Rahm's War Continues

Rahm opens a third front in his war (teachers and public safety being the first two):
  • Mayor Rahm Emanuel said Wednesday he will no longer tolerate “cannibalizing” rodent control, tree-trimming and other housekeeping services because of a pattern of absenteeism on Mondays and Fridays in the city’s third-largest department.

    One day after releasing attendance records he claims show a pattern of abuse by Streets and Sanitation employees seeking to extend their weekends, Emanuel explained why he shined the light on garbage collection crews and plans to do the same “department by department.”

    “Information, in the past, was held among the few and this was accepted practice. Go ahead. You can be sick on a regular basis on Monday and Friday. You can also play the game, look at the contract, figure out how to game the system,” the mayor said.

And once again, the few are going to ruin it for the many:
  • He told them that abuse by a “few bad apples” had forced an unacceptable level of cutbacks in rodent control and tree-trimming services. And he warned the ward superintendents who supervise garbage collection crews that, if they fail to “manage it tightly” and come down hard on chronic abusers, they will be “held accountable.”

    Earlier this week, the city released 13-months of attendance records that, Emanuel claims, show a pattern of abuse. The stats show roughly 6.6 percent of the workforce has unscheduled absences on Mondays, compared to 4.5 percent on Thursdays and 5 percent on Fridays.

    Lou Phillips, business manager of Laborers Union Local 1001, countered that those same records underscore his argument that Emanuel’s earlier claim of a 33 percent daily absenteeism rate was exaggerated by lumping together employees who call in sick with those on duty disability and restricted duty.

Again, if there are abuses, address them. But what this "scorched earth" policy of Rahm's is going to lead to, no one has any idea.

Yes, after having to deal with the family all weekend, some people are more likely to need a sick day on Monday.

5% on Friday vs 4.5% on Thursday, does not even come close to being statistically significant for the small number of people calling in sick.

We getting a lot of heat from the old man on this and we need to get it corrected.

All you Streets and Sans people need to be taking more days off on Thursdays and Fridays so that the numbers will equal the percentage of days off on Mondays.

Now I know for some of you that this will be hard...hard on you and your families and friends. However if we all band together we can do it!!!

The rats are as big as cats in parts of alderman Burke's ward and the little children are playing with them now in the alleys.

About once a week like clockwork you can hear someone out there with what sounds like a .22 trying to take care of the problem themselves..but it just goes on and on. The crisis is not large enough yet for the politicians to use for picture taking and self promotion.

Calls get blown off.

I think the politicians in that ward are busy having their boys wrongfully write abandoned vehicle tow orders on legally licensed, parked and regularly moved vehicles that in compliance with the city ordinances to generate funds and fees for the clouted and for the city.

Talk about a shake down!

The city that works ha...it ain't working for me. These actions are causing the city to LOSE revenue not create it. Good luck with that plan Mr. Mayor. Good luck.

Animal Control is a joke. Their is nobody working on midnights. In our huge city not a single employee working there other than a secuirty gaurd. Bullshit. Then on days and afternoons only 2 vans for the entire freaking city. Lost in the Rahm bluster on vacation payouts is that under the introduced ordinance non union employees will earn NO vacation for time they work in 2012. Also, Rahm's hires in 2011 get vacation benefits from day 1.

All of this is counter productive. The city has known for years where the problems are but did nothing to correct the abuses. Daley never wanted to stir up the unions so this is what we deal with.

These politicians are so busy showing us their new plans that have been so successful in fighting crime and cutting cost in other cities...busy telling everyone else what THEY should be doing.

I'll tell you what!

Let's take a look at cities like NYC that have been so successful running things with less aldermen than Chicago has. How about that plan/program. We should copy that and cut the number of wards.

Rip up those ward maps with the borders. We're one city and it's b.s. that one ward should have resources that another can't have access to. We are not taxed depending on what ward we live in. We pay for these people and it's time things change.

Anyways..NYC has been a success with less aldermen. Their people seem to have no problem being represented with less aldermen. I mean what do Chicagoan's want... higher taxes to pay for this bloated clout or less aldermen?

Streets and San is a patronage nightmare. They can not discipline anyone because they may have more juice the the boss.

Have you noticed that there are no more phone numbers published to contact a live person in Streets and San or the Elect. dept now part of Streets and San. Every thing must be done via 311.

The street lights have been out on my block since May. I along with many of my neighbors have been calling repeatedly since then.

NOTHING, NO RESPONSE FORM S & S.

I was able to locate a number from and old FOP book. Called the number and contacted what they call the LOAD desk. I was politely greeted by a voice and a name. I was then asked who I was and why I was calling. I told them who I was and why I was calling. I was then told that yes they do dispatch the electrical repair crews from the load desk. Suddenly the voice became note so polite. Mr. load Desk told me that I should have called 311 to report the outage and was told that the number for the LOAD desk is for City employees only. I again explained that I am a city employee. Now Mr. not so polite explained to me that that the number was for S&S city employees. He told me he looked up the address I gave him and said that yes the problem was reported 10 times just in the past four weeks.

Mr. LOAD desk then explained that I would have to wait like anyone else for the lights to be repaired and they should get to it before the end of the year.

This is what the the highest taxes in the nation gets the tax payers here in Chicago.

I then called the 10th Ward Aldermans Office and I was told that the problem would be resolved by the end of the week. That was 01 JULY. A second call in AUG got the same results. Nothing!!!

Last week I contacted the BGA, I was told that they have received hundreds of calls form the Tax Payers all complaining about the fact that thousands of calls for service to Streets and San have not been not been responded too.

I for one can not wait until they privatize Streets and San.

Can you imagine the back lash if I told one of our tax paying citizens they would have to wait like everyone else and I would get the there case some time before the end of the year.

Sorry for the long rant...

You do know that with all of that time on the books, you may not be able to cash it out when you retire. You are considered a creditor to the city of Chicago. If the city declares a municipal bankruptcy then you will be screwed. Just something to think about.

Why so much time and capitol in a propaganda campaign to portray city employees in a negative light?

(Never been easier judging from some of the municipal employee "talent" that's danced across the stage of shame & disrepute... Why some jokers want to give these rotten, shiv-wielding bastards everybody's backs like they been doing? Perfect storm of clout, privilege and stupidity.)

What is his end-game?

No millionaire Presidential Staffer leaves the the horn of plenty at 1600 Pennsylvania Ave. to come back to a Potemkin Village built on top of a cemetery in a marsh...

(UNLESS he has aspirations of going elsewhere, above and beyond Chicago. Which 9.5 has in spades.

Chicago is the test bed of new order political fuckery & media ass-clownery as embodied by 9.5 and his cabal.)

The sulfurous gasses are causing the long buried coffins to percolate out of the ground, burst open and spill the grim grinners the previous mayoral administration had hoped to keep out of sight...

They seem to be nervous about the "wild, out of control coppers" walking around striking matches trying to illuminate the hidden hands of fuckery.

Destroy the coppers and any potential allies to stifle the dissent that would "ruin" the meticulously conceived and slickly executed plans.

To the guys with the thousands of hours on the books, I'd wouldn't be too chesty about it. These days someone might wonder how you accumulated all those hours, because I'm sure you legitimately earned them, right? We all know how things worked "back in the day", but now that we're the bad guys, the angry citizenry might just consider it theft. Now to save you the post I will promptly go GFM.

I still remember the Cougar that was loose on the North Side a few years ago. Where was animal control that day? That beautiful creature was just trying to get away. It didn't try to attack anyone. Well it ended up dead because no one had a tranquilizer gun to take him down so he could be brought to the zoo.

The private sector is there to make money. The govt is there to provide services. That's the difference. Maybe we should let police keep 20% of the revenue they generate? Would you like that?

That doesn't make any sense? 99.9% of employees in the private sector don't recieve profit sharing. And if you want to try to tell me that there isn't waste and other bullshit that can be cut in every single city department then you're part of the problem. There's do nothings on 9 days and you know it.

Fight tooth and nail if you want but the city and state are broke. Help fix it because when they change your pension because there's no money to pay it there is no one to sue my friend. It's happened elsewhere and it will happen here.

The good old days are gone. If you've got more than a year or two left get your head around a brave new world or you will find yourself very unhappy.

Just like the media, talk about the 5% bad and not the 95% good. How about you study productivity in companies. The Chinese are efficient because they are good to their workers, and don't treat them like Shit or bad mouth them. Take a look at the auto companies in these countries. Fix the problems and waste , don't color us all with the same brush. And as long as we are being transparent , how about we open up the books and show us where crime went down 20%, where the federal money goes, where is the tif money, where is the Olympic money , etc etc Why are only employee records exposed?

Back in the day, before the FOP union, you couldn't carry any more than 75 hours on the books from month to month. Any thing over 75 and you LOST IT! Of course that was back when the dept. and city could do anything they wanted to you. Don't like it...TOUGH SHIT KID! As much as we bitch about the FOP it was a Godsend. At least we will have a fighting chance against Racoon Eyes come June.

The cougar was dead no matter who took it down. Animal control does not "tranquilize" animals and bring them to the zoo. They are city workers, remember. They do not have the training or wherewithal to properly dose an animal to simple knock it out.

Any animal shot with the tranquilizer gun receives a massive and fatal overdose. It just looks more humane than being dispatched with a firearm except it is more dangerous. Dangerous because the shooter must get much closer and has only one shot.

There is no Marlin Perkins roaming the streets to tranquilize a large cat and bring it to the zoo. The animal was as good as dead once it made it's way to the City.

Guess how I know these things?
