NATO Rumors

The rumor mill is on fire, and of course, no one at the Puzzle Palace is revealing squat:
  • Sheriffs have been informed that their days off are being canceled in May with little to no explanation;
  • Some suburban departments are warning their officers days off and vacations are being "delayed" and issuing fire retardant clothing to their members;
  • CPD is going to put the day crew in crown caps, no helmets and no cargo pants. Has anyone here ever seen what fire does to 80/20's?

Even some of our admitted non-police readers are noticing odd things:

  • Civilian here. I work in a high-rise on LaSalle in the heart of government and financial row. Had our quarterly fire drill last week. Subtle differences this time. Instead of going down one floor, they had us go down five. Fire marshal's spiel emphasized listening to the intercom and NOT assuming it would be an automatic evacuation. Instructions might actually be to shelter in place -- up to and including locking the doors -- because of disturbances outside. Hmm. Wonder why they added that?

Unfortunately, this is the mindset starting to take hold of the Department:

  • D/C Velez comes to roll calls this AM to talk about NATO. Says we've had training, blah blah, officer safety is paramount, blah blah, really care about officer safety.

    Then he drops the bomb. Seems GMac wants the front line police that will actually be marching WITH the protesters to have a "soft" look. Therefore our helmets will not be on our heads, but rather left in the bus they transported us in. But don't worry, the Ninja police will be paralleling us and can jump out at a moments notice.

    Almost felt sorry for Velez, as he was just reading notes that I'm sure were put together by the brain trust downtown.

    So, 2nd watch officers on the front line YOU ARE EXPENDABLE !
    (and more so than you thought)

    But don't worry, They'll have some sort of 'glasses' there that you can wear if you so choose.

    And oh yeh, they will be filming everything, so I'm sure they'll be able to stop the guy that threw the bag of piss before he gets back on his plane. Officer safety, my ass !
Someone downtown ought to muzzle Velez. He isn't doing anyone any favors.

They were left on the bus a few blocks away, and told, by Maria Maher that if there was a disturbance everyone would go back and get them. All the men six feet tall and over were inside the Hyatt waiting with turtle gear.

Helmets, now no helmets, 2nd watch then 3rd watch and then back to 2nd watch. Face shields then no face shields then Gorilla Glue and now 2nd Watch with crown cap and "soft" look. Are these people fucking crazy or merely terminally stupid?

Can I wear my short pants and bicycle jacket? How about shorts and dress blouse? Plus garters holding up knee socks?

It is April 24th and I still have not received one second of training and wouldn't trust it if I did.

Here is my marching orders, learned from years of patrol division duty: Force will be met with an increased level of force. Steel ball bearings shot at me will be met with gunfire from a .45 cal semi auto loaded with 230 grain JHP +P loads. Same with fluids contaminated with disease that can kill me.

Fuck these assholes and our non-leaders.

I suggest simply removing all police officers from the downtown area. Remove the single most visible source of antagonism and I will guess that there will be no fights with police or attacks on police if there is simply no police. Put Traffic Management Aids down there to wave their arms all around like they do.

Chicago can be the first city to totally diffuse fights with police by removing all police. If they have no one to throw piss on what will they do then?

Police union files lawsuit against LAPD over helmets

The union representing Los Angeles police filed a lawsuit against the department this morning, accusing the department of violating its own policies and state employment safety rules when commanders allegedly told officers not to wear protective helmets during a Jan. 10 demonstration in Westwood.

The suit filed in Los Angeles County Superior Court named Chief William J. Bratton as a co-defendant and seeks a temporary restraining order against the city from taking any measures that would discourage officers from using safety gear when dealing with crowds during protests and demonstrations.

GMAC is following the after-action report from Toronto's G8. It's on the web and is some good reading. I read it a couple of months ago. The Canadians believe the "harder" (turtle suits, helmets)the cops looked, the more violent the crowd looked. They recommend a 2-tier look. But let's also remember that they lost control quickly. They are Canadians (you know, with French ancestry). Need I say more.

The memory of the mess in 1968 can't be forgotten. That is exactly what the people running these things would like to see happen again.

Brute force does not work in this country in these kind of situations. It always makes things worse.

I can understand the desire to go out prepared to beat heads, but that is a losing proposition. If it ever gets to a full blown mess like in 1968, it will be a another huge stain on the CPD that will take another couple of generations to remove.

This is all about perception. If Chicago is perceived as being rational about the event, Chicago wins. If Chicago (and that really means you guys) is perceived as having an out of control police force, the bad guys win big.

You just plain cannot win this kind of battle with brute force. If it gets to that, you lose and you lose big time.

Some surgical strikes here and there are OK. People can accept that. They expect that some of the protesters will get out of hand and have to be dealt with. And as long as it is done in an appropriate way, it won't amount to much to anyone.

The way I see it is you have a chance to erase some of the stain your department earned in 1968. I know that a lot of the moronic decisions that led to that mess were political, but it was not old man Daley and his cronies out there having a great old time beating heads on film. Most people just cannot get past those images. And this time, there will be 100,000 videographers. It won't be like 1968 were the press was mostly kept away from the worst of what went on. This time the whole thing will be streamed live.

Someone get it right please, Tobias was at roll call last week in the 10th district and talked about nato, he said that the second watch most likely will be walking with protesters. But he did say uniform of the day will be regular uniform, plus gas masks and helmets, the ninja police will be close by. According to him the reason the ninja police is off to the side is because they believe that if we dress with the uniform of the day, it doesn't look like we are looking for a fight. According to him only one day is going to be cancelled which is the 20th of may. And if these mopes attempt to injure any police officers, "all bets are off" and that he will be in the front line with us. Will see if he stays true to his word.

Blogger obtains evidence that alleges OPR hired investigator that failed to meet the minimum requirements set forth by Shakman and the Department....Comforting to know our lives are in the hands of guys who's resume include working at menards and baggage handling! This complaint was also forwarded to Bob Egan who did nothing according to Court Documents obtained by Blogger.. 30 other applicants from Courts and Corrections applied for this position!!!
Blogger has obtained Court Documents alleging that at least one OPR investigator did not even meet the laxed minimum hiring requirements set forth by Shakman and the department. The Cook County Sheriff's Personnel Department posted a job opportunity of Investigator 1-grade-IS2, in May of 2010. You must have at least 3 years experience in law enforcement or security fields set forth by the departments minimum requirements. Investigator Patrick Fitzgeralds start date with CCSO was 26-Nov-2007. He was promoted to Inv on 21-Nov-2010. He started the application process with only 2yrs, 6 months on the job according to the documents... Inv. Fitzgerald did not have a college degree at the time of application which is a preferred requirement.. According to Fitzgeralds public facebook page he worked at menards from 2002-2005.. Blogger told this was a political move in violation of the Shakman Decree. Also Compliance Officer Bob Egan was made aware of these serious allegations and reportedly did nothing.. 30 applicants from Courts and Corrections applied did not get this position because of the clouted Fitzgerald. They need to file a Shakman Complaint...

We will do a follow up investigation on who signed off on this promotion. And we will be furthur looking into Bob Egan.. Its obvious he is not up to the job or is covering for this administration.

Another non-cop here:

My wife manages a large (over 1,000,000 square feet) retail & office building on the west side of Michigan Avenue, directly across the street from the park.

Apparently, they're having all the windows on the first floor businesses boarded up, including coffee shops & convenience stores. They're also having 24 hour, armed, off-duty non-CPD cops, from May 14 - 24. They will have, at all times, one cop in the main lobby, who will be supporting the regular building security with admissions (doors will be locked beginning 5/14, and every person coming in has to show ID), a second cop in the lobby as backup, AND a cop hanging out in the loading dock area. So we’re talking 10 straight days of three cops at a time, 24/7. She said there is a total of 9 people they’ve hired.

Between the security, the cost of boarding up the building, and the extra insurance, this will cost them at least $45k (the police alone are over $25k). Not to mention, they lost a couple of tenants already this year who moved out recently bc they didn't want to be around for this, and nobody is willing to lease those spaces from them until after this shitstorm is over. So, knowing that her company is losing over $75k from this, between lost rent & the new overhead, we've already been told that we can kiss her bonus goodbye this year.

Thanks a lot, Rahm. We’re just a young couple busting our assess to make it in this city, and her bonus goes a long way. We’re actually putting off starting a family because now we don’t know what our finances will look like.

Topic: Just A FYI. Three people video tape by the security guard at Shedd aquarium. They were taking pictures of the area around the police memorial. They were young and have backpacks. Doesn't sound anything more than tourists right? Except for the fact that they then changed into an all black outfit including the mask . They were also seen taking copious notes and then stole some signs by the Shedd. Police Memorial is coning up. Is someone planning something.? Is this a test to see police response with no real consequence if they get caught ? Keep your eyes open that day.

I work at one of the flagship banks on LaSalle, we've stockpiled pre-cut plywood for the windows that will inevitably be broken, hired three times the normal bank security, and, get this - it's casual Friday for all of NATO week.

A memo was circulated instructing most personnel to wear jeans and other casual clothes to work for that week - management is worried that people in business attire will be jumped by "protestors" when they're going to and from work.

Velez was not a very good commander while in 025. He never had a staff meeting from January to September of 2010. We never had a commander who didn't tell his management team what he expected of them. He didn't understand patrol at all, probably because he never spent any time there. Obsessed about that all important issue of beat tags. The department did not, and does not bother to select the best person for the job. Until this clout promotion business is ended, which in this city isn't likely to happen, the department will continue to suffer due to poor leadership.

I don't know boys. Eight pm, 77th and Phillips a 12 year old gets shot in the shoulder. No-one in custody. Three hours later and about 3 miles away we're arresting people in walkers that want their local health clinic to stay open which would seem like a good thing, not a bad thing. Meanwhile the shooter(s) are still on the loose. Not what I want to see my taxes paying for. Wasted resources. There's no reason to put more cops on the street if we're going to have them doing these kinds of things. Like what would the new officers do write parkers instead of working on the violence? If this is the mayors directive then we need to take away his power and speaking of taking away peoples power I haven't seen the alderman. Where are the aldermen of these communities? The elections can not come soon enough. We need to be able to recall these people like is being done in Wisconsin. This four, six year free ride stuff like they have an iron clad contract and we just deal with it has got to go. Time to make these politicians what they call in the private sector "at will" employees. Where you can be fired at any time for any reason at will.

Hey guys, in the last couple of protests I was involved in(wis state capitol), we did the soft/hard thing. It works well to keep the crowd from getting worked up. With the NATO protestors though, I don't know it its going to work for you, I think they are looking for a fight.

Use of force should decide if we put on the helmets or not. We never go on patrol without weapons, so why leave the helmet in the bus. I would never leave my gun or asp in the bus! The helmet needs to be accessible just like all of our equipment. It isn't a safe option.

Unfortunately, we can't just hope that we are not going to use the helmets. We have to be realistic & have the option to use all of our gear/weapons.

This was a plan implemented during the war protests and the idea was to put the "height impaired" Officers on front line in standard uniform of the day. This was to "feel out" the mood of the marchers and be "media friendly" and if the crowd got in any way hostile, the Officers were to step back and reveal th"Goon Squad" who were by all media and protester accounts, INTIMIDATING!....it worked great and the biggest complaints, were that the Police were on overkill with that prescence....Yes, I am a proud member of "HIPA" (height impaired Police assoc.)and approve of that method again, as I have every bit of trust in my fellow Officers to respond with force necessary to assure our safety. But then again, this was with adequate training, prior to the event.

At the 2nd day of training for the 2 nd watch personell the " instructors" told us to make sure we loaded up our cargo pants with water bottles and granola bars.
Now this fucked up dept. says no cargo pants and instead of the baseball style hat only the old fashioned crown cap with actual shields attached. Are u fucking kidding me?

In 1969 for the Days of Rage the uniform of the day was blouse,soft cap, and white gloves (the dress uniform). A company of older guys from Loop Traffic were the lead unit with the marchers. When it hit the fan, the Loop Traffic company took a lot of casualties. Hidden away from the march were companies of Task Force and the districts. They leveled the goofs. AFter all the whinning and crying about the Convention in 1968, the bosses wanted to make sure the goofs started the trouble and that some officers were injured. There have been numerous incidents since when this tactical theory has been used. One of the brilliant bosses or someone from the fifth floor decides to put guys out there looking like Simple Simon so they can have a body count to explain their subsequent actions. Things haven't changed.

I work at one of the flagship banks on LaSalle, we've stockpiled pre-cut plywood for the windows that will inevitably be broken, hired three times the normal bank security, and, get this - it's casual Friday for all of NATO week.

A memo was circulated instructing most personnel to wear jeans and other casual clothes to work for that week - management is worried that people in business attire will be jumped by "protestors" when they're going to and from work.

What an interesting turn of a phrase. You DO know, forty-four years ago, the protesters deliberately incited a riot, right?

You DO know they plotted and carried out an intentional series of actions against the police?

A great old time beating heads? HOW DARE YOU?

Many of those police officers were newly returned VietNam vets. Urine and feces were flung on them in plastic bags meant to break and in open containers. They were not simply taunted, but physically battered and then intentionally humiliated. They were ambushed and drawn away from their group, so as to be more easily attacked.

They were not the aggressors, but let's not let that little detail intrude on your lovely little fantasy of cops gone wild.

One photo, of an officer with a nightstick raised above his head, caused two generations of political correctness and fear of the 'picture you can't erase from your mind' and it has unfortunately colored police behavior from that day until the present. The headline read, "The Whole World is Watching". (So much for your assertion that the press was sequestered. I clearly recall that the press were mingling with the crowd.)

Nowadays, everyone operates in fear of the video, or the photograph, that will wrongly convey a moment in time, without conveying the entire CONTEXT of what surrounds that moment. The context, FORTY-FOUR years ago, was that the expectation of violence from the crowd was PALPABLE. (I can speak to this because I was IN that crowd and I left before all hell broke loose because I feared my father's wrath far more than the CPD's.) It was obvious my fellow teens and twenty-somethings were poking and prodding and planning and plotting and it was obvious there was going to be a confrontation of SOME sort, because the kids were determined to make one happen. It was tangible, laying there on the air. It was a 'showdown' mentality in the crowd.

I have since done an entire career on the police department and retired. I have worked with - and for - many officers who were in Grant Park and on Michigan Avenue during that mess. None of them were happy head-beaters. None of them went to work those days looking to beat on someone. They were young men who just wanted to go home to their families and their lives at the end of their tours of duty.

You are, by your own proud tagline, not a cop, and you can't begin to know what you're talking about. By your twisted reasoning, the current CPD having to answer for a questionable incident that occurred a lifetime ago is equivalent to YOU (since you're a Chicagoan) having to answer for and make amends for the activities of Al Capone. It's incumbent upon YOU to find a way to rectify THAT stain YOUR city earned back in the day - right? You're as responsible for it as we are for 1968, right?

I've read your posts in the past with an open mind, but I think I have a much better read on who you really are now. You've shown your hand and your Freudian slip is showing, too. I'm with 4:48pm on this one.

"grab and go" removal of downed officers by fire personel is a standard method of tactical medicine. The idea is to remove the officer from danger to keep that officer from further harm. Only massive bleeding is dealth with. Usually by military touniquet. The officer is moved to cover and then more thorough treatment begins followed by rapid transport.same as in the military. I was a young patrolman in 1968. The same complaints about the bosses existed then. The difference was those guys had been at Iwo Jima, Omaha Beach, the Pusan Perimeter, etc. When it jumped off, most of the bosses were right in the thick of it. The Deputy Superintendent of Field Services, was swinging lead club on Michigan Avenue. It was the same all up and down the line. Sergeants and lieutenants involved in fist fights and leading the charge. Everyone knew in advance what was going to happen and we dressed accordingly. A bunch of people came looking for a fight, they got it, and they lost. Any other version of it is revisionism.
Lots of the bosses were political appointees, but most of those WWII and Korean War guys were tough and looked out for their troops. It doesn't sound like that's the case today.

The Lodge has met with members of the Department’s International Relations Section to discuss the Department’s plans for the upcoming NATO Summit scheduled for May 20 and May 21, 2012.

The key focus of the meeting was to discuss the logistics of Officer safety issues. The Department presented several examples of what will occur should an Officer’s safety be compromised. The International Relations Section Command Staff are currently making presentations to roll calls throughout the Department where they will answer questions presented to them. Members may contact the IRS directly with specific questions. Members may contact the Lodge if they believe the answer given is unsatisfactory. We will then attempt to resolve the issue.

Officers should be aware that disclosure of specific plans and/or safety techniques that may be implemented should not be divulged in any media outlet including social media outlets such as blogs, Facebook, etc. Disclosure of sensitive information could place any Police Officer assigned to this Summit at risk.

I served in the Gulf War, didn't see any combat, and I ran into some of these guys. Their average height was probably around 5'7" and pound for pound they were likely the scariest guys in the coalition.

During the Falklands War the Brits spread rumors and used psyops to make the Argentinian soldiers believe the Gurkhas were everywhere. Helped speed up the surrender process. I can't find a reference, but I suspect they did the same thing during Desert Storm.

Get a few Gurkhas standing on corners with their long Kukri knives and I imagine the protests will be peaceful. If not then some protesters will be missing ears.

My wife manages a large (over 1,000,000 square feet) retail & office building on the west side of Michigan Avenue, directly across the street from the park.

Apparently, they're having all the windows on the first floor businesses boarded up, including coffee shops & convenience stores. They're also having 24 hour, armed, off-duty non-CPD cops, from May 14 - 24. They will have, at all times, one cop in the main lobby, who will be supporting the regular building security with admissions (doors will be locked beginning 5/14, and every person coming in has to show ID), a second cop in the lobby as backup, AND a cop hanging out in the loading dock area. So we’re talking 10 straight days of three cops at a time, 24/7. She said there is a total of 9 people they’ve hired.

Between the security, the cost of boarding up the building, and the extra insurance, this will cost them at least $45k (the police alone are over $25k). Not to mention, they lost a couple of tenants already this year who moved out recently bc they didn't want to be around for this, and nobody is willing to lease those spaces from them until after this shitstorm is over. So, knowing that her company is losing over $75k from this, between lost rent & the new overhead, we've already been told that we can kiss her bonus goodbye this year.

Thanks a lot, Rahm. We’re just a young couple busting our assess to make it in this city, and her bonus goes a long way. We’re actually putting off starting a family because now we don’t know what our finances will look like.

There are plenty of police departments that have managed to regain the publics trust after falling by the wayside. LAPD being the most prominent recent example. It is mostly a political problem though. You are probably right about continuing to be on the losing side, at least as long as the current criminal empire continues to run the city. You can't really work for a criminal empire like that and not end up getting some tarnish from it. Just the way it is.

I couldn't agree more, and have been saying this for months. The protestors for some reason believe that the police are the embodiment of all their frustrations, which couldn't be further from the truth. you guys just want to do your jobs & go home to your families, like most Americans.

Also, what if the media didn't show up? They wouldn't know what to do with themselves. I have a friend in Toronto media, he told me that when they hosted the G8, the protestors would just sit around kst of the time, doing nothing. It was only when the cameras were turned on & towers them, that anything happened.
