CompStat Weasel Words

Guess what words are NOT going to be used in reports anymore? (CLICK on the picture for a full size image):

And we quote:
  • Effective immediately, the terms "Aggravated Battery" and "Homicide" are strictly forbidden. The terms "Shooting" and "Murder" will be used in lieu of the previous terms. The terms "Aggravated Battery" and "Homicide" will be treated like the "N" word. If a subject is severely beaten, stabbed bludgeoned, etc..., but does not die, we say he was the victim of a beating, stabbing bludgeoning, etc. This is in effect for written reports as well as oral reports such as Compstat. Please ensure this directive is passed on to your XO's and all personnel.
Pardon our French, but what the hell is this about? Has anyone mentioned that "Aggravated Battery" and "Homicide" are legal words and definitions written into Illinois statute and codified by the Legislature in the ILCS? Are we going to start charging people with "Shooting" now?

Will someone at the 35th Street brain trust please explain?

Easy answer. Just like back in the day when you were told by your sergeant to make a burglary a theft, aggravated battery a simple battery, etc. Using "softer words" will make these crimes seem less than what they are. In a few years Clint Eastwood will be doing a commercial about Chicago instead of Detroit during the Super Bowl halftime.

Well we changed drug "gangs" to drug "crews" a few months back didn't we? It's not to difficult to figure out.

It's multipurpose.

1. Chicago is less likely to show up as having a gang/homicide/Agg batt. problems in a Google search if you don't use those words.

2. Pro-Forma accounting. Break a generalized category down into all of it's sub-components because it's unlikely that all of them will rise and fall in unison. You can then cherry pick the good numbers for each report and add a footnote saying the results are pro-forma ( the bad numbers are taken out and we pretend "as-if" they never happened. Pro-forma == "as-if"

3. Changing the names will make it more difficult with year over year comparisons.


SO what do you put down is someone was first beaten, then stabbed, then shot? Can't use agg batt right?

Guess we'll just have to count stuff like that multiple times that's all.

There are so many cleaver choices that I can't list them all here however if you use them wisely none of the CPD's dirty laundry will be found by a search engine because no-one is spelling the terms you're talking about right.

Maybe the incompetent goofs running this department haven't heard of the Uniform Crime Report (UCR). Gangbangers drawing city stickers and political hacks running a big city police department. It's called, micro-semantics and occurrence flattening.

Homicides and Aggravated Batteries numbers will be eliminated, but we will have some smaller numbers in a few murder categories, shooting categories, beating categories, stabbing categories, bludgeoning categories, hanging categories, intentionally leveled by motor vehicle categories, etcetra. The category and sub-category possibilities are near-endless.

Take the numbers from two bad stats and divide them amongst 7+ new categories that each have sub-categories and shazaam! Things look better!

Remember, numbers never lie, just the artists that craft them!

Homicide and Aggravated Battery are IUCR recordable offenses per FBI statistic gathering. Even though they don't use the numbers generated by the CPD (and this is an example of why) the numbers get recorded. Murder, shooting and bludgeoning are generalized terms and can be classified as general violent crime. Is it compstat number massaging? You betcha! McMush and the raccoon need to spin the violence down. We don’t need to hire cops or promote supervisors, crime is down, crime is down. Look! Look at our numbers. Our bludgeonings, simple shootings and dirk carrying are at record lows. If reported as homicides and aggravated batteries… the numbers would show their lies.

At the top of each police report are boxes indicating offense and IUCR code. The code for homicide is 0110 and the code for aggravated batteries is 0440 among others. IUCR stands for Illinois uniform crime report. How many changes will CPD have to make and still comply with Illinois state standards? OH, Sorry our leadership doesn't comply with the rest of the state.

This is obviously done to manipulate compstat statistics. I heard a This American Life episode about the guy in NY PD who taped his superiors ordering him to fudge crime reporting statistics. Basically, studies have shown where compstat goes in, crimes reporting gets manipulated.

They reveal that precinct bosses threaten street cops if they don't make their quotas of arrests and stop-and-frisks, but also tell them not to take certain robbery reports in order to manipulate crime statistics. The tapes also refer to command officers calling crime victims directly to intimidate them about their complaints.

As a result, the tapes show, the rank-and-file NYPD street cop experiences enormous pressure in a strange catch-22: He or she is expected to maintain high "activity"—including stop-and-frisks—but, paradoxically, to record fewer actual crimes.

There is an order coming out shortly that only detectives will be able to classify a crime as a homicide. All dead bodies will get an rd# for a death investigation regardless of the cause of death. This is just a way to hide the actual number of homicides for months sometimes even years

This sounds like a suggestion from the civilian director of R and D. She often was disgusted that CPD uses the word homicide rather than murder. Not sure why she was so against it. After all our state law dictates what it is called. Why don't we just change everything to suit one persons personal preference?

Easy answer. Just like back in the day when you were told by your sergeant to make a burglary a theft, aggravated battery a simple battery, etc. Using "softer words" will make these crimes seem less than what they are. In a few years Clint Eastwood will be doing a commercial about Chicago instead of Detroit during the Super Bowl halftime.

I think this is more the preference of liberal civilian exempt staff who also happen not to respect the CPD or law enforcement. They have posted reports on CPD's site calling homicides murders for years. Guess they got fed up and ordered Patterson to stop us from using the legal terms. In their eyes everything we do and are is wrong and must be reformed or straightened out because we are Neanderthals.

This type of behavior from CPD Headquarters could well be the beginning of a new city scandal...the scandal known as CompStat. Violent crime in Chicago IS up...WAY UP! If this is Headquarters' solution, to simply play with words to make crime go away on paper, then brag to the media on what a great job they are doing at reducing crime...there MUST be accountablity for this breach of the public trust!

The citizens of Chicago have a RIGHT to know the TRUTH about the incredible amount of violent crime in this city, and to know when it is INCREASING, as it is definitely doing now. When Exempt Members of the CPD CONSPIRE TOGETHER to lie about the true crime statistics, that is failure to provide "honest services." If that law is still on the books, then these exempts should be investigated by an outside agency, and probably indicted, to face Federal Prison.

The taxpayers of Chicago are PAYING the salaries of these "exempts"...the "exempts" are the taxpayers' public servants. When the public servants develop an arrogant attitude, in which they LOOK DOWN UPON the taxpayers that they are sworn to serve with HONESTY and INTEGRITY, then it is time for them to Resign in Disgrace.

It is a Rule Violation not to act in accord with the goals and policies of the Department. When the goals and policies become, as it appears here, to massage the numbers so as to constantly LIE to the public about the true state of crime in Chicago, well then, it follows that the goals and policies have now been transformed by the current management team (headed by Garry McCarthy) into something devious, despicable, and unworthy of public service. In sum, they appear to be actively betraying the public trust. And, since this ultimately is probably coming from Mayor Emanuel...if this is true, then Emanuel should also be investigated and indicted for failing to provide honest services.

There is a compelling need for the public to know the truth. When the public "servants" become so arrogant and tyrannical that they deem us, the public, not worthy of being given the truth, then it is time for them to go.

While I would not even hazard a guess as to the purpose of this inane memo, I will state that what the poster is referring to from the80's about Rape, Incest and Sodomy resulted from the change in Illinois law that placed thowe offenses from Sex Crimes to different kinds of sexual battery. That was done at the insistance of women's groups to show what they thought was the true intent, or some other such nonsense. If memory serves me correctly, it was also when CPD stopped reporting to the FBI, and instead started reporting to the Illinois State Police under Illinois Uniform Crime Reports. Part of the reasoning behind that was the facct that the FBI defines Rape as a male over 13 committing an act of penetration of a female, not his wife, by force, or something close to that, I am paraphrasing. We no longer had such a crime. I do't believe that murder was part of that directive in the 80's, but it might have been, if that is when we changed from Murder, Manslaughter, etc. to different classes of Murder. Back in the 80's, post Pam Zekman, everybody was real careful about reporting crime statistices. Nobody wanted to be raked over the coals by her or another do good reporter.

I remember Patterson when he was a sergeant in the Youth Office at Area Four. Nice enough guy; however, unlike myself he never passed a single promotional examination high enough to be promoted in rank order from any promotional list, ever. And someone else lost a promotion, and that someone else's family was cheated out of mom's or dad's new pay raise because it was diverted to the Pattersons, Caruthers, and Wysingers of the Chicago Police Department. Finnegan and Medzienowski stole things that didn't belong to them and they are in the penitentiary. The merit promotees stole something just as valuable and they walk freely amongst us flaunting their public school educations and writing To-Froms that make no sense.
