Money Not Collected

  • The City Council’s most powerful alderman suggested Friday that Chicago privatize the collection of city ambulance fees to raise a dismal 37.5 percent collection rate that has created a $50 million-a-year debt.

    Finance Committee Chairman Edward M. Burke (14th) described the ambulance fee debt as “low-hanging fruit” that would go a long way toward maintaining Chicago Fire Department operations at a time when Mayor Rahm Emanuel has demanded a 20 percent cut.

    “If private ambulance operators in Illinois can collect their fees, the Fire Department needs to investigate whether or not privatizing that function would be helpful. I’m not talking about a collection agency. That’s after-the-fact a year down the line. I’m talking about current collections,” Burke said.

But guess what Burke doesn't think is worth collecting?
  • As for Emanuel’s vow to wring $15 million in unpaid water bills from four impoverished suburbs — Harvey, Robbins, Dolton and Maywood — Burke essentially said, good luck.

    “How do you enforce collection? We can’t very well turn off their water so that the poor citizens out there can’t exist,” he said.

Um.....why not?

ComEd cuts off electric if you don't pay for it.

Peoples Gas (or whatever they call themselves nowadays) shuts off your gas if you don't pay them for it. In fact, they'll send out a crew to dig up the city street and shut off the gas at the curb if you circumvent their meters.

We noticed the other day that Shell, Mobil, BP and Citgo have stopped giving away free gasoline - you have to pay them for it or you don't get it.

We even read a story last year about a Fire Protection District that refused (that's right, REFUSED) to put out a fire in a private dwelling that wasn't part of their coverage area. They only showed up to make sure the fire didn't spread to neighbors who actually paid for the Fire Protection.

Shut off the water and make a judge enforce payment. The leeches are cheating Chicago taxpayers out of infrastructure we paid to create and maintain. What are Harvey, Robbins, Dolton and Maywood going to do? Invade?

Good luck on collecting those ambulance fees! The POS people who use EMS as their personal medical provider won't or can't pay.

And Medicaide/medicare pay only cents on the dollar. We would get a check for 11 cents on a $600 ambulance bill - it would cost us more to process the check than to toss it - and it cost the government more to issue the check than it was worth.

Earlier this month, the White House launched “We The People“, a website for submitting petitions to the prez (a right guaranteed by the First Amendment). Per Obama’s pledge to make the government more open and accountable, the site will provide “a new way to petition the Obama Administration to take action on a range of important issues facing our country,” according to Whitehouse.gov. “If a petition gets enough support, White House staff will review it, ensure it’s sent to the appropriate policy experts, and issue an official response.”

At this point, “enough support” = 5,000 signatures in 30 days. If you have a petition that gets the attention of a community like Reddit, that’s pretty easy to achieve, meaning the White House is going to need to tell people why marijuana hasn’t been legalized and why the TSA hasn’t been abolished.

Three weeks into its launch, there are already eight petitions that will warrant a response from the White House per its own rules. The site appears to have attracted civil libertarians, pro-marijuana advocates, and atheists. The most popular petition with almost 20,000 signatures petitions the gov to “Legalize and Regulate Marijuana in a Manner Similar to Alcohol.” The petitioner writes: “Marijuana prohibition has resulted in the arrest of over 20 million Americans since 1965, countless lives ruined and hundreds of billions of tax dollars squandered and yet this policy has still failed to achieve its stated goals of lowering use rates, limiting the drug’s access, and creating safer communities. Isn’t it time to legalize and regulate marijuana in a manner similar to alcohol?”

A petition created yesterday calling for the abolition of the TSA has already garnered over 7,000 signatures:

The Transportation Security Administration has been one of the largest, most expensive and most visible blunders of the post-9-11 homeland security reformation. It has violated countless constitutional rights of average Americans, caused miserable and expensive delays in an already-overburdened air travel system, and allowed multiple known instances of harassment, theft, extortion and sexual abuse by its employees. It has failed approximately 70% of undercover efficacy tests, and for all its excesses, has been unable to catch even a single terrorist since its creation. In our current economic situation, we can no longer afford to continue wasting taxpayer dollars on this kafkaesque embarrassment. Let us instead invest in saner, more effective solutions.

According to the White House, they will respond to petitions in a “timely manner,” which it defines here as a “few weeks.”

Other petitioners would like “Under God” excised from the Pledge of Allegiance and “In God We Trust” removed from U.S. money, and to have a fraud conviction re-examined. Alex Howard has an excellent backgrounder on the new e-petitions, wondering whether they will lead the feds to take real action in response, or if it’s just “gov 2.0 theater.” It’s nice to see that “Internet people” now have their own way to lobby the government. And the way that it’s been set up means that it will be much harder for the administration to evade questions it’s uncomfortable answering.

Did the Officer involved in the deadly free for all at the hospital last week file a SAFETY GRIEVANCE? I'm talking about the murderer who smashed the glass shelf over the nurses head and tried to disarm and kill the SINGLE Officer who had to guard him.

No one wants to be 'that guy' who files the grievance, but you may be a life saver in the literal sense. I know it kind of puts a target on your back, but that is only for a short while, bosses forget quickly. What the heck. The Department isn't promoting anyway.

If this guy or gal doesn't, or can't for some reason; maybe some other poor Officer assigned to watch a prisoner by themself can file that grievance. Some copper, or some hospital employee will get hurt or killed because of this policy.

This should have been handled 1 or 2 months after payments were due .
Here's a suggestion , require all payments from next month to be paid directly to city .
Put a lein on gov't owned property
in these towns .
Shut the water off now , why are chicago citizens paying bills for these ghetto suburbs.

As a retired pensioner, I have more time to observe the world around me. I have come to the conclusion that EVERYONE, ie. the government, the insurance companies, corporations, grocery stores, tradesmen and anyone else that I encounter in life has one goal and one goal only... to separate me from every penny that I have!

Heard this from a friend the other day. Her husband went to the emergency room and his insurance only covered generic medication as part of the ER treatment. AFTER leaving the ER, and NOT having a drug prescription plan, the meds that he needed were brand name only (no substitutions per the ER Dr), and cost him hundreds of dollars...

Let's review:
When the insurance company is on the hook, the cheapest cost and materials are passed on. When the PATIENT has to pay, they bang him for every penny they can think to charge him.

Think the doctors, hospitals, insurance companies and drug makers aren't in some kind of ugly smarmy corrupted relationship?

Think again!

I had an $800 ambulance bill I TRIED to pay and couldn't. CFD sent me an invoice and I returned insurance information. 3 months later I got a call from a collections agency because the insurance claim was denied. I tried to pay the CFD directly but said I couldn't because it went to collections.

I asked collections for a copy of the bill. Another 3 months passed then they said CFD couldn't find the record so I didn't have to pay.

  What really sickens me, isn't so much how they abuse their elected positions to enrich themselves or create little empires to satisfy their lust for power, while they grasp for more. Unfortunately, I've come to expect just that from politicians in general and Illinois politicians in particular. It isn't even how they misappropriate public funds & services or use their positions to bestow favor upon family & friends, or hurt someone who has displeased them. Nor sadly, it isn't even how they've completely subverted the democratic process here in Chicago.
  What really sickens me is their faux piety. A day does not go by without one of them clamoring to portrait himself as an "everyday man" or "just an ordinary Joe". They are so sure of their innate charm, or perhaps our gullibility that they continuously piss upon us while maintaining that its the rain.

They have been abusing the ambulance system for years and have never paid a dime. What is the mayor going to do; go after their credit? These voulchers of society don't have any credit! It is because they call for an ambulance everytime they have a headache or stomach ache that it takes an ambulance 30 mins to get to a real emergency. Just like everything else, let them keep getting everything for free while dumbasses like us keep working and getting screwed with taxes.

If you live in Chicago and nearly all suburbs getting city water if you don't pay your water will be shut off. No doubt about it. I can only think that the city will not press payment becasue these are minority suburbs that are behind in payment. Burke is such a hypocrite. Why doesn't he pay the city for his free limo, free gas, and city police body guards. What an asshole. Arrogant and certainly CHEAP!

We wonder how you enforce collection of ambulance services for the shooting victims of the poor communities. I'd wager that's where a large percentage of this unpaid ambulance bill originates.

Maybe if the "powerful alderman" of this city were to do the right thing and give up his taxpayer funded private bodyguards and drivers so we could have a few more cops on the street there would be less people riding in ambulances and overcrowding hospital ER rooms demanding services that they are unable to pay for.

Let's look at one of the root causes of the problem Mr Burks, not the diversions.

...but there is plenty of money to endlessly subsidize welfare breeders and illegal aliens in a "Sanctuary City" based upon refusal to enforce the law of the land. Chicago continues to draw them in from thousands of miles away despite the fact that the jobs have dried up here.

Illinois instructs welfare applicants who phone in to "Listen for the language options of English, Arabic, Chinese, Polish, Spanish, or Urdu."

Who uses ambulances more? The tax paying, insured or the non insured, non working? An ambulance run is $600.00, I know my little boy cracked his head in playground and they took him to hospital. We should charge for police service. All the ball parks, festivals and B.S. calls. say $100.00 to solve your domestic issue with no arrest. Or a $100.00 for a burglary report you refused to go into station for.
How about city tow trucks relocate a veh to free up traffic, $100.00 billed to your insurance company. no insurance, impound vehicle until fee is paid.

As much, as I "HATE", to agree with the "GOOD" alderman, on anything,he's right. Chicago can't just shut off their water. Truth is now that the "dye is cast" they will never pay Chicago for water again. What can we do ? How about threatening to shut off their water ? Yes, the State of Illinois, or The Federal Government, will have to start paying Chicago for their water. If these municipalities are broke, someone has to pay their bills, and not the Chicago Taxpayers. Wait, how about the "GOOD" alderman paying for their water ? He can certainly afford it. It would be a good way he could "get right with g-d".

Just get a Judge to order a payment plan with interest and directly take the money from the suburban coffers.

I know those suburbs are somewhat akin to the depopulated areas of the south and west sides, but they need to pay their bills.

After the Shaw brothers left Roseland and followed the black population out to Dolton they took their creative city ways out to what should could have remained an ok working class burb.

The corruption in some of the burbs would make Chicago pols jealous.

Trigger happy chicago police strike again today.....

today at 77th and ada in 006 the police are called to a large battery in progress call on the 7700 block of ada. upon arrival, a gunman opens fire on the officers with an AK-47 assault rifle!!!! Due to the numerous bystanders and citizens in the street from the prior disturbance the officers used restrain and did not return fire to ensue no bystanders were hit... bad guy still at large, AK-47 recovered. but hey, were all just a bunch of gun wielding crazymen who shoot first and ask questions later. good work officers, glad everyone is ok.

first off, if the city's policy wasn't to transport EVERYONE regardless of whether it's necessary, then they wouldn't be abusing EMS and using it as a taxi service for doctor's appointments. other major cities deny transport if it's not medically necessary.

second, Burke needs to get his head out of his ass. the city has privatized EMS collections since the early 1990's. revenue dept. used to bill and collect and they outsourced it. you'd think he'd look into it before grandstanding. oh never mind, it is Burke after all.

Stop the water supply if the bust-out suburbs don't pay. The city would cut our water off in a snap. Otherwise, instead of having the customers pay their city, bill them directly from our debt of revenue, if they don't pay, cut it off. Some of these customers may have actually paid their suburb the water bill and the suburb is pocketing the money and not passing it on to Chicago.

Until I was in a car accident two years, I had no idea that towns charged for ambulance service.

I thought that was part of the taxes I paid for the fire department.

Makes no sense to charge for medical emergencies. However, if not an emergency person should be told about the charge and given an option to obtain other means of transportation.

Yes, for the Link crowd, they will just take the ambulance since no way they will have to pay.

As a tangent, the fees charged are outrageous, but since insurance will cover it, the price is inflated. An example of why the cost of health care is so high.

The city has money to waste? Are the really worried about water? All summer long, 24 hours a day the water at the childrens spray pool at Mckiernan Park was spraying into the wind. Several calls to the park district no action taken. We have water bills doesn't the park district?

You cant tell me that they cant reduce the flow of water? Let the City Water department apply for a Green grant and cut down the flow and make the deadbeats ration. Give them the minimum water ration per person, and lets see if they can go Green! If they are environmental hogs, then let the water run out. Instead of flushing, let them compost. Hand out booklets on water rationing and how to compost. The EPA would love 'em. Heck, they could get a government grant check to pay for this. WIN WIN! Government jobs, less water used, the city gets paid, and you have happy liberals.

Not long ago the suntimes did a couple of stories about burke, 1 was about how his water bill was lower than almost everyone in his area,even though he lives in a huge mansion. Another was about his exceptionally low property taxes! how does he justify that?

HAHAHA!!!! The reason the CFD has so many outstanding ambulance bills is because the OEMC sends an ambulance out for EVERYTHING. 40 years ago, there were few ambulances in the city, and the ones that existed were to transport firemen that were hurt at fires. Are people sicker now than they were 40 years ago? Of course not.... people are lazier. Call 911 for a 'free' ride to the 'doctor's office' (Emergency Room). The abusers are not the average citizen either, I can't remember the last time I saw an ambulance on my block, yet I assume my neighbors get sick and visit the doctor also. I wonder what would happen if these people were just told 'NO'....on a variety of expected services.

You can't turn off the water to a whole suburb because of non-payment; Make the resident prove they made payments, keep their water on. If the residents are making payment to the village for the water, the village is at fault for non-payment, but the money is still there. If the people pay for the water and the government turns it off, good job making yourself no better than Saddam.

Yeah, good point about "collective punishment" when the real problem is in the Town Hall.

Just like good renters who pay their rent but then get thrown into the street because the POS landlord was going out to the riverboats with the money instead of using it to pay the mortgage on the place, and the joint gets foreclosed.

This is outright theft from the tenants, who are paying for a place to live.

There should be a "No Surprises" ordinance requiring the bank to mail each renter a receipt every month showing that the mortgage money has been deposited on their building. Perhaps rent checks in mortaged buildings should be sent directly to the bank, instead of passing through the landlord's hands first.

It might well be that Chicago does not have any good options for enforcing payment for water supplied to other municipalities. you might want to check out whatever enabling legislation created a mess where a bunch of suburbs are dependent on Chicago for their water.

the reality of charging for ambulance rides is that people that have no money can't pay. the fire dept is like every other city dept. they do not really care much about how whatever "services" they perform get paid for as long as their own paychecks keep coming in. it is usually advantageous to a bureaucrat for their little empires to get expanded, and there is very little incentive for them to be reduced.
