Riot Helmet Problem?

  • The Department has apparently discovered that there is a problem with the helmets that were issued to all Deparmtment members. The helmet shield cannot be lowered while wearing a gas mask. How does the Department intend on fixing the problem?

    Those officers in voluntary units (tactical teams, etc) may be required to purchase a new helmet or be reassigned. The cost of the new helmet is upwards of $200.00.

    The Lodge's position is that these new helmets would be the subject of a first issue item. Any member who is told that he is required to purchase a new helmet as a condition of remaining in his current assignment should contact the Lodge immediately.
Actually, this shouldn't be an issue - the gas teams from years gone by will not be utilized downtown. Seems the brass is a little intimidated by the old newsreels of years gone by of the gas clouds drifting over Michigan Avenue along with the footage of the Bulls riots and have vowed it won't happen this time. So the tanks sit unused, with lapsed certifications and no plans to fill them for the summer of 2012.

But the FOP is certainly correct in that the City must provide required equipment as first issue.

OT, I am interested in a little poll here. Back in the early 90's when the department first issued riot gear for the war protest, the department issued all tact/gang teams riot equipment. As tact/members left their respective tact/gang units, several tact lt. told officers that the riot gear belonged to the tactical unit and would remain in the unit for the next officer coming in. Now that equipment was asigned to an indiviual P.O. but was kept by the tact office. If they are goining to attempt and make P.O.'s purchase new helmets, are they now going to try and make P.O.'s who were assigned riot gear but left them with the tact office buy new gear? Did anyone else who was in a tact team in the 90's told the same thing about the riot gear belonging to the tact office?

FYI, for the people who feel that they need to get their sheilds replaced, dept does not have any new replacements at all. If you are lucky they will give you slightly used one, and of course those are in limited supply.

If you don't have a mask- good! You won't be deployed to the front line, only perimeter or traffic control.

If you have a gas mask, and your helmet sucks... prepare for piss, shit, bleach, etc. in your face, thanks to the Mayor

FYI the FOP lost the arbitration on the issuance of the riot gear. If a P.O. needs a new helmet to remain on a tact team he must purchase it. If the P.O. wants to drive a beat car, the city has to purchase it.

Overheard at the training.....the current helmets cannot take a TENNIS BALL thrown at the face shield without is breaking.

Also, with bodily excrements being thrown at us, this current DOT approved helmet has no protection to keep said waste from dripping down on to the wearers faces.

This sounds like the Departments failure to provide adequate protection for its members during a major event.

Anyone who received the 3 day block of training for the upcoming G8 / NATO conference that Rahm sold us out for, knows this is not true. The shields come down fine. The problem is they are useless. They are antiquated and fragile. The shield cannot withstand a hit from a tennis ball or a wated bottle, let alone a rock or a glass bottle. They crack, or fall off. Most of our helmets have the foam lining deteriorated and dry rotted.We were all told that the city received $54.6 million dollars from the G8, just the G8, not including NATO. This for hosting this event. We were also told that Racoon eyes has not released the funds to CPD for new equipment for the Rank and File, ie; new riot gear (new turtle suits, ballistic helmets with ballistic shields). along with a bevy of other goodies. Well let's see if McStupid has a say in this. The gear that was shown to us was impressive and PROTECTIVE. That stuff worked. Not like the "little rascals" battle gear that we don.All in all it boils down to officer safety. If our gear is compromised during this event, we are done! If one of us succumbs to an injury due to faulty equipment, we are out of the line. And with all of the ranks wearing CRAP, how long do you think this will take? There are only so many replacements, behind the front line. Then it's up to the clowns with the scrambled eggs on the brims of their hats to toe that line. Ha Ha Ha!. So we are back to a good ole 1968 street brawl, or give the protestors RAHM'S beloved downtown. I don't know about the rest of the troops, but this 9.5 bipolar mayor has done nothing for US since his arrival! with him it's just me me me ,I want I want I want....Hand him a turtle suit and an eggshell helmet, and watch him turn yellow and run! The troops are only as good as the generals! BURN BABY BURN!

last year during TARA training, instructors asked how many po's were issued gas mask. Only eight out of the 35 po's present raised their hands. During the TABD, the only po's with riot gear, including gas mask, were the"goon squad" and tact teams with there "ninga turtle" equipment. Maurer made sure the, frontline po's were protected. We all were told those po's were issued their own individual gear, fitted for the officer, so they were responsible for it. Ppo's coming out @ the time had to buy there own. Its sad if bosses were telling po's, the equipment, had to be left to the unit. We all know what happens to such equipment and what good would it be to the officer if it doesnt fit properly. Unless we get monies from the feds, again, the g8 will be detrimental to every officer, citizen placed out there. Why is it that first responders are treated with such disregard! It seems the world will really be watching, as the city burns and little 9.5 caligula sits in his little throne surrounded by his thieving minions and mcpuppet on his right hand side. St. Michael please hear our prayers. G-d bless the CPD and CFD.

I was told that the Feds are giving the city $5 million in advance of the G8 summit to be used for equipment.
In its infinite wisdom CPD is taking the money but has decided our officers have the necessary equipment.Huh?
This is just one example that we don't have everything we need and are woefully unprepared for G8. Come on cut loose with some of that federal money.

Recognized that CPD is ill-equipped for NATO/G8 Summits, it would seem logical that every cop who expects to be assigned to Summits (isn't that everyone??) would make sure to be personally fully prepared with all reasonably-useful safety-protection equipment available for individual purchase. Stop expecting CPD/Chicago to be prepared and equipped by May 15; seems unlikely, given higher priorities like bike paths and 9% pay raises to Rahm's appointees. I'd think that "rather safe than sorry" would be the operative theme. I'd expect National Guard to gas everyone, cops included, when the rioting begins.

Just finished the training class. Not one officer in the class had problem with shield and mask. What I do have a problem with is with all my fellow POs crying over possibly having to work. Learn to piss standing up and deal with it. Or are you fucking pansies who got this job for schooling. We are the Police and this is part of it. Here is a tissue, wipe your eyes and man the fuck up.

I'm on a tact team and have been through a number of crowd control training classes over the years. The helmet visor fits fine over an Avon gas mask. Maybe the newer masks are a different style. The helmet sucks. We should have kevlar type helmets withs the visors not these motorcycle helmets.

When I went to the first TARA training they had us fill out a medical form before issuing gas masks.I put down that I had high blood presure and took medication for it. I am in good health and in good shape except for high blood presure 130/90 when I first went on medication for it. They told me sorry no gas mask. Went to TARA 2 training they had me put on the gas mask and the little white suit and go through their little training for it, I had no problem. Still no gas mask, oh well I'll have no problem standing on the sidelines.

as facility director and equipment purchaser, if I used company funds to specify and purchase equipment that turned out to be defective, unusable, incompatible, unnecessary or ineffective, due to my own misunderstanding, negligent or otherwise ignorant procurement methods.....

The city could have asked for a federal grant for new equipment, but some downtown type killed the idea because a patrolman thought of it.

Kind of O.T. but an interesting helmet story. When I retired I was told to take my helmet to a warehouse by Rockwell and Roosevelt Rd. and turn it in or I would be charged for it. I went there and was told to keep it because they didn't have storage for them. I said but if I don't turn it in I will be charged. Well it's here on a shelf four years later and I never got a bill.

The unions need to make it clear to the city that they have issued helmets that aren't made for riots, and demand the city purchase new helmets for anyone who will be assigned to the G8 event. If the city refuses and an officer is injured and the city had prior information that they aren't adequetly equipping its employees for an event that has proven to be extremely confrontational and the likelihood of an officer being hit in the head is extremely high, the city would be stuck holding the bill. The unions must present it just like that to the city, telling them riot helmets are required and not motorcycle helmets which must be put on paper so the city can't say they were not aware of the safety issue

All I can say is this. Since I have let go, My blood pressure is lowered, my stress is lowered, and I just walk away from all the BS in the station.

Face it, this is a dead end job for Coppers that can think on their feet. The only way to succeed is to suck for it. Sorry not my style.

But I just want to say that for the past 7 years I have worked for nothing but pure grade A 100% Assholes who's ego's were unbelievable. But for the past year I have had the honor of working for a group of very nice, caring and NON ego'ed Bosses.

Treat your subordinates nice. If you dont like a copper dont go out of your way to screw them. You have no idea what could be going on at home?

People go to work because they have to. But all I see is Captains and Lt's screwing people over to show them who is boss. Then the Sgt's step in trying to make browny points. Try showing them who is boss by helping them. You will get that back 10 fold in productivity, trust me.

I have turned around like nothing was bothering me about this job ever before. ALl because I dont have to go to work and deal with a bunch of backstabbing young cops, and we now have Bosses that want you to be happy and successfull. Something at least 80% of CPD boses could care less about.

Yeah, and this statement showed that Donald Rumsfeld was an asshole. There was no reason that our troops didn't have everything they needed before going into battle. Same goes for the officers in the CPD. It's the city's responsibility to provide the necessary equipment to keep the officers safe.

If these helmets are designed for motorcycle use, then is there room for negligence seeing as how the city or a reasonable person should have known that the equipment issued was for a different activity and could lead to injury? Is the city knowingly providing Officers with inadiqute protection?

I smell class action. Union, Media can someone ask the questions to Gary and Rahm? maybe the officers on the security detail?

It's a motorcycle helmet for the PAPVs which we no longer use. The helmet is not designed as riot gear nor does it have ballistic features. Sounds to me that if the city wants us to use them and that creates a dangerous misuse of equipment. Sorry but you can't order me to put my melon in danger under those cirumstsnces on top of having not provided me a gas mask. Were's my para form? ;-)

I joined in 1971 ( retired now ).

At that time we were issued a "BUCCO" helmet, which was really nothiing more that a industrial bump hat. If hot properly, they would split. If we wanted a face sheld, we purched them outselves.
There were no gas masks for the individual street officer.
It wasn't until the late 90's that they started to issued decent helmets.
Anytime the Department purchases something, you casn bet someone in city hall is making something on the deal, they don't care about the guys, only the money they can make.

One corporation got a tax break essentially reversing the recent State income tax increase therefore it's only right and fair that all the rest of the corporations have their tax increase rolled back too.

We have to be fair don't ya know.

Just like we enforce our laws fairly and equally across all social-economic levels....except for the Illegal immigrants of course that are only trying to make themselves a better life and a few other cases.

Those OWS protesters on the other hand I guess are out there to make themselves a worse life. We need to ticket and harass them with every little trivial city ordinance on the books while using the guise of respecting the laws even if we go bankrupt doing it and divert the much needed personal from protecting the public.

You city leaders are a joke with this fairness and respecting the law propaganda. You do it when it suits your needs.

Oh..what about the middle class? Well you mean the churls? They're in a different class, a different group. All there tax increases are staying so we're being fair with them..ha..

BTW there's a new poll.

The majority of people are in support of the Occupy Wall Street movement now.

Within the republican party itself there is a 37% in-favor rating.

Capt. Delatorre is the best Watch Commander I have worked for, 15 years on the job. The Mayor walked into her office unexpectedly, conversation turned to manpower issue. Cap told Emmanuel she is short people, Emmanuel told Capt that he sent bodies. Capt replied she doesnt see where. Emmanuel walked out and followed her to Roll Call. Capt asked Emmanuel if he wanted to address the troops on 2 occassions, both times he declined. Emmanuel made a hand gesture to Cap while stating he was there to observe and that him being there unexpected was the point. The watch didnt acknowledge him and he left a few minutes after the Caps second offer to address Roll Call. He leaned on doorway to Roll Call playing on his Blackberry the whole time. Cap is retiring in December and is 100% behind the blue shirts. I dont think she gives one flying fuck about Emmanuel or his feelings. BRAVO Cap, we are going to really miss you and your leadership! Enjoy the Rocky Mountains and the horses.

SCC A SOLUTION:

The new helmets can be purchased with the HOMELAND SECURITY MONIES.

The city has been given appx 150 million dollars since 9/11 from Homeland Security.

I'm sure there is plenty of money left that can purchase the appropriate helmet, after all G8 / NATO Conference falls under a HOMELAND SECURITY.

God only knows what that money has been spent on because I can't think of one piece of equipment that district first responders have been issued regarding HOMELAND SECURITY Duties and Response other than a gas mask.

SCC / FOP/ Tax Payers / Media: I think we department members need to see an itemized list on where this 150 MILLION has been spent. Maybe Camera's? TMA jobs, BS jobs at OEMC..Who know's but this is not the rank and files responsibility to purchase this.

Actually I think I'm going to call the government to conduct an audit on this issue..

Kind of O.T. but an interesting helmet story. When I retired I was told to take my helmet to a warehouse by Rockwell and Roosevelt Rd. and turn it in or I would be charged for it. I went there and was told to keep it because they didn't have storage for them. I said but if I don't turn it in I will be charged. Well it's here on a shelf four years later and I never got a bill.

When I retired almost 2 years ago, the woman who was accepting all of my dept. issued gear at 3510 asked me if I could 'do her a favor' and drop my helmet & gas mask off at Equipment & supply.
I stared at her for a second, and then asked her,
'are you fucking kidding me?' She told me that
they weren't really supposed to accept that gear
at headquarters. I pointed to a nearby garbage
can and indicated to her, 'I'll place it all there,
and you won't have to.' She then told me that
she would manage to get the gear over to Equip.
& Supply herself. I couldn't believe it. Here I
was doing everything by the book according to
procedures for retiring, and she expected me to
go to two different locations on my retirement
day.

They aren't collecting the OLD, saucer helmets. You have to bring it in, show it, then they receipt you and you can toss it in a dumpster on your way home.

They only take your helmet if you have the newer issue. My 1983 helmet made it 1/3 of the way out of the navy blue bag and the guy laughed and said, never mind. Cool. It's somewhere in the basement now.

I don't think it is a setup so much as the G8 protesters taking advantage of the situation.

So far in the US they have not been able to get the police to break as they have in some places in the rest of the world.

The mess created when CPD lost control of itself in 68 is possibly what at least some are looking for again. The images from that disaster helped the left take over and nearly destroy the country.

The specter of a similar breakdown by CPD in 2011 in an era when there are literally millions of video cameras to record it for the whole world to see could well present some "interesting" opportunities.

I fully expect to see videos juxtaposing the very few images that were taken in 68 with what goes on in 2011. Hopefully, Chicago finds a way to keep the peace. I am not betting on it though.

We live in interesting times. 68 was a major turning point in our slide into the depravity of the left. I wonder what 2011 will bring. If I lived close enough, I might go watch the G8 protests just so I could say I saw them live, up close and personal. It could well be another turning point. Hard to tell what direction it might turn though. The dynamics of these kind of things are very hard to control or to predict.

The odd part this time around is that a lot of the protest is not just from the left. You have a wide swath of people who know things are not right and are tired of it and have chosen protest to express their displeasure.

When I retired almost 2 years ago, the woman who was accepting all of my dept. issued gear at 3510 asked me if I could 'do her a favor' and drop my helmet & gas mask off at Equipment & supply.

I stared at her for a second, and then asked her,
'are you fucking kidding me?' She told me that they weren't really supposed to accept that gear
at headquarters. I pointed to a nearby garbage can and indicated to her, 'I'll place it all there,
and you won't have to.' She then told me that she would manage to get the gear over to Equip. & Supply herself. I couldn't believe it. Here I was doing everything by the book according to procedures for retiring, and she expected me to go to two different locations on my retirement day.

Imagine that going to two different places on a day where you are being paid a full salary and not expected to do anything but retire and turn your stuff in. You really shouldn't have told that story because you sound like a real lazy dog ass.

I gladly took my stuff to equipment and supply...lady only wanted the face shield from my like new perfect fit 2nd gen issue...just peeled off the star and now wear it while riding my new ATV on the beautiful trails in the northwoods....retirement is good

Ok, what the hell is the meaning of this? I have been told countless times by FOP leadership at the General Meetings that our pension cannot "be reduced or diminished" except by a change in the Illinois Constitution.

and now the FOP sends out this which is essentially a 10-1 regarding our pensions.

Although there is the constitutional guarantee attached to our pensions rest assured that there will be a full frontal attack by our esteemed lawmakers who got us in this mess in the first place. They will attempt to cram legislative pension changes down our throats and then wait for the court fight to see where the pieces land. Get ready because it’s coming, there is no doubt about it. This is a fight that we have to stay in front of lest these crooks slip one by. It is imperative on our part to let your legislator know that they are being watched and held accountable.

To all of you new guys and gals listening to this crap. All you have to do is: actually take your gas mask out and put it on then put on your helmet. You will amazingly see that this is not true.

These helmets were used during 68, the bulls riots and TABD. Oh wait, none of you idiots typing were around then to know how dumb you sound

Who the heck are you talking about.

That's not the 010 I and a lot other cops there know. There are still some very good bosses there. Most of them in fact.

If you really work there you would know that. A clue can be found in the name plates if you know what to look for.

If you are from an outside unit doing a TRR in 010 lately this happened a night or two ago.

Some goof gets arrested, knocked down or TASED and brought into 010.

His play auntie or cousin of the CB# calls IPRA and beefs.

IPRA> then called 010, not the other way around.

The 010 Desk crew thought it was weird that IPRA was calling but it has happened before and could and will happen again there and other places.

Stay safe, 010 is a very good place to work.

No, they weren't. Obviously, YOU weren't around for 68 or the Bulls riots, or YOU would know they've been updated since then.
Not that it matters. The fact remains, current helmets won't cut it in a violent encounter.

I have 2. They are great. Defeat OC with no issue. Lucky for you guys Im on YOUR side of this mess we are about to be flung into.
It by no means is going to be pretty,organized or civil.While its always nice to unleash the dogs of war on these misfits,you and I both know there will be "commanders" wringing their hands and being more concerned with liabilities that they EVER were with yours and mines safety. Lacking equipment should become an IMMEDIATE OSHA complaint and a class action suit against this City.STEP UP FOR YOURSELF AND YOUR BROTHER OFFICER! FOP wont help because they are in with management as we all know all too painfully well.

Traditionally,the "last day" is a time honored tradition where as the celebrant does ZERO on that day. And while he may have done zero his entire career,this is the day he is honored for it because he made it thru the shit pond called Chicago and survived the ordeal.
