Changes Today?

Might be. Might not be either, but might be a preview of things coming up shortly:
  • Here's one for ya, per a very high ranking, un-named source,the order for Executive officers and Station managers will be out Monday.

    All Captains will now be XO's and are basically an assistant to the Cmdr.

    The Station Manager will be a Lt. and will be in charge of the watch and station operations during his/her tour of duty. If no Lt. is available the position will be filled by a Sgt. The orders thus eliminate the position of Watch Commander and, thus, eliminate the opportunity for Lt's to be paid out of grade pay for conducting W.C. duties.

    Bonding officers will take care of bonding prisoners and taking reports at the desk.

    Desk Sgt's are being eliminated and all Sgt's will be assigned to the street.

    No word about Det's or the consolidation of the areas, but it was stated that there probably wouldn't be any promotion classes anytime soon.

    Hang on tight boys, it's about to get rough.
We can see the grievances already being filed over some of this. And disaster written on the face of more.

Budget strength for Lieutenants is going to go from 264 all the way DOWN to approx. 210-215 for year 2012. We are at approx. 203 now with the recent retirements. What the fuck. Four fucking years and you have only promoted 50 Lieutenants off of a multi-million dollar test? Can someone please get their heads out of their assess already and promote some Detectives, Sergeants and Lieutenants. Jesus Chris, at least give a definitive number of people you will promote from an exam. How will that harm the city and it can only boost morale. Give a test and say “ 200 Lt’s, 300 Sgts, 200 Det.’s” will be promoted from these lists. So you make a few dozen or half hundred more. We will still be happy but at least we will know we have a shot. What’s the use of scoring in the top 10% of a test and waiting for four to five years holding your breath not knowing if there is going to be a new test. Just promote already. We are short Dicks and Supv. across the board and this paper shuffle is going to increase span of control not decrease it. Supt. You worry about morale but your new shuffle of Detectives and reassignments of Lieutenants and Captains duties guarantee no promotions. How’s that for a big fat cup of morale boost.

Well Ms. PrickWrinkle, you should be happy because the "white" drug abusers are saving Crook County money. You said yourself that housing prisoners costs $143 per day. Have you looked into how many "black and brown" people are receiving LINK cards, LIHEAP assistance, CHA assistance, and health care from ALL Kids? Guess we need to start a program to give financial assistance to offenders for bond.
This State, County, and City all suck. Maybe you should try cutting the bullshit programs that are set up all over. No more free breakfast, lunch, and dinner at public schools. No more free school supplies No more money for having 5 kids with 4 different baby daddies. Here's a program I would be very willing to pay for...offer anyone serving time in prison $8,000 to get sterilized/ have a vasectomy. Pay poor women money for NOT having children. Come up with ways to STOP the cycle and then I will care and be happy to pay for them.

So take away the desk sgt, really? Change the duties of the Capt and Lt's, ok.. There are way to many Orders to change to get this done before the first of the year.
This will be a failed experiment. It was bad when two lt's tried to run the same watch, how are u going to manage with 5-6 sgts? The XO's will get days off, furloughs etc...
Capts and Lts will be inside paper pushers, so lets take more supervision off the streets, come on McNUtty, this isnt New York where they have as many bosses as we have officers...Can you think for yourself? Obviously not!!!! How does it feel to be a bitch, at least it is a well paid one, I hope the ballerina supplies the K-Y

Remember a few years ago the civilian contractors in the station going over everything? Thses were the individuals with absolutely ZERO police knowledge who were hired to complete an audit of police operations and make recomendations to the city in ways to reduce manpower and consolidate operations. Well this is the end result and unfortunately I beleive that there will be tragic results from these recomendations. Thanks to the Star Chaser MLB for her recommendations.

Like the idea for the front office people but it will never happen. If it ever does, Chicago will experience a mini population boom because all those house mouses will get pregnant.

Seems to have already happened at a certain north side district. Last time I was up there I had to see the 3rd watch desk sgt and I thought I had walked into a maternity ward. They had two pregnant P.O.'s working the desk, and one was acting desk sgt.

Lord help them if some crazy walked in and started something.

I was pushing a beat car last month, I'm still pushing it this month, and I'm certain I'll be fixing a flat on it and calling for R-Service next month. This department is ruined and it's only going to get worse. There's nothing any of us can do about any of it so just show up, do your job, and collect your paycheck. I don't give a fuck what they do with the captains because I'm never going to be one anyway.

Out of that entire story, this is the only shit you can pull out of it. At least the guy is in school making a better life for him and his family so its not like he's giving anyone a bad name. You forgot to include the fact that the story also says that he was at home with his family and got a phone call to go help get some of the younger team players out of the party. And, no I'm not a lock up officer, desk officer, or secretary; however, I did perform these duties on couple occasions. This idea of stripping down desk and lock up personnel will have a negative impact on beat officers.

You are crazy as hell and must not be from a busy district. The front desk can NOT function with only two officers. On 1st watch, one is needed to do reports, one for the radio room til at least 1am and if that person gets caught at the desk doing reports, the officers don't get their equipment. Then you need someone to bond people out. A minimum of three is needed to run the desk. It's been done before where lines are long as hell and people ended complaining because they had been waiting over an hour to get a report. So what can they do, leave or wait...most people ended up leaving.

Maybe Preckwinkle should read THE BELL CURVE. I'll summarize ... moronity, stupidity, low intelligence( whatever you want to call it), correlates with poverty and crime (along with absenteeism from work, proneness to injury, being unemployed, out-of-wedlock children and more). People aren't in jail because they are poor - they are poor because of what they are and they are criminals because of what they are. Moronity lands them in jail, not poverty, and not the color of their skin. Inequality exists. Thank God. The most 'equal' societies were Mao's China and Stalin's Russia. Men are unequal is the uncomfortable fact. Show some fucking leadership. Keep telling the 'blacks and the browns' that they are where they are because of racism. The only thing that is ‘stark’ are the results (minorities in jail), not the causes (racism, as you say). The implication is that the white man is racist and put handcuffs on the minority and let his white friend go with wink and a nod. The truth is many of these ‘blacks and browns’ were locked up by ‘black and brown’ officers. I have been on this job for a bit, and I have never made an arrest based on race. Not once. Never even thought about it.

Are the victim’s lying too, Terry? Are they racist? Most are minorities themselves. I assume case reports are public record. Search out Chicago’s 400-500 homicides we’ve been getting lately per year. Now look at the race of the offender. Now calculate the percentages/ratios or whatever makes you happy. Now try to substantiate your racism bullshit. Fuck you. You tarnish the entire police department and criminal justice system by calling us racists. And no one, not one media clown calls you on it. Look up the crime stats, Media, and do your fucking job.
What you are seeing is piss-poor performance by the minorities who got locked up, Terry. Don’t confuse that with racism. Unless you are that fucking stupid.

Correct me if I'm wrong here, but I've lived in this city my entire life.
The demographics have changed in that the "white" population is mainly city employees and upper middle class private sector employees.
The "brown" population has increased due to the safe haven status this city provides.
The "black" population in this city is mainly on welfare with only a very small percentage being working middle class.
The working middle class when I was young was mainly white, when this city had manufacturing.
The demographics are basically balanced at around 1/3 black,1/3 hispanic and a 1/3 white/non black.
(Its an approximation so don't get your panties in a bunch)
When the city was mainly white,poor and middle class, most of the people arrested were white. Now 2/3 of the population are non-white so I think that might explain it.
Seems like common sense to me (sarcasm)

I'm sorry folks, The department went to shit when Phil Cline was the Supt. It was because of his blatant moves and in fighting w/ his 1st Deputy that things got really bad. Both Cline and Starks were summons to the 5th floor on numerous occasions to stop the infighting. The Fire Dept never aired their dirty laundry. If Cline and Starks had at least respected their position, Weis and Masters would not have arrive and taken over a dept that was way over their heads. So as much as you may disagree with this comment, think about the last five years. CPD bosses f&@ked it up and we have nobody else to blame.

So what happens when the next "police scandal" is exposed or the 'community' is in peril?They'll promote a diverse group to fill the void?
All that exam money the city paid to Ernst & Young, went right back into Shortshanks pockets, not only that but the surveys and studies too. Not to get on the test prep classes held by Roberts, how much did he know (and made) by those huge study groups.
WHAT A WASTE OF TIME AND EFFORT.
Will FOP ever post test scores and rankings?
If the Superintendant was serious about the credibility, integrity and fate of this Department, he certainly would speak to US on this matter.

OK... I'm not sure I get it all. They close 019, but districts are sending their prisoners there... Who will be there to supervise, make out bonds, do the paperwork, make arrangements for attorneys and the like to consult with clients/family? Will both doors be accessible only by key code? We certainly don't want people walking into a station without adequate police presence, even if detectives are on the 2nd floor. This just goes to show you that none of this was thought out or even planned short-term or long-term. It is disgusting to know that this is like throwing good money after bad. I'm sure most of us will have to keep all our gear in our cars because of lack of secure locker space and getting moved from district to district....
It has been mentioned that the goal of the city is to get rid of those old-timers who make the most money. Why should anyone stay if they have the age/time any way? Are things going to get better? I would think that if you stay beyond the age/time, benefits may decrease and not return to their present levels.
WIthout new blood coming into the department, I would think morale will never be uplifted. Even if you downsize the department, you have taken away most officer's hope by never having openings and never promoting or training.
It would be a big step in the right direction if there was a vision that we could buy into instead of kicking around the "doing more with less" mantra. If you have unhappy bosses, you will have unhappy workers --- remember you reap what you sow.

Those civilian contractors that you speak of are not exactly without management experience. They studied police operations in many cities and had a grasp of what was workable and what was a waste of manpower. Then they made recommendations. They did not need experience in beat cars for that job. And, if you take many of our current and past gold stars, look at the poor decisions so many of them made. Look at the design of the new police stations . These stations were primarily the project of one dep supt who did not know his ass from a hole in the ground ( or did not care) about officer safety and security and the functions of a station.The department is way top heavy and sergeants and lieutenants have been underutilized and not accorded respect for their positions for many years. Captains? Way too many of them. Change is a bitch.

Seems to have already happened at a certain north side district. Last time I was up there I had to see the 3rd watch desk sgt and I thought I had walked into a maternity ward. They had two pregnant P.O.'s working the desk, and one was acting desk sgt.

Lord help them if some crazy walked in and started something.


In my district there are 5 full duty officers "assisting" the Commander in the Admin office. 2 are the Commander's secretaries and the other 3 keep switching titles and places that they hide them on the A&A's. Come on Dave with all your paranoia how can you allow this bullshit to continue?
With the city forcing out bidded lockup keepers you're gonna allow these 5 year wonders to remain tucked away doing virtually nothing??

You are crazy as hell and must not be from a busy district. The front desk can NOT function with only two officers. On 1st watch, one is needed to do reports, one for the radio room til at least 1am and if that person gets caught at the desk doing reports, the officers don't get their equipment. Then you need someone to bond people out. A minimum of three is needed to run the desk. It's been done before where lines are long as hell and people ended complaining because they had been waiting over an hour to get a report. So what can they do, leave or wait...most people ended up leaving.


I absolutely agree with the above post. If you've never worked the desk on 2nd or 3rd watch then you have no idea what you speak of. Absolute minimum staffing for the desk is 3 officers. It simply won't work with 2. Not only would it be unsafe with 2 but the stress level for those overworked 2 would be through the roof.
You need an officer to handle the radio room and that occupies a good 3 hours or more of their shift. You also need officers to answer the phone, handle walk ins and write reports. You also need an officer versed in the bonding etc. procedures to help out the desk Sgt. If you think 2 officers can safely and reliably do all of the above then you must have overdosed on Rahm and McNutty's kool aid.
These thieving pricks absolutely refuse to acknowledge that we are already stretched too thin. Like a rubberband that gets stretched too thin it eventually snaps and breaks.

Al Wysinger isn't that bad, sure he is a multi-merit nominated boss who isn't that bright but he really is a good guy and he generally likes the low level patrolmen and sergeants.

THe superintendent on the other hand, has a real disdain for CPD patrolmen, sergeants and especially detectives. He can't understand why everyone doesn't fall to their knees and start taking every word he and his NY buddies say about policing as gospel.

McFluff is here to enforce Rahm's agenda of cutting costs at the expense of the working copper and it is one of his top priorities. YOu can bet he will be silent on the issue of our pensions. Rahm and his friends down in the General Assembly have got it in for our pensions and McNutty is gonna standby while it is yanked away from us all. He has no allegiances to anyone in this department and he is looking to screw everyone and anyone in this organization to take the credit and make himself look good.

He has no interest in talking with the union or the rank and file prior to forcing his "changes" down everyone's throat. He has also shown how much he loves the spotlight and happily takes credit for the drop in crime while failing to even mention the hard work the rest of us on the street have been doing. You better believe McNutty will stop at nothing to ram through Rahm's plan of greatly and dangerously downsizing the CPD and taking away all the benefits and retirement we have earned.

So in a contract year the FOP agreed that furlough extensions will only be to the officers RDO's on the front and on the back. Why would the FOP do this, this is one less thing that the Department wants that we cant use in negotiations. Thanks FOP you really know what your doing!

OK here's. A little glimpse. Arrival inventory. Of tasers radios cartridges weapons ammo. Prep for on coming watch paperwork take in previous watch. Equipment last equipment out with school. Officers . Now shuffle cars to and from garage and take tasers or other broken equipment to academy. Or armory. For repairs. Be on call for equipment needs vehicle pick ups and any other needs I wont go into but we don't wait for 4 data to fix our omputers printers copiers ie we keep the area up And running ..but of course go with 2 POs or civilians good..luck hunting down missing equipment when im gone.

They tried putting one officer on the desk before and all the watch commander would do is put up a phanthom car and hold them down working the desk. If this is what the city wants fine. Let the phones ring off the walls and people line up at the desk and into the street to make a report. Excuse me but you missed a pay grade.

Should be>> Won't the sergeants get out of grade pay because they are doing the job of the CAPTAIN. The word "Lieutenant" means he who stands in place of(higher rank), which in this case stands in place of a CAPTAIN.

That is what a Lieutenant does as District Watch Commander and gets Captain's pay for it. The pay up grade is unfortunately non-pensionable; but with the extra money comes all the extra responsibility.

Stay Safe. The PB&PA Unit 156 is not giving this up.

If "about to get rough" is translation for "about to have to actually work and do your job" then yes, id say it's about to get rough for the white shirts! Should be>> Won't the sergeants get out of grade pay because they are doing the job of the CAPTAIN. The word "Lieutenant" means he who stands in place of(higher rank), which in this case stands in place of a CAPTAIN.

That is what a Lieutenant does as District Watch Commander and gets Captain's pay for it. The pay up grade is unfortunately non-pensionable; but with the extra money comes all the extra responsibility.

No, because the department has eliminated the position of WC and created a new job with a new job description. Thats how they are trying to get around out of grade pay. Sgts will not be doing the Lt OR Capts job of WC but will be doing a new job called station supervisor or something. Those particular job responsibilities now fall under the responsibility of the person who is the designated station supervisor, who may be a sergeant.

But wait, there's more: Sgts cant approve TRRs or search warrants, so they will have to find a lt or above to do so and that may mean going to other districts to get that done. If the tac Lt comes in with something, the station supervisor (possibly a sgt) has 'rank' due to position. Tell me this wont cause problems. "Do it this way, I'm the lt!" "No, you are wrong and I'm the station supervisor!"

And, no I'm not a lock up officer, desk officer, or secretary; however, I did perform these duties on couple occasions. This idea of stripping down desk and lock up personnel will have a negative impact on beat officers.

negative impact, beat officers dont need any help from the desk crew to answer there calls and do paperwork. i dont mind doing extra work to see these house mouses back on the street. its all worth it.

Retirement day will arrive quickly, so it is never too early to fight for the things you will need in your life after this job.

I already do all the above myself! Put my stats against the original poster, I'm sure I should also be getting his/her paycheck. Arrests, backing up Officers, writing citations (trf, parking, anovs) code-ing jobs, tows/impounds, etc... Not all "white shirts" are meritorious, and do-nothings.

Very few are around who can remember the first and often pregnant street officer from 015 in the early 1970's. She requested to be a Dispatcher; in those days the whole system was staffed by sworn officers.

The department ignored her requests even though it was endorsed by her bosses. The department had no policy on pregnant police officers and wanted her to just up and quit.

So she was left to work a Beat Car on the Westside streets until one night she was investigating a burglary and an old gas station. This place had service bays with grease pits and she fell in.

Her friends got hold of Channel 2's Walter "Skippy" Jacobson and he made it an issue on the 10 o'clock news the next night. She was sent to Communications on a phone call and for the rest of her career she went back and forth from the 15th District to Communications several times as new kids arrived.

She didn’t take shit from anybody of the street, she was a good cop. Good luck Susie, wherever you are.

The City doesn't give a damn about your safety, one way or another. What they do care about, however, is lawsuits and liability.

Since the City is self-insured, they don't want to be viewed as liable for injury or death regarding the unborn child.

Actually, no. Under the new plan, they'll just have a sergeant from the watch be the "Station Supervisor." This new plan eliminates the W/C position, and they'll never have to pay out of grade or premium pay again!
