Cadet Program Shortchanged

So can someone tell us what was the point of the "cadet program" that the Department has been pouring money into?
  • The Chicago Police Department said it has raised the minimum age for applying to become an officer to attract more mature candidates and also is offering a new hiring preference for military veterans, officials said Thursday.
  • One pool of potential recruits is particularly upset at the increase in the minimum age for applicants.

    The department's cadet program allows people between 17 and 21 to work in districts and learn how officers do their jobs. One cadet, who is 23, said he works in a North Side district and was shocked to see that he must wait two more years before he is eligible to apply.

    "I get paid $9 an hour," he said. "I put my life on hold. I passed up better- paying jobs. Knowing how to write a report is not really useful in the outside world. I don't think it's fair."

We're pretty sure "fair" never entered into the equation. And the way the Department treats you right at this instant? That's the way they are going to treat you for the next 20 or even 30 years.

They should let the kid take the test, it takes we mortals a year or 2 to get hired after the test anyway. The hiring process is quite long. I'm not so sure that hiring people after they're 25 is the best idea around. Someone with half a brain and some ambition just might land a good job and never be available to work for the police department.

This was a very good introduction to the Chicago Police Department: getting fucked by the City that made you promises.

Unless your father or cousin or husband/wife etc. is some politician or made man (high ranking scrambled egg wearing boss) you get fucked regularly on this job. It is good the cadets find this out early.

Cadets: you aren't the first to be lied to and screwed like this and you won't be the last. If you like it, come back for more when you are 25.

They're doing this to dove tail with the pension rules coming with the 2-tier system after the election.

30 years, minimum age of 55, max at 72.5%

They don't want old guys. This new system presents a political problem for the party that will manifest itself very quickly. Prospective applicants will now have to dodge felonies til their 25. Almost impossible today in a place like Chicago. They also think that white kids will have moved on with their lives by 25, and hence moved to more demographically desirable locations. Maybe, but its still a good job with the educational benefits for a sharp kid to use to his advantage.

They're bending over backwards to flood the test with the "flocks" of fake reverends, recruit as many kids in your neighborhood as possible. Finally, they tried this before. Remember you had to be 23 for awhile?

No surrender.

The new Cadet program was Clines baby... to say the least Daley or J-fed give a shit.

There will be a new pension tier for new hires and they will not be able to collect a pension until anywhere from age 55 to 60 (we can collect at age 50) .. therefore coming on the job at age 26 to 30 would make it all balance out anyway.

This is a slap in the face of a very ambitious program created years ago. A chance for qualified persons to finish college while working and learning about the CPD. Those cadets worked very hard in a variety of assignments for a minimum wage and no benefits. The reward? Nothing. What a message to send out to prospective applicants. Their is no loyalty or reward system for anyone except clout. Every department, small and large has some form of apprenticeship. Not the CPD. Just like the promised FTO program that is in shambles. The lack of leadership is destroying the CPD.

Rmember cadets can receive pension credit for their time served at NO COST! This was done to discourage cadets or make it more difficult to get hired and receive pension credit. The city hopes these kids will get jobs elsewhere and further reduce pension liability. Heard this from a guy at cityhall.

This is the first job many young Officers have ever had.. Some have been mature enough to handle it, some not.

Moms calling in sick for their kids, the constant "Why do I have to do this?', inability to even show up for work on time.... Maybe a few years in a real job might straighten that out.

The Cadets should sue for breach of contract.

They upheld their portion of the deal by working for the Police Department and going to school The city failed to uphold their end.

They were promised an opportunity to take the test.

The city is wrong.

The courts previously ruled that the city must follow their own rules.

This is another reason why this superintendent’s reign is a complete failure. Another off the cuff decision without any thought process as to the Cadet program. There is a redeveloping pattern here. This superintendent has rescinded more orders and plans than any other superintendent in recent memory. One would think that a superintendent would consider contractual issues and the general impact on the department and its members as a whole when making decisions. Common sense 101 and the desire to do the job properly. Then again that may be the problem.

(1970-1972)says...

When old man Daley found that he could get federal money to pay for CEDA workers in city jobs,the cadet program was dead by end of 1972.

So, he permitted cadets,144 out of 160, who were 19yrs old eligible to take the Police entrance exam in 1971 as a...good faith gesture?

Most of the 144 who took the exam in Nov. 1971, came on the first 6 months of 1973...including myself.

The least the city could do is give an accomadation to those cadets who want to become The Police and let them take the exam, counting their cadet service like military service and make cadets eleigible to enter the Academy at the age of 21...

Why have the Program, and strict rules that they have to be college students, only to change the Education rule, and age. Also, shouldn't these kids get first dibbs on the job since they are in fact giving up some of their valuable time in life to be a part of this Cadet program and Police Dept? But here is the worst part for them: There's no guarantee that they even get the job or test! This is wrong! Any kid who becomes a Cadet wants to be the police to make a difference unlike most recruits these days who are just here for paycheck.

I feel bad for the Cadets. That this Dept funded a program to recruit 17-21 years old to become the police for the next upcoming test.

They obligated these cadets not to hold any other primary employment in the "promise" that they would all be eligible at the age of 21 to take the next available police entrance exam

And of COURSE... the city F's them over by cut them out and raising the age requirement to 25.

Sounds like a good law suit, for age discrimination and so forth.

Remember those recruits that were hired at age 61-62 so they could fulfill a lifelong dream of becoming a cop. They were on the street for a year and cut out a younger recruit out of a spot.

Why would the city do this?
To let someone have their dream?

The "Tradition" continues! Back in the '70s every hiring exam and promotional exam ended up in federal court, with Federal Judge Prentis Marshall making final decisions. It appears that it will happen again, because some kid will sue for age discrimination, show that he has 4 yrs. of college at 21 and is better qualified than the 25 yr old who barely has two yrs. of college and has not held a steady job. Then What? CPD loves to make lawyers wealthy.

As much as I hate the ACLU, sounds like the kid should contact them. Age discrimination, preferential consideration for military and absolutely no consideration for outside agencies, who already have state certification, but may not be eligible due to age restrictions. Minorities are especially vulnerable, due to the absurd restrictions. Well, I guess a individual, whose MOS in the military was a cook, mechanic or file clerk, did a three year commitment and is now 21, qualifies for the position of superintendent!!!! What a DICKHEAD move.

WAAAY back in 1968 they lowered the age to 20. Entrance exams nearly every week. I took the entrance exam on my 20th birthday and was in the academy 2 months later.

Only 2 out of the 20 or 30 left cadets are able to test... All others are between 21 and 24... City slaps them on the face by raising the age requirement and forgetting their 3 or more years of experience with the department. These kids deserve better than this...

Knowing how to WRITE, regardless of the format that you're writing in, is one of the most essential skills necessary for the
"outside" world.

My bet is that this recruit, much like many of his peers in college and working in other jobs, probably sucks at writing.

Going back to when I went back to college after leaving the Army in '91, I came to the conclusion that 80% of all high school graduates and an almost equal number of college students and grads can't write worth shit.

You want to see the end of civilization approaching, look no further than the writing skills of those between the ages of 15 and 40, the pool from which future leaders will be chosen.

I became a Cadet in 1966 & a sworm member in 1968.

The current Cadets should be given a break & allowed to take the exam. I was the working Police when I was 20 years old & stayed for 33 yrs.

Give the "kids" a break, WTF !!!!

I never graduated from a Big Ten college. The only Big Ten school I attended was to regularly fuck a woman who attended UW Madison.

In fact, I never graduated from any college, or high school either. GED program after some youthful indiscretions in the Vietnam era. CPD hired me because they knew some of us could be loyal, hard working, dedicated and intelligent without a diploma.

I have been wearing a CPD uniform for many years and am now nearing retirement.

I wipe my ass with big ten diplomas. Air Force takes work and commitment, not like the high school with ash trays and beer they call the big ten today. Just saying.

Anyone can get a loan for college and most people can get some kind of grant money. Work twenty hours a week and you can EASILY afford to go to a state school on your own. Now I don't think a degree is a indicator of intelligence at all, but it is not something that you should wipe your ass with either. 25 to take the test is obsurd. Why some people.on this job think that becoming the police after your first career busted out is the preferable course is beyond me.

Well that's stupid. I have no idea if these Cadets are as worthless as some claim here. There were promises made and as an employer or a future employer, it is important to keep your word to your workers or they won't trust or believe you in the future. There are too many people whose word is worthless. Your word should be your bond. If you can't keep it, don't say it.

To the Big 10 kid, they don't let just anyone in the Air Force. They have to score fairly high on the tests to get in. Any way, someone who has worn the uniform of our country should get some preferential treatment in jobs like the police department.

I feel bad honestly... A lot of my sisters friends recently just graduated college and a lot of them wanted to be the police. I have nothing against them wanting to be the police either. You have to remember most us who came we were in our early 20s. I came on at 23...

It takes you at least 2 years to become the police anyway. Raise the age to 23 not 25.

How can you sue for age discrimination? The city has the right to set a certain age for hiring, just like they have the right to force you off at 63. They have a right to set the hiring requirements, just like they did in 1968 when they lowered the age to 20, then at a later date raised it back up to 21. In fact maybe 10 to 15 years ago they did have the age to 25 for a test or two.

Maybe this is too simple (like the CPD command personnel) but here goes. It would make sense if the current cadets were grand-fathered in just like the vets. No offense intended to the vets--I salute each and every one of them no matter what branch of the service or what specialty. I have no problem with granting a preference to them.
But the cadets alreadey have a better understanding of the everyday workings of the department. I would think the time and $$ invested in their training would be better used if they were allowed on the job at age 21.
Maybe that's the problem--the powers that be don't want anyone on the job that understands the day-to-day workings of the department. Too depressing.

Irregardless of how messed up this department is, in this day and age with how f'ked up the economy and job market has become, there aren't many opportunities for people in this age range to get a solid job with this kind of salary, benefits, health care, deferred comp, etc. Hopefully there will be a good turnout, we need the people bad.

The simple facts are the City hired these cadets under the promise that upon thier 21st birthday they would be able to test for the upcoming test. They stuck around and held up thier end of the contract.
Now the city CHANGES the rules on them half way through the game. It doesn't matter which ever way you try to SPIN this the Cadets are being WRONGED and they have every right to sit there amongst the rest and be able to take the test.

I'm a Cadet, and I have NO relatives on the job along with 14 other Cadets.. Not all of us have clout as u ASSHAT say.. It took me TWO years to make it as a Cadet... and now it's been 3+ years that we've been waiting to take the test... We Work hard for a pay that's a little over minimum wage. We do all the shit that lazy coppers as ur self don't want to do.. So until u know the nature of our assignments please keep ur mouth shut and give us the credit for are work..

P.S. Sir. I have no sympathy for you when you time-do is denied..

Maybe this is too simple (like the CPD command personnel) but here goes. It would make sense if the current cadets were grand-fathered in just like the vets. No offense intended to the vets--I salute each and every one of them no matter what branch of the service or what specialty. I have no problem with granting a preference to them.
But the cadets alreadey have a better understanding of the everyday workings of the department. I would think the time and $$ invested in their training would be better used if they were allowed on the job at age 21.
Maybe that's the problem--the powers that be don't want anyone on the job that understands the day-to-day workings of the department. Too depressing.

I agree anyone who has worked with the cadet program or any of these cadets can tell you that these kids can bascially handle the job of an officer on desk duty. Most of these kids have already grasped the ins-and outs of the dept. I highly doubt these kids simply stuck around in the cadet program because they had too much free-time.

1) if they were told they could apply at 21 if they participated in program, then they earned that right... they made a commitment, and very few young people today do, like it or not, I for one applaud them... they have warned the right....
2) you guys have learned something important in the cadet program , that a small number of police officers on this department are a bunch of whining crybabys... they will bitch and moan about anything and everything, ... stay away from them when u get on or you will become them .... the only thing we really have control over it is our attitude ... have to imagine that there's nothing worse than being miserable and still having a long way to go ....

No. no they don't. You see, they are not 25 yet, and they haven't served in the military. If they are 21 or 22, they can enlist now to serve their country and take the test when they get out!

The guys/gals who signed up to serve their country without knowing of the benefit, deserve the accolades, not the kids who used the cadet program as a college job! What a joke! I have nothing against the cadet program and the nice college job they were able to secure, but to expect a benefit over our military is an absolute disgrace. I would rather the army cook who took four years away from his friends and family to serve our country, get the boost. While that cook was helping feed the guys in Iraq, Afghanistan, or simply behind the scenes, his friends were drinking beer pongs every weekend at the frat parties and showing up for their 10-15 hours a week making $9/hr as a cadet.

It is about time the military get the respect they deserve.

I don't believe that this is correct. Those that were cadets under the old program did file a lasuit and as a result recieived pansion benefits for part of the time they served. Those in that old program were also encouraged to take the next police exam. If these current cadets were not promised that they would be allowed to take an exam regardless of age, then they really have no beef. If they were promised that, then they have a huge beef.

03;40 Military veterans can now pay into the pension for up to 2 years active duty. The pension board actually had an informational seminar about the change at the academy about a month ago. Two years is better than none

In 007 the cadets talk on the phone, search the web and do their homework (and complain if they actually have to answer a phone). This sounds like a secretary job not a police job. Sorry I forgot many police sit in offices hidden all day doing secretary work. Nevermind

Oh...please! How many cadets do you expect to ban together? 900 officers banding together doesn't influence anyone.

Join the military and in three years you can join the police department with both military experience and cadet experience. I prefer giving the military the advantage. Not the part-time job, college kids! Sorry! Anyone one on this job knows that the cadet program doesn't really teach you anything. You, too, will realize that if you ever get on and spend some time on.

Exactly why does the military experience make you a better police officer? "Weapons and tactics"? What a crock of crap. There's not one piece of research that supports the idea that military experience makes a better cop.

4 years in the military and now you can follow orders? Swell, now go figure out how to settle a domestic on your own. Or whether to shoot the guy who "might have" robbed someone.

I'll take the college grad at 22 who can be trained to go to the latrine without asking for permission.
