Cell Phones

One of more people have been posting in the comment sections about cell phones being useless at the upcoming NATO event.
  • Are the protestors bringing jammers? Not out of the realm of possibility.

Or better yet.....

  • Is the Department employing jammers to cut down on the ability of protestors to organize, react and deploy their own tactics?

Things that make you go, "Hmmmmmm."

yes, the city requsted this from the G to use cell jammers.. it also will render 3G and 4G connections useless.. this is being done so the protesters cannot use social media to coordinate efforts... Sure hope some citizen in a building doesn't have a medical emergency and has to call 911.. but they cant because they only have a cell phone and its signal is jammed... Hmmm, sounds like the city is opening itself up to a huge liability. Not just against protesters now but against the regular everyday citizens. another well thought out plan from downtown.

I think what they're talking about here is that the cell towers will be overloaded with traffic.

There are times of the day already around Wriggleville for example when you can't lock in on the new 4g service and the 3g is slow as hell and for voice calls the service is spotty.

At the Rose bowl earlier this year the cell companies brought in mobile cell towers on trucks that are called COWS to provide extra capacity and even they were overloaded.

So yeah. If the city did not plan and co-ordinate with the cell phone providers to bring in extra capacity you may have a real 911 issue since when you consider that the majority of people no longer own a wired phones anymore that may be a big issue.

Oh but I'm sure that the brains got it all covered right? Right?

Imagine an all circuits busy condition within the downtown green zone where people can't call 911.

Sue-sue-sue.

I can see it coming.

For police planners, I'm sure that is a thought but don't think that will fly past the corp counsel. The liability issue is enormous. Block a medical emergency 911 call and nothing good will come of it. Third World press would also spin on that on the Americans blocking free communications. Not in an election year. You also jam your own signals. The command staff is cell phone dependent. The zones and city wides are not secure communication channels. (I'm aware of DVP but that will be mostly federal) That said if you are using a jammer, someone with a tracking receiver can follow that signal back to you or the device if left at a fixed location.

In fact, cell service will be limited at the NATO event, just like it is limited when you take in a Hawks game at the United Center. That's because 20,000 people trying to get on Facebook or Twitter, or trying to send a picture message, ties up the cell tower. Each cell tower only has so much capability. You might notice spotty service sometimes downtown during rush hour for a similar reason, as all these drivers talk and text on their phones in traffic.

So while I highly doubt any protesters will be using sophisticated jamming equipment, you should expect issues texting your buddy halfway down the line about the hot hippie chick in the tank top about to throw a piss-bomb.

There was a story in the paper about this a month or so ago. The Occupy people were concerned that the CPD would do this to keep them from coordinating their chaos.

Will the protesters (RIOTERS) bringing cheap transceivers that will screw up our old analog radio system?

We will be the ones using our personal cell phones to direct operations. The FEDS will have secure state of the art digital radio networks.

God help any group of cops that need an ambulance or 10-1 help. The radios could be totally screwed because Rahm and Daley never wanted to spend the money on us.

It's amazing that these bust-out, supposedly unemployed and broke assholes own so many cell phones with 3G or wireless to access the internet.

It's also amazing that they have the time to plan a stupid demonstration and make travel arrangements, but they can't come up with a comprehensive plan to find jobs.

They go to college and get these useless degrees in art or theater or the like, then want to get out of school and make $100K.

Unlike the baby-boomers whose parents struggled and saved for things, it kills me what these kids expect.

Just like when you watch the house-hunting shows, these 23 year-old know-nothings want 3-4 bedrooms, 2-3 baths, granite countertops, walk-in closets, etc.

Geez--my husband and I started out in apartments, then a 3-flat, then a couple two bedroom houses! Drove used cars for about 8 years.

Sorry for the rant--but what do these fuckers want? Gov't handouts so they can afford their high expectations?

If the crowds are as big as we think they will be, there will be no need for jammers as the phone companies can't handle the load. A good example is when you work the air and water show or the gay pride parade, your calls can never go through and this is with the cell companies placing boosters in the area. If these bosses think that they will be able to communicate by cell phones or Blackberry's, they are in for a big surprise. Just make sure you stay safe and make sure you have a spare radio battery handy.

I doubt the Department is doing anything. The Secret Service has a vehicle that usually travels with the President that jams cell phone frequencies, mainly to limit the ability of a bad guy to detonate an IED. I suspect that they have both mobile and fixed capability and will deploy them around the sensitive areas both as a mob deterrent and to protect against IEDs. If the Secret Service is calling the shots on security, they will use all the tools in their arsenal.

Blocking out cell phones would be extremely difficult because you have to either take out all the towers within the area OR you have to have a device with enough wattage to pose as the tower, capturing the phone and holding it.

I can't see the anarchists carrying the gear required but I can tell you that not even the FBI can get the authorization to turn on electric countermeasures during WMD incidents without someone in DC thinking that planes are going fall out of the sky.

The authorities in SanFran killed cell phone use during some protests there some time back. It worked well.

I suppose the system "may go down due to unforeseen techinical issues" at times in May.

I just don't get these protestors. What's the point again? If I understand correctly, they're planning to buddy up with the Occupists and protest things like, "unfair capitalistic practices," wanting handouts, etc.

But do these people even know what NATO is? It's not an economic alliance, it's a military alliance, one that was formed after WWII in response to the military threat of the Soviet Union, and the countries of the Warsaw Pact. I'm not saying NATO is perfect, but it's done the type of things these people demand (that is, some type of quasi-governmental intervention/babysitting). It's intervened in Afghanistan, Bosnia, Kosovo, and even in Somalia & the Gulf of Aden. It has stepped in to foreign, non-member countries, in the name of human rights. I bet nearly all of these protestors are fans of the “Arab Spring.” Guess what, people? Without NATO intervention in Libya, Khadaffi would be alive & ruling today, and likely tens of thousands more innocent civilians would have been slaughtered by him.

These people should be focusing their efforts on the G8, which actually is an economic summit. But no, instead of letting a good party go to waste, they’ve pledged to incite the police and attempt to shut down a city, affecting the lives of millions of working Americans who just want to do their jobs, live their lives, and provide for their families. And why do they have to focus on the cops? I’m not a cop and have never had police in my family. But having read this blog for a few years now, and gotten to know the local cops in my neighborhood, I firmly believe that you all are just like me. All you want is to do your job, bust the bad guys, and go home at the end of the day to your families. In fact, I guarantee that you all have far more in common with the protestors than any of them realize or would ever acknowledge (though one major difference – you work).

The protestors and their leaders are selfish pigs. They don’t even know who they are protesting against, or why. I really, really, really hope the weather is just atrocious, cold & pouring rain that week & weekend. It’s about the only thing that may keep them relatively calm.

May 1st just 6 days away and still we dont have our updgraded gas masks with the bigger view eyes and better quality as promissed. Still, we dont have our helmet shield replacements. Still, no consideration in upgrading our nightstick batons to that of which the Il State Police carry; twice the length of ours thus twice the distance between the officer and the protestor. I guess the front line guys and gals arent getting riot shields huh. Still no GO or law class on the do's and dont's with protestors and permits and marching and trespassing. Still no information on break reliefs for the lines, food, water, bathrooms, security for front line officers bags, car keys, cell phones, wallets, vehicles, you know all that stuff. Porta Johns arent going to work if thats the plan. Where would all our turtle gear, duty belt, night stick, gas mask, and helmet be placed while inside a tiny, cramped piss covered floor porta john? Oh yeah, thanks Rahm for scheduling all this crap during police month. Thanks Rahm for not allowing me to go to the Springfield and Washington memorial. Keep planting trees and dishing out 500 million for community colleges while we're short 2,000 police officers. Make sure you shine that bean everyday. That important you know!

One of the city's talking heads said we have no plans to do this.

They likely didn't even know it was an option.

we had "OPEN KEYS" for 1/2 an hour last week. Numerous different radios were tagged by the zone as having an open key. Problem is, several of the tagged radios were OFF at the time.

That's just great; we as first responders cant communicate with our families that we left behind, alone and unsafe because all the police will be downtown for 12-15 hrs straight, everyday. Um, no, troll. ANY frequency can be jammed. 460-465 MHz can be jammed pretty easily. Have the appropriate PL and you can talk to us too! Not legal, violation of FCC regs. Looong jail time possible, min $10000 fine. I wouldn't suggest it, but possible.

MONTREAL — Starting out peacefully, another chaotic student protest overtook Montreal's downtown on Wednesday night after Quebec's three student federations broke off negotiations with Education Minister Line Beauchamp.

Angry at the exclusion of CLASSE from the minister's negotiations only hours earlier, over 5,000 took in the streets to show support for the province's more militant student federation.

With a "truce" declared between the student federations and the Quebec government, Beauchamp expelled CLASSE after an uproarious protest on Tuesday saw five arrests, an injured police officer and the window of a bank smashed.

There were more disruptions Wednesday morning, with a pair of smoke bombs tossed in the Montreal subway system, while there were several protests in the city. According to Beauchamp, CLASSE's announcement of the protests on its website broke the truce.

Wednesday's protest

While the students gathering at Place Emilie-Gamelin, near Berri-UQAM metro, were mostly peaceful at the start of Wednesday night, the protest slowly began to unravel as the crowd marched west, heading toward Premier Jean Charest's office.

Organized by the association representing UQAM's political science and law students, the march began 45 minutes late, at 9:15 p.m. The students did not provide a route to the Montreal police before the protest—something not unusual over the past 11 weeks of protests.

The first hour of the protest was relatively peaceful, with students chanting against Beauchamp and Charest.

Bank windows began to shatter an hour into the protest as some protesters began to throw rocks. With cars being hit by paint and store windows breaking, the protest was declared illegal at around 10 p.m.

A showdown soon developed near the corner of Stanley St. and Ste. Catherine St. as pepper spray and rocks were exchanged. A window of the nearby Chapter's bookstore was broken as a car was set on fire at the intersection.

Encircling the crowd, Montreal police ordered the protesters to disperse. While some rocks and bricks continued to be thrown, the majority of the protesters began to disperse before 11 p.m.

Several journalists were hit by pepper spray during the protest, including one of CTV Montreal's cameramen. Earlier in the evening, protesters targeted photojournalists with paint balls.

The Montreal police have yet to report on any arrests or injuries from the clash on one of the city's main commercial arteries.

A smaller protest was organized on the steps of the National Assembly earlier on Wednesday afternoon.

The situation is still developing.

Any radio can be jammed. Any radio can be monitored.

It's the nature of radio, i.e. physics.

If you broadcast a signal, someone can hear it.

If a person can design something to encrypt a radio signal, another person can design a circuit to decrypt it.

Analog, digital, simplex, duplex, double duplex (LOL!). It's all bound by physics.

COMSEC is the key. Assume someone's listening at all times.
