Get Out Your Pens

Time to write a letter, this time to the Federal Bureau of Prisons.

Bill Cozzi has been incarcerated for just over 18 months now. He has a clear conduct record and is eligible for transfer to a prison closer to home. Unfortunately, the Bureau of Prisons is denying him this relief, citing "overcrowding." For some reason, this hasn't stopped other inmates from receiving transfers though (imagine that).

In any event, here's where to write:

  • The letter should cite Bill's ID# 40222-424;
  • This letter is solely to support a transfer to a prison closer to Illinois;
  • DO NOT cite legal issues or opinions as to Bill's predicament. It has ZERO bearing on the transfer issue;
  • As always, be polite and respectful. The object of our ire isn't the Bureau of Prisons, but rather the recently departed administration

I'm in regular E-mail contact wirh Bill Cozzi, SCC. Your statemment is absolutely correct. As of last month, Bill was eligible for TRANSFER to Oxford, WI, Milan. MI, Pekin, IL or even Terre Haute, IN, not to mention the closest of all: FCI Thomson, IL.

The BOP claims "lack of bedspace" which is first degree BULLSHIT.

WIS. OFFICER DOWN

Two Fond du Lac police officers were shot Sunday morning, one fatally, while responding to the home of a man who was firing a gun.

At the end of a six-hour standoff, the man who shot the officers was found dead of a self-inflicted gunshot wound, police said.

Craig Birkholz, 28, a Kenosha native who survived combat tours to war zones before returning home to work as a law enforcement officer, was shot in the upper chest and died at the scene.

Ryan Williams, 33, a nine-year veteran and the department's K-9 officer, was shot in the chest and shoulder and survived only because he was wearing body armor, said Ray Georgen, a physician and director of trauma at Theda Clark Medical Center in Neenah, where Williams was admitted. Williams' dog Grendel also was shot and wounded.

Police investigating a sexual assault complaint were sent to the home of James Cruckson, 30, on Fond du Lac's west side around 6:30 a.m. Sunday. Witnesses reported hearing dozens of gunshots as police in armored vehicles rescued other residents.

Cruckson was found dead in his home around noon.

Witnesses told the Fond du Lac Reporter that they were familiar with the suspect, and he had spoken at a tavern about shooting people because of troubles with his girlfriend.

Birkholz served tours of duty in Iraq and Afghanistan with an Army military police unit and was wounded when the Humvee he was driving struck a roadside bomb in Afghanistan, said his grandmother Rose Birkholz. He was hired by Fond du Lac police two years ago.

SCC, FYI.

Bill Cozzi asked me a long time ago if I could send him SCC. So about every two weeks,for pretty much almost 18 months, I copy all of your threads (?) save them into word and print them out and send them to him.

He tells me he looks forward to receiving it very, very much. It makes him feel connected to all of his brothers/sisters.

Just wanted you to know what a fan he is.

It's a fortune in paper, ink and postage, but I'm happy to do it.

The last thing he asked me to see if I could get him was a magazine on camping--he always wants to reimburse the cost, but I don't let him.

If anyone has any good ideas for a camping mag, pls post it and I will get him a subscription.

That's pretty much all you can send him, and he really appreciates it.

Bill still has a long time to serve. He is such a gracious person. Not once, in any letter I've received, did he call jfled a derogatory name.

He is blue to the core. Every time a police officer has been shot, he will write to me and tell me he wished he could have been there to protect him.

He doesn't even go to the tv rooms, because they are sort of divided by race/ideology. A lot of redneck types, and the staff there treat him like shit.

People got an order of Catholic nuns to travel there to visit Bill, and when they got there, the prison staff told him they had never heard of William Cozzi, and they were turned away.

Bill has not had a single visitor, as he does not want anyone to have to go through all the aggravation of getting in to visit.

Although there are Muslim reglious activities and Baptist, there are no Catholic ceremonies.

Please, take some time to write a letter to get him transferred, and also drop Bill a line. I've never met him but write to him all the time. He responds to every single letter.

Keep another officer in your thoughts and prayers: Oscar Gonzales from 013 had a stroke on duty Saturday. Luckily, his partner immediately recognized the sypmtoms and got an ambulance to their location. He's at UIC Hospital. Oscar is a young guy with kids and a wife. Stay strong, Oscar! Your borthers and sisters in blue are here for you.

Unfortuneately, these excessive sentences are the result of our politicians passing laws that force the judges to impose them and then force 85% of the time to be served. Each case should be weighed on their own merits. Cozzi did not deserve any of this. At the very most it should have been community service. I hope this haunts JFLED forever.

The previous letter I wrote some months back, requesting Bill be brought closer was respectful and proof read by my old partner to insure that no seething anger slipped in.
Got a short, terse form letter back 6 weeks later.

Might as well send a suggestion to Rachel Johnson, same asshole form letter response, but with less mis-spellings.

I wouldn't be surprised if this constant fucking with Bill is coming directly from the Oval Office.

We all know how much President Sotoero hates the CPD (hence the Obama stickers we have to fill out on traffic stops)

Attorney General Eric Holder also hates all cops (as well a white people in general) he such a great choice for the head of all law enforcement in this great country of ours.

If Bill was a Chicago Alderman he'd be up in Wisconsin, Minnesota or Indiana right now.

Bill needs to have another reason besides the BOP policy of 'within 500 miles of projected release location'.


like his security points now qualify him for a transfer to a lower level of security facility.


because, if the BOP keeps him in a security level facility higher than he's qualified for, and he is injured due to the greater risk environment of said higher level security facility, the BOP, as Bill's legally responsible custodian, is civilly liable.


plus, the specific BOP employee(s) responsible for denying his transfer request, ie., case manager, unit manager, assistant warden, warden, etc., would take a career hit, were the monetary damages awarded from such a lawsuit to be significantly large, thus they are motivated to avoid the occurrence of such events.


another factor is the BOP prefers to have more than one reason to incur the expense of an inmate move.


it's a federal bureaucracy, they move like a mosquito swimming in honey.

Better yet, let's go cry to the media that put him into prison in the first place.

Or, let's address this like civilized adults instead of screaming savages.

How about gathering donations to pay a lawyer to file a motion in federal court?

Bills release date is April 4th, 2012.. only one year left bill. The last year has flown by hopefully the next one can also. I really think that a benefit should be planned for the guy for when he gets out, get him a couple of grand when he gets out. its only a year away, anyone getting anything started?

2 charged with ramming off-duty cop's car2

Two reputed gang members are accused of repeatedly ramming an off-duty police officer's car and pointing a gun at him.

The officer was not injured during the incident, which occurred just after 5 a.m. Saturday as the officer was driving home from work, police said.

Authorities would not say whether the suspects -- Rolando Leon, 24, and Jeremy Martinez, 19 -- knew he was an officer, but police spokesman said the men continued to ram the car after he announced he was a cop.

The officer -- who was not identified by the department -- was stopped in traffic in the 3800 block of West North Avenue when Leon and Martinez pulled alongside in a Chevrolet truck, according to police spokesman Officer John Mirabelli.

Leon, sitting in the passenger seat, pointed a handgun at the "startled" officer, who sped away, Mirabelli said. The truck followed and tried several times to ram the car off the road, he said.

The officer managed to call for help and uniformed officers spotted the truck but the driver refused to pull over, Mirabelli said. Police eventually curbed the truck in the 800 block of North Lavergne Avenue and took the two men in custody.

A police source said both suspects are members of the Maniac Latin Disciples street gang.

Leon, of the of the 1200 block of North Springfield Avenue, was charged with aggravated assault to a police officer with a firearm.

Martinez, of the 2500 block of North Talman Avenue, was charged with aggravated assault of a police officer and DUI, as well as numerous traffic citations, including fleeing and attempting to elude police and reckless driving.

Both men were ordered held on $450,000 bail.

If he did...

Another point on moving him or getting im a pardon; I understand he has been denied a Catholic chaplain and the sacraments. If true, it sound like a civil right suit to me.

this whole situation still boils my blood every time it is brought up--- the wrong done to william cozzi by j-fled has definitely caused many a copper to rethink what they are doing out there every night and how they interact with the public--- shame on the police department and the people(s) responsible for this atrocity that happened to this officer.... the bosses will tell you that it was an isolated incident and we have to move on--- well, the bosses are not chasing down jobs and getting beefs in their little office--- when you catch a bad beef there is nothing that boss can do to save you, the boss you thought was so great and a stand up guy---

Whomever that person was who served 5 Tours in Iraq/Afganistan and warned in another thread that the dud bomb found in 23 was a probe and that the CPD ought to adjust response patterns appropriately. He/She be a cop or not, 'seems like a good TopCop candidate.

That being said, It is un-be-fucking believable that out of something like 4k experienced cops in the CPD, Mayor-Elect Twinkle Toes can't find a Super from the Ranks.

I hear when Rahm starts his first day on the throne, he's going to dispand gangs and narcotics to put more cops on the beats. Is it just me or is this idiot missing the obvious. Hire more cops. More cops something like the 2,164 we're short right now. Taking police officers from units that actually make a difference makes absolutely no sense whatsoever.

I cannot believe how many people still think that there is an organized conspiracy to keep Bill away from his family.

NorthSide, your word is typically extremely highly regarded in my book, but I can guarantee you that you don't know what you are talking about in this limited set of circumstances. BOP is stretched to capacity everywhere. So much so, that in many parts of the country, the federal government is renting bedspace from state prisons.

And Jody's word wouldn't mean shit to the BOP. They designate prisoners how they see fit, and sadly once poor Bill got sentenced, he became another number in the eyes of BOP.

What I have seen work sometimes, is that the defense attorney makes a request at the time of sentencing that the JUDGE request that BOP designate the defendant to a facility close to home. It isn't a guarantee, and BOP does not have to honor the Judge's request, but they frequently do. Was this done in Bill's case?

What is worse in everyone's eyes? Being the victim of a mass conspiracy, or just being forgotten and treated like any other inmate?

For the person thinking about visiting Bill...he has told people that he doesn't want to put them through the whole b.s. process. You have to fill out and mail forms to the prison ahead of time.

Good going SCC, I heard this on the radio on WBBM news at 500pm tonight. They describe it as the moment jfled lost the support of the police department; and he hadn't even started on the job yet.

Rahm could certainly make a lot of points with the CPD if he were to call his old boss and at least ask for clemency. Get the guy sprung now. Just saying.

hahaha, are you serious? Lets not forget, bill cozzi was guilty. Sure he was made an example out of but he was still on video beating a guy with a SAP who was shackled. The fact that he is a cop makes it worse and it also opens him up to civil rights violations. bill did commit a crime. Bill was on video and he did it infront of dozens of witnesses in a hospital. He didnt deserve to go to federal prison for it but lets not forget that he still did it. Any politician, boss or POLICE officer who supports someone who out and out beat somone on tv and committed a crime has no place working as an officer. a presidential pardon haha, are you insane??? No self respecting politico or officer would support that. i am a chicago police officer and I know bill got railroaded but he still committed a crime.. lets not forget that that is the bottom line. everything that got thrown at thim after that fact unfortunatly comes with living and working in this city, being a police officer and doing it at the wrong time.. that happened right around sos, jefferson park tap, the cab driver robbery from detective dummy, DUI where two guys were killed by frugoli on the kennedy, dui where another kid died from Ardeline and lets not forget Abbatte... He did it in the wrong place in the wrong time, yes its shitty but unfortunatly that is the buisness in which we work. dont have to love it, respect it or like it but its reality.

There are two very important Illinois house bills that might pass by summer. This would be very bad for all retired LE in Illinois.

HB3375
Amends the Illinois Pension Code. Provides that if a member or participant of a retirement system or pension fund subject to this Code is receiving a retirement annuity or retirement pension under that system or fund and becomes a member or participant of any other system or fund created by this Code and is employed on a full-time basis, then the person's retirement annuity or retirement pension under that system or fund shall be suspended during that employment. Effective July 1, 2011.

HB3116
Creates the Public Pension Abuse Abatement Act. Authorizes and directs the Governor to execute a compact on behalf of the State with any other state to end abuse of public pension programs. Provides that the compacting states shall agree that no governmental employer under the jurisdiction of any state shall pay wages or salary to any public pension fund annuitant unless that annuitant elects to suspend his or her pension for the duration of his or her employment. Sets out provisions of the compact concerning definitions, the effective date, and construction and severability. Effective immediately.

I would love to help but why do people come up with ideas then ask if anyone else is getting it started. Take some initiative and start something yourself and others may follow.

Well, let's start by saying we're both on the same page here. But I doubt whether marching around the MCC is going to get people to support Bill.

Crying to the media won't help if, as you say, they are the ones who put Bill in prison in the first place. Note the negative CBS coverage last evening.

Screaming savages? Not aware of anyone who supports Bill ever having acted that way. Please advise.

Also, you might not know that about a month ago the US Supreme Court refused to consider Bill's appeal. His legal options and chances of success are, sadly, extremely limited now. The possibilities that a lower federal court will help him are slim, in that it was a fedral court that put him in prison in the first place.

So, yeah, write a letter. Can't hurt. I did. And keep thinking of ways to help Bill and keep praying for him. And send him a letter too. Bill will appreciate all of it.
