Worst Performers

We give this a week or so until they pull this completely:
  • Chicago Police commanders recently were instructed to make lists of officers with the worst performance in their districts, according to the Fraternal Order of Police.

    Officers on the list are subject to a counseling session, the FOP said in a bulletin posted on its website.

    Over the last year, officers have undergone evaluations on everything from the number of tickets they write to the number of arrests they make.

    But they don't know the standards for winding up on a list of worst performers, FOP President Mark Donahue said.

    "That hasn't even been discussed with the union," he said.
So what was the point of the millions spent on the Performance Evaluation System that's been operating for a year or more and all the meetings and gradings and "evaluating" going on to find "problem" officers if Ernie and his staff of morons are just going to order commanders to pick out the "worst performers" without any sort of standards?

J-Fled, rein in your people before they start costing the city more money.

Who cares. Go to your job, write the report. Repeat. Bring your lunch if your 99 to eat during the report writing. Then go down on lunch to bs with you friends or ask for it at the end of the tour. Go to your job safely. Get gas and a car wash. Before you know it the tour is over.

Keep a copy of the a&a's and the number of reports you did so when the ask you what you've been doing you have proof.

Since nobody bought the Department's propagangda training video and JPUD's PAX 501 saying that the in-car camera is your "silent partner" and POs are still not using the in-car system the exempt members at headquarters have decided to again force feed the camera down the lowly beat officers' throats and stick it in their ass if they get caught not using it.

New directive came out requiring any "Uniformed Member" who has a camera to have it activated during any "enforcement stop." An enforcement stop is not just a traffic stop, it pretty much encompasses any type of policing on the public way the average copper would do absent going into a private citizen's house on a domestic. Any department document you submit must indicate if the camera was equipped including case reports and contact cards.

They are going to use this order to screw over anyone who gets a beef. Pookie says you stopped him and kicked his ass, maybe there is nothing to prove that you beat Pookie but did you activiate your camera when you stopped him? No? thats ok we will sustain a CR against you for failing to use the in-car camera, recommendation 1 day off without pay.

Just wait till defense attorneys get a hold of these in-car camera videos. They will be able to disect every action you took. If you are involved in a high profile incident the department will use the video to hang you upside down and try and get you charged criminally if you screwed up. You did one little thing wrong JPUD will refer you to the US Attorney's office or Anita Alvarez's CC states attorneys. Both of them would love to have the press of taking down a cop.

These cameras are a very bad thing. They are not put in your squad car to enhance your credibility and in court testimony the Daley Administration put them in the car for one thing: so IPRA and IAD can monday morning quarterback you if you fuck up. Be careful and please read the order and know thy enemy.

Hmmm, call me stupid (stupid), but if they want a list of the bottom 10 performers, doesn't someone ALWAYS have to be on the bottom, given there being no criteria? Granted we know there can't be a quota number, but let's say the "standard" is 10 movers a month to keep it simple. Let's say there are 100 coppers, top cop writes 40 a month, bottom guy writes 12. Well bottom guy is still above "standards" but obviously there ALWAYS has to be a last place, but that doesn't mean they are last in performance. Whether it be parkers, movers, self initiated arrest, reports taken, etc. And as we all know, numbers does not equal how you are doing your job. I know plenty of guys that pull in big stats but they couldn't work a felony dope case or a gun pinch from start to finish. Reasionng, they think numbers mean something and they would rather have quantity than quality. Frigging idiots, there always has to be a bottom of the list even if a whole watch is pulling in numbers. Why is it the higher a person goes up in rank the dumber they get?

If counseled as one of the ten worst performers:

Document date, time & location of counseling session, as well as the stupid-ass supervisor(s) administering the session. Include everyone that might be present or within earshot of this counseling session...ESPECIALLY EVERY "BOSS".

While it'd probably prove fruitless, someone effected by this should call FOP and request legal representation to accompany the officer during the counseling session. If this isn't possible, the effected officer should be allowed to have a witness present...preferably their partner who, magically, ISN'T getting counseled and has roughly the same overall activity. A private attorney would be ideal, finances not prohibiting.

Insist that their "expectations" (Read: DEMAND of increased activity/revenue generation, "indices" - wink, wink) are put on paper and signed-off on by them, the W.C., the D.C. and anyone else that will ultimately be involved in administering and/or reviewing this nonsense.

Get a copy of the list of the other nine worst performers, and make time to meet with every one of them after they get counseled. Document any/all discrepancies in what was said during these sessions. You can bet the farm that there's going to be preferential treatment/differing "remedies" for the "Captain's Dolly" as opposed to the other slugs that lack in the same areas.

Arm yourself with the knowledge you need before you sit down with some Bosshole that's gonna attempt to fuck up your livelihood. Be smarter than the average schlub and let these dummies know that you just won't go along with the program and sign your name to every piece of paper they put in front of you.

And when things get really hairy, kindly contact the local media and provide them with proof of yet another story that'll help reveal just how fucked-up this department has become. And if that means some meritcloutorius Bossholes wind up as collateral damage, then so be it.

And when the dust finally settles, enjoy your CIty of Chicago windfall. And use said windfall to purchase a nice home and property far, far away from this shithole called Chicago.

Like everything else in the department they failed to ask the people who were effected what was wrong and what was right with the evaluation process. You can not fairly compare 7500 officers with 1000 raters in three or four different types of jobs (street cop, desk, tact etc...). But we have a computer system so it must be legit

There are some pretty ugly implications to this.

Crime is a random event. While there are definitely tell-tales and 'probabilities' involved, it all ultimately boils down to a completely random occurrence. The job of the police officer is to be prepared to respond to these random events. Statistically speaking, how many crimes any given officer responds to can be represented with an ordinary curve- some will respond to a ton, some will respond to very few. There are personal factors that will determine where any given officer registers- hyperaggressive officers will probably have more arrests, more laid-back officers will probably have less- but at the end of the day, the whole show is ultimately liable to randomness. It's entirely possible (virtually certain) that there are very proactive officers who will have significantly less arrests/tickets/etc than lazier officers who just happened to encounter more crime or be dispatched on more calls as a function of nothing more than chance. This system ensures that good officers will be punished for no reason.

The social implications here are ugly, too; you basically have the higher ups in the Chicago PD implying that the judgment of the individual officer is not worthy of consideration and that a good cop is one who 'fucks with' more people.

It's the worst possible strategy to incentivize 'arrests' or "tickets" without bothering to whether those arrests or tickets needed to be made in the first place.

The admins at CPD should create incentive for quality arrests; busting bad guys, dopers, rounding up thugs, nabbing burglars and muggers, etc. Not mindless, blind, bell-curve bullshit that holds policemen hostage to random events that are out of their control.

We want cops out there responding to crime, we want cops out there stopping crime- we don't want cops out there fabricating chickenshit arrests and tickets because they're worried about their pension.

Admins of the CPD- once again, you fail in spectacular fashion.

Thanks for noticing. If you truly support us (police) and want us back on the streets fighting crime, let your voice be heard elsewhere not on an anonymous blog. You, your friends and family can start by voting this jagoff mayor out of office. Then you can publicly praise the police for their good deeds and not like others who crucify and sue us. You can also voice your displeasure with this asshat of a superintendent that we have to unfortunately work for. Also, you can show voice displeasure with the aldermen, reverends (who run this dept) and this bullshit merit process that we have for promotion. Send your feedback to the media, ask the proper questions and don't stop until you get the answers you are looking for. Until then the police force will diminish, crime will go up, Daley will keep stealing from us and you citizens and giving to his pockets as well as his friends. Honestly we do feel for the good citizens, because 2/3 of the day we are citizens too and we also would like to feel safe at home and get the proper police response if need be. So once again if you do not voice your opinions publicly or at the polls it will only get worse. Thank God I can say I can retire and leave this city in 14 more months if I choose.

You bet your ass I will. My good friend and neighbor is a cop and he's the one who turned me on to this blog in the first place, over beers and babybacks on the Weber.

I want all of these absurd assholes out of office, starting with Daley, and that Cro-Magnon looking motherfucker of a Superintendent, Jody "Caveboy" Weis. I will admit to being somewhat politically apathetic in the past, but it's time for a change- and not the Barack Obama kind. Real change. The sort of change that leaves encumbants in tears, wondering where they went wrong and blaming everyone but themselves as they pack their boxes and leave office.

In short, yes. Me and mine will do our part. The real question is; is Chicago an asylum where the inmates outnumber the regular people? It may be... If Daley gets elected again, after all the horseshit he's pulled, then there truly is no hope for the city. The reelection of Daley will mark the very moment when Chicago officially jumped the shark and began it's final descent.

I'm rambling now... Sorry. I'll shut up.

I'm not all that familiar with the camaeras, but if I'm not mistaken, they "see" out the front windshield of your car, correct?

Turn it on and do your police business NEXT TO or BEHIND your car.

Nobody says I've got to be on camera. Hell, I'm not a member of AFTRA or SAG, fuck 'em!

Dear Chicago Resident;

Thanks for spelling it out and explaining what the citizenry really want and DESERVE from CPD.

Your logic may be correct, but while the dunderheads in charge like numbers, they don't really understand what numbers are about.

Logic is not their strong point. They only understand that if an officer writes 6 tickets in a 6 month period, and if the same officer writes 5 tickets in the next 6 month period, that officer has written about 18% fewer tickets.

The how, what and why is completely lost on these dunces.

As a patrol officer, for a while I was in a unique position wherein I was able to attend a lot of command-level meetings. At one such meeting the concern was that fewer guns had been recovered.

I attempted to explain that there had also been fewer shootings and that perhaps, for whatever reason (increased penalties, more aggressive enforcement, etc.) fewer gang-bangers/potential shooters were carrying guns in their cars.

"But there were less guns recovered!" was the reply I received from the dazed-looking exempt member.

Yes, I guess you're right, "boss".

But fear not. Regardless of who is running this department (into the ground, currently), there is still a core of hard-working, blue-shirted COPS who understand their role in society. When push comes to shove and you need help, these people WILL BE THERE, regardless of the garbage spewed from 35th Street/City Hall.
