We Don't Need No Help

  • Chicago Police Superintendent Garry McCarthy said the city doesn’t need more cops as it faces a $635 million budget gap.

    “So far we're showing we can get the job done with less,” McCarthy told the Tribune editorial board on Friday. “I just can’t in good conscious [sic] say that we need more when we’re not operating at peak efficiency.

    The department has moved almost 900 cops to beat patrols since the end of May, due primarily to the disbanding of two specialized units and the transfer of cops from desk jobs. The move has come following a campaign pledge made by McCarthy’s boss, Mayor Rahm Emanuel, to put more than 1,000 officers on the streets. Critics contend he’s simply shuffling officers around.
Well duh. Rahm is shuffling people around. And at some point, it's going to be painfully obvious. Downtown is making asinine claims of not just double-digit reductions in crime, but double digits in the 20% and greater area. At this rate, there shouldn't be any crime in Chicago.

But there is. Lots of it. Some of the pressure is off, but no one should mistake that for crime reduction. Even McCarthy has an idea that something isn't entirely correct:
  • McCarthy acknowledged he could cut the department’s $1.3 billion budget by eliminating the vacant posts. But he said he wants to hold on to those positions for when the economy turns around and replacements could be hired.
Remember that - remember who's saying it. When the shit hits the fan, the CPD will be all up to strength to keep everyone safe - after 6 months in the Academy.

Not a rumor but fact. People got letters to report for the academy 17 October class. One of them is a relative of a friend of mine and I saw the letter. We need more but at least its a start.

You know, if I were a reporter, I would request the case reports for thefts and see if they might not have really been burglaries that are reclassified.

If I were a reporter, I would requests case reports for aggravated batteries and check to see if a homicide was recorded when Pookie didn't die right away but at a later time.

On top of it, how many crimes go unreported because the police couldn't respond until much later and by that time the victim has left or no longer wants to talk to the police?

But the truth will not come out because reporters are lazy. Unless the story is handed to them in a gift wrapped box, they will not go out of their way to verify a story, or confirm the reports given to them by city hall or the brass.

Even when they are given a story, if the story does not fit with their agenda, the story does not run.

So if crime is down, why do the citizens of Chicago not feel any safer? There is an answer to this Chicago news reporters, but not one of you will really dig deep to find how the citizens are lied to in a big way by the pols and the exempts.

Hey the CPD is kciking ass and taking names. Been working very hard to make the city safer. Crime has dropped every year since our last contract. Every year it has dropped at least 10 to 20 percent. I think in the private sector with results like that the employee is appreciated and rewarded. So we should expect a rewarding contract for doing mote with less. Hello FOP keep that on the list for the battle ahead. Great job Guys and Gals and a ribbon will not suffice!!!!!

Not only do we not need more police right now... BUT rumor has it we had police Dept's from all over the country volunteering to send officers here for the May fest G8/Nato summit. But We don't need anybody. C.P.D. can handle it with our depleted man power, No thanks fellow officers, but we appreciate it. HMMM. Could be the debacle of the century, or maybe not. But these protesters are organized and modern communications only help them and hinder us.

Well Washington just awarded something like $57 million dollars to the city/county/state to be used for security of the summits.

I imagine it's a free-for-all right now with everyone trying to grab their share.

Maybe every aldermen will have their own driver now huh?

Crime is dropping all over the place they say..20% for 8 consecutive weeks now they say...yet the actions don't meet the words..

I saw the Channel 2 CBS news last night and there was a segment done with McCarthy that was horrible. The camera's were in the CompStat meeting and McCarthy was berating and chastizing a room ful of CPS commanders and others.

It was truly one of the hardest to watch news reports I have ever seen. I don't know who could work in that type of environment - it was verbally abuse and oppressive. I thought, those CPD people must live on hell working there and that must trickle down to the ranks.

Someone should give that McCarthy some training on how to motivate workers, it sure isn't by berating and abusing them. It was such a disturbing segment and a rare glimpse into the dysfunctionalism of that system.

I'm not a cop, but a psychologist.

We're short cars too. Are they going to fix the broken vehicles anytime soon? Or is it more foot patrols? Our regular truck has been down for injectors for months now. They're now sure if they'll fix it. The repair has to be approved they say.

As everyone knows, Rahm and McCarthy are short timers. They fully intend to run this into the ground. They have 3 years and 7 months to survive here. They think the big national newsworthy, attention getting catastrophe resulting from a broken down police department will take place after they're gone.

Huge gamble.

The problem with this is that the previous administration operated under the same assumption since at least 2003 and we are now in the most dangerous time EVER for law abiding citizens and police officers alike. Hey media, instead of parroting their bullshit numbers, start asking how come the FBI doesn't trust or use Chicago crime stats?

They think Chicago is populated by stupid LINK card drones, illegals to be pandered to, and residual white trash that can be told anything.

This is because the incompetent buffoons in Congress keep getting re-elected, and they are ultimately responsible for our economic mess. Congress passed the laws taking tariffs off imported goods, and making it economical for U.S. companies to ship their factories overseas. Only Congress can pass the needed laws to reverse all of this, and bring the jobs back home, but they WON'T.

If McCarthy wants to agree with Rahm that we can somehow get by with less cops, let him say it. But he shouldn't add that more cops will be hired as soon as the economy gets better, because that isn't going to happen any time soon.

AMATEURS. That is probably the nicest label CPD should have in today's environment.

Until you get REAL leadership and not cowards or belittling idiot egos in command positions, CPD will continue to be a second-rate, no make that third-rate, organization that looks to the past for "the way it used to be".

Chicago has always been a rough town, but it had a good police department.

Now, it is getting rougher and yet the police department command structure is loaded with clouted goofs and egomaniacs that could never command in a real situation, let alone a combat situation.

If I as an outsider can see these major leadership flaws, it does not say much for your superintendent as well as the mayor.

More citizens (at least the ones who pay taxes) should demand a more professional approach with real leaders put in place and all the clouted goofs off the payroll.

the manpower is important but what will happen next june is what I'm worried about--- the city bit themselves in the ass by giving us a five year contract--- it was done to avoid conflict with the union during an election year--- now the negotiations will be conducted before and during the nato/g8 summits and the city has come out and said they want a contract done on time--- if the city comes to the table with anything less than fair the rank and file will be grumbling and it could spell disaster for rahmbo and gmac--- a pissed off and demoralized police department about to take on thousands of anarchists and goons who want to come here and shred this town to pieces, the perfect storm....

Start charging the people who use/abuse our services for each time we respond. $50 Everytime we have to respond to a BS domestic. $100 everytime we have to try and get your kids to listen. Start collecting fees they use for ambulance service. Taxpayers who dint use the service are stuck paying for those who do. Time to rethink it.

The mayor and council just approved 7 mil for a nature park, they looking at spending 16 mil for boat houses on the river, bike lanes cost money. They are milking the we are broke mantra to the hilt but haven't stopped spending money. I could go on and on about expenditures from this mayor and the previous. Remember our contract. They cried broke to the media but when it came time for arbitration they didn't say they couldn't pay,which the fop showed that they were not broke and could afford it, they said they did'nt want to pay.

...and now you know the rest of the story. The history of this department is nothing less than rampant patronage and cronyism. That along with the J-Fled debacle caused the CPD to downward spiral in an institutional shock and depression. It's not about money or benefits, it's about the sense of fairplay and the fact that cops have to work for clout heavy imbiciles who have zero managerial skills and most "have been nowhere and done nothing." This is also exacerbated by the fact that daley and now this rahm idiot have pandered to the reverends and thus the gangbangers and let them know in no uncertain terms that the "greedy polices" are the enemy of society, especialy minorities and we will take care of them for you. This all out war against the blueshirt has polarized the city and only a few "thigh holster" wearing McChumps destined for callback are "working" now. As the CPS kids pile up at the morgue,the average officer now just commutes from call to call laughing and avoiding any visible crime or handwavers like a taxicab with a fair already in the back seat. So now you know why the police will give the G8 protesters the "keys to the city" and every piece of shit from rodgers park to Englewood will seize the opportunity and distraction and the looting will be horrendous. Yes, but let the truth be told that only 50 will be hired. The feds wanted 100 and Rahm told the academy to prepare for 64 recruits. Now they sclaed the class down to 50 recruits. Why? Also remember this new class was hired to work the CTA. 50 new recruits for street duty and 50 veterans will be reassigned to public transportation. In the meantime, the retirement rate continues.

Don't know about your wagon, you could end up with one of the crappy "vagons" that you can't even hear your radio in when it's raining hard. As for cars, there's about 50 at area 1 all lined up. They are ready except for pdt mounts and license plates. According to a source of mine at the area, there's no money to buy the plates. I said take plates off of crashed cars, but supposedly the state won't let them. Stop by and check them out, they are northeast of the garage entrance. Over by some SWAT war wagon thing.

There have been suggestions on this blog about how to hire more cops, but here are my suggestions, some of which are repeated ideas:

1) Cut the number of aldermen in half, which would eliminate there salary - which one alderman has the salary of 2 new police officers - and eliminate their staffs and slush funds, which would be about the salary for a minimum of 4 officers.

2) Reduce the number of upper management personal known as exempt positions in the police department (I won't even mention the number of top heavy, clout laden employees elsewhere in other city departments). Minimally, this layer of "fat" is paid $144,000 a year, plus other perks. 25 bosses easily could be eliminated and it would not effect operations. Each exempt position cut could pay for minimally 3 new cops.

3) The inspector general can review city contracts and cost overruns on city projects when dealing with the few contractors who seem to get the bulk of city contracts. The financial numbers here are not known, despite the "transperency" and "accountability" that is suppose to be in place. For example a few years back, Millenium Park was suppose to be built for approximately $150 million dollars. Instead, it cost nearly $480 million dollars. And hardly a word was said about that in the media. O'Hare cost overruns are not discussed either. The numbers are showing several hundred million in overruns there. What could legitimate contracts save the city? Who knows, but I bet we could get conservatively speaking about 250 - 300 cops out of this.

4) TIF monies seem to be another sacred cow to the new mayor of Chicago. No one really knows how much is there, or makes sure it is used legally to benefit redevelopment in TIF districts. But the estimate is that there is between $850 million and $1 billion dollars. The wheeling and dealing on this slush fund is so secretive that I don't even think the CIA would be able to crack where these monies go to. What happens with unspent TIF monies - as if there really is "unspent" monies - anyway? How many cops could that pay for minimally were it to be transferred into the general budget? 50, 100, 150, or more new police officers?

Other ideas for tax revenue could be giving significant tax breaks or exemptions for the redevelopment of empty or abandoned parcels.

Lower sales taxes in the city to stimulate purchasing of goods, products and services within the city limits. Already, citizens on the fringe of the city shop in the suburbs. Make it more economical for the city dwellers and suburbanites to buy more in the city, e.g. lower taxes.

Others have made more suggestions that are viable and doable. Maybe the voters can start thinking before they vote, however, I am sure the ones who need to hear that message don't read blogs and stay up on the news. Politicians have to be willing to reform themselves, but without term limits, all they will care about is being professional politicians who need to constantly be re-elected to maintain their life-styles and visions of self-importance.

So, to the Poster, don't say that suggestions have not been made.

But you must be a short-timer in Chicago because you are still surprised by the political organization-thug mentality. rmd and tiny dancer 9.5 are the best examples of it here in Chicago and they revere and foster the same quality in others around them, although it is not necessarily a requirement of those they hire. And some thugs, like McJOKE, do not even recognize their own acts of thuggery.

In that same interview, when questioned about how poorly he had just treated his command staff, McJOKE related his treatment was mild because he had not thrown anyone out of the room or demoted anyone or fired anyone. He sure makes for a wonderful leader, one that inspires loyalty and dedication. NOT!

And, even the most educated can be organizational thugs. Some of them can control it or hide it and are covert-thugs, commiting acts of thuggery behind the scenes. They are sneaky, but brutal. Others cannot control it and are overt-thugs. You can see the overt-thugs coming from 10 miles away. While some of the overt-thugs do not even recognize their own organizational acts of brutality, some of them do recognize it and even enjoy it.

Some recent examples of both types directly related to CPD were all educated men and women and include rmd, terry hillard, P-CHUNK cline, J-FLED weis, john townsend, john thomas, john harris, hiram grau, tom byrne, fr. ted o'keefe and barbara macdonald. All were soul-less organizational thugs, some were just able to hide it better than others and some even pretended to be religious.

The likes of td 9.5, McJOKE, dteb, brian murphy, debra kirby, tina skahill and tracey ladner have taken over where the others ended. Singularly, they are each an affliction, but combined, they are a lingering cancerous tumor within CPD.

I mention this because you know that these 48 are still being counted in McCoconuts' manpower math, even though they are not physically here. They are on the roster because they still have a job when they get back, but they are not here McCoocoo!

First of all, this is not to start an argument, just stating fact.

The relay time between CFD and CPD dispatch is ridiculously unacceptable. But don't blame the coppers.

My spouse is CFD, so I take their calls seriously. I have gotten to their 10-1's less than a full minute after the call was simulcasted(sp) only to be told "We called 10 minutes ago, we are fine now". My question is why the hell did it take ten minutes? Not my fault. I was 2 blocks away, heading in their direction already and just zipped right to them. WTF?

I know a person shot needs a paramedic, but the paramedic needs us to make sure the coast is clear. We were 2 blocks south and 1 block east of a shooting, traveling northbound. Person shot call comes out, we get there, paramedics are LOADING THE VICTIM IN THE AMBULANCE!!! Someone want to tell me why such a delay to get police on scene? Our dispatch priorities are horse shit.

Just saying. And I don't even blame the dispatchers necessarily, the system sucks!

Too many Detectives? People don't realize that if they report a misdemeanor they are not interviewed by a Detective, but are sent a computer generated form letter directing them to the local branch court to acquire a summons against the offender if they know his identity. Cases without named offenders are almost automatically SUSPENDED. There is no follow up investigation by the Detective Division in such cases. This is also the manner in which many Burglaries are handled if there is no evidence recovered at the scene. A case in which an arrest is made in the geographic area of several similar incidents may result in a multiple clear-up generated administratively even if the suspect is only charged in the case for which he was taken into custody. This is done with an eye toward MOVING THE X. That expression means killing as many cases as possible to generate Progressive Statistics. This may help people understand the almost illogical drop in Crime Statistics. It happened in previous administrations and apparently EVERTHING OLD IS NEW AGAIN?

Not a rumor but fact. People got letters to report for the academy 17 October class. One of them is a relative of a friend of mine and I saw the letter. We need more but at least its a start.

Wait...these ARE the CTA paid hires to REPLACE special employment! 50 recruits hit the street and 50 spots will open in Public Transportation. NO increase on the street.

Actually, "moving the X" has nothing to do with what you say. On the old supplementary report that detectives created there were several boxes (Unfounded, Cleared Closed by Arrest, Suspended, etc.)that indicated the resolution of the case when marked by an X. When the X was put in one of the cleared or unfounded boxes the case was moved from open to a successful conclusion. Hence, the X was moved. It did not refer to multiple clearances.
What you described is the Exceptionally Cleared and Closed multiple report in which numerous cases are cleared on an arrestee who is never charged with the offenses (mainly because it can't be proven that he did them)despite a lack of evidence. These multiples were done with abandon in the 60's and the 70's until finally being exposed in the early 80's as bald face lies. They have recently enjoyed a revival in the Detective Division due to the lack of supervisory intellengence that starts in the office of the Chief and grows as it oozes down to the areas.
There are no stats that the CPD supplies that should be taken on face value. In fact any information eminating from the Fib Factory on 35th Street should be viewed askance.

It would be great to hire additional officers but the question that no one ever answers at this site is "HOW THE HELL IS THE CITY GOING TO FIND THE REVENUE TO PAY THEM"???



Fire the Inside Do Nothings that just suck down a check and don't contribute to "Serve and Protect."

Fire the Clout Hacks and Medical Abusers and "Former Gang Affiliated" idiots.

That should free up about 2500 paychecks a month.

And, wherever you work, I'm glad it's a nice, slow, undemanding spot. In the rest of the city, though, we're dangerously undermanned.

Crime King shorty wanted (and got) the 5yr contracts of 2007 to 2012 and (tentatively)2012 to 2017 because he was so sure Chicago was going to get the 2016 Olympics.

The old 4yr contracts would have put him in the position of trying to piss on a disgruntled Police Department one year before the 2016Olympic money machine was going to kick into overdrive for everyone else BUT The Police.

This is probably why Daley Inc. and Rahm & Co. are so pissed at coppers...

They blame the march at City Hall for "costing" them the opportunity to have the U.S. Treasury just move the presses to City Hall and start the run of 2016 series $100,000 dollar Gold Certificates because the usual thieving assholes will be walking around with uncut sheets in oversized architect portfolios...

The theft, misappropriation, skulduggery and just plain hang-dog fuckery would have been eye watering even by the lofty standards set by the stuttering prick.

With that said...

9.5 has a calender... Why would he go along with these events (G8/NATO) during prime contract time?

He must REALLY be counting on mutual aid like a mofo or he has an end game in mind because we can't imagine him settling up and doing right by Coppers as he loves picking a fight with people he thinks won't fight back.

Chicago lost 10% of its population. Claiming that there are illegals here does not matter. Look at the officer per 100.000 in Houston and LA. I am sure they have at least as many illegals proportionately as the fine city of Chicago. The problems is the inept leadership. It is all politics.

Can't compare LA at all; their organization is way different from ours.

And you sure CAN blame illegals. California's illegal population has been constant or even declining, because the economy has tanked and it's not so desirable to go there.

Chicago, however, has seen a HUGE INCREASE in illegals, due to Daley's currying of the potential vote with. The financial sinkhole known as 'sanctuary city' is going to destroy us. The illegal population is increasing daily; it's not static. Just because they didn't send in their census forms doesn't mean they don't require more police and more policing.

Is there any evidence that for the vast majority of crimes that having detectives work on them serves any real purpose?

maybe it would be better to let most of the lesser crimes be dealt with by patrol, including what is being done by detectives now.

let the detectives worry about the more serious stuff and the stuff that is dubious.

in any case, it is a political decision, and best left there. what is going on now is not working all that well so maybe trying something different will work better. it probably cannot work much worse.
