I hope that she is not a Commander, she would have a hard time being a Captain. E Brown and Williams tried their best to keep her in charge of 011th District. How someone who has 2 CR's numbers (maybe 3, last case)at least one which she should have taken 30 days for "conduct unbecoming" and has not be investigated yet, she was in fact arrested, becomes an inspector is beyond belief! It must be some unwritten Exempt rule that when they dump you (ok she resigned) HAHA, they find you a spot. She does not have the the skills ,knowledge, or ability to lead a watch she can not keep herself on track. It's not the process relating to the exams it's the merit promotions. Look at all the exempts, how many were promoted based on test scores? About 20% I would say. The reverse of the merit percentage. Henny Penny is a perfect example.

I do not work at TARA, yes he is a nitwit, the class is a day out of work at best, but it is all federally mandated, paid for, and a requirement for future funding. Take it for what it is worth but most of the actual instructors are ex mil, tend to be personable and make it something worthwhile with what they have. It's not the process relating to the exams it's the merit promotions. Look at all the exempts, how many were promoted based on test scores? About 20% I would say. The reverse of the merit percentage. Henny Penny is a perfect example.

Technically, she only "holds" the rank of Lieutenant since the Captains are all "appointed" and NOT promoted by competitive exams. That makes Captain an exempt rank and any exempt rank can be demoted at the discretion of the Department.
Now, they SHOULD be able to bust people back to a level BEFORE their 1st merit promotion. That would only be right.
So in theory she's taking one of the captain inspector spots that the city refused to actually give to a captain up to now. But she gets to be the test case...so Hoot are u guys going to object? She's done zilch for the captain's unit.....I sense the hand of Don O'Neill all over this!

All inspector's spots are supposed to be captains now, per their contract.

The captains union should step in on this one. A captain can be assigned to the inspection division as a field inspector, however, the department has a process for which captains can apply for the position, appointing henny penny violates the contract. Add to that the probability that she is working out of grade as commander which is probably a shakman violation. The only ones that can legitimately bitch about this are the captains, whcih one of them should have the balls to do.

This is correct, if you read: Personnel Order No 2011-020 it reads "detailed as Commander from BoP to Inspection Division Unit 126 effective 10 March 2011 to and including 15 March 2011"

I'm not sure about Sgt., but as far as Lt. is concerned, he was pushed up and/or promoted out of rank order as was the court order back then.
I know this as it affected me personally. But I don't blame the individual, I blame the liberal system for that interpretation.

FOOTNOTE: At a former Deputy's retirement gathering on Friday, 17 March, Hillard, in attendance, was introduced as the present acting Supt. and one of the guest (award) presenters.
