XO Order

We've been perusing the "draft" order for the "XO Program." A bunch of changes, a bunch of questions. It seems to outline the elimination of the Captain rank, all out-of-grade for Lieutenants, Desk Sergeants being eliminated but a "District Station Supervisor" being named.

Who the hell comes up with this crap?

Wait until the new order comes out next month. I heard from my friend's mom that's dating a married Tactical Lt. on the sly, that soon, Lt.'s will be placed in lock-up where they will monitor the Detention Aids and approve arrests. Makes sense in a way. You got a prisoner and your done processing, it's easier just to bring him in to lock-up where the Lt. will be sitting to make sure everything's legit on the arrest report.

Oh, and big astronomical changes tomorrow! You heard it here first.

This is clearly coming from someone with little if any police experience. Certainly no real district level police experience.
It's so flawed and illogical it's destined to fail.
Why can't they ever seek input from the district level? We actually know of what we talk about and could provide valuable input......Oh I forgot Rahm knows best.

So if I'm understanding this correctly...when a Lt. is RDO, a sgt. will be in charge of the building and/or watch. Additionally, a P.O. will be doing the Desk Sgt.'s duties. Both positions without additional pay, but more responsibility/liability. Which means,by reverse seniority,the persons with the least seniority and/or experience will be in charge because who in their right mind would voluntarily do either job without out of grade pay? Possible scenario...you start asking who on the watch wants to be the desk sgt. starting at the top...no one wants it and you put the kid who is just out of the academy in the job. Same with building supervisor...someone who has never even been a desk sgt. is now asked to run the watch...i.e.,trr's,approve arrest reports,(W/C's & Desk Sgt's know the common mistakes made),heater cases,contractual issues,who is eligible for bond,bonding persons on warrants,multiple warrants and local charges, hospital issues,juvenile issues,dealing with off duty incidents, etrack,etc.

Someone asked in a previous post,"who comes up with this crap?"...I think we're all thinking this right now...it's a disaster waiting to happen.

The order states that the XO will work the opposite of the Commander where exigent circumstances do not exist.
More explanation needed on the order, as you all know. The rumor has been that the "bonding officer" will be responsible for everything on the desk (reports, radio handouts, and bonding TVB's/prisoners). No mention of that in the order yet.
Word is the city is prepared for the backlash of grievances from all of the ranks. File one for every day you are denied out of grade (ie Lt's as Watch Commanders, Sgts as Watch Commanders, Desk Officer as Desk Sgt, sworn PO put in the lockup at the last minute when civilian calls in). get the wording down now for these, make it standard so an arbitrator can rule in the future without any possibility of discrepancy and confusing the issues.

What most of you with less than 20 yrs. on the job forget is that the City hired a firm some yrs. ago to study the Dept. (Booze & Allan Rpt.)That Rpt. stated that we did not need the rank of Captain, and the captains were bought off or attritioned out. ALL OF THE CURRENT CAPTAINS DID NOT TAKE A TEST FOR THEIR RANK. THE CAPATAINS OF TODAY ARE FOR THE MOST PART POLITICAL HACKS PROMOTED ON CLOUT OR AS A ALTERNATE PRIZE FOR NOT GETTING A GOLD STAR. We have survived without captains in the past and will survive in the future without them. Also note, that there was a time, long ago, when captains were district/precinct commanders. The Department has too many gold stars and if McNutty reduces the top-heavy gold that is draining our pension fund, then he is doing all of us a favor.

These merit-hack Captains are in the process of deciding where they are going as XOs. There is a transfer list being composed with the more clouted ones getting their pics on down to the less clouted ones. Unfortunately the shit districts will get the less clouted shit Captains.

The draft is just that a draft, it doesnt address a lot. But the XO's duties are going to mirror the Commanders. They just cant work the same hours.

In a time we need more supervison on the streets, we will have less, brillant.

I sworn person on the desk, and rest civilians. How many police have been attacked at the desk? A lot!!!! But its ok the jackoffs at 35th street will be safe, the fireman will be there...

I don't think there is anything that would surprise me--except that maybe we'll be transported to crime scenes via x-ray tubes, like the Jetsons or something. Bring it on. I'm just so glad, that since I came on in '86, that I at least got to learn from the old-timers and saw an honorable force, where men were men, and shitheads were afraid of us. (Even as a female) So many new hires never got to see that. It had its flaws, but it worked a hell of a lot better than this. Some of those old-timers would be able to reduce a hair-gel to tears in a few choice comments. I miss them.

Let me get this straight this 1 p.o. will be doing what was formerly the desk Sgt.'s job along with what is the desk officers job but they'll get no more money? They're expected to answer the phones, do reports for walk ins , control the salley port, bond out prisoners, get prisoners ready for court and supervise the civilians all for the pay they already get? Fuck that.
Where are they going to get all these civilians? They aren't currently on the payroll.

Just about every watch in every district in the city has 2 sworn, bidded spots on the desk under our contract. If they try to implement this it's going to cost the city a lot of money in grievances. Of course Rahm doesn't care about minor things like contracts. Afterall it's his way or the highway!

If anything just the fact he relaxed our uniforms, AR-15s and got us Glocks was more then any other Supt. did for us. Yeah he screwed up with Cozzi what about what he did for Mettie. Political hacks, eh? John Farrell, political hack? Gerry Carroll, political hack? While I agree that a number of captains should never have been promoted, some good people were; people who took care of blue shirts. Don't paint them all with one brush and you're saying that they are "for the most part" political hacks doesn't change your implication. If you want to see real "political hacks" don't look at the captains appointed after 1999 ... look at the captains promoted "by exam" in the 50's, 60's, 70's and 80's. Do you know how heavy you had to be to be a captain then? The current captains don't hold a candle compared to the captains of old when it comes to being "political hacks."

What happens when the acting w/c is a Sgt and that person says to do something to another street Sgt and that street Sgt. Disagrees?? Do they call the Lt, Capt or Cmdr. At home?? I don't care how you draft it, if one Sgt tells another to do something and they both are in disagreement, at the end of the day it's two Sgts arguing? It will happen.

A 'truer' statement could not be made!!! There were a few 'Big Ball' Captains and Lieutenants that would tell you...they NEVER took a test! Each one of them were BEFORE 1999! More so then than now...this has alway's been the Windy City, and the City of Big Shoulders! TRUE HISTORY... after a decade of no definitive line of supervision, Captains were deemed as tremendously needed... but there was no test in place, and the City didn't want one! The City did not want 'Civil' service Captains because they could not be controlled...many were more powerful than their Lieutenant Commanders... so, they were titled Senior Executive Service (SES) so that the 'powers that be' could dismiss the recalcitrant and rebellious if needed! Many of your current Captains had a 'much richer' resume of service and 'real' police work than several Exempts combined! An appointment to Captain was rationalization... "I don't have anything against him, nor do I bear any grudges. That's why I promoted him to Captain!" Justification for not promoting many that would have made this Department much better!!!

Does everyone remember when they got rid of Captains before? There were literally places where Lieutenants got into a fist fight over who was in charge. Guys would put in a slip and have it approved by one Lt. only to have the other one deny it. People were moved off cars at the whim of one Lt. and put back on at the whim of the other. You can say it does not affect you, but it does!

Have to have one person in charge and another to follow his or her policies. I know there are bad Capts. There are bad PO's too. At least with an asshole boss you know what you're getting and hopefully transfer to get away from them.

Also, anyone with anytime knows there have been about three incidents where and armed gun man has walked into a police station and opened fire. We have had a Sergeant killed this way. will they let us start locking doors to improve security? There have also been numerous times when the desk people have had to arrest assholes in the lobby. Again, some desk people are useless, some are great. Some have been and are the police, some never have and never will be, just like the people who write on this blog. Some are probably great cops. But, if all of you how think you know all the answers think you are good coppers, you need to look in the mirror.

First off, unless all stations are secured and have controlled entry, any desk crew working with less than 3 ARMED officers should be filing a safety grievance. Please remember what happened in a Detroit PD station as well as in 001, 023 and other places where armed deranged individuals entered with the intent to kill people.

In my opinion, the XO crap is not to eliminate the captain rank but to ease the rank of commander out. Eventually there will only be captains and no commanders and the city will save money.

Then you, and the sergeants you work with don't know how to run a desk operation.

A sergeant is a supervisor and much of what he/she does is checking the work of others and maintaining an orderly flow of that work.

We DO need more sergeants on the street. To do that we need to promote some competent people. To do that we need to hire some competent people and that's not happening .

Let me get this straight this 1 p.o. will be doing what was formerly the desk Sgt.'s job along with what is the desk officers job but they'll get no more money? They're expected to answer the phones, do reports for walk ins , control the salley port, bond out prisoners, get prisoners ready for court and supervise the civilians all for the pay they already get? Fuck that.
Where are they going to get all these civilians? They aren't currently on the payroll.
This will never work.

Yes, this is exaclty what happened when the city in its wisdom tried to eliminate Captains before, only that time it was Lieutenants nearly coming to blows. It was so bad in some districts that none of the 3 lieutenants would speak directly to one another. There were at least severl time when the ADS on duty or the District Commander had to be called to settle differences. It took a few years to figure out that this was a bad idea.

Anoother thing that most of you do not recognixe, or maybe simply do not want to recognize, is that with command comes authority and responsibility. I know you can easily say most Captains are assholes as well as most Lieutenants, BUT one of their primary reasons for being a Watch Commander is to ensure compliance by subordinates with rules, regulation, orders and most importantly the law. Why do you think they approve Cprbable Cause on ARrest Reports? It is t make sure that none of you are falsly or improperly arresting someone, or if you are that you are not indicting yourself in the narrative. I certainly would not do that job for the pay of a P.O. or even the pay of a Sergeant. If you want somebody to have that authority and to take that responsibility train him for it and pay him for it, and I don't mean out of grade pay. Just in case most of you are not aware, the Watch Commander oftentimes has to make some pretty serious decisions, some times protectin a P.O., and some times accusing one. That is why they are there. Now if we could only convince all the Captains and Lieutenants as well of the Superintendent of that.

I saw the drafts, It is not "1 sworn on the desk", but only 1 sworn SUPERVISOR, the number of PO's isn't changed by these Orders. Just going from 2 supervisors inside to 1 inside.

Well that makes it a little more plausible. The current contract allows for at least 2 bidded desk persons per watch throughout the city. Would be 1 massive grievance if they attempted the 1 sworn on the desk.

I read the BooZe Allen report. It was well done. They did interviews of many police officer and supervisors and took recommendations from police agencies around the country. Why more of it was never implemented is beyond me, but I suspect political reasons. What goes on here in Chicago does not go on in any other city in the country, as far as I can tell and I have studied police administration for many years. The best thing that could happen to the CPD is the program of credentialing. The city started to do this in the early 80's, but then found out it would take most of the politics out of the department so they shitcanned the project . I hate to say it, but I have never found the CPD to have the best interests of its members in their hearts. Any retired member could tell you story after story of poor working conditions in almost every facit and area. And, no one gave a shit if you complained.

Don't paint with such a wide brush. I've worked for desk sgt.'s that have done very little and expected me to do most of their work. I've also worked for very good desk sgt.'s who had no problem doing everything required of them.
I don't agree with doing away with the desk sgt. If they're insistent on doing that then the officer who assumes the role of the desk sgt. should be paid out of grade.
