Interesting Lawsuit

Some explosive allegations contained within. It's also a step-by-step primer on how white shirts from sergeant all the way up to deputy chiefs can screw with you:
018th District Lawsuit

We're sure J-Fled will want to get right on with stripping the involved supervisors, sending everyone to call back or IDent or wherever they send stripped exempts. Maybe even relieving a few people of command spots? We mean, this has at least 100 times the evidence of the unsubstantiated accusations he used to strip the coppers down south who weren't even on the scene of the most recent alleged smackdown.

UPDATE: Once again, reading comprehension seems to be in short supply. We've taken out a few personal attacks on the officer. Go read the lawsuit - he wasn't being "punished" for being a dog. He was punished for daring to tell a fellow officer about how a white-shirt was talking about him.

If he was a "dog" after being assigned to this "punishment car," can you blame him? Especially if he's documented the uneven treatment as extensively as the complaint seems to indicate.

While the officer is a comlete, "DOG".... ZAWIS is a complete JAGOFF.... a real snake in the grass.... the kind of guy to smile in your face and stab you 20 times in the back... demands respect because of his rank but ill affords it to his men.... the man will hold a grudge to his grave... had a beef with him many years ago, he was wrong I was right, he talked shit about me years after incident, the man won't even look me in the eye... turns the other way if walking past him in hallway. I am glad, and so are many others, to see Zawis retire. Soon Braithwait will bid out because because Zawis wont be there to cover her.

I have been in 018 for a few years now and it seems to me that if you dont"kiss the ring" you are consistantly messed with. Hopefully things will change.

If Superintendent Jody Weis and Ernest Brown were serious about restoring morale on the CPD they would make an example out of these "CLOUTED ANNOINTED ONES".

When incidents like this are covered up and the CLOUTED brass are allowed to move up without repercussions; the abuses of power just continue to get worse.

The FOP doesn't care, they facilitate the abuse of power.

The only recourse an UNCLOUTED copper has, is to file a civil suit.

Notifying a supervisor brings destruction to the whistle blower.

Filing a CR# guarantees retribution and a coverup by IAD.

The media is part and parcel to the Chicago Corruption Machine and will ignore any pleas for headlines.

A civil suit in the Crook County Courts is enigma to asking a career criminal to confess to their crimes.

And the COMMAND STAFF really believe that there is not a serious problem with the morale on the CPD?

The deterioration of morale and the loss of trust in the establishment of Chicago will continue, unabated, until this is addressed and remedied.

Until then, expect many more scandals and alot more civil suits.

The working UNCLOUTED stiffs have had enough and are beginning to fight back.

Maybe, just maybe, someone will take notice!!!

Even if these guys don't get a red cent for their "pain & suffering", it'll be nice that these Bossholes have been put on notice that the "lowly Patrolmen" won't just bend over and take it dry.

Can anyone tell us how many of these supervisors were merit promotions (and how many times)?

I've seen similar lawsuits over the years brought forward by female officers. All were summarily dismissed with no rewards for the plaintiff.

HOWEVER, this was many moons ago when the CPD was controlled much deeper by the proverbial "Boy's Club" (example of time-frame: when a certain female BartEndEr was engaging in "less than savory" relations with a plethora of Lieutenant-and-above star-carrying patrons).

Maybe with how much the times have changed, these guys will be successful. Maybe these white shirt clowns will HAVE to be made examples of instead of trying to have another scandal-in-the-making buried.

I sure hope it's the latter.

I hope this officer prevails. The stories that could be told about Zawis' and Georgas' callous indifference toward many officers would be the source of its own blog. Then, on top of it, the department tries to protect these two poor excuses for command personnel from any investigations or CR's.

It is not right how the "white" shirts get away with all the shit that they do.

For the "white" shirts who act like those goofs in the complaint, be prepared, this 018 DIST P.O. is not the only one willing to get a lawyer.

You have no idea, or maybe you do have an idea of how many lawsuits are filed against detectives in this city and everyone above him is severed off it. This time I'm going to have to side with a civil attorney on this one when he states the only way to get policy changed is through the courts. Some people just need a crack in the face to wake up.
For too long upper echelon management in the police department and the states attorneys office have acted like they are on glue and untouchable.
Bad policy from research and development and the general counsels office have left the working copper and the tax payers of this city on the hook for millions.
Felony reviews practices, protocol, and proceedures have alienated witnesses, victims, and law enforcement which in turn has left the individual officer vulnerable to civil litigation.
There is over a century of law enforcement experience and service with the Chicago police department by my immediate family. It is excruciating to see litigation against the department but it is clear that nothing was going to change until someone rang the bell loudly down at 35th street.

Offhand, I'd say he's gonna collect big time off of them; I just hope he also gets some punitive damages. THAT will send a huge message to all supervisors: you may not like someone, but it's no reason to be less than fair, or professional.

What bullshit. If I were a Sgt. in the district I would stand with that officer on his post for as long as he was given that shit duty and if any supervisor had any shred of honor or decency he/she would have done the same.

That isn't how you supervise and discipline officers or for that matter any employee.

If an employee is "fat and lazy" and not producing then that employee was allowed BY SUPERVISORS to get that way. Shame on them.

To complain about him in severe pejorative terms in front of other employees in completely unprofessional and needs to be immediately dealt with.

This whole incident is a microcosm of what is wrong with the Chicago Police Department.

Not the first time that happened in 018.

It was done years ago to another guy, (Klupt?, I believe). Never heard how it ended up, but he also filed suit against the Dept.

He had a pissing match with the bosses because he was told not to go to lunch, and/or personals at home, (he lived in the district). He continued to do so, saying "that's MY time. They can't tell me where I can or can't go for lunch on MY time." Even after they assigned him to cars in other sectors, he'd still go home regularly.

He was eventually ORDERED not to take lunch there, so he would hold himself down on a "hand waver" or "disturbance" nearby, and go home. Most of the watch refused to work with him.

Finally, he was put on a fixed post, no car. Out on Goose Island just outside Cabrini.

He tried getting out of it, but they wouldn't budge. Then one night he calls in a foot pursuit and he doesn't answer his radio and they find him laying "unconscious" on his fixed foot post.

He went IOD and claimed some kind of unprovable injury (back?) and was off for nearly a year.

He WAS an jag, though. Once, when I worked with him, he asked if I minded if he picked up a pizza to drop off at home. I said go ahead. So after we pick up the pizza while down on a paper job, he says "I'll be right back" and he runs up with the pizza while I wait in the car. He doesn't come back, and about 15-20 minutes later, he clears from the paper job on the radio and goes down on a personal. Finally, after he clears us from the personal, he returns to the car, after leaving me sit for about an hour! Turns out this was his pattern and why he didn't have a regular partner.

The most credibly written civil lawsuit I have seen , against the department, in a long time.
The defendants are through.
I foresee a quick and substantial settlement.

The best thing about this lawsuit was Officer Corcoran's fellow brothers and sisters in Blue!!!!!!!!!!! Did everyone notice how the blue shirts didn't stab him in the back? The lawsuit clearly shows that the white shirts tried to get blue shirts to be complicit in their conspiracy against Corcoran.

I highly doubt any punishment will be handed out to the white shirts. 018 is the clout heavy dist of the CPD. We are talking about white shirts on days in 018. I have to think your pretty heavy to get those spots. These are white shirts who could be in units but don't want the spots.

I have worked in slow and fast districts. Whoever said that this is the shit you have to put up with when the radio is slow hit the nail right on the head.

That was a long time, great Detective from A5 with the initials JS. His punishment was complaining that other detectives and supervisors were smoking upstairs at A5 in direct violation of the No Smoking inside rule that was just implemented. He got some extra money to retire on too.

For you younger guys and gals, when I came on the job a long time ago, CPD stations and squad cars looked like the inside of Spicoli's car "in "Fast Times at Ridgemont High."

It took years to get all the smokers out which was good for the health of all of those involved.

Ten years ago, an unholy trinity of sgts took great pride in causing grief for uncaucasians on 3rd watch. Times have changed but not that much.

Capt. Randy is a real peach. One of the final acts in his storied career was to personally direct the apprehension of several youthful offenders involved in that robbery/homicide on Oak and Orleans a few weeks back. A Man for All Seasons.

This type of complaint will be forthcomming from places like 019 & 023 who have few bosses of integrity and ability to stand up to the "white shirt sheep herd" mentality the past several years. Having worked in one district and hearing the bosses in the other on the zone, scream and yell like little teenage bitches, on the air and in the station at grown men and women officers; after which they invariably "punish" the officer with punitive tasks, or take them off their regular beat car, change their starting time, etc. etc....well, I have been a stand alone sgt against these inappropriate and morale breaking incidents, and I am not sorry to see any abused officer/or white shirt fight back thru the courts. If I learned anything in these past few decades, the evil within CPD is more treacherous than anything I ever had to handle on the street; simply because I had the freedom to always do the right thing, once I stepped out of whatever station to work. Going to any boss about any problem involving an inside merit boss is the kiss of death for your career and surely tougher working conditions. Cpd clean up! Thank God, I never needed help from a higher up boss, quite sure I've survived because of the good men and women I've had the pleasure to do real police work with over the yrs....retiring 2010!

Been there, seen it unfold.

Thankfully, Zawis is gone. He was promoted way, way beyond his competence. He max'd out about a year ago. Most wish he had left out long before he max'd out. Good riddance to bad rubbish.

Bialek is a goof (misfire much?) and Braithwaite is a gossipy trouble making bitch.

Alvin Campbell and Brian Corcoran are good men. Hopefully, they will be compensated for the nonesense they endured.

Perhaps you do not read too well, or maybe at all. The heading of the complaint reads as follows:

IN THE UNITED STATES DISTRICT COURT NORTHERN DISTRICT OF ILLINOIS EASTERN DIVISION

Somehow I suspect this means it is a Federal Civil Rights suit, and therefore in the Federal Court system. The complaint also mentions that the poaintiff has been to EEOC and has been given leave to file suit, as is generally required.

I start to wonder if maybe inability to read is a requirement to be hired as a PO.

Nobody on this job should harbor any expectation of having their ass kissed. Kicked maybe, but kissed? Never.

In regard to discipline. Punish when appropriate then let it go.

If someone up the chain does not concur with the sanction you seek to impose, let it go! Supervisory retaliating against an officer because an attempt to bury a copper under "bad paper" was seen through and tossed out is insubordination as well.

The Deputy Chief should have torn every field level supervisor involved to pieces for "piling on."

The supervisors should have been the ones on stationary posts with no relief and fucked sideways with predictably conflicting orders.

The Sergeant that started this should be fucked hard.

The other stupidvisors she cried to for help to teach the copper a lesson ARE ROYALLY FUCKED for not documenting and reporting her "egregious" actions to THEIR supervisors who ARE ROYALLY FUCKED as well according to the j-fled model of Chicago Police Management.

What's good for the Blues is even better for the Whites especially when the Whites have gold stars pinned to them...

May this officer own them to the point of poverty and homelessness.

Shit gets started when adults with guns start trying to "teach a lesson" to other adults with guns. Someone might have a "bad day" and not take too kindly to having their "nose rubbed in it" for extended periods of time if at all.

I don't know, this sounds a little too "Lifetime: television for women" to me. I am a little reluctant to make this Brian Corcoran guy the David in David vs. Goliath. Wanna know why? We have our own problem child/crazy in 024 on 3rd watch, FV. Have the bosses messed with him? You bet. But, completely deserved! This a-hole has been getting CR#s on anyone/everyone who even looks at him funny for years. He is completely insane (and has even been deemed so by the CPD). Sometimes, these types of officers need to be isolated from the troops for a reason. Like I said, I don't know this Corcoran guy. Maybe he is a super awesome guy who has legitimately been messed because he passed on something he heard. If that's the case, hope he gets the big pay day. But, if he's another FV from 024, you'll get no sympathy from the troops.

I admire these officers for sticking it out. Lesser men would and have eaten the pipe. There were three suicides in one year in 018 a while ago. All related to a superjagoff boss. Morale was shit back then. Weiss will be gone soon, but in my humble opinion, there is no one in the ranks qualified to right this ship. Hang on to your skivvies...it's going to be a bumpy ride! Take notes if at all possible. It's obvious this officer did his homework as soon as he started getting screwed.

Coppers on this blog seem to have soooo many problems on this job.

For fifteen years, I show up, make arrests when appropriate, write a bunch of reports, have a bunch more laughs, write a mover or a parker every once in a while, and take time when I want.

I bid for what I want. I never asked for anything on this job. I have never had a conversation with a commander that lasted more than two minutes.

I deal with my problems. I worry about what I'm doing and not what other coppers are doing. I have no enemies on this job. I have a bunch of people I talk to and a few I ignore.

What I don't have is all the drama so many of you seem to have. I wouldn't even know if I had a jag off as a commander because I don't even concern myself with who the commander is.

If a sgt insulted a copper and I had a problem with that, I would take it up with the sgt. I would never get a number on another copper and that includes supervisors. I would never take part in an investigation against a copper or a supervisor. I don't solve my problems by asking this silly dept to solve them for me. If I had a conflict with a boss that I couldn't win, I'd just move on to another district.

And I would certainly never ask a corrupt, ignorant Crook County judge to solve my problem for me.

The biggest change on this job in the past decade...a lot more bitches, male and female. So many bitches with so many problems. I love it. This job gets funnier every day.

So this Capt Zawis retired while the subject of a lawsuit. Now if my memory serves me correctly every time I was the subject of a lawsuit there was an automatic CR# obtained or the old CR# was re-opened. So this means that Capt Zawis retired with an open CR#, which according to the assholes at CPD Personnel means that he "retired under investigation." So no retired star or ID for this Capt, right?

Yeah right that bullshit only applies to the lower class who have no clout. I'm sure the Capt has his ID and Star and he has the right to carry unlike those who "Retired under investigation."

How about it FOP where is the lawsuit to protect the lower class so they can get their full deserved and hard earned retirement benefits just like the good Capt probably did???????

A few years ago a Sgt started messing with me at work after I turned him down for a date several times. A good friend and salty old-timer advised me to write EVERYTHING down with dates and times. I started doing it right away. Next time I was called into the Captain's office for the Sgt's bullshit, I pulled out my notes and told the Captain exactly what happened and why the Sgt was being an asshole. No problems since then.

This department gives more weight to the bullshit complaints made by criminals than the words of honorable police officers that serve this city and you are willing to throw honorable police officers under the bus at the first sign of trouble to advance your own career. Police officers have been stripped by this department even before a preliminary investigation was conducted that would have shown that they were innocent. Judges and juries in Cook County also give more weight to allegations made by these criminals than the statements of police officers. Police officers have no protection from punitive damages when they are sued by the criminals that they have lawfully arrested. Police officers who are willing to do any form of police work in this extremely hostile political climate do so with the understanding that they are putting their life, family, assets and reputation in jeopardy. They deserve to be treated with the utmost respect. I sincerely hope that the superintendent takes a cue from you and throws you under the bus so that you can have a small taste of what you have done to average un-clouted police officers. But who am I kidding. You're exempt, right. Exempt from being railroaded, exempt from suspensions, exempt from being stripped, exempt from even legitimate investigations by IAD. Years ago when I got promoted to Sgt, this was the list before meritorious, I was advised by a Lt I worked for as a patrolman," Remember to treat every p.o. fairly whether you like them personally or not ,always be fair and treat them all equally." I followed that advise and never went out of my way to single out and hurt any p.o. especially for petty shit or because I did not like them.

What I discovered was that the majority of my fellow white shirts were a bunch of back stabbing, selfish one way assholes, who not only went out of their way to hurt and fuck over p.o.'s but spent most of their time trying to further their careers by screwing each other over.

Then my turn to get screwed finally came. It started with an on duty incident where I backed my p.o.'s but pissed off many higher up white shirts especially the then Supt as the incident got turned into a racial beef. Well long story short, my fellow white shirts came after me with a vengeance and used a trumped up full of lies, later proven to be falsehoods, off duty CR# to try to ruin me and destroy my career.

Remember it is only a job and a paycheck. It isn't the bad guys or the shit on the streets that gets you, it is the chicken shit administrative back stabbing that does you in. As a cop you know how to deal with the bad guys but good cops never do understand the back stabbers, liars and ladder climbers in the white shirts.

Good Luck I hope they win the lawsuit.

Yes. Way back when, you had about a dozen high and midrise buildings, along with row houses. The area was roughly bounded by Chicago to Clybourn and Orleans to Halstead.

Mayor Jane Byrne moved in for about a week, back in the late 70's; Good Times was set there, the Movies "Candyman" & "Cooley High" were filmed there.

Depending on which gang you belonged to, you coudn't go to certain areas of "the green."
Working special employment one day, back in the early 90's, my partner & I got caught up in gang crossfire...in broad daylight!

So, to answer your second question, NO, having an lone officer working foot patrol or otherwise in Cabrini or any project is not only abnormal but dangerous!

Please educate yourselves on lawsuits. This officer did the right thing. File a civil suit. Any cr number for an eeoc complaint of any type of discrimination within the department is always covered, because iad does the investigation. Face it.

You can obtain a cr and request an investigation, but that is different and separate of a civil law suit. It has nothing to do with fop, and a smart officer wouldn't even involve fop. A smart officer would retain an experienced attorney in work/employee discrimination, especially an attorney who is familiar with how the city of chicago operates - criminally.

So always obtain an attorney and file civil. Because we all know how civil suits end. Payout money to make it just go away. Especially when the accused is a Daley appointed supervisor. And we all know most of them have horrific backgrounds which nobody wants brought up - again. Thats why the city will settle. These fools of bosses are too stupid to know how to handle a deposition. Civil and criminal testimony are very different, and most do not realize that nor know how to testify differently. And a payout if fine when it ends up in your pocket, the one who was stressed out from being discriminated against.

And never never worry about retaliation from the department. Because if they do, you file again. And it will only make your payout even better the next time. (as long as you always document, timeline, witnesses, statements, etc) Besides, accused aholes like that don't care, because the money isn't coming out of their pocket - at least not yet, but I hope it does!

Bravo to this officer for continuing a new precedent that has sadly become the only defense Chicago police officers have today.

Hope you are proud of yourselves, Jfled and dick head. YOU created this mess of supervision of all levels. And it didn't have to be this way.

With almost 9 yrs on, I now do the MINIMUM (i.e. parker, mover, contact card, and CTA check). I cover my ass by writing the bullshit paper from a babymama drama to theft report and assist other Officers. I only see my SGT if they wanna meet for log and bother the WC for an arrest. Other than that, I barely see these Supervisors and try to keep myself under the radar. I never ever had any problem getting any time off when I want. If they (Supervisor) decides to fuck with me, then I guess it's time for me to move on, keep my mouth shut, and transfer to another District. One thing I always keep in my mind about this job, don't take things personally because if you do, it will wear you out and starts affecting your personal life including your family. And this job ain't worth loosing my life or my love ones....

BTW there are no punitive damages allowed in a lawsuit brought by employees against the City of Chicago. The best this officer can hope for is compensatory damages. Some employment attorneys will not take cases against the City because of this.

The City usually gets a "gag order" from the Court when a female files suit. I had a case that didn't survive summary judgment. The eighty-three year old jurist was rude to female counsel from what I understand as well. The case was over before it began. The Seventh Circuit seems to be pro-employer for the most part.

Good luck to this officer. I hope he gets better results. I'll have to note his attorneys for future reference. They did an excellent job on the complaint detailing the retaliatory actions in chronological order.

That is my point. I believe the suit states that he was sparred for repeated tardiness and then assigned a post where he would not be able to dog jobs, etc. He was monitored and required to request permission to leave the post. It sounds like they tried to take steps to handle him according to his deficiencies and to prevent him from being able to put other officers in a trick bag. His response is to cry that he was singled out. I'm not a supervisor, I don't know how they can correct the attitude/behavior of a grown man that doesn't want to follow rules. But it seems to me that they tried to address his individual issues and it backfired. My point was that I don't think this is all about spilling the beans about the racist comment. It sure sounds like he had a load of issues and was therefore identified as a problem. Again, if they did ignore them, everyone would bitch about that. I appreciate bosses taking steps to stop these guys from milking the job for everything it's worth. These are the guys that make MY job harder. Do your share, man. That's all you need to do to not fuck over your peers and to stay under the radar.

As a supervisor, when faced with non-producing subordinates, I expected more, continued to assign work, gave deadlines, counseled, cajoled and learned the hard way that certain people were exempt from the rules and requirements of this job.

These useless drags on the system were protected by my bosses and I became the scapegoat. "Don't you know how the game is played" became the refrain in my life.

Unfortunately, this clouted vs. non-clouted system forces the workers to carry the load for those who are simply carried on the A&A's as working when they're not, or who 'work' half-shifts ordering the unit's lunches and taking internet classes at their desks, or who take the boss' car in for grease and oil and disappear to a shopping mall the rest of the day.

I always tried to equalize the load and make the job fair to everyone. Kind of hard, though, when the lieutenant, or the commander, or the exempt, tells you that you'll 'have to do without so-and-so today, because they'll be doing something for ME'.

Believe me, there are some sergeants and lieutenants out here who are TRYING to do the right thing. We're just prohibited from it by our superiors.

I admit that the supervisors went a bit overboard and were clumsy in their handling of this apparent dog. They wouldn't let him leave whenever he wanted to. Give me a break. Just remember what started this, his own big mouth, retelling something that he overheard. You know when I went on this job in the early 60's a war vet old timer told me what a great job it is, with all the perks, but you can't go against the powers that be or they will retaliate and you will never know what hit you. He was right. He also said that part of what made the job great was that even if they put you in the subway in your underwear, you could still do police work if you wanted to. It is too bad that the cry babys and pussies that have populted the job over the last 20 years or so are taken so serioudly.

The damn organization is imploding. Good supervisors are prevented by the corrupt clout system from doing their job. Good employees quickly become bad employees from constant abuse by the very system.

And the evil and insidious nature of having a corrupt clout based system continues to rot the entire structure of the organization while solutions are sought. Every solution but the right one however: turn the whole department upside down and somehow rid the department of clout.

Where do you get that? I don't see the words "private conversation' anywhere in that suit. If you knew anything about KB you'd know there's no such thing as a private conversation with her. Hell, she's so obnoxiously loud the firemen probably heard it across the street.

Corcoran overheard something he probably should have kept to hisself, but didn't. The target of the racist remark was informed and was offended and told his watch commander.

The watch commander is to act accordingly. Based on Corcoran's alledged complaint he was treated unfairly and obviously harrassed.

Dog or no dog. Asshole or not, management appears to have stepped out of bounds and should pay the price.

You do understand that the key words here are "private conversation?" I don't believe that the WC has any responsibility to respond when informed of a private conversation that was either simply overheard or eavesdropped. Perhaps all of this grade school silliness could have been avoided if the offended party had confronted the Sergeant with what he heard. I guess expecting adult conduct from DPD members is no longer realistic.

Well, it appeared the watch commander did act, by being a jagoff and harassing the officer.

I personally expect more from CPD supervision, but then what can you expect from mericloutorious appointees.

No supervisor has any right to refer to any officer by a racial or ethnic slur. It's unprofessional, and has no place in our Dept., clear and simple. While I'm not surprised that KB would stoop so low (her ex-husband is known to have said and done far worse, and he's a Sgt. there too), it is indeed surprising that so many higher ranking supervisors on that watch apparently conspired with her to harass Corcoran because of the stand he chose to take on this issue, when an apology from KB might have mitigated this into a minor transgression, and nothing more. Even if nothing comes of this suit (and I suspect there will be damages paid as this thing winds its way through the civil courts), reading about what is well documented is disturbing enough on its own.
Excluding our own clueless-and-hopefully-soon-to-be-jobhunting- Supt., it appears that whoever takes over the helm of the CPD after March will clearly have a whole lot of work cut out for them, and I would say that most of that 'work' will be most intensive on the supervisory levels.

Interesting that there was a major win today by a PO suing the city and all the white shirts who retaliated against him after testifying in a racial slur case against another PO in the "18th District Lawsuit" originally posted in October 2010 and there has been ZERO media coverage on this case?! This is by no means a isolated incident unfortuanetly most do not have the courage and integrity as this PO did! He paved the way for all those who are so intimated by these disgraceful Deputy Chiefs, Commanders, Lieutenants, and Sergeants who blatantly lied on the stand in federal court to protect their friends and were PROVEN liars! Thank you for proving the code of silence still exists...he has proven it is unacceptable!
