The Return of Terry Hillard?

  • Reports indicate that veteran Daley aide Terry Hilliard will fill in for Weis in the interim, and that Mike Shields, a cousin of Michelle Obama's, and a member of the rank-and-file, is the top choice to take the Supt. job once Rahm Emanuel takes office.
At least the media is fronting off Shield's family connections early. That's a change from years past.

The fact that Shanx had to reach all the way back to Hillard (retired '03) speaks badly of all of the exempts in the 'inner circle' behind the WEISel. In a healthy police department, all sworn members should aspire to be Superintendent. Every Chicago Poice Officer was hired in part because of their problem solving and leadership abilities. They should make themselves familiar with the general orders, special orders and rules and regulations of the CPD. In everything they do, they should prepare themselves to do their best when their number is called. That has not been the case with the Chicago Police Department in the last four years. Morale was at an all-time low. The main reason for the low morale was Mayor Daley's choice of Police Superintendent. CPD has plenty of qualified forward thinking officers who can rebuild our Department. Hopefully, R & D saved all the orders changed while CPD was mired on the dark side. They will serve as good reference during the rebuilding process. Bringing Terry Hillard back as the Interim Superintendent is a good start. God Bless Terry Hillard. Long live the Chicago Police Department.

Mike Shields as Supt. would be a huge mistake.
Between Mike Shields and Ernie Brown we'd need a lawyer from Corp. Counsel assigned to HQ just to handle all the sexual harassment beefs and lawsuits.

Yes Mike Shields did come up through the Dept.( albeit meritoriously..thanks to Michelle) he's still a very poor choice as Supt. Maybe marginally better than JFed but still a really poor choice.

The re-emergence of Terry Hillard has stopped the ascent of Ernie Brown dead in its tracks, and here's why:

1) Bringing Hillard back is a message that there is a lack of confidence in all of the higher ups directly behind Weis, from Jackson/Cuello on down.
No surprises that those ranks are largely filled
with ball warmers.

2) HIllard is a sign of stability, and we all know the CPD has been anything but stable for quite a while now.
Remember all of Weis's 'press conferences of desperation' for the past few months, on Sundays, just about always held by his lonesome? Pathetic.
Hillard will also serve in a valuable position as a mentor to whoever will be the successor to Weis.
Love him or hate him, things flowed well under Hillard, even during the Latonya Haggerty shooting and the R Kelly sex trial.

3) Ernie Brown can't possibly be considered worthy or ready to wear the crown of Supt., at least not by either Daley's or Emanuel's thinking. Brown will likely take his leave by summer. It's likely he'll politic
Emanuel for some sort of high paid largely worthless post a la Dana Starks. Don't count on Emanuel to placate EB, not even to gain favor with the Reverends. Emanuel has to know something about
all of EB's sexual shennanighans, and he'll have no reason to keep EB around or to offer him a 'golden parachute' nothing job when the City is struggling to
operate within a workable budget.

4) Best money is on Mike Shields. If EB doesn't have enough sense to be gone by the time that happens, look for Shields to 'make it so' shortly after he accepts the Top Cop Star. There's no love lost between the two, and EB knows he's history if
Shields gets the nod.

WBBM radio is reporting this just now. ISP initially refused, Madigan ordered again, ISP refused again and says it's a privacy issue and it'll go to court to try to protect the records.

Daley appeared with a raft of antis and proposed a whole raft of new gun laws just yesterday; I find it impossible to believe that this move wasn't cooked up at that little coffee clatch.

It struck me today; the Daley administration is not going to end quietly. Hillard, an ex-superintendent as interim is not a bad choice for the short term. Choosing a new Supt. from within the ranks will not be easy. Lets face it, most of the ranking officers & exempts left are meritorious political appointees. Their careers have been carefully guided, to bolster appearances. It's pretty sad that this is what this department has become. I really hope that the new mayor takes time and effort to choose a deserving candidate instead of another political hack. I won't be holding my breath though.

There is one thing that we can look forward to once Rahm gets in. One last fuck you by Daley...He wanted weis to stay, he didnt get his way so he put a 68 year old guy who has been retired since 2003. Hillard is a nice guy, but towards the end of his term bowed down to the revs.
This is a total FU to the current exempt staff. Yes some deserve a big FU, but there are decent ones.
Mike Shields, not gonna happen without big press cover up, which of course is possible in Chicago. You want to improve morale, put somebody like Chief Byrne in place.

What I don't understand is, that if Hilliard has to be brought in to run the Dept. For just a few months, what does that say about the number 2 & 3 , our Deputies who are the next in command? Aren't they even qualified enough to run the Dept. for just a few months? Why?
Looks like they must Pay-to-Play to me for their positions. Maybe Kass can figure it out, but thats my take. The powers to be don't even trust the number 2 or 3 in Dept. Command to take the reigns, even for just a few weeks.

He has and always will take his marching orders from the 5th floor... Good and bad.

Marines are nothing if not obedient to the chain of command.

This here is that CPD thing... The rules of conduct and the rules of engagement are a bit different.

You have a command echelon not devoted to the safety and well being of their subordinates.

Screw ups as perpetrated by the command echelon of CPD would be damn near a cigarette & blindfold worthy offense in the military and in some other Police Departments.

Sanction for misdeeds is commensurate with rank in some places but not here.

Again... Hillard seems to be a nice enough guy...

Rahm you want to save money and hire more coppers? Easy way withing budget is to elimate the rank of "security specialist" the D-3 paid "valet" positions! With the mayors detail,byrkes the treasurers guys making $18,000 base extra with overtime making over $30,000 extra per year times all of them would equal almost 1 million per year! Then you could hire at least 20 NEW NEEDED STREET COPPERS! They would all stay even at D-1,and that would also reduce the pensions these guys get saving the pension fund and city needed money! Great idea RAHM!!

One reporter made the point that Hillard's main job is to get the Department ready for summer, its busiest time. It can't be easy to suddenly shoulder such a big load again; for everyone's sake, I will set all the politics aside for now, say "Thank You, Sir" for stepping in, and wish the man well in his efforts. His is a familiar face, and he knows the city throughly. I would urge everyone to go along in a better spirit now and help him out as best they can; just for the sake of the people of the city who need protection and order.

Remember what happened when Starks was the interim, the west side reverends pushed for him to be the supt as he was already in place and doing the job, that will not happen this time. By the time they debrief Hillard on all the uniform changes Cline and Jody made Hillards time will be up. How about having someone who in there now and knows what's going on take command. They haven't got a clue. That's why the city is going under. Hillard means well but is not up to speed on all the Units Cline created. We are going down fast. In parting if any Boss or City elected goof calls me to come out of retirement, I tell them where to get off. I hate to say it but the department is in shambles no thanks to DALEY and all his hand picked exampts. Georges is only forty and has a long way to go. At 67 or 68 or whatever Hillard is likely not going to be sworn. However, he can be a civilian Superintendant of Police. I hope he takes the high ground and wears a suit. That would be an additional slap to possum head.

Hillard knows protocol as a former Marine and former CPD and should know he is not authorized to be sworn again once retired and past 63. He will acknowledge this if he shows up in a suit when he gets to work.

Hilliard won't be leaving anything behind in "his" private security company. He was the figurehead "boss" that allowed them to get minority-owned business status. I'm sure Shanks told Hillard to sit on his hands and smile for the cameras.

I'd love to see Hillard at least send some bodies back to the decimated Patrol Division but I won't get my hopes up.

When Hillard was the Supt., he was a company man. He liked to suspend guys for petty crap. He's not a coward but he's also not our friend.

You nailed it! He's definitely no friend to the workin blue shirt. He's from that old regime that cared about stupid shit like losing your hat during fuckin foot persuit. The ONLY good thing about his appointment is that it's interim. I couldn't wait to see him go. Already can't wait for him to re-go. Unfuckingbelievable.
