Once Again, CAPS Dead?

Will someone just put a bullet in this thing already?
  • Each district will have 1 Sgt and 2 POs in their CAPS office. Sgts were called down to 35th & Mich yesterday, as were DAC Chairs. Downtown Ernie Brown stated there will be no more graduations [from] academy after 2 current classes through 2012.
Wait a minute...

No more classes again? For all of 2011? Even though they're giving a test? Even though hiring didn't keep up with anything near the retirement numbers? And they're talking about pulling another 100 people out of Patrol?

I am guessing the Daley regime certainly has fucked the next mayor when it comes to the city budget, but it will be the tax payer who gets fucked when the new mayor raises property taxes.

The two districts I have intimate knowledge about both did the same mistake. The the CAPS people that survived the cut were the ones that did no work. Tthey are no doubt happy to still be there, but will soon be surprised by the amount of work they now have to do. Good luck!

Never has a supt of police been so political. He mistakenly thought that the more his was out in front of the camera the more the public would adore him. He is a victim of his own ambition. I attended the Doherty/Mulroe debate at Wright College last week, and Doherty read a script written in a spiral notebook, his speech slurred. He couldn't respond quickly to rebuttals and at one point rambled so badly, no one in the audience, the moderator or Mulroe could understand him. We want this guy in the State Senate?

lol..on paper anyway..the clout babies still will be given nice spots and kept inside. It's already being done. Most front offices have enough personnel to make up their own watch. Add to that all the clout baby,newly promoted Lt.'s and Sgt's being transferred to a cush unit,out of Patrol and we'll be back to the same shortages in the districts.

with the city crying poor again to the tune of 700 million dollars for 2011's budget it is no suprise that their is a hiring freeze across the board..... no furlo extensions, fight for time due, going from job to job all night long like a ping pong ball, coppers and bosses walking around in a bad mood.... it's still a job with good benefits, just try to make the best of it and don't take any of the negative home to the family....

C'mon, use common sense. First a company to administer the test must be chosen, then applications go out, then tests are administered and scored, then letters go out and the academy starts which goes for 6 months. They would have to have a fresh class in the academy before
01 Jun 2011 in order to have a class graduate before 01 JAN 2012. So why is that a big surprise SCC when we know the applicants from the last testing process has been completely used up? Do you really think this City could have new applicants in the class before 01 JUN 11?

The 2010 Census will show a loss of population and the stats show that CPD can function and reduce crime with 2,000 less officers. So why do you think they would hire back to the old figure, which is supposed to be 13,000 plus? Daley has always hated the police, and as a parting shot he will leave the next mayor with the option of running the Dept. lean and mean.

30+ years ago we had a Sgt,and 2 P/Os in what was then called Neighborhood Relations and they did the same thing that caps does.

First learn to spell you moron. Next both of his kids passed the academy on their own. Say what you want but Tobias never cut corners or bent the rules for recruits. He fired more recruits than any other superintendent. Lodding on the other hand is terrified of anything and everyone.

CAPS was and is a politcal charade. The decent people of this city will always respect and appreciate good cops. Those on the other side of the fence will not. They will always be the first to picket, march and sue the police who are trying to do a good job, and the idea of shaking hands with an "urban interpreter" ala Brown and "Gator" is repugnant to me. I'd be willing to bet "Gator" is at this moment involved in some criminal enterprisen and he Meeks, Phlager, Flint Taylor, Locke Bowman communicate on a regular basis and devise ways to undermine the goals and morale of the CPD. The sooner CAPS is done away with the better.

look out on the north side--- 012, 014, 016, 017, 019, 023,024 are all giving up one car a night on third watch to the 025 district--- a full 8.5 hour tour of duty and they are being arbitrarily picked by the w/c with no regards to seniority--- can you say GRIEVANCE and also TIME AND ONE HALF come the next o/t check--- the funny thing is they are sitting at a fixed location and not taking any jobs--- so what's the point--- if 025 is drowning in a backlog every night then you would think that the manpower being robbed from other districts would be used for radio assignments pending--- the genius who thought this one up should be tied to a pole and flogged--- if 025 has so many problems with response times, then why don't they open up some bid spots in the unit to increase manpower--- i'm sure they will find plenty of guys who would like to work there.....

CAPS is a good concept and a needed one. But, the program just got too big and too ambitious and became a hiding spot for way too many people. The program has been recognized worlkd wide and used by every big city, just not to the extent as in Chicago. And, Daley used the CAPS program to deflect criticism by telling a person if they had a problem, why did they not come to the CAPS meeting and tell the police? Don't throw out the baby with the bath water.

I had a chat with a guy with some years on the job and he said that when Mr. Washington was mayor, we had less officers on the street than we have now. So, I guess Shortshanks can whittle us down some more before he's done. Pretty soon, there will be articles in the paper about how old the officers at CPD are.

There is a rumor going around that there will be hundreds of officers retiring in November and a large group retiring in May of 2010. It might get much uglier before it starts to turn around.

It'll be fun in a few years, hundreds of recruits with a skeleton crew to train them.

Check again. The list of people dumped out is in the CO Book. Although, I hear the ones who went to afternoons all invoked a contract clause that forces Cmdr to keep them on days if they were on days in CAPS (Sec 31.1 of contract).

John Cullerton is strongly against the election of Brian Doherty to the Illinois State Senate.

Therefore tomorrow I will ensure that a cast an early vote for Doherty as that is a vote against the Madigan/Cullerton machine.

Not all of the applicants are hired off the list. There are around 40 left over from various appeals. The choosen vendor could push through a list of applicants to the academy in 60 days. If the mayor says so then it will happen. It ain't over until it is over. The chicago way.

The bids for the new police recruit test include promotional tests for Det and Sgt. The payout for one recruit test doesn't justify the work. The bids will all include promotional tests for 2011 along with the 2011 recruit test.

Dick and sgt lists are comming down in December. One more class of 30 for each in late November. No news here, but no promotions in 2011. New hires won't start the academy until 2012.

The part about fewer officers on the street when Washington was mayor is false. We always had every beat car staffed, with squadrols 71, 72 and 73 manned on all three watches. We had foot patrols, park cars manned as well.

There is no comparing Washington with our slimy current mayor. Harold Washington was a prince.

The trend among police agencies is doing more with less. Private security, cameras, and civilians are going to take over a lot of police functions. A lot of police services are going by the wayside, some with good reason. Time to cut the bloated bureaucracy.

Considering that the sgts list is barely at 125 I highly doubt it will be taken down. Especially since the department is broke they will not be eager to shell out a couple mil for a new one. Expect lawsuits if it is taken down. Since the department has never stopped before 360 on previous lists.

Not only do we not get social security, but we lose the spousal benefit that others get Spouses are entitled to 1/2 the amount of the amount their spouse is receiving from social security and thanks to Dan that also was cut out, costing me about $800.00 a month

The bids for the new police recruit test include promotional tests for Det and Sgt. The payout for one recruit test doesn't justify the work. The bids will all include promotional tests for 2011 along with the 2011 recruit test.

Dick and sgt lists are comming down in December. One more class of 30 for each in late November. No news here, but no promotions in 2011. New hires won't start the academy until 2012.

You don't need more lieutenants. Just take the ones hiding in units and headquarters and put them in patrol.

The lt assigned to the district and the watch is the watch commander and field lieutenant. The fillins are acting watch commander. NO two Lts assigned to the watch.
Cut tact lieutenants make the watch commanders fully accountable for the tact team performance. The tact lieutenant and tact teams are assigned to them by GO anyway.

In the event that watch commanders from different units/watches are butting heads, the district/incident commander makes the final call.

Everyone was afraid of a black mayor. Instead he was very good to police and the city. He could not control the city counsel because of verdolyak. Washington never played games with police and there was plenty of manpower on the street.

Most cops I know had to work a second or a third job to put their kids through school or to have something extra, the citypay was not enough. These part time jobs have to pay social security. I have 60 quarters paid in, but I lose 78% of the social security payment. And, i cannot get anything from my wifes social security, not the spousal benefit or death benefit. Not, it is not fair, but this is how the democrats shored up the fund years ago, on the backs of working people. Now, they give this money to immigrants who come here after the age of 60, they only have to work five years and the illegals are trying to collect. Drug addicts get disabiltiy payments. The socialist democrats way of redistributing the income.And, wait, the democrat's plan is to have social security needs tested for all citizens. So do not be so smug.

They may have been hired but with federal money. The recruits are to replace officers moved to mas transit and the airport. Net gain? zero. 60 recruits to graduate next month and hired for the airport. All smoke and mirrors. The current class of 118 recruits are actually to be used for the street.

yea ok, just like when watch secretaries were supposed to go back on the street in a beat car...all they did was list the watch sec as a park car or traffic car and they still worked inside.

This doesn't happen everywhere. Our Watch Secretary is the Radio Person/Watch Secretary/Desk Officer. They spend part of the watch doing all 3 jobs. If the radio room was near the desk, it would be workable.

You are right I have been posting this very issue yet it never gets posted. There is a bill in congress to help our pension and Republicans wont let it come up for a vote.

When I came on in 1985 there were about 30,000 applicants. The academy was churning out about 1000 officers a year. There was a threat of a police layoff, but we were still staffed. Nothing like nowawdays.

I have heard both accounts of this story. I'm talking about prior to 1985, they weren't really hiring much for a few years. And the layoff notices were not a threat, they went out and got rescinded, so says one of my co-workers. I've never heard an old timer bad mouth Mayor Washington, they all seem to have liked him.

I've work tact and been on tact teams before you got on the job, Mr Know It All.
Try reading the General order and Patrol Divison Special Orders once in a while when you're not in a drunken stupor.
The WC is responsible for deploying tact teams to problem locations.
The tact lieutenant is usually not
around, but a WC is always around.
When shootings and TRR's occur the WC handles it, not the tact lt.
You just assume tact officers are all crooked and untrustworthy. You sound like a defense attorney.
You need good sgts to run each team moreso than a lieutenant.
I repeat, a tact lieutenant is a luxury not a necessity.

If you consider the Daley way "the right way." Doherty voted with Daley nearly 100% of the time. He even admits he voted with Daley on things he personally wasn't in favor of.

Agree on the drinking issue; the man needs serious help. It's sad, and probably why he's been phoning it in for years.
