David Orr Takes Aim at Daley

  • About 150 teachers, parents and activists marched into the Grossinger City Autoplex and demanded a check for $4 million Saturday.

    That would be the “TIF” money — protestors [sic] called it “The Mayor’s Slush Fund” — diverted from the public schools and given to developers such as those who built the autoplex.

  • “There’s a giant myth being spread all across this land ... that local governments have no money, they need to take it out of the backs of teachers, take away their pensions,” Cook County Clerk David Orr told the cheering protestors [sic]. “Chicago ain’t broke. Chicago has put $2 billion tax dollars that the public doesn’t know about into these TIFs and there’s another $500 million being added every year. There needs to be a moratorium on these TIFs because there has been enormous abuse. They are supposed to go to blighted areas. It’s gone to Willis Towers. It’s gone to Grossinger. It’s gone to other major corporations. As we uncover the mayor’s slush fund, which this is, we’re going to discover that money can go to help the schools.”
Again, stuff that should have been reported on and pointed out while the corruption was going on so the political administration could face the voters' wrath at the time. But of course, the media and politicians being bought and paid for, everyone kept their mouths shut until now.

The media probably benefitted from Shortshanks' slush fund too. Don't think those corporations that own the papers weren't the beneficiaries of Shortshanks' stolen tax dollars.

All of the big businesses love Daley. Why? If he ran a corporation like he ran the city, they would be filing for bankruptcy. Do you think you can give away property to family and friends for a dollar, sell off assets for short term gains and remain viable?

Big business loves him because he let them get away with anything as long as it was on OUR backs. Would you want Daley running your business? How about his nephew Vanecko? He ran our pension into the ground while he was out bar brawling and killing innocent people.

But as long as the media aimed at the police to distract the people from his thievery, it was OK. Now the latest tactic is to blame "greedy" teachers, cops and firemen. The media sells it and the sheeple buy it and eat it up.

Keep voting democrat or staying at home and not voting. That's what they're counting on.

Sure, now that Daley is going everyone can take aim. However, until now no one had the nerve to do or say or write anything. Except for one reporter and one free weekly.

For years the Chicago Reader and Ben Joravsky have been the only ones publicly sounding the alarm about TIF's and the only ones writing the truth about Daley's slush fund.

Not the Chicago Tribune, not the Chicago Sun-Times, not David Orr and we certainly haven't heard a peep about it from the Cook County States Attorney's office nor Lisa Madigan nor Patrick Fitzgerald.

Only the Chicago Reader.

And Rahm the "reformer?"

Rahm wants to name things after Daley's mother to pay homage to the Master Criminal.

As for myself, I'd like to rename the block of West Washington St between Dearborn and Clark "Jane Byrne Boulevard."

And then forevermore all mention of the Richard J. Daley Center would be followed by it's new address at 50 W. Jane Byrne Blvd.

It's about time that elected officials be held accountable.

Unfortunately what we are most likely seeing here is people trying to use a crisis to their advantage and not to eliminate and clean up the corruption but to leverage it to their advantage.

Shortly after our contract was settled our unit rep talked to the 2nd and 3rd watch after roll call and explained the contract to us. During that talk he stated to us that it was discovered that the city was not broke and in fact had 3 TRILLION dollars in TIF funds.
Never heard that mentioned again but I wonder if that's not a more accurate number.

I bet Grossinger pays over 4 million in wages to their employees and they in turn pay sales taxes and state income taxes. Not to mention Grossinger (well actually their customers, because companies don't pay taxes, their customers do in the higher prices they must pay for the company to pay the government) probably pays real estate taxes and all sorts of Chicago city taxes.

I don't have a problem with business getting money from the government since they do pay lots of taxes and employ many taxpayers, I do, however, have a problem with it when the city is broke. The city needs to reign in all spending during tough times and during boom times, watch every nickel because just like the sun rises every morning, there will be an economic downturn that will catch these stupid motherfuckin' politicians "by surprise" and then they use that as an excuse to dip into our pockets, for the children, don't you know.

I've given the FBI copies of over a dozen scams the Bureau of Electricity used to funnel taxpayer money to private contractors and the Daley Friends, Felons and Family Plan. They've done shit. I'll second that. AND I want to see the Children's Fountain pulled out of whatever warehouse Daley had it shoved into, and get it reinstalled. He couldn't handle one small fountain having a plaque that said 'Jane Byrne' on it, so he had it yanked out without notice.

A trillion is a thousand billion.

3 trillion is 3 thousand billion, a 3 with 12 zeroes after it.

The federal spending in the US for one year is around $3.5 trillion.

The entire national debt is a bit more than $14 trillion.

There is not $3 trillion lying around in TIF funds.

In 2009 approx. $520 million was collected in TIF accounts.

Over $4 billion has been collected since TIF's began in Chicago, I don't know how much is left but most of that spent has been at the whim and direction of Richard M Daley with no over sight whatsoever.

And we taxpayers who pay into the TIF's? Daley has continuously stalled FOIA requests for accounting of those funds.

And now we have a former insider masquerading as a "reformer" as our mayor elect. He will fix everything because it is the public employee pension system that is to blame for the City being "broke" and not the thieving of Richard M Daley.

Just ask the Civic Federation. They are advising the City and State on how to get out from under the pension obligations.

We need to defray some of the costs to the parents of the students, so that we can put an end to this talk of cutting pensions.

That money is ALL of our money. We paid that money in inflated tax bills. That money should go back to the tax payers in the form of lowered tax bills or go to every agency that needs it NOT to one agency such as the public schools. They get tax money, lottery money, grants. Geesh, what about the police and fire? WHat about all of the pension obligations they have no money for? Give us back our dough!

25 years ago the average CPS student in the 013th District spasmodically said "Huh?" when I asked him a question.

Now, billions of dollars later, they still say "Huh?" when asked a question.

What has changed is that I learned early on not to repeat the question. Wait a few seconds as the question rattles around in the not-yet-fully-up-to-speed-brain and something resembling an answer comes spewing forth.

flat rate voucher from taxes, based on an average of the yearly tuition of parochial schools.

open enrollment in each stand alone 'public' school, with individual school setting it's own tuition.

any difference between tuition amount and voucher amount covered, out of their own pocket, by the student/parent/legal guardian.

each individual stand alone school's staff negotiates their compensation with that school's management.

free market enterprises compete for customers, via quality + cost.

That was the story. They fired all the teachers.

I don't know whom they propose to replace them with -- alcoholic day laborers, hired as needed? -- or if they even propose to replace them. Maybe they just won't have school anymore. Beats me.

He is posing in the cab of a big steam shovel, and people in the crowd are holding up pre-printed signs, "NO MORE FLOODED BASEMENTS."

Let's be honest. You can pump all the money into public schools you can. You can get the best computers, teachers and after school programs money can buy. However, if the parents of these little bastards don't do their jobs and the bastards themselves don't care about school, all that money is a waste. Our society does not make people accountable for their actions. We give and give and all we hear is we need to give more. Those who don't work or don't want an education are rewarded and those of us who do have to keep working harder and harder to stay above water. This is a joke. STOP THE FREE MONEY!!!!

Now, billions of dollars later, they still say "Huh?" when asked a question.

What has changed is that I learned early on not to repeat the question. Wait a few seconds as the question rattles around in the not-yet-fully-up-to-speed-brain and something resembling an answer comes spewing forth.

I should have known better. Veteran cops know what they're talking about. We were way ahead of the game when we actually LISTENED to them.

But, I was told to say, "Huh?" right after the 'interviewee' did. And it worked.

Conversation went something like, "Where do you stay?" Kid would say, "Huh?" I would respond, "Huh?" Kid would then say, "I stays at ...." It NEVER failed.

Anyway, I heard on the radio a while back that Providence, Rhode Island fired all of its school teachers.

They fired all the teachers because that was the only thing they could do to get rid of the useless mutts. They then rehired any who were competent along with new hires.

The reason a lot of the public hate unions is because (some) union leadership hacks have this tendency to defend those assholes whose actions are indefensible.

Instead of creating wealth and working together with management to make money for everyone, it's all about power for them and fuck everyone else. UAW is a prime example. Sorry, but if the only requirement for perfroming your job is turn a bolt the same way 240 times per hour there's NO fucking way you earn $30+/hr plus full bennies. That's robot or talking monkey work. The idea that sort of work has the same value as policing a shithole city is crazy.

Last fall, a resident of Palatine started questioning his municipality. His interest was piqued because property taxes were hiked, village fees were hiked, a brand-new electric consumption tax was instituted and officials were complaining that the red-light cameras were not producing enough ticket revenue. Then, the village manager forecast a future of higher taxes in his annual letter.

Amongst other questions, the resident just wanted to know a simple answer: the total 2009 compensation of the village manager. The inquiry was arduous. The results were stunning. The entire cash and non-cash compensation package amounted to an initial estimate of $351,000, then revised to $355,000, and click to review the now re-revised estimate of $338,400 plus.

They are mimicking the SLAPP -- Strategic Lawsuit Against Public Participation -- used by corporations to silence complainers.

Very true, but I also wonder if the journoweenies have been threatened by the criminals who are allied with government lackies. I recall a Kass column where he related a threat from two goons at Gene and Georgettis, they told him when his kids went to school. If it matters, I've thought that the TIFs are scam for years.

Just thought I'd mention Orr has talked about this quite a lot in the past. He generated some of the reports Joravsky used in his Reader pieces. It's odd to see commenters saying "where was Orr when his staff was creating the reports?" -- Orr was asking them to create the reports, of course.

And to the guy who says "typical for a Rogers Park police hater" - what evidence do you have for that? I haven't heard anything about the police from Orr in decades - and I've worked with him, listened to him speak many times. One of his best friends, who drives with him every election day, is an ex-cop. Don't make an enemy of everyone who dresses different from you.
