Quotas?

  • A City Hall memo obtained by the Chicago Sun-Times warns police officials that the city will "witness a dramatic decrease in annual revenues and not meet 2010 targets" if a slump in writing parking and vehicle-compliance tickets continues until the end of the year.

    The Aug. 10 memo, which doesn't explicitly ask police to boost tickets, tells district commanders and other supervisors that police ticket-writing dropped nearly 25 percent in July compared to the same month in 2009. It lists the five districts with the least and most tickets.

Or could it be THERE ARE NO FUCKING POLICE ON THE STREET YOU IDIOTS? All we do all day and all night is run from job to job to job. We generate event numbers from dawn until dusk and past dark for pointless missions so the bosses can stroke each other over how well their people are "producing." When is there an opportunity to write tickets?

Every single sign we've pointed to for the past two and three years hints at a dangerous manpower shortage. Here's another one, bright as day, right in front of your noses. How many times do we have to spell it out? Hire police!

Please go to your jobs wait for back up listen to the reason the caller called the police and give everyone a police report for something. Take the 10-15 mins to write the report. Then go to the next job and do the same thing turn in 15 reports a day it will show that crime is really up and force the city to hire more police. To hell with tickets their is no time when the district is in a backlog all night.

Hmmm I wonder if the Mumford running this department are aware that they took all the officers out of patrol and put them in elite units that are to good to write tickets. Maybe just maybe of their was some manpower in the districts their would be time for traffic and parking enforcement.

Has the mayor considered that maybe Jfraud excellent crime reduction strategies have reduced the amount of traffic and parking violators. Jfraud should hold a news conference stating traffic violators were down dramatically in July and take credit for reducing crime.

I really feel for you guys on the street. Honest to God I do. Not only do you have to put up with all of the crap that you do for a paycheck, including morons trying to shoot you, you also have to deal with idiot bosses. Let them hire more cops if they want more tickets written, heaven knows that more officers are needed. Thanks again for being out there and trying to hold the wolves at bay. It is appreciated.

Hire police. Or-and I am not a cop, so maybe this is distasteful in a way I don't realize-hire ticket writers. It doesn't take a sworn officer of the law to write a parking ticket. Or a ticket for no city sticker. In fact, it seems like a real waste of PO time. I think this has started with the meter tickets being written by LAZ personnel. Expand it to all "vehicle compliance" tickets.

The other problem with having police write tickets is that police in "slow" districts probably have more time to do it, and "slow" districts are likely to be where taxpayers live. In essence, punishing taxpayers for living like taxpayers and not thugs.

Could it also be that they have these Traffic Management jagoffs running around day and night writing tickets for every little fucking thing they can find wrong on a vehicle???? Sooner or later people either comply and fix the problem or their car gets booted and towed away. Either way there's alot less tickets to write since the city sent these overzealous assholes out to write anything they see 24/7. On top of that you have thousands less police doing way more work, leaving less time to do shit like look for parking tickets. Then you have the low fucking morale issue which makes us not really give a fuck about writing parking tickets. I care about the city's fucking parking ticket revenue about as much as they cared about giving me a decent contract and raise. Go fuck yourself Daley.

And yet another indication that the actual percentage of personnel we're down is around 25%. Capt's, Sgt.'s and Lt.'s are down about the same number. So take a theoretical manpower of 8000 in patrol less 25% gives us 6000, or there abouts. Or, to view it more practically,. each period only 8 or 9% of manpower should be on Furlo. The PO's on Furlo plus the missing 25% have the effect of 4 Furlo segments being off at the same time! And this doesn't take into account the roughly 700 per day on the medical roll and other not present for duty PO's. Tickets indeed...

How about this:

There are meter maids from both the city and a private company writing tickets along with streets and san workers and who knows what else is out there. The citizens aren't (that) dumb. They take their business elsewhere. Avoid high taxes and tickets go to the suburbs, people.

Hold on a moment here. They can't dump this all in our laps.

The econonmy may have something to do with this; high gas prices, an increase in people without jobs. Where are they going to drive to? Maybe they're just staying home. That, combined with ever-increasing parking rates (Thanks, LAZ!) might just be keeping would-be violators out of trouble.

Perhaps due to the "wilding" incidents, fewer people are driving into the city from the suburbs and more city dwellers are staying home, hence less unlawful parking.

Fewer cops = fewer tickets.

Daley wanted to redesign CPD with his people. Well he has. He just didn't realize the collateral damage that would occur. This is one of the signs.

And besides, I thought tickets were to correct driving errors, not to generate revenue/serve as an additional tax. Am I wrong about this?

You guys don't understand economics very well.

If Daley hires more police, then you can expect lower raises in the future. With more police, there will be less OT opportunities, more petty discipline, and more lists with underperformers.

If you have the sense to keep yourself safe, you should enjoy these times with a grossly understaffed police department. You'll never have a better chance to make more money, so make the most of it.

They already do. Come to the west side of 008th district and other tax paying areas. Civilians walking up and down the streets looking for any possible parking violation imaginable. I know, I was given tickets on both of my cars last week for "street cleaning" and before you say follow the law and move your cars and read the signs, there were no signs near my house posted to read. As I stated to the ticket writer as we stood there pointing out that there were no signs posted in front of my house (corner house) the jagoff replied "I know but thats not my problem I don't hang the signs I just write the tickets and laughed" There was one sign posted on my block at the other corner so most of my neighbors who didn't go by the other end also got tickets. So being a city worker yes I had to send them the $100.00 for both tickets. Watch out citizens who pay taxes because these civilian ticket writers are afraid of the ghetto and are targeting your neighborhoods. Thanks again Ritchie, glad we need quotas and more revenue. Don't worry citizens this cop will not be writing any of you a ticket (Haven't written any in over 12 years)

Start impounding everyone who drives w/out a license. Ask for $500.00 to get it back AND Must show proof that you have a driver's license and insurance.
This will get rid of a ton of hit and runs, driving w/out lic and driving w/out insurance tht reeks havoc on the law abiding citizen AND it will make money for the city.
If they don't claim the car in 40 days, get rid of all VIN identification on the car and sell it for scrap. Another money maker for the city.

2%! That's also about the amount of effort I put into ticket writing on a daily basis. Havnt ckecked out a new parkers book in over a year. Used to write them when people pissed me off, don't even do that anymore. Maybe the Alderman's staff can use their 5% raise as motivation to get out on those streets and make the City some $$$! Also, while our tickets are down, I have to wonder how far up the Dept of Rev ticket writers are in their quota? Those fuckers have no souls! Can't wait till they're due for a raise and the City then fucks them over too!

And without establishing a quota, an index, a threshold, there's nothing that's going to change under this administration. Less tickets? Yes. And less arrests, too. Ask the sheriff how that overcrowding thing is working itself out these days.

Street cleaning sign's are either perm posted, or put up at least 1 day in advance. If the only sign was half a block from your car that tells me some jagoff punks pulled the rest of the signs down to Fuck the residents on that street.

To remind the short timer...1 sign for Street Cleaning is required for enforcement.

008 district cops are the worst anyways. Writing Street Cleaning tickets before 9am....Rush Hour tickets 1 per hour every hour. Time Restriction violations on HCP plate vehicles on meters.

And yet....ya'all call us mouth breathers.

Not just revenue the alderman zalewski from the 23rd ward sends out his own "enforcers' from the 23rd ward sanitation office located at 5556 S.Central The guy drives a full size white Ford van with windows with streets and san on the side! If you see him say hi, watch for any violations just hope he obeys all the laws that alderman zalewski wants enforced! Makes you wonder why an alderman would let his own people attack the area that votes! Another reason to vote out all incumbents!

I am gratified to learn that at least some of my and co-worker's efforts these last few years have been noticed by City Hall.

I stopped writinf the volume of tickets I had been writing about one year into our waiting for a contract. Arrests slowed down soon after.

The result: 25% fewer tickets!

25% FANTASTIC! It worked!

And ask Tom Dart about those closed divisions over at 26th and California.

We lowly patrolmen do have power to be noticed and perhaps one day ever taken seriously.

I pray that tickets and arrests never get back to previous levels, not until this department again becomes a worthwhile place to work.

Lots of vry babies on the department, always has been. People who do nothing and always complain and cry when they are asked to do a little work. That said, palrking tickets and moving violations tickets were never meant to be and should not be about the revenue. They should be about safety and moving the traffic flow. I am retired, but when I came on we had weekly ticket book inspection at roll call and caught hell if we did not write something each week. The watch commander had plenty of things he could do to influence your behavior. Now with the union and senority, there is nothing they can do to you. Consequently, there are far too many cops who do nothing or as little as possible. It is a shame. It is a good job with good security. Too bad city hall and the political class and thre reverends have ruined it for many years to come. I do not blame anyone for laying down now. The government does not respect you or value you or protect you.Glad I am out of it.

I have an idea!!! Maybe you can ticket gunshot victims with vandalism for spilling blood on city property and then ticket shooters for littering their shell casings. Also when a suspect flees and hits parked cars and abandons the vehicle. You should ticket the cars he struck, for parking up in the grass, blocking a hydrant and or on sidewalks! The city will be out of debt in no timeand shortshanks might let you get 2 or 3 new rookies by 2011!!!!

There are several reasons that parking ticket writing is down;

1) Less Police.
2) Crime up. Police guarding crime scenes.
3) Citizens more careful where they park. Can't afford parking tickets.
4) Nobody at parking meters. So their time can't expire. Where as they get a ticket.
5) More people on pedal cycles as the Mayor requested.


That is just the top five reasons why ticket writing is down.

These @#$%&*% pirates at City Hall are mad because we regular citizens are being more and more careful to comply with the law so we don't get tickets because we can't afford them. They were especially disdainful of the subscription e-mail services that warn you when street cleaning is coming, so you know about it in spite of the way they hide the signs. I subscribe to both--much cheaper than even one Gotcha ticket! So we know what it's really all about--they'd rather we violate the law, not obey it--and we're not cooperating.

Next, I expect that in order to meet revenue goals, there will be flat-out armed robbery on the streets by Dept of Revenue minions in day-glo vests. Tell us, please, what identifying marks to look for so we can give a helpful description to the responding officer when we call 911.

With all due respect (and I don't begrudge any coppers who refuse to contribute to Shortshanks's pockets), the first two districts listed aren't that busy. Wentworth (002) is probably the least busiest of the 5 districts listed. And you can always find the 002nd District officers...eating and doing little in 021! I'm surprised that 004 and 003 aren't on the list, with all the shit they are hit with every damn night. Maybe THOSE OFFICERS should slow down too.

I confronted him and told him to do his job legally or don't do it at all.

Street cleaning sign's are either perm posted, or put up at least 1 day in advance. If the only sign was half a block from your car that tells me some jagoff punks pulled the rest of the signs down to Fuck the residents on that street.

To remind the short timer...1 sign for Street Cleaning is required for enforcement.

008 district cops are the worst anyways. Writing Street Cleaning tickets before 9am....Rush Hour tickets 1 per hour every hour. Time Restriction violations on HCP plate vehicles on meters.

Thanks dickhead! Yes I am the original poster who got the 2 tickets. One day notice is really helpful if you are out of town. Also some people don't travel to the other end of their block everyday. If the signs were there and if was not out of town the previous day I would gladly pay the 2 fucking tickets being my fault. Also if the dickhead who was writing the tickets didn't laugh in my face and acted professional maybe I'd be ok with it. Lastly, maybe he could have given me a break on the second car that I was getting into to move since he was still writing the first car. Mind you at 9:02 A.M. with the sweeper not even on the block yet. But Mr./Mrs. Peterson if that is your real name, since I originally stated I haven't written a ticket in 12 years I hope I do run into you so I can find any bullshit, petty ass violation I can find to write you. Now go suck Daley's dick!!!

Sorry I was observant. There weren't 50 bright signs, there was one. I don't have fences on my block but the 2 big trees and the no parking sign pole in front of my house should have had one. I pointed out to the jagoff writing the tickets that there were no signs to be seen and he if you want his name (Gianfrancisco)also looked and agreed that there were no signs to be seen except the one (1)at the other end of the block but he still laughed and wrote them. I guess you are the guy who never goes out of town, and always walk to the other end of the block daily just to check to see if there are street cleaning signs up (Just to be observant and prepared). I will just assume you work for Dept. of Revenue (you know the ones that always want a break for traffic violations when you get pulled over). Maybe try your bullshit in the ghetto, or are you too afraid Willie, Tyrone, or Juan will beat the fuck out of you?

002 is regularly in a backlog. Anywhere from 3-5 cars per watch down a night for the last month. While the jets may be gone, there is still plenty of dope around. Last I saw there were 13 or 14 homicides this year, up from 2 last year. That number is definitely in the top 10 in the city, if not in the top 7.
No, Da Deuce ain't what it used to be, but it isn't a fuckin shang-ra-la either.

The west end of 008 always has a fat tub of shit M/4, while the area just west of Cicero has a F/1. Earlier in the year my grandmother passed away around 5am. Some family members came before she was taken to the funeral home. They didn't put a daily sticker on cause it just wasn't what was important at that time. Here comes the fatass F/1. I appraoched her and explained the situation and she could have cared less and wrote some family members cars. I asked her if she goes into her own "peoples" community/ghetto and write them. She relied, I'm always in the ghetto. She wasn't amused when I told her that living in the ghetto doesn't count. Fuckin piece of shit.

That's the elephant in the closet on this "quota" issue that keeps popping up....

CPD used to be a fully self supporting and self sustaining entity that (if memory serves us right) used to render a SIZEABLE SURPLUS to the city coffers.

We remember early in our Police sojourn, the daily admonition/affirmation to "pay your salary" meaning to issue a day's pay in movers and/or parkers. If you did this even the misersable, rotten, drunken ass, afflicted with the whiskey-shits Captain wouldn't have too much cause to fuck with you.

(Of course you responded to calls and there was enough help in the form of Coppers on the streets, for you to actively Police muthafuckahs who needed Policing. You could ACTUALLY clear corners and slap the fuck out of and lock up dogs who challenged The Police.)

Alas though... Early in his tenure, Crime King Shorty and his masterminds at Daley Inc. got greedy and said, "WOW! LOOKIT ALL DA FREE MONEY DESE COPPERS IS MAKING US!" A book keeping presto-change-o was performed and whatever revenue the Police Department generated went straight into the municipal general fund. Then, Daley Inc. would portion out what they wanted the Police Department to have.

This is partially why the Department is being starved to death of manpower, training and equipment.

COMMON SENSE::::

1) Less policemen, less tickets issued.

2) City's Dept. of Revenue driving around, looking for cars with 2 outstanding tickets to put the Denver boot (only with 2 outstanding tickets).

3) Less people driving due to : unemployment, gas prices, zip cars in many lots (especially by lakefront districts).

4) Citizens are more aware of parking signs...as they have "no money" to waste on tickets.

P.S. As far as the top 5 Districts, with the most tickets issued, they are all in the lakefront, where parking after 5:00 p.m. is harder than finding J-FLED at a shooting (no pun intended).

SO THERE YOU HAVE IT, IT'S NOT ONE THONG OR THE OTHER. IT IS A COMBINATION OF EVENTS THAT HAVE LET TO THE DECLINE OF TICKETS ISSUED. BESIDES, TICKETS ARE SUPPOSED TO BE A DETERRANT, NOT FUTURE REVENUE!!!!!

3. Tourists from all over nation afraid of our lovely murder-ridden metropolis- we are national embarassment headline news on regular basis since FEEB took over. Yikes! Could tourism be down for this reason in addition to economy? Are related tourist tickets down?

4. Mayor Daley let Hollywood film crew take over major streets all over downtown for most of summer. Fun, sort of, while it lasted, but nobody could park anywhere in loop- a lot- for months. Holy No Parking Tickets, Batman. Tickets down?

5. GREEN Revolution? More goofy greenies sweating to death walking/biking rather than driving, even in 95+ heat factor, in order to lower CARBON IMPRINT. Eh? Tickets down?

6. Stupid privatized parking meters that did not work/jammed for how many months? Very angry parking people sort of bashed up the parking meters instead of paying. Less revenue "cover up"? Uh Oh.

7. Crime rate actually might be UP, not down. So..those CPD we do have are, um, pre-occupied with body counts, picking up shell casings, not sleeping, and the like. No time to write parking tickets. Thanks to Daley/Weis.
