"Discredit to the Department" (UPDATES)
Word coming in from a couple of sources (e-mails and such) that the lieutenant who wrote the essay "A City at War with Itself : Chicago - Fast Tracking to Anarchy" has himself been served with CR charges for bringing "discredit" to the department.
When the city is burning, when chaos reigns, when the whole thing is falling apart, the route of cowards and quislings is to attack the messenger rather than addressing the message.
What a joke this department has become. Hopefully, this author fights them tooth and nail the whole way. Someone let us know when the fundraiser is being held.
UPDATE: Anyone here with any time on remember Patricia Hill? She used to go on all the "reverend radio shows" on Sundays in uniform and write all sorts of op-ed to the Sun Times which would then print them where she identified herself as a CPD Officer. Hill could make all sorts of allegations of misconduct and other criminal behavior by Officers. No action was ever taken against her. Why would that be?

I have to assume as a lt you have near 20 years and near 50, hopefully 55. I would drag this out as long as possible. Go on the medical, check out some old IOD claims, etc. Then write some really crazy to-from, something from the movie 7. You know, notebooks filling rooms of all kinds of crazy shit. Ask to interviewed and reference the material from the notebooks. Add in a bunch of witnesses and so on. Drag that out even longer. And then just quit when they want to serve you with a suspension.
You'll go down as a legend.

Well first off that Lt is a big jag. But anyway. Here is where the grey area will be. You do have the right to say what you want. However, are you allowed to identify yourself as a memeber of the department, and write a very critical and unflattering article about the department? Hope he wins. But hes still a jag.
In order to bring about meaningful reforms to the most politically corrupt major police department in the nation, we must have officers willing to step forward and make off-duty public criticism of the CPD on "matters of public concern".
While I am not an attorney, I invite this author to confidentially contact me. From personal experience, I have attained considerable knowledge to covey to individuals who are potential victims of First Amendment retaliation by the City of Chicago.

John Andrews is no hero, and he didn't care one bit about "organizational paralysis" within the CPD when he was Harley Schinker's Community Policing sergeant in 008. At the time, he was sure that Harley's clout was going to be responsible for his fast track rise to fame within the Department, so he became of member of Harley's evil cabal and did the commander's bidding for him, and he screwed some good people over. And he didn't have any problems with the Department when his former commander was initially appointed as First Deputy, as he was quoted in both newspapers as saying "I love that man." He must have thought that he could benefit through that relationship, too. He makes some good points in his manifesto, but have no doubt that its origins arise from the fact that he is disgruntled over not being made an exempt because he is the best police officer he knows - just ask him.
Whenever a system can no longer tolerate criticism from it's participants, you can be certain that system is rotten.
Whenever a system persecutes people who speak out against it, you can be certain that system is doing unseemly things, behind closed doors.
When you can no longer articulate a cogent position as to why you're in-the-right but instead, have to rely on punishing anyone who dares to point out where you've gone wrong, you're officially at the bottom of the idea ideological barrel.
Congrats, CPD administrators. You're now at the bottom of the barrel.
The most mortifying thing here isn't just that this whistleblower is being abused, but rather that the people doing the silencing appear to be completely oblivious to the grotesque message they're sending by doing this. They are apparently so out of touch with reality and insulated from everyone and everything else that they don't even realize that by persecuting this man, they're betraying- as fact- the very sorts of things he spoke out against.
There are any number of anecdotes we can reference to support the claim that the administration of the CPD is in desperate need of a through overhaul, however, in my mind, this is the single most glaring.

Did the Police Department ever go after Patricia Hill for derogatory statements made against the Department?
If I recall, Hill also represented herself as a CPD officer when criticizing the Department on the radio, television and in print, which JA never did.

Lieutenant John Andrews didn't "bring discredit to the Department", he merely exposed (quite thoroughly and articulately, at that) the blatant truths that no one in the hierarchy of this pathetic department and/or city will acknowledge.

Is this a case of the truth hurts?The majority of what was written in the article is true. Many people, both sworn and civilian have made the same statements, but never in public and never signed their names. I commend his courage to speak the truth. The Lieutenant in question is presumably a free and native born American citizen who is exercising his right to free speech and his duty as a guardian of the public trust to alert and alarm the public by informing them that their safety and well being in this city is put at risk for pure political gamesmanship.
The unfortunate inferrence is that as a Chicago Policeman, the Lieutenant is viewed by J.P. Weis as someone who has no rights worthy of being respected whether by custom, courtesy, tradition or LAW.
The Lieutenant has done the public a great service.
J-fled is no doubt pushing to have the Lieutenant "taken out" in the same manner in which J-fled took out Agent Robert G. Wright for going public because the bureau all but ignored Wright's warnings that the 9-11 terrorists were within our perimeter and learning how to pilot large commercial aircraft, the likes of which those same terrorists crashed into the Twin Towers and other places.
Weis and others should be made to stand trial for Treason.

Just saw we are front page news again for not writing enough tickets. Being a Sgt in a unit I will tell you that the poor patrol guy driving a beat car has the toughest job on the department. He or she juggles all day long hoping to make it through the day short handed, trying to be professional, trying to to lock up the scum of the earth and dealing with a city government and police administration that does not give a shit about them. Being in patrol for about 8 years of my 22 year career I have always had the most respect for the guy in the trench.

That might have protected her. I would love to see some powerful, moneybacked group come to the lieutenant's aid and file a lawsuit. But, as I recall, courts have upheld the right of a public employer to silence their employees under certain conditions.

I saw the comment regarding the ADS of IAD refusing to issue a CR relating to the Gallows and I know it to be true.
He also refused to investigate a similar news letter that appeared in 022 after the Commander demanded that copies of the news letter were placed in district mail boxes and the Commander demanded that they be fingerprinted and compared against everyone in the District.
He knew what was legal and did what was right.
J.A. is the type of LT that has a love/hate relationship with the watch. One day he is the worst boss in the world, the other day he is a prince to work for. I am not fond of him yet he has balls to tell it like it is and for that I have RESPECT for him.
Pat Hill was always getting CR numbers for speaking out against the department in the media. She would wear her uniform when she was interviewed or marching. She got out of being penalized by claiming the race card and the bosses were afraid to challenge her. She was finally paid off to leave the department.

Personally, I don't trust JA because I've worked for him. All that aside, you have to respect what he wrote. The CR will go nowhere, but you can bet that he will be fucked with until he retires. He will be detailed out to a district on the opposite end of the city from his house, or sent to midnights to "fill in" etc. If by chance hell freezes over and the CR sticks, his defense will be that he was following the superb leadership of his Commander (Trahanas) who is allowed to legitimately bring discredit to the department on MULTIPLE occasions and get off scott free.

All the things a watch commander should do on a regular basis....even in 011. And he gets bashed for THAT? I got news for you west side cops...you've got NOTHING on the Area 2 districts anymore. You don't even have anything on some of the Area 1 Districts (like 007, 008 and 009).
I've only been a PO for 15 years. I've worked in 3 districts over those years. I've found that w/c's who express their expectations usually have them met.
Requiring people to be on time and wearing a presentable uniform isn't asking a lot. If that's all you've got to bitch about this Lt. on 011, you need to shut up, and be thankful too work for a boss who knows what's going on that sucks and isn't afraid to say it in writing.

I was whistle blower once not too long ago. Not in CPD. The bxxxx who canned me got fired just 12 weeks later when company figured out I was one doing all her work, literally by the book, against her will. I was undoing her damage- uncooking books, forwarding checks to corporate she was trying to hide/cash for herself, etc. btw, I'm female as well. What I found fascinating is they confided that they had to can her in way that did not hold her accountable for my job loss. Weird world out there. Old CEO who had hired her was also canned. When new CEO approached me to rehire me for her job, it was apparent my former boss had pilfered/mismanaged so much in the 3 short months I was gone, that new CEO then couldn't afford to pay me the going rate,which is what I had already been earning at a new job for 10 weeks. I have wondered since if there wasn't a small bit of paranoia toward me brewing on part of someone somewhere in upper ranks who didn't listen to me when I blew whistle, since it was clear I had the "you know whats" not to drink the financial irregularities/mismanagement/overblown ego cocktail.
I've never regretted for one second my choice. My conscience is clean.
Just sweep it under tha HUGE rug at 35th St.
The only discredit to the department is the two knuckleheads who wear our uniform without going through CPD training.

I think that this would probably fall under the Whistle Blower Act or 1st amendment violation. These people (the department heads) cannot be that stupid, can they?
The Lt's next book will be titled "The Chicago Police Farce" if he teams up with that soon to retire sergeant.

I have to assume as a lt you have near 20 years and near 50, hopefully 55. I would drag this out as long as possible. Go on the medical, check out some old IOD claims, etc. Then write some really crazy to-from, something from the movie 7. You know, notebooks filling rooms of all kinds of crazy shit. Ask to interviewed and reference the material from the notebooks. Add in a bunch of witnesses and so on. Drag that out even longer. And then just quit when they want to serve you with a suspension.

That happened to me year ago: IAD had me give a statement. A statement they later came to regret. I brought out so much shit along with names and dates that IAD was running in circles to avoid "bringing in" those that I mentioned. They even had me write reports later to exclude two of the clouted clowns that now found themselves in the same hot water they boiled others in.
Kudos to that lieutenant with obviously big balls and a back bone. Apparently made LT in rank order and not by merit because a merit slug is controllable. A ranked Lt (or sgt) never has to mince the truth.
I have tons more, but I think you know where I'm going with this.

The problem with "conduct unbecoming" is that the Rule as written in 1974 is archane and fails to define what "Acts" constitute conduct unbecoming. It could range anywhere from smoking in public (also against the Rules) to committing murder.
John Andrews is one of the smartest men I've known in a long time, writing this article was a very smart thing to do. The CR# is utterly stupid. In all likelihood, unless Weis smartens up, Andrews will be give 30 days or more, which he will serve before filing a federal lawsuit which will likely guarantee him a sizeable paycheck and ensure his retirement. He's over 50 and has 25 years on the job, he could retire anytime. He set a trap and the Dept walked right into it.
Years ago, when EB was Commander of Housing, he ordered all the visiting tact teams from the relative ssafety of the buildings out into the fire lanes for "visibility". Moments after the order was issued, a cop was shot in the back, that luckily hit the vest. EB showed up at the hospital, furious that the injured officer and his team were pulled from the building assignment. Ernie will climb a mountain of dead coppers to get what he wants.
There wiukd be a bug pay comeing to him for J-Fled violation the Department's and the City's First Amendment Rights Policy.
The only bad thing about that is all of our taxpayer $$$ that will be spent on fighting and settleing that for Jody and Shorty.
Tbe really great thing would be if he were to collect PUNITIVE DAMAGES from Jody. Make his Stay in CHICAGO A big, Big BIG Loss to him personnaly.

Pat Hill was NOT paid off by the Dept. to leave...she hit her 20, had the age, and LEFT, like anyone else should. She had no aspirations to move up. She did, however, publish a book on the CPD that was full of factual errors; Cmdrs were ordered to allow her to come out to various Districts and set up tables to push the so-called book. Didn't see any takers in my District, although the Sgts. expressed their displeasure about her being allowed to do this to the Cmdr, who didn't want her there either; he was trumped by the A/2 Deputy Chief at that time.
I recall Pat taking suspension time on at least a couple of CRs, and at one time, being suspended with 30 pending. But we all know how it is, the worst among us are usually the hardest to get rid of, though not for lack of trying. It's just the SHITCAGO WAY.

To the previous posts, Stop defending yourself John. To the first post, Ummm........ Nobody said anything about Andrews admonishing people for being late or dirty shoes. Funny though, I've sent a couple comments stating what the Lt. in 011 does to fuck over and hurt coppers but none of them have been appeared in the postings. Hmmm..... Well in case by some miracle this posting does make it on the blog. Lt. J.A. in 011 loves to hurt and jam coppers up over stupid shit. I work in 011, and if some of you merely ask anyone in 011, they will tell you what a jagoff he is. He has on numerous occasions taken out C.R.'s or SPAR's on hardworking P.O.'s over petty bullshit. He is arrogant, thinks he is some kinda great leader, but rarely ever goes out on the street. I will say that he is intelligent, and was accurate about alot of what he said in his manifesto, but it doesn't change the fact that he is almost always towing the company line, and in fact has hurt many coppers with his silly C.R.'s. Andrews is all about himself, in writing what he did, he was doing it to bring attention and acclaim for himself. BTW, when have you ever heard of a watch commander doing the arrest report of a cop killer (Wortham) who turned himeslf into the desk in 011? He not only did that, but put himself in box 1 to grab all the glory, then left box 2 empty, and kept the shithead offender in his office for 2 hrs, in turn pissing off the Area 2 detectives as the clock is ticking.... But he also then personally transported the shitbird himself to Area 2, so he could parade the offender in and show everybody what a supercop he was for nailing a cop killer who just happened to turn himself in. These are not rumors, but facts. Ask around before you start selling benefir tickets for this A-hole. If a blueshirt wrote his manifesto, Lt. J.A. would be the 1st to initiate a C.R #. The article by the Lt., however well written, offered no evidence as to why the choices for promotions were not deserved. He signed his name to a document, but provided no facts to support what I consider and eloquent rant. Instead of referring to him as being a "hero", people should remember that he has time and age to retire at any given moment. Also, he is a person who was passed for promotion. Who here thinks that he would have been so "courageous", had he gotten a position that carried a gold star? Give me a break. Just another command staff member with a spirit ruled by entitlement, who decided to start crying like a baby. If you want a "hero", go to a south or westside district and find that blue shirt who straps that mike to his strap everyday and goes out into the fray, regardless of whose getting promoted, running the district, watch, or the department.
