you haven't even bothered to update your website?

YOU PEOPLE ARE DISGRACEFUL ! ! !

Your page of CURRENT Death Notices is still reading 15 July 2010.

Many officers, including retirees around the country, rely on these notices to pay last respects to other officers and their families.

I have been unable to attend a wake or funeral, more than once, because when the info FINALLY showed up on your site, it said "all arrangements have been completed at the time of this posting".

Probably you guys aren't being compensated with enough money for you to be able to keep up with this complicated and time consuming task. Perhaps at the next meeting we can pass a resolution to increase your salaries so that we can get this situation remedied. Our dead heroes and their families would appreciate it!

Okay here are two steps that can be taken to show us you're serious about being the police.
Allow IAD to arrest and prosecute citizens who make false accusations against Police Officers. Show us you're behind us when crimes are committed against us. The law allows for this and this is why there is an affidavit. IAD can use the heads locking up a citizen instead of coppers will remind them who the they are.
Second, revamp your policy group. Put some real street coppers on it, some guys who will give you some common sense solutions to the complex problems the working police are dealing with. It wouldn't hurt you to have a few people who don't agree with everything thing you do at the table, you might hear some truth.
Or you can resign and get away from Chicago. You better start making some moves to capture what's left of your career here and by doing the above steps would sure go a long way to show us something, because right now we got nothing.

MEMORY LANE

011 Third Watch 1970
30 Beat cars
4 Wagons
4 Beat Sergeants
1 Field Lieutanant
1 Desk Sergeant
3 Desk Ptlm
3 Lockup Keepers
1 Captain
Two 3rd Watch roll calls had a total of about 60 PO's. Only a couple of 1 man cars. Sometimes there were as few as 45 or 50 PO's on the street. There was a tactical
team consisting of 1 lieutenant, 3 sergeants, and 24 patrolmen divided between two watches. Two or three patrolmen worked the front office on days with a couple of civilians. One sergeant and no more than two paltrolmen worked in Community Relations (CAPS). There were some cadets shuffling paper and some foot posts and a few house keeping spots on days. The overwhelming amount of department manpower was in the beat car. I guess the calls for service must have declined. That's why there are so few cars in the field. The only other answer is rank incompetence.

Took three dump trucks PER BLOCK to pick up the ruined carpeting, furniture, etc. Streets and San had front-end loaders out there...

Two coppers from the fifth district were FIRED after a mutt raced away from them on a motorcycle, crashed, and killed himself.

Very little discussion on this and I think it is because most coppers along with the public have succomed to the "policy" that police are responsible for everything that happens after the police act.

If you are a working copper, it cannot be emphasized enough that you are rolling the dice every time you act. Don't be tempted to listen when the department encourages you to act. The department has no intention of protecting you.

There are very few "rookies" on this job. Most coppers have at least 4-5 years under their belt and have fair warning of what this department is capable of.

--------

PPO's can ride 10-99 once their first year is up. most watch commanders either dont know this or choose to wait until they are off probation. they are under the contract after year 1. for the next six months its just easier for the department to fire them.

Weis has cost the city millions in lawsuit fees. There is no such thing as a suspension or progressive discipline anymore they just fire because they need to save money to eventually hire a ppo at half of your salary, diabolic isn't it, assinine isn't it... but thats daley.

Ot: (but very important officer safety issue)

3rd watch W/C in 023 told the watch recently that they are not authorized per general order to punch people! I heard this first hand. He states that the orders do not allow for us to punch people anywhere with a closed fist, only to give OPEN HAND stuns and strikes. I totally disagree with this and believe that "direct mechanical to the body structure" means punching and kicking. Can somebody please clarify this, especially if there is an academy gym instructor that reads this.

This W/C states that if you punch somebody the department will not have your back and you are opening yourself up for lawsuits. Now the watch is affraid to even defend themselves.
This w/c has to be the worst in the city.

Ok The above post was from the “ Management by Crisis “ Thread
I don t know where to begin with this post except to say that s a huge part of the problem on this job, it may very well be the main problem. People on this job who should nt be. Stop and think about it ……… if I have to come on this blog and ask a question and trust the answer then you need to find another job before you get someone other than yourself seriously hurt. Especially an answer concerning the use of force. Illinois law and our use of force module allows us to use one step higher,,,,,, sound familiar??
It’s the same thing over and over we are our own worst enemy…………………… And try and tell this officer something…. I ll bet he knows it all,,,,,,,,,,,,,,,, Even worse there were probably at least 2 sgt.s in that roll call Unbelievable!!!!!
Maybe I should just retire so this knuckle head can work my special………………………………...............

No details will be offered, but back in the day, Bob Roman helped me big time. He really didn't even know me, but thought to help me because he did not want to see a copper take a beating for no reason. He did not have to lend me a hand, but he did. Could he have changed since then? Sure, but all I know is when I didn't have anybody looking out for me, he did for me when he didn't have to do for me at all. That is the true measure of a man, what he does when he doesn't have to do anything at all. And, no, I am not Bob Roman. I am just a guy that didn't get screwed as hard as some piece of shit boss wanted me to be, and it was because of Bob Roman. I am just saying. Down deep, Roman is a good man.

7/24/2010 08:38:00 AM

People, stop with all of the cryptic bullshit complaints. If you have something to sound off about then spell it out.
From the above rant it seems officer A is pissed at officer B from the Niles PD.

What other departments have you had runins with? What is it you were stopped/written for? Were you actually written?
Did you act like a stroke and fuck yourself? Or are the big bad suburban poeece picking on you?

Thanks anonymous for the memory lane piece about deployment in 1970. It reminded me as civilian how when going about my business in the city then there were cops everywhere. Now there are cops no where and look what kind of city we have. At least then, there were hot crime spots specifically around the projects and you just steered around them. Now, the whole fucking city is a hot spot. Thanks Daley you blithering idiot. I remember the motto was "The City that Works". Memphis and NYC city had their garbage strikes, bus driver and transit strikes and the lot. Richard J while not perfect was far better than the little midget. I guess the midget was not paying attention to dad at the dinner table.

025 area, bad basement flooding for about three blocks each side of North Avenue, from Narragansett to Harlem. (That was what I personally saw.) For some reason, the Chicago side got it worse.

Crossed Eisenhower at East Ave. bridge in Oak Park, water still very much evident. the Ike was OK and the CTA was running fine, but water still covered the adjacent C&NW freight tracks in some places.

I think the totals were about 6 1/2
inches at O'Hare and over 7 1/2 inches at Midway. Man.

A little prayer for all those who suffered as a result, and for those who came from far and wide to help out. Did not hear of any serious injuries, so we lucked out.

"I thought the theory was that the patrol division was the backbone of the department and all other units were there to back up patrol. What happened? patrol has become the whippin boy of the department and it has been stripped down."

Yes, that's the THEORY, but the ACTUAL PRACTICE at CPD is somewhat different.

Most coppers realize that patrol IS the backbone of any police department, but because no one cares about patrol, the powers that be keep whittling it away, creating special units (MSF, TRU, etc.).

On top of that, coppers realizing that patrol is a dead end, that no matter what you do or how much you work, if you ain't connected, you probably ain't getting promoted, figure "I'll go to TRU, if nothing else to get out of this beat car for a while."

Then, in order to stay in these "units", coppers have to meet certain "standards" (read: QUOTAS) to keep their "spot" (which could go away at any time, anyway).

At this point the guys who elected to stay on the beat car become resentful of these "units", bitch here on the blog, and the city's goal, to divide and conquer, has become reality.

In another thread recently, someone was going on and on about "doing your job" or some such nonsense, but the reality is this: There is no incentive to work hard. There's just no future in it because at CPD, mediocrity is considered a "win". This attitude atarts AT THE TOP and until promotions and appointments to "real" units are made based on how good a copper you are and not who you know, this will never change. Combine that with an adminstration that won't back you up (even something as simple as charging people who make false complaints against the police), why would anyone in their right mind, who's even remotely been paying attention, go out there and literally kill himself in support of this current administration?

Yeah, for some it's just an excuse not to work, but for anyone who's been on the job for a while, you ALL know someone who's not risking his career anymore, in light of this.

1. No one cares about patrol
2. Welcome to CPD!
3. Demand better in 2011
4. Be careful

Townsend is the key here for all you slick sleeves; Towndend and King Richard grew up together...Townsend ran this department ( for the mayor) for 30 years.....when he left / died Richie couldnt stand not having control and did nothing but fight with Hilliard and Cline.... so what does he do? return to the ol days, bring in a puppet supt. and his band of ret. fbi ' ( that looks good to the feds) and have the cpd run by his people in the oranization. Except now he dosnt trust anyone in uniform so they are all civilians... Roman, O'keefe, Masters, Ladner, Scheer.
